A Great Bend native is being hailed as a hero after a fatal shooting in Dodge City early Sunday morning. Forty-year-old Austin Zink is the bouncer at Central Station Bar and Grill on Wyatt Earp Blvd. in Dodge City. His sister, Jessica Zink, said Austin tackled the shooter after he shot three people, killing two, inside the bar.

"The shooter walked in," Jessica said. "He shot the person he was wanting to shoot. He shot two more people inside, then calmly walked out the front door. That's where Austin is stationed. Austin tackled him once he realized that was the shooter. He had a good grip on him. The shooter was unfortunately able to wiggle free."

The gunman, later identified as 36-year-old Ricardo Cadena-Garcia of Dodge City, shot Zink in the hip, arm, and abdomen. Cadena-Garcia fled the scene and was later arrested by authorities near Forgan, Okla. Zink, a father of three who grew up in Great Bend before moving to Dodge City in 2010, remains hospitalized.

"Overall, he's okay," Jessica said. "He literally just decided he wanted to stand up and move to a chair, so we did that. It ebbs and flows, his pain and his condition, but as a whole, he's doing all right."

Twenty-year-old Abraham Morales-Santos, and 29-year-old Antonio Cabrera, both of Dodge City, were killed in the attack. Wednesday's weather

Any signs of precipitation are a good thing for most parts of Kansas. Last week, nearly an inch of rain fell on parts of Central Kansas within a 24-hour period. The National Weather Service in Wichita recently released its winter seasonal hazard outlook. Warning Coordination Meteorologist Chance Hayes said there may be some good news for the area from December through February.

"Typically in the winter months, we see around two inches, give or take in Central Kansas," he said. "We're expecting just a little bit more of that. It could be in the form of liquid, but it could also be in the form of frozen like snow or maybe even some sleet or ice."

The report indicated some spots in Kansas saw 150-300 percent above-normal precipitation amounts from August through October, while most areas, including south-central Kansas, saw well below normal averages. Some saw only 25 percent of normal rainfall totals in that span. Hayes said along with better chances of moisture in the next few months, the temperature should remain normal.

"It's generally going to be high temperatures averaging somewhere in the lower to middle 40s as we go through the winter, and the low temperatures in the upper teens to lower 20s. We're expecting those temperatures to be somewhat average across that timeframe."

Persistent dry conditions could lead to out-of-season fire concerns as the winter months approach. Hayes also noted that dry conditions will continue to cause streamflow issues in Central Kansas.

"When you look at the daily stream flow conditions, notice much of Central Kansas is in low, below the 10th percentile," he said. "That means the rivers, creeks, and streams are extremely dry. That could cause problems, potentially, for any communities that draw their water resources from those areas."

Above-average precipitation expected for Central Kansas this winter

The Great Bend Recreation Commission will be hosting a free Stop ‘N Learn Session titled “Falconry 101” on Wednesday, November 1, from 12:00 – 1:00 pm at the Great Bend Rec Activity Center (2715 18th&nbsp;Street).&nbsp;

Falconry is the sport of hunting wild animals in their natural state and habitat using a trained bird of prey.&nbsp; During this presentation, Don Knight will share how he became involved in falconry, how he cares for and trains his birds, how to identify different birds of prey and other topics associated with falconry.

Lieutenant Colonel Jamison is the Chief of Wing Plans and Programs, 22d Air Refueling Wing, McConnell Air Force Base, Wichita Kansas. He is responsible for base contingency operations, emergency management preparation and response, readiness reporting, and Operational Plan management.

There will be a complimentary breakfast served in the GBHS Commons from 8:50 a.m. to 9:25 a.m. 

To facilitate easy access to the event, guests are encouraged to use the main entrance at GBHS. Additionally, golf cart shuttles will be available to assist with transporting guests from their vehicles to the front door.

Great Bend High School to host Veterans Day Assembly – veterans invited

As a result of a Drug Take Back Day in Barton County, more than 200 pounds of prescription medication were delivered to the DEA in Wichita Monday, Oct. 30. 

On Saturday, Oct. 28, the Barton County Sheriff’s Office, along with the Barton County Health Department, conducted a drug take back day. Barton County has been participating in this program for the last seven years and has collected 3,383 pounds of medication for disposal. That’s more than a ton and a half of drugs.

The Sheriff’s Office would like to thank the Barton County Health Department for their assistance as well as the “Youth Crew” from the Juvenile Justice Authority, Abby, Jasmine, Valeria and Yaneli who handed out information and helped keep the weight tally. 

The next drug collection will be in spring of 2024.

BOOR: Central Kansas Beef Summit

Meals On Wheels of Barton County is in need of volunteers to deliver
meals. Currently in Barton County, there are 73 individuals receiving hot, nutritious
meals prepared at the Great Bend Senior Center. 

Volunteers in Action of Central
Kansas Director Linn Hogg said drivers for Meals on Wheels make a big impact on
homebound seniors.
&nbsp;

"A lot of these people are alone," said Hogg. "They're homebound. They don't have outside contact with the world. When we're like that, we tend to let the walls come in on us. These volunteers that deliver these meals, that's the only person they may see. A volunteer represents a friendly face, a kind word and someone who cares."

The volunteer opportunity can be flexible to once a week, once a month or you
can choose which days out of the month. The service takes less than an hour of
your day and can be completed between 11 a.m. - 12:30 p.m.

meals prepared at the Great Bend Senior Center. Volunteers in Action of Central
Kansas Director Linn Hogg said drivers for Meals on Wheels make a big impact on
homebound seniors.
&nbsp;"A lot of these people are alone," said Hogg. "They're homebound. They don't have outside contact with the world. When we're like that, we tend to let the walls come in on us. These volunteers that deliver these meals, that's the only person they may see. A volunteer represents a friendly face, a kind word and someone who cares."The volunteer opportunity can be flexible to once a week, once a month or you
can choose which days out of the month. The service takes less than an hour of
your day and can be completed between 11 a.m. - 12:30 p.m.

Volunteers needed for Meals on Wheels in Barton County

After jumping two dollars a barrel on Friday, the benchmark Nymex crude futures contract dropped three dollars Monday. By lunchtime US crude dipped below $83 a barrel and London Brent dropped under $88. &nbsp;Kansas diesel prices spiked last week, vaulting 42 cents a gallon in just seven days. Nationwide, diesel prices were four cents a gallon higher than a week earlier, but seven cents lower than a month ago, according to the auto club AAA. In Kansas, the average pump price for diesel reached $4.70 a gallon last Thursday (10/26), an increase of 42 cents from a week earlier, the biggest one-week bump in recent memory, and twenty cents higher than the national average. Prices has since dropped to $4.62 as of Monday. Weekly government reporting shows national diesel fuel inventories down 1.7 million barrels from a week ago. The Energy Information Administration says diesel stockpiles are about 12% below the five-year average for this time of year.

The Kansas Rig Count from Independent Oil &amp; Gas Service was down two rigs in eastern Kansas, and down one in the western half of the state. That's a nearly eight percent drop from last week, down more than five percent from a month ago, and down over 39% from a year ago. Drilling was underway Monday on two leases in Ellis County and one in Barton County.

Year to date, 207 operators have spudded 1,069 wells in Kansas, and drilled 2.9 million feet of well bore. Operators across the state completed 21 wells in the week through October 26th. Out of 13 in Western Kansas, six were dry holes.&nbsp; Kansas regulators okayed 37 permits for drilling at new locations, including one in Ellis County.

The government reported another all-time record for U.S. crude production. The Energy Information Administration says domestic operators pumped a best-ever 13,230,000 barrels per day last week. Before this year, output has exceeded 13 Million barrels per day only twice. The U.S. has now topped 13 Million barrels per day in each of the last three weekly reports.

The government says U.S. crude inventories are up 1.4 million barrels to just over 421 million as of October 20th. Stockpiles are about five percent below the five-year average for this time of year.

EIA said average daily domestic crude imports rose by 71-thousand barrels to six million barrels per day. The four week average is up nearly two percent over the same four weeks last year.

Oil-by-rail traffic was down for the week but rose compared to last year. The Association of American Railroads reports 9,945 tanker carloads of petroleum or petroleum products rolling the rails in the week through October 21st. That's down more than six hundred tankers from a week earlier, but marks an 8.3 percent increase over the same week a year ago. AAR reports the weekly totals have surpassed the year-ago tallies each week since July.

China is turning oil sanctions into a profit center. Just this year, China has reaped savings of nearly $10 billion through record purchases of oil from countries under Western sanctions. That's according to Reuters reporting on trade and shipments from Russia, Iran and Venezuela. Cheaper crude bolsters the world's second-largest consumer and refiner, especially China's small independent operators. It also bolsters an already-lucrative export trade in diesel and gasoline.

In a sign of the times, the Chinese oil and gas firm PetroChina has reportedly settled a crude-oil transaction using the country's official digital currency. That's a first, according to the government newspaper China Daily, which reported a deal for a million barrels of crude sold at the Shanghai exchange was settled with China's Central Bank Digital Currency. Prices were not disclosed.&nbsp;&nbsp;

Fatal shootings in Maine, Dodge City, and Wichita have headlined the news in recent days. Potential crisis was averted Friday afternoon when Barton County Sheriff's Office staff disarmed an individual with no injuries. Tuesday morning, Commissioner Barb Esfeld commended Undersheriff Steve Billinger, Lt. David Paden, and Sheriff Brian Bellendir. Great Bend Police Department Detective Jefferson Davis also helped subdue the subject.

"Just the way Brian, Steve, Dave Paden, and (Administrative Assistant Linda Francis), any of those need commended because that could have been a really ugly scene had they reacted differently," Esfeld said. "I can't imagine being in their shoes and have that happen and not react differently."

Twenty-eight-year-old Lee Shelton Leon had been served a protection from abuse order earlier in the day. He showed up at the sheriff's office just before 3 p.m. carrying a rifle that was later determined to be an air rifle. Staff said Leon appeared to be extremely agitated and Billinger was able to disarm him. Commission Chair Shawn Hutchinson also commended the sheriff's office staff.

"That could have been a million times worse," he said. "Cool heads prevailed, and that's what you need from law enforcement."

Leon was booked into the Barton County Jail on requested charges of aggravated assault of a law enforcement officer, aggravated assault, and other charges.

 <li>Trick-or-treaters need to see and be seen. Use face makeup instead of masks which can make seeing difficult. Give trick-or-treaters a flashlight to light their way. Add reflective tape to costumes and trick-or-treat bags. If possible, have everyone wear light-colored clothing.</li><li>Use flame-resistant costumes.</li><li>When choosing costumes, stay away from long trailing fabric.</li><li>Make sure adults know where the kids are going. A parent or responsible adult should accompany young children door-to-door.</li><li>Be cautious around animals, especially dogs.</li><li>Walk, don’t run.</li><li>Only visit homes that have a porch light on. Accept treats at the door and never go inside.</li><li>Walk only on sidewalks, not in the street. If there are no sidewalks, walk at the edge of the roadway, facing traffic. the repairs, Great Bend City Administrator Brandon Anderson, in an interview on 1590 KVGB &amp; 95.5 FM earlier this month, said the case is in
the middle of a legal arbitration.


"We know the case won't start getting arbitrated until June 2024," said Anderson. "The city doesn't have the kind of funds that it would take to rebuild the track right now. We're kind of in a holding pattern. We're in a waiting pattern."

After completion of the dragstrip reconstruction in 2021, the SRCA volunteers
told the city there were high spots on the track that needed to be polished.
The polishing caused the top sealing part of the concrete to come off,
resulting in exposed holes.

Anderson said when the legal matter gets resolved,
the city if hopeful a track rebuild will create a product that makes everyone
proud.


"I hope everyone understands that if we were flush with money we would have none of these problems," said Anderson. "The way we get flush with money is by involving taxes, and that's always a bad word. Ultimately, we're accountable to the citizens of this community that pay those taxes. We try to do a responsible job of spending the tax money they allot us."

The SRCA Board and volunteers operate the track, but the facility is owned by

L&amp;M Contractors, Inc. submitted the only bid in the amount of $73,745.00. The Commission is asked to consider approval of the bid.

&nbsp; &nbsp;C. EMERGENCY ROOF REPAIR: Barton County Sheriff’s Office: &nbsp; &nbsp; &nbsp; -Matt Patzner, County Administrator, will present details. In July of this year, certain County buildings sustained damage as a result of the hailstorm. Included therein is the roof on the Sheriff’s Office Administrative Building. After insurance adjusters inspected the roofs, it was suggested that repairs be made. The Commission will consider authorizing Summit Roofing to repair the roof, provided that the work can be completed within the calendar year.

The Poverty Simulation, named Poverty Paradigm through ESSDACK, is scheduled to take place on November 2nd from 6 p.m. to 8 p.m. Participants will have the opportunity to role play as individuals experiencing survival mode, simulating four 15-minute weeks. Through this immersive experience, attendees will gain valuable insights into the daily struggles and difficult decisions faced by those living in poverty. Following the simulation will be a panel discussion.

The ultimate goal of the Poverty Paradigm simulation is to initiate shifts necessary to activate great generational change. By offering participants a glimpse into the realities of poverty, UWCK aims to foster empathy, understanding, and inspire action towards creating a more equitable society.

United Way brings Poverty Simulation to central Kansas

Kansas Wheat joins U.S. Wheat Associates (USW) and the National Association of Wheat Growers (NAWG) in thanking U.S. Secretary of Agriculture Tom Vilsack for announcing new USDA funding on Oct. 24, 2023, that will increase global food assistance and expand global market access for wheat growers. The additional monies, drawn from the Commodity Credit Corporation, supplement proven Farm Bill programs currently up for reauthorization.&nbsp;

“Kansas wheat farmers have championed keeping the food in U.S. food aid and international market development programs since these programs began,” said Kansas Wheat CEO Justin Gilpin. “These programs expand efforts of trade promotion and U.S. wheat exports, and position the U.S. as a global leader to provide food assistance for emerging crisis situations and addressing food security needs.”

Food Assistance Peter O’Brien, a young farmer and rancher from Cheyenne County, first suggested donating grain to countries in need during a county meeting in September 1953. Those comments sparked a grassroots movement, leading to the Agricultural Trade Development and Assistance Act in 1954, sponsored by U.S. Senator Andrew Schoeppel and signed into law by President Dwight D. Eisenhower - both Kansans.&nbsp;

The pillar of today’s modern food aid programs was a common goal: provide people in developing countries with a secure food source, and they will do more than survive. As their economies recover and thrive, they become new potential buyers of U.S. exports. Through the USDA’s Food for Progress and USAID Food for Peace programs, the American people have donated more than one million metric tons of wheat annually for the past three years.

According to this week's announcement, USDA will utilize $1 billion from the Commodity Credit Corporation to bolster international food aid efforts in addressing hunger caused by conflict, droughts and other challenges.&nbsp;

“Additional funding for food assistance programs will help address the most urgent humanitarian needs in a generation. USW and NAWG look forward to working with USDA and other partners to ensure additional food donations generate the most benefit where it is needed most,” said NAWG President Brent Cheyne. “As NAWG works with Congress to reauthorize the Farm Bill, we continue to advocate for strengthening the in-kind commodity donation program and additional investments in the existing trade promotion programs.”

Export Market Development Investment in export market development starts at the combine. The Kansas Wheat Commission is funded by a two-cent per bushel, voluntary assessment on each bushel of wheat grown in Kansas and sold to a Kansas grain elevator. The Kansas Wheat Commission uses those funds to invest in agronomic research projects, consumer outreach and supporting agricultural export market development as a contributing member of U.S. Wheat Associates (USW). Checkoff contributions qualify USW to apply for matching funds through programs like the Market Access Program (MAP) and the Foreign Market Development (FMD) program.
