Accepting Great Bend Chamber annual award nominations

The
drought monitor report as of 8 a.m. Tuesday, November 7, shows no real change
again for our area this week.&nbsp; We are
still in severe drought.&nbsp; The six to ten-day
outlook (November 14 to 18) indicates an 80
to 90% chance of leaning above normal
for temperatures and normal precipitation.&nbsp;
The eight to fourteen-day outlook (November 16 to 22) indicates a 60 to 70%
chance of leaning to above normal temperatures and 40 to 50% chance of above normal
for precipitation.&nbsp; Really not the
temperature forecast we need for winter wheat development.&nbsp; Hopefully, the above normal precipitation is
a reality.

Last week’s column discussed the
high nitrate concentration found in private wells in our area.&nbsp; High nitrate concentrations are a very real
health concern for everybody by especially for young children and people with
certain health conditions.&nbsp; This problem
occurs for several reasons including nitrogen fertilizers used in grain
production, especially corn, and also from feedlots.&nbsp; The problem is made worse on sandier soils
low in organic matter and where the water table is close to the soil
surface.&nbsp; Nitrates can also be a concern in
surface waters but the problem is exacerbated in groundwater as the temperature
is much lower and there is little biological activity.&nbsp; Today, what can be done.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; First,
it’s probably a good idea for those with private wells for water to have them
checked for the nitrate concentration.&nbsp;
Not only, but especially those wells on sandier soils and soils south of
the river where the water table is shallower.&nbsp;
Also, for wells in close proximity to irrigated corn production, again
especially on sandier soils.&nbsp; Groundwater
does flow but these would be the most likely wells to start with.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; If
you find a problem, there are several options.&nbsp;
One, drink and cook with bottled water which can not only be expensive
but inconvenient.&nbsp; Two, install a proper
filtration system for water used in drinking and cooking.&nbsp; A reverse osmosis system is an example.&nbsp; 

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Keep
in mind there is no practical way to do anything about the nitrates already
there but there are things producers can do that may help over time.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Producers
need to know the amount of nitrogen fertilizer their soils can hold without
significant concerns for leaching nitrates.&nbsp;
A general rule of thumb is ten times the CEC, which is determined
through a simple soil test.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Time
nitrogen fertilizer applications keeping rainfall in mind.&nbsp; Most already do, but split fertilizer
applications spread out over the growing season also helps.&nbsp; Irrigators can obtain the necessary
credentials and spoon feed nitrogen through irrigation water.&nbsp; This also saves nitrogen.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; And
the big one – don’t over fertilizer.&nbsp;
First, now the soils organic matter content as it will release nitrogen
during the growing season.&nbsp; Also, taking
a profile nitrate test at the appropriate time tells a producer how much
nitrate is already in the soil.&nbsp; Second,
determine realistic yield goals.&nbsp;
Producers know this can be dicey depending on the weather.&nbsp; However, we know how much nitrogen it takes
to producer a bushel of corn, wheat, or milo.&nbsp;
Excess nitrogen application is a major source of this problem and in general
producers tend to over fertilize corn.

LYONS —Fire crews and other city employees helped with traffic control following a building collapse Sunday morning in downtown Lyons.

According to a release from the city, at 10 a.m. Sunday, firefighters were dispatched to the 100 block of West Main Street in response to a report of a structural collapse in the downtown business district.&nbsp;

A two-story building had partially collapsed on the north side of the square in Lyons. The building was vacant, as it was Sunday morning and business owners confirmed no one was inside.&nbsp;

Emergency crews remained on site for the rest of the day and strategically placed barricades to provide for public safety.

The City's response to this incident will likely last for several weeks.&nbsp;

Lyons emergency responders thanked Rice, Barton and Pratt County Emergency Management, Rice and Barton County Public Works, the Kansas Highway Patrol, the Kansas Department of Transportation and Task Force 5 from Winfield, who provided the services of a structural engineer. The City also thanked numerous citizens who provided food and water to the workers on scene on Sunday.

Partial building collapse in downtown Lyons  

When Ellen Richter moved into Aster Estates in the summer of 2022, her family was comforted by the “home-like environment where we trusted that Mom would receive expert care,” said Linda Richter, Ellen’s daughter.

But even though Pam Lewis, Aster Estates owner, knew her staff could provide many services, she didn’t hesitate to suggest hospice care to the Richter family.

“Shortly after Mom moved in, Pam recommended that we consider hospice services,” Richter recalled. “We are glad she did.”

Richter wanted to share her family’s experience at Aster Estates, a home-plus residence at 155 NW 10th Ave., in observance of National Hospice &amp; Palliative Care Month in November.

“My brothers and I were looking for a place that could provide specialized care for Mom,” Richter said. “She was blind due to advanced macular degeneration and needed extra assistance with daily tasks. Our family was very fortunate to find Aster Estates.

“Pam and her staff provided the caring environment that Mom needed. She was able to relax and feel safe.”

Richter had some knowledge of hospice and its end-of-life care. However, it was only recently that she learned that services have expanded to include palliative care, which allows the person to be more comfortable.

“Hospice provided a hospital bed and other medical devices to make Mom more comfortable,” Richter said. “They also brought in supplies, medicines and, most importantly, several expert-care professionals to assist the Aster Estates staff.

“This combined team helped our family navigate end-of-life difficulties,” she continued. “The chaplain played guitar and sang familiar hymns to Mom, who was a musician and lifelong choir member. Everyone gave us confidence that our mother was receiving the care and attention she deserved.”

The Richter family had lived south of Great Bend, but after many years in the Kansas City area, Linda moved to Victoria to be closer to her parents. Her Mom “passed away peacefully” on Nov. 2, 2022.

Pam Lewis, RN, owner Lewis noted that the theme of this year’s special month is “Courageous Conversations.”

“Our culture resists the fact of mortality and expects the healthcare system to always intervene,” Lewis noted. “But then there comes a time when having a ‘courageous conversation’ is important.

“These talks can mean the difference between having the type of death you want and one that doesn’t allow you to have any say in your own end-of-life journey.”

This journey is often “lonely and isolating but it doesn’t have to be. This is why it is so important for families to talk about what their loved one wants and what they don’t want.

“Hospice doesn’t mean giving up,” Lewis added. “It means shifting the focus to a quality of life. Many people that we talk to wish they would have considered hospice care sooner.”

Lewis contracts with local hospice agencies to support her staff.

Agencies provide registered nurses, additional nurse and medication aides, medical equipment, social workers and case managers. Chaplains are available for the asking.

“Overall, Aster Estates offers services for someone who needs just a little help with medications and personal care, palliative and hospice care, and everything in between,” Lewis summarized. “This continuum of care is so important because our residents can stay here with the people they know and trust.”

The staff is always available to families who can visit at Aster Estates anytime. “They are going through emotional trauma, wondering what’s next. We answer their questions and keep them informed.”

Aster Estates is located just north of Great Bend on McKinley; it is a state-licensed, 3,600-square-foot residence, with private suites for up to seven residents.

Features include: three home-cooked meals a day and snacks; swimming pool for relaxation with supervision; fishing pond; outdoor pool table and firepit; large outdoor sitting/activity area; and socialization and privacy.

Richter shares Aster Estates experience during special month

Getting a passport has long required residents to make a few stops. Barton County Register of Deeds Glennda French is taking steps to make her office a one-stop shop for the document. Her office, temporarily located at 1500 Kansas Ave. in Great Bend, now offers passport photo service for $20.

"We didn't have any way to take pictures here in our office," she said. "We had sent people either to Walgreens or Walmart to get them. This year, we thought we would give this a go. Barton Co. Register of Deeds makes getting passports easier

Bond issues can be difficult for school boards. Four school districts saw their bond proposals fail during last Tuesday's General Election. That was not the case for USD 395 La Crosse. Superintendent Bill Keeley said a lot of work ahead of time paid off with a 566-247 vote approving a $10.975 million bond that will allow the construction of a new elementary school, complete with a gymnasium.

"We felt really good," Keeley said. "There was a lot of support and positive forces working for the bond. We had an advocacy committee of community volunteers, of probably 30-35 people. They were working with our marketing team to get out information to everyone."

The effort included sending out flyers, going door-to-door, posting information at gas stations and grocery stores, and sending out mailers. The district did not so much advocate for a yes or no vote on the matter so much as it informed voters. An original estimate put the project at $22 million but financial experts suggested a project about half that size.

"They just went for our absolute needs - the new elementary school with a gym - none of the wants," said Keeley. "They cut everything out. I think the patrons realized that. Then we combined it with the sales tax to lower the mill levy even more. I think the patrons realized that."

The bond will add a new elementary school to be constructed on the north side of the existing middle and high school. Over 20 years, the district would increase the mill levy 19.75 mills. Voters in the city of La Crosse also approved a one-percent sales tax increase that will drop the district's mill levy increase to 15.74 mills. On a $100,000 home, that amounts to $15.08 a month in additional taxes versus $18.93 without the additional sales tax.

Nearly 73 percent of La Crosse voters said yes to the tax increase. Nearly 70 percent of district voters cast a ballot in favor of the bond. Experts have told Keeley that type of margin is rare on bond issues. He credits the voters for being informed.

"A lot of them toured our elementary school building, which is 97 years old," he said. "They saw the cracked ceilings. They saw the walls caving in. They saw the windows leaking. They saw the general state of the building, which is falling apart slowly. I think getting out the information to everyone in the district and holding informational meetings in all the townships, I think the combination of all of that together, I think everyone was very informed and voted how they felt in their heart."

USD 395 has selected Hutchinson-based Wiens and Company for construction work, Hutchinson-based Landmark Architects for design work, and Wichita's Stifel to handle finances. Groundbreaking is expected to take place shortly after the 2023-24 school year ends in May. The new facility is expected to be completed by the start of the 2025-26 school year.

With Tuesday's election, many districts around the state will regroup and reexamine their bond issues. La Crosse is ready to move forward.

"I've had quite a few area superintendents reach out to, one, congratulate us, and two, they want to know how in the heck we did it," Keeley said. "They want to meet with us and figure out how we got a plan together like we did."

USD 395 La Crosse voters approve $10.975 million bond issue

Kansas children are learning more about the wheat grown in their communities and loving eating more whole grain-rich foods, thanks to a federal grant that is enabling school districts and daycares across the state to purchase equipment and source locally produced flour.

According to the requirements for USDA’s National School Lunch Program and School Breakfast Program, which sets guidelines for the nation’s feeding programs for K-12 students, 80 percent of weekly grains offered at lunch and breakfast must be considered whole grain-rich. Whole grain-rich foods are defined as foods containing at least 50 percent whole grains and the remaining grains must be enriched. Under the Child and Adult Care Food Program, the USDA program that provides reimbursements for daycares and other qualifying programs, meals must include one whole grain item daily.

“The impact of Child Nutrition program operators to improve the quality of grain foods served, access to local food sources, agricultural education and appealing whole grain recipe development is to be commended,” said Cindy Falk, nutrition educator for Kansas Wheat. “It is a win, win for students' health and nutrition needs, local wheat farmers and communities.”

In 2022, the Kansas Department of Education received a USDA Farm to School grant to support the planning, development and implementation of farm to school programs. The department’s Child Nutrition and Wellness program — which works to help incorporate local foods in meals and snacks — divided the grant into sub-grants of $100,000 to 12 Child Nutrition Program sponsors, which included school, childcare and summer meal programs. The funding facilitated equipment purchases so these programs could utilize locally milled, whole grain flour as well as new whole grain recipes and culinary training for food service staff on how to bake with whole grain flour.

“We partnered with the Kansas Wheat Commission to improve access to local foods, specifically local flour, in Kansas Child Nutrition Programs through comprehensive farm-to-school programming that includes local procurement and agricultural education efforts,” said Barb Depew, RD, LD, Farm to Plate project director for the Kansas State Department of Education.

At a recent quarterly meeting of the Farm to Plate project, the grant recipients shared an update about the equipment they purchased and how they are incorporating whole grain foods into their programs.

“It was exciting to learn about the diversity of programs across the state and the children they are feeding,” Falk said. “The primary goals include improving the quality of grain foods served, expanding freshly baked menu items and increasing access to local foods.”

Starting with a direct farm connection, students in Greeley County grew white wheat on the school campus for USD 200, which they harvested and cleaned with the help of a local elevator. Christina Marquardt, the district’s nutrition services manager, reported the grain mill the district purchased is being used to grind those wheat kernels into whole wheat flour for breads, rolls, garlic bread and hamburger buns to feed 200 K-12th students — using 25 pounds of whole grain flour per week.

Other grant recipients purchased equipment for their school kitchens. According to Food Service Director Laura Fails, USD 320 in Wamego purchased two oven racks and a second 40-quart mixer bowl. The purchases allow for multiple menu items to be produced at the same time with less labor and more output. Overall, the staff serves between 1,100 and 1,300 students per day.

“We have been baking for years with Farmer Direct Foods stone-ground whole white wheat flour and the staff makes all their breads from scratch,” Fails said. “A student favorite is their rich 100% whole wheat chocolate cake and students do not realize that it is a whole grain product.”

Manhattan-Ogden USD 383 also used the grain to purchase locally produced flour and equipment. Stephanie Smith, child nutrition director, sourced Willie’s Pride whole wheat flour and bread flour from the K-State Department of Grain Science and Industry’s mill. They also used funds to purchase a dough divider and rounder, which is used for pizza crust, hamburger buns and rolls. Every morning they serve breakfast bread to about 1,200 children, followed by 3,800 lunches.

“We have already purchased 4,500 pounds of local flour this year,” Smith shared. “We are looking forward to baking up more delicious homemade menu items utilizing local products.”

The new equipment and flour purchases are a win-win combination across the state. Jordan Back, food service manager at Oswego USD 504, reported their new 60-quart mixer helps them serve three to four homemade bread items per week, including hamburger buns. Back noted they are sourcing Hudson Cream Flour from Stafford County Flour Mills, which he says is of fantastic quality.

“Although our recipe is 60 percent whole wheat flour and 40 percent white flour, the students and adults cannot identify it as whole grain bread,” shared Back. “Kids love it and we’ve already seen about a 10 percent increase in our participation, and I genuinely believe a lot of it has to do with the homemade bread items that we’ve introduced.”

Other districts are expanding the variety of products they are preparing, including USD 445 in Coffeyville.

“The staff is so happy with our new equipment and proud of what they are doing,” said Casey Worden, child nutrition services director. “While the grant was important for the children, it also makes the staff proud of the variety of foods they are preparing like hot pockets, coffee cake, garlic knots, waffles and muffins incorporating local berries.”

Beyond school districts, other providers used the sub-grants to encourage the use of local products, instill a love of baking and teach life skills. Child Care Links is a network of daycare home providers in 22 counties. Director Beth Carlton reported 10 home providers received bread kits, which included a mixer, baking utensils and pans. That equipment was used to involve daycare children in making biscuits, pancakes and pizza.

“You know, sometimes just sitting at the desk, we do not always realize the impact that it’s making until photos come across,” said Carlton, “And it really does make your day and remind you why you’re doing the work that you do, and it boosts your motivation to keep going.”

Barton Community College’s Center for Adult Education will soon begin another nine-week session of classes. However, orientation days are required before starting the classes. Students must attend all orientation days in-person, which will be held from 1-4 p.m. on Nov. 13-16. The Center for Adult Education is located at 1025 Main Street in Great Bend.

The first day of class will start on Nov. 21, and attendance is required to complete the orientation process. Students can choose from one of three class times. Classes will be held from 8-11 a.m. or 1-4 or 6-9 p.m. every Tuesday and Thursday.

Students will complete the required testing, learn how to navigate their GED.com account and learn about WorkReady! Students will also meet one-on-one with their instructor to discuss goals, expectations, attendance requirements and workload.

Those interested in taking the GED exam without any preparation instruction can do so right away but are urged to receive advising before moving forward.

Minors must bring a parent or legal guardian to enroll. A completed Compulsory Attendance Waiver is required for any student 16 or 17 years of age and will be provided by the Center for Adult Education at the time of sign-up.

Barton Community College to host adult education classes downtown

Beckwith Mortuary in Larned is hosting the Moving Forward Grief Support Group.  If you are experiencing grief after losing a loved one you are encouraged to attend. The purpose of the group is to provide a safe and supportive environment for participants to better understand the grief process, share experiences and alleviate feelings of isolation. 

The support group will meet Nov. 20, Dec. 4 and Dec. 18 at 916 Main Street in Larned. Each session will begin at 6:30 p.m.

Ellsworth manufacturer accepted into 'Made in Kansas' program

According to data published by the Pew Charitable Trusts, an affiliate of the Pew Research Center, Kansas ranks dead last in the country on the share of state revenue that comes from federal funds.

Across the country, the percentage of state revenue from federal funds ranges from about a quarter to more than half of state revenue and according to Pew, a higher or lower percentage does not necessarily indicate a problem for state budgets.

The highest and lowest ranked states vary greatly — and perhaps challenge some partisan stereotypes about federal spending. Alaska, Louisiana, Montana and Rhode Island make up the top four, while New Jersey, California, Utah, and Kansas fall at the bottom of the list.

To some, this may not seem like a bad thing, Kansas’ politics has strong libertarian undertones afterall.

However, the federal share of state revenue does reflect how much funding states receive from the federal government to help pay for public services — healthcare, education and training, transportation, infrastructure, etc.

In Kansas in particular, our ranking shows that federal dollars are left on the table rather than being used on public goods that benefit citizens.

The latest Kansas Speaks public opinion survey — conducted by the Docking Institute of Public Affairs at Fort Hays State University from September 20 to October 10 of this year — shows that nearly 70% of respondents support Medicaid expansion.

90% of the cost of expanding KanCare, the state’s Medicaid program, would come from federal dollars under the 2010 Affordable Care Act. 40 states and Washington DC have enacted expansion. Including all of our neighboring states — three of which expanded Medicaid via initiative petition.

Studies estimate that 150,000 Kansans would gain coverage under KanCare expansion. 66% of Kansas Speaks respondents indicated that these Kansans deserve healthcare from the state.

Furthermore, expanding KanCare would also keep rural hospitals open — which is critically important to our rural communities.

In an investigation by Wichita’s KWCH Factfinder 12 team earlier this year, over half of the state’s rural hospitals are at risk of closing. Of 104 rural hospitals, 60 are at risk of closing, including 29 facing immediate risk.

Just over 64% of Kansas Speaks respondents agree that keeping rural hospitals open is an important benefit of expanding KanCare.

In the face of Kansas' unique position as the lowest-ranked state in terms of federal funds contributing to our state revenue, it becomes evident that there is untapped potential for improving the well-being of citizens.

The data from Pew and Kansas Speaks paint a clear picture: Kansas has an opportunity to leverage federal funding to enhance public services, especially in the crucial areas of healthcare and rural hospital sustainability.

Accepting federal funds does not compromise our values but rather presents an avenue to improve the lives of our fellow Kansans. It's not just about numbers; it's about providing a lifeline to those who need it and ensuring the stability of our rural hospitals.

Kansas stands at a crossroads, with the opportunity to harness federal resources for the betterment of our citizens and communities.

Expanding KanCare is not just an investment in healthcare; it is an investment in the future of our state, where every individual's well-being and the vitality of our rural communities matter.

The Kansas Highway Patrol reported a 2013 Subaru&nbsp;XV Crosstrek driven by Kryslyn S.&nbsp;Henderson, 23, Douglas, was northbound on Kansas 14 one mile south of Lyons.

The SUV rear-ended a 2020 Hyundai Tucson driven by&nbsp;Aherns, Mary-Katherine J. Aherns, 21, Wichita Falls, Texas, who slowed to turn into a private drive.&nbsp;

EMS transported&nbsp;Aherns to the&nbsp; Rice County District Hospital. Henderson was not injured. Both drivers were properly restrained, according to the KHP.

Science Interactive, a leader in supporting effective online science education, announced its&nbsp;<a href="https://www.scienceinteractive.com/announcing-the-2023-interactive-science-educator-award-winners/" target="_blank" rel="nofollow">2023 Interactive Science Educator Award winners</a>. In its inaugural year, this awards program recognizes innovative educators who are positively impacting student success and advancing online science education. Nominations opened this summer, and only four educators were selected to receive the honor.

As colleges increasingly embrace online learning, demand for online science courses continues to grow. In fact, more than&nbsp;90%&nbsp;of students&nbsp;want to be able to take sciences online, including a large number pursuing STEM-based degrees. However, unlike other disciplines, online science labs present a host of unique challenges for instructors, including the ability to recreate a hands-on lab experience and ensuring quality and rigor. This means instructors must find innovative ways to engage students, encourage accessibility, leverage hybrid teaching and learning strategies, and use technology in ways that support greater student success. The 2023 Interactive Science Educators doing that include:

As the winner in this category, Dr. Zeidan Hatoum is successfully increasing access to science education by combining hands-on experiences with virtual content in creative ways that support student success. Fall has brought a resurgence of highly pathogenic avian influenza (HPAI) nationwide, including cases in several states that border Kansas — Missouri, Oklahoma and Colorado. Although Kansas has not confirmed a case of HPAI in a domestic/commercial flock since April 2023, the primary source of spread for this outbreak continues to be wild migratory waterfowl, so the threat of exposure to susceptible birds in Kansas is high.

Anyone involved with poultry production from the small backyard chicken owner to the large commercial producer should review their biosecurity activities to assure the health of their birds. Kansas poultry owners warned of avian influenza nationwide 

Veterans Memorial Park in Great Bend has it all: tennis courts, ball diamonds, a walking trail, a lake, disc golf, and a dog park. It's easy to forget then, that the park is a memorial for veterans. Veteran Larry Parsons said a group of local Vietnam veterans with boots-on-the-ground experience are trying to add to the memorial portion of the park.

"We have a site selected, as you go in, right to the left, right inside where the parade of flags is flying," he said. "We have been working with B&amp;B Metal out of Hoisington to come up with something."

Right now the project is just in the exploratory stage, but Parsons feels sure something will be done. A fundraiser may be planned down the road, but the group is already taking donations.
