The Barton County Health Department announced it will not be offering clinical services from May 8-10. Not only will the nurses be attending a conference on those dates, but Director Karen Winkelman said remodel work began Monday on the nurses' station.

"Our front doors will be open for the public to come in and have questions answered or pick up records they may need, whether it be immunization record for school enrollments, those kinds of things," she said.

The remodel, paid for with a Kansas Department of Health and Environment grant, will help health department staff better serve clients. The health department will resume normal duties on Monday, May 13.

"This construction's probably going to go into June," Winkelman said, "possibly even mid-June, but we will have the ability to provide services, just maybe in different locations in our department."

The health department's WIC and Maternal Child Health services will continue without interruption during this week's closures.

Great Bend High School's graduation is now just days away. On April 24, the school hosted a Career Fair to present job opportunities for some of those seniors as well as the Class of 2025. ACT and Career Coordinator Lacy Wolters said it was a perfect time to bring the fair to GBHS.

"We have a lot of seniors who are getting ready to head out into the workforce, and we also have juniors who are looking for internships, part-time, and summertime jobs," she said. "Typically, every year right around this time, I start getting emails from businesses looking for help, so I thought we just just bring everybody together here at the high school."

The event ran for 90 minutes inside the GBHS gymnasium and was an opportunity for area businesses to catch a glimpse of the upcoming labor market, as well as showcase what they do in the community.

"It was really great," Wolters said. "We had about 30 businesses and organizations in attendance. We did invite Barton Community College, and they brought out a lot of their programs as well. We thought it would be nice for students to see that educational piece matching up with some of those employers. We had a packed gym of tables, so it was really great to see so many businesses and organizations there."

The career fair was the first to be held at GBHS in at least a decade. Wolters expects to host a similar fair next year, probably in the spring as seniors begin pondering about life after high school.

More than two dozen businesses attend Career Fair at GBHS

A resolution to enter into an agreement with the Kansas Department of
Transportation will wait to upgrade the traffic signals at the intersection of
10th Street and McKinley Street in Great Bend.


The City of Great Bend currently has left-turn lanes with no turn signals on
McKinley Street. A project, fully funded by federal and state aid programs,
will create dedicated left-turn signals for all the traffic lights at the
intersection. 

Great Bend City Attorney Allen Glendenning suggested tabling
the agreement due to new information.


"When the agenda was prepared there was information you received," said Glendenning. "After that, KDOT got ahold of us and indicated they wanted to send us a revised contract because there have been issues that have come up with requiring right-of-way. We're going to have to resolve these that were not dealt with in the original contract. I have been in contact with the chief counsel at KDOT to work that out."

The Great Bend City Council voted 5-0 to table the agenda item for a future
meeting.


The project started in 2019 when the city applied for a Transportation

Tuesday morning, Sarahi Prieto and Christina Delgadillo were recognized by the Barton County Commission for their efforts. Prieto presented several other safety tips.

"A lot of people don't realize car seats have expiration dates," she said. "A lot of them are printed on the label. Some of them are just the manufacturing date and you have to refer to the car seat manual to get more information on the car seat. They also have QR codes on the manuals now so you can look up expiration dates. You can also find videos on how to properly install your car seats."

Car seats expire because the parts and materials used to make them eventually break down in the heat and cold and with the smaller impacts of routine stops during travel. Last year, the Barton County Health Department helped install 65 car seats. Delgadillo said that service continues.

"Preferably, if the child can be present, that way we can fit the straps and everything appropriately for that child it's recommended," she said.

The health department and Great Bend Fire Department offer free child seats as long as the child has KanCare, is enrolled in the WIC program, is receiving cash or food assistance, and participates in the Kansas Farm Worker Health Program. The health department will offer free car seat checks at the Community Baby Shower at Jack Kilby Square on June 13.

Barton Co. Health Department recognized for child passenger safety

The wheat crop is ahead of schedule and there is a dramatic difference in yield potential in parts of the state that have received moisture and parts that have not. Here, we review some key wheat fungicide considerations.

As of May 2, stripe rust has been detected in 24 Kansas counties. It’s important to note that most of these observations have been at very low or trace levels (Figure 1). You can keep up-to-date with reports here: https://wheat.agpestmonitor.org/. Up until this point, the disease has largely been limited by lack of moisture. Reports in the northwest portion of the state are most concerning, as the crop in this region is still in earlier growth stages, and there is ample time for stripe rust to take hold if the environment stays favorable. There are some counties where stripe rust has been detected on flag leaves at an elevated incidence. These fields should be carefully scouted and may be candidates for fungicide applications.

As a reminder, fungicides have pre-harvest intervals based on growth stages or the number of days before harvest. This publication lists some common fungicides and their pre-harvest intervals: https://bookstore.ksre.ksu.edu/pubs/ep130.pdf. It is always a good idea to consult the label prior to application. We are now fielding questions about the value of a fungicide application in fields that are between flag leaf and flowering growth stages. Here are some factors to consider as we make those decisions:

1. First and foremost, what variety is planted? Varieties rated 3 or below will likely have enough genetic resistance and will not benefit from a fungicide application. Check your variety rating here: https://bookstore.ksre.ksu.edu/pubs/mf991.pdf

2. Has disease been detected in the field? If weather conditions are favorable, fields with already established stripe rust are at the highest risk of the disease increasing in the coming days. K-State research demonstrates that if stripe rust is detected on flag leaves at the heading growth stage, there is a 90% chance your fungicide application will pay off. This is a year when scouting will be critical.

3. What is the crop's yield potential? Does the yield potential justify an application? K-State research has shown that under moderate to high stripe rust pressure, a fungicide application can provide a 10-15% yield benefit. However, in the absence of disease, we

do not expect any economically significant yield benefit from a fungicide application.

4. What kind of moisture has been received? As a reminder, it takes about 10 days from the time of infection to symptom development for stripe rust. Areas that have recently received moisture (Figure 2) and are still in the window for a fungicide application (flag leaf to flowering) should be more mindful of scouting over the coming days.

5. What is the fusarium head scab risk? Fields approaching early flowering with a history of head scab may be able to use a single application to control both diseases this year. All fungicides that are recommended for head scab are also recommended for stripe rust control. The risk of head scab may be elevated in fields that receive rainfall at or around flowering.

Leaf rust has now been reported in Oklahoma but has not taken hold in Kansas. We will continue to monitor for it over the coming weeks.

CAMPBELL: Wheat stripe rust update and fungicide considerations

For the past six years, Barton Community College’s athletic department
has finished in the top three of the annual NATYCAA Cup standings.
The National Alliance of Two Year College Athletics Administrators judges all
the community colleges across the country and how their teams finish at
national competitions. 

Barton Athletic Director Trevor Rolfs said to continue
to be one of the top departments in the country, the facilities need an
upgrade.


"We just keep growing and we're just bursting at the seams," said Rolfs. "We take our athletics very seriously. We've put our money where our mouth is over the years, but we have a number of decaying facilities that need attention."

Five years ago, the Barton athletic department set out to determine the needs
of their 20-plus sports teams. Construction and renovation documents revealed a
$16.8 million project with options or phases.

Following the Barton women’s indoor
track and field national championship and men’s basketball national title this

"With basketball being one of those flagship sports, no matter what college, we have created a marketing frenzy for our college," said Rolfs. "In a two to three month timespan, winning a national championship has probably paid more dividends than 10 years of any marketing we could have paid for or set up. We all need to realize how much of a positive thing this has been for the college as a whole, not just the men's basketball team."

No structural additions to the main gym have happened since 1995. Along with a
major addition to the south of the main gym, Barton’s athletic department would
like to add locker rooms, a press box and restrooms at the track and soccer
complex.&nbsp; &nbsp;&nbsp;

News from the Oil Patch, May 6 John P. Tretbar

The weekly Rotary Rig Count from Baker Hughes dropped by another ten rigs, seven oil and three gas, to a low of 605 rigs nationwide. That's the lowest tally since January of 2022. Texas and Alaska each dropped by five rigs last week. Utah was down one while New Mexico was up one rig. The count in Louisiana rose by two rigs.

The Kansas Rig Count from Independent Oil &amp; Gas Service rose by one to 13 active rigs east of Wichita, and was unchanged in Western Kansas at 18 rigs. The tally is down eight percent from a year ago. Drilling was underway Friday on a lease in Barton County and another in Stafford County.

Regulators in Kansas put their okay on 35 new drilling permits last week, with 26 in eastern Kansas and nine west of Wichita.&nbsp; That's 318 new drilling locations so far this year, compared to 442 by this time last year.

Independent Oil &amp; Gas Service reports 28 newly-completed wells in Kansas. That's 406 so far this year, compared to 638 a year ago. Nine of the new wells are east of Wichita and 19 are in Western Kansas, including one in Russell County and one in Stafford County.

The Kansas Geological Society recognized and named seven new oil fields in Kansas. With the Wiese and KMM-West fields, Murfin Drilling scores two more wildcat strikes in Cheyenne County, continuing a long winning streak in northwestern Kansas. That makes eleven new fields in Kansas so far this year.

The government reports US crude oil inventories rose by more than seven million barrels to just under 461 million as of April 26. Commercial stockpiles are up 2.6 million barrels from a year ago. The Energy Information Administration says crude stockpiles are about three percent below the five year average for this time of year. The government added another 600,000 barrels to the Strategic Petroleum Reserve, the third increase in three weeks.

Domestic crude production held steady last week at 13,100,000 barrels a day, to remain within a few hundred thousand barrels of the all-time record high. EIA says output is up 800 thousand barrels per day from a year ago, and total production so far this year is up more than seven percent from the same time last year.

Crude imports outpace exports by nearly 3,000 barrels a day. But the government reports product exports continue to make the U.S. a net petroleum exporter.*U.S. crude oil imports averaged 6.8 million barrels per day last week, up 274 thousand barrels per day from the previous week. That's the lowest tally since January of 2022. Texas and Alaska each dropped by five rigs last week. Utah was down one while New Mexico was up one rig. The count in Louisiana rose by two rigs.The Kansas Rig Count from Independent Oil &amp; Gas Service rose by one to 13 active rigs east of Wichita, and was unchanged in Western Kansas at 18 rigs. The tally is down eight percent from a year ago. Drilling was underway Friday on a lease in Barton County and another in Stafford County.Regulators in Kansas put their okay on 35 new drilling permits last week, with 26 in eastern Kansas and nine west of Wichita.&nbsp; That's 318 new drilling locations so far this year, compared to 442 by this time last year.Independent Oil &amp; Gas Service reports 28 newly-completed wells in Kansas. That's 406 so far this year, compared to 638 a year ago. Nine of the new wells are east of Wichita and 19 are in Western Kansas, including one in Russell County and one in Stafford County.The Kansas Geological Society recognized and named seven new oil fields in Kansas. With the Wiese and KMM-West fields, Murfin Drilling scores two more wildcat strikes in Cheyenne County, continuing a long winning streak in northwestern Kansas. That makes eleven new fields in Kansas so far this year.The government reports US crude oil inventories rose by more than seven million barrels to just under 461 million as of April 26. Commercial stockpiles are up 2.6 million barrels from a year ago. The Energy Information Administration says crude stockpiles are about three percent below the five year average for this time of year. The government added another 600,000 barrels to the Strategic Petroleum Reserve, the third increase in three weeks.Domestic crude production held steady last week at 13,100,000 barrels a day, to remain within a few hundred thousand barrels of the all-time record high. EIA says output is up 800 thousand barrels per day from a year ago, and total production so far this year is up more than seven percent from the same time last year.Crude imports outpace exports by nearly 3,000 barrels a day. News from the Oil Patch: Rig counts drop to two-year low

Water levels continue to be an issue at Cheyenne Bottoms. The Kansas Wetlands Education Center has recorded just two inches of precipitation so far this year, and KWEC Director Curtis Wolf estimates the water left in Pool 1A is only five or six inches deep. The shorebirds, however, still came in droves as part of spring migration.

"Even though we don't have the amount of water we'd like to have, we've still seen a very, very good migration season," Wolf said. "We should be on the downside of the peak now. Typically, we say the peak is the last two weeks of April through the first two weeks of May. It seemed to be a little bit early this year."

Within the last two weeks, more than 100,000 shorebirds were estimated to be at the Bottoms. One notable species is the Wilson's phalarope, a small bird that spins in the water to help dredge up food. Three whooping cranes also made a late appearance at Bottoms on Saturday.

"The water we had is about the perfect shorebird depth," Wolf said. "Shorebirds migrating through for the spring, we had a lot of them in that small area, but I guess what we would like to see is, over that 13,000 acres, having birds over all that area instead of just packed into 1,000 acres."

The KWEC is now open seven days a week for its summer hours through Oct. 31. The Center is open 9 a.m. to 5 p.m. Monday through Saturday, and 1 to 5 p.m. on Sunday.

The Keith and Marian Mull family were long-time supporters and donors of Barton Community College and the Barton Foundation, with gifts dating back 30 years, and a recent gift of significance made in memory of the Mulls&nbsp;is being used to help two very different but essential areas of the College.

To carry on the tradition set by Keith and Marian, the family made a sizeable gift that was to be used to support both the fine arts department and the development of the new Ag and Transportation Complex, which will open in Fall 2024.

The Mull’s daughter Jeanine Haynes said her parents had a passion for the arts and were avid supporters of rural initiatives.

“My parents dedicated their lives to farming, cattle ranching, and philanthropy,” she said. “Their commitment extended to advocating for higher education opportunities for rural Kansans, with a special emphasis on fostering the fine arts and enhancing the library, notably the Sunflower Room, at Barton.”

The portion of the gift allocated for the performing arts was used for enhancements to the Fine Arts Auditorium, which benefits several of Barton’s arts programs and included the purchase of a state-of-the-art scenery and video projection system, new spotlights, and a new soundboard.

These enhancements were enjoyed by the audience of the spring musical “Chitty Chitty Bang Bang,” which featured ever-changing vibrant scenes made possible by the projection system. The Endowment Concert on May 9 will also feature similar scenery and enhanced ambiance as well. Proceeds from the concert will support the Vocal and Instrumental Music Endowment.

Haynes was able to witness the enhancements personally.

“Marcus Mull, a great nephew of my parents, was a leading cast member of ‘Chitty Chitty Bang Bang,’” she said. “It is fun to see first-hand the impact gifts like this can make for Barton and the community.”

The donated funds also purchased a skeleton model for dance kinesiology, art plaster casts, and cameras.

Haynes said that agriculture and fine arts held a special place in her parent’s hearts.

“We hope that their contribution will ignite future generations of students’ curiosity and inspire them to explore the innovations and advancements in the fields of agriculture and fine arts,” she said.

In 1997, the Keith and Marian Mull Endowment for Academic Studies began to support students pursuing various academic programs at Barton. The endowment was followed by a generous donation to the library remodel project in 2006, including the donation of a Vincent VanGogh sunflower print that still hangs in the library today.

Gift from Mull family enhances Barton CC's fine arts & ag program

Monday afternoon, the Great Bend Police Department issued a report of a
missing woman and her infant son. Police Chief Steve Haulmark at Monday’s Great
Bend City Council meeting said the two could possibly be in danger. 

Her vehicle was
located at the residence of Tyler Epp, age 25, who she shares a son with in
town.


"We're trying to work through that right now," said Haulmark. "It's kind of a strange deal. An individual who's identified in the investigation is a previously convicted felon. He was arrested for a couple of things to include being in possession of a firearm."

The Police Department served two search warrants in Great Bend on Sunday in relation to
the missing Crystal Demoss, age 32.

Epp was booked into the Barton County Jail on May 6 on a Barton County District Court case for Criminal Use of Weapons and Possession of Marijuana. He posted a $10,000 surety bond that same day. In January 2020, Epp was arrested in a traffic stop for possession of cocaine
and marijuana. In June 2020, Epp was booked for unlawful distribution of a
controlled substance.


Law enforcement is seeking any information as to the whereabouts of Demoss and
her son.&nbsp; &nbsp;&nbsp;

On March 3, 2024 and April 26, 2024, the Great Bend Police Department received two separate burglaries during which electronic items had been stolen from a residence in Great Bend while the resident was not home.

Detectives investigated the case information and were able to confirm the location of the stolen items.&nbsp; On May 2, a search warrant was served at 1823 Adams Street in Great Bend and the stolen items were recovered.&nbsp; Nicholas Richter was arrested and booked into the Barton County Jail for two counts of burglary.&nbsp; The bond was set at $40,000.

HB 2096 would require that if a local government entity provides services substantially similar to those of restaurants, health clubs, or childcare, any private entity located either in the same city of within five miles of that government entity would, under this bill, be eligible for a property tax rebate. Property tax is the primary source of funding for local government in Kansas.

&nbsp; &nbsp;B. PROCLAMATION 2024-10: National Bike Month, May, 2024: &nbsp; &nbsp; &nbsp; -Dale Hogg, Be Well Barton County committee member, will present details. The bicycle is an economical and environmentally sound form of transportation and an excellent tool for health, recreation and enjoyment of Barton County’s scenic beauty. PROCLAMATION 2024-11: Honoring the Work of the Central Kansas Debriefing and Peer Support Team: &nbsp; &nbsp; &nbsp; -Ms. Winkelman; Kelley Johnson, LCPC-S, LCAC, Coordinator; and Detective John Reynolds, Peer Support, Great Bend Police Department, will provide details. Central Kansas Debriefing has supported Central Kansas First Responders and Safety Personnel since the 1980’s. The team has changed, the tools modernized, but the heart remains the same. On November 2, 2022, the Commission approved the Agreement for Purchase or Sale of Real Estate between the Board of County Commissioners of Barton County, Kansas, and Knop Sand Company, Inc. This agreement essentially authorized the trade of the northwest 20 acres of the sandpit area, located in the W/2, Sec. 5, T20S, R11W for industrial water rights. With the Permit to Appropriate Water for Beneficial Use approved by the Kansas Department of Agriculture, Division of Water Resources, it is appropriate to approve the deed.

Great Bend High School will host the 137th Commencement Ceremony celebrating the graduating class of 2024 on Sunday, May 12 at 5 pm.

The event will be held at Great Bend High School’s Memorial Stadium and live-streamed on the GBHS Media Channel (@gbhsmedia6763) on YouTube. In the case of inclement weather, the event will be moved indoors to the GBHS gymnasium, entrance at 2027 Morton St.

The commencement ceremony is open to the public and will feature the GBHS Band and remarks from Samantha Mayers, valedictorian, and Emilee Hall, salutatorian. The Pledge of Allegiance will be led by Class of 2024 President, Paige Thexton.

Due to the severe weather threat, the Great Bend Recreation Commission will be closing at 3 p.m. This closure includes the downtown location (1214 Stone Street) and the Activity Center (2715 18th&nbsp;Street).

There will be no Rec activities held and tonight’s baseball/softball coaches meeting will be postponed.

Great Bend Rec closing today, activities canceled due to weather threat

When Barton Community College launched the Open Educational Resources (OER) initiative in 2018, the goal was to offer a full degree using the OER framework; that goal will become a reality this fall with the availability of the Low-Cost Degree Pathway.

Through this new pathway, students can choose online courses developed using OER resources and other low-cost course materials. For the low-cost pathway, each course will use course materials that are $50 or less, often at no cost to the student.

Barton&nbsp;Director of Innovation and Compliance&nbsp;Lee Miller said this approach&nbsp;to classroom resources has&nbsp;many advantages.

“With the increased cost of higher education, the textbook is the one space where faculty can make an impact in reducing the cost of education,” she said. “By becoming mindful of these costs, faculty cannot only affect college affordability but also ensure access to course materials.”

Barton currently offers over 160 OER-certified courses, mainly through Barton Online. With the latest course additions, students will be able to utilize the low-cost pathway to complete an associate of science, arts, or general studies degree. Since these low-cost or no-cost options became available in 2019, Barton estimates that students have saved over $1.2 million in textbook and other course material costs.

Student cost savings are determined for both no-cost and low-cost courses using a conservative estimate of $100 saved per student per textbook or resource per course. &nbsp;Miller said this is an estimate adopted from research from the Kansas Board of Regents OER Steering Committee.&nbsp;

“We want to support student success, and that comes by supporting both faculty and students,” she said. “Student benefits of affordability and accessibility are only generated by the faculty’s hard work and dedication.”
