Barton County Sheriff's booking activity (7/31)

In June 2021, the Great Bend City Council approved a Common Consumption
Area downtown where alcohol could be sold and consumed outdoors. The
consumption district started on Forest Avenue, between Main and Williams, and
has been used for the Final Fridays on Forest events with live music and food.


Great Bend Alive, the downtown arm of Economic Development, is asking the
council to approve an ordinance that will expand the consumption area.
Along with alleyways, the proposed consumption area will include the portions
of Lakin Avenue and 12th Street, between Main and Williams. Spot
areas will include the parking lot to the north of Charlie’s Place and the outdoor

Maddie Deiters is making her splash in the art world at a young age. The Illinois native has already completed nearly two dozen murals in Illinois, North Carolina, Missouri, and soon, in Montana. For the next two weeks, the 17-year-old Deiters will be battling temperatures well above the century mark in downtown Great Bend with a mural on the former NAPA building just south of the 10th and Main Street intersection.

"This is definitely the hottest outside temperature for a mural," Deiters said. "I did a mural around where I live and that was pretty hot. It melted our paint tray liners, but it was nothing like this. Normally, the hottest I've done is maybe around 90 degrees but not really above 100. This is insane."

The Great Bend Foundation applied for a Public Arts and Murals grant through the Kansas Arts Commission. The "Guardians of Great Bend" mural is fully funded via the $10,000 grant and matching contributions from sponsors.

Barry Stalcup, owner of Comfort Pro, now owns the former NAPA building. He worked with Haley Ruble with Freestyle Marketing on the project, and Ruble found some of Deiters' other work. A collaboration with the artist began.

"We talked about all the logistics from surface of the building to surface of the ground, to dimension, to color, to working with the community, etc.," said Deiters. "Everything is discussed."

An appreciation for first responders will be the main theme of the mural. Sponsorships allowed area businesses to show their support for first responders and have their logos placed on the mural. More than two dozen bricks were also purchased via individual sponsorships to highlight first responders and police K9s. Troy's Color Clinic is providing the paint for the mural, which Deiters expects to last for some time.

"Some colors will fade faster than others," she said. "Bright colors - red, orange, yellow - will start to fade in maybe about five years but they won't completely go away. The longevity can be anywhere from 15-20 years."

Like several other recent murals, Deiters works mostly via projection. She and her mother spent the first few days on the project priming the formerly NAPA-blue wall. 

"I do all my projections in different layers, so I'm out here pretty much every night in the first week," said Deiters. "I have to project the background and paint that and layer it on. I found out that makes my process much faster. It's difficult. There are lots of obstacles. It's hard to get far enough back. That has definitely been quite the logistical challenge for this piece."

Deiters began working on the mural on July 29. She expected to push through 12-18 hour work days but will rest during the peak hours of the summer heat. Already three years into her mural career, she hopes it only gets bigger after Kansas.

"I would love to start to develop my own style and travel to new and interesting places like Great Bend," she said.

Illinois teenager battling Kansas heat with next Great Bend mural

Barton County Communications provides an invaluable resource for residents in need and first responders. Tuesday morning, the Barton County Commission was able to put some value to the work. Communications Director Dena Popp approached the board to renew two contracts with Motorola Solutions totaling $99,966.

"In 2020, Communications got a SPARK (Strengthening People and Revitalizing Kansas) funding grant to purchase two 800 megahertz radio repeater towers," Popp said. "During that grant, the first year of maintenance, support, and additional costs were included in that. However, the future years of SPARKs funding could not be utilized for maintenance contracts."

Now entering its fourth year, the commission agreed to use the general fund to pay $64,713 for continuation of services through April 2025. 

"This contract is important to the communications center as it provides intrusion alarms, heat alarms, power outages, monthly updates to keep up with technology and software/firmware updates," said Popp. "Also, with those feeding into myself and (IT Director Dereck Hollingshead), it prevents me from having to drive to Susank on a regular basis just to check those things."

The county also agreed to pay just over $35,000 for a console upgrade at the communications center. That cost will be paid with 911 tax fee funds to avoid using property taxes. Communications is also taking early steps to replace one of its towers in Susank. Purchased by the county in 1989, Popp said the tower is showing various signs of wear and tear.

Barton Co. Communications renews Motorola contract for $100K

Candace Tomlin has had two less-than-helpful experiences with parenting classes in recent years and certainly didn’t want to try for a third.

To say that she was reluctant to sign up for Parent Project classes at Juvenile Services is an understatement.

“My lawyer suggested Parent Project and my thought was ‘are you kidding me?’” recalled Tomlin, a 36-year-old Great Bend woman. “I attended a couple of those and didn’t like either with a passion.

“But then a Juvenile Services staff member suggested it too. So, I said ‘fine, I guess I’ll go.’”

To say that she is grateful would be another understatement, she said, noting she and her daughter plan to attend the next class, which begins Tuesday, Aug. 27.

“The main thing I enjoyed was that Casey Rowland didn’t make me feel crazy or alone,” Tomlin commented, referring to the leader of Parent Project. “Every parent has these thoughts sometimes.

“The other classes I went to talked about things such as nutrition and gave advice for parents of young children. When I realized this class would be different, I could relate to Casey and my classmates. It was a safe place to talk.”

Tomlin, a single mother, has four children who range in age from 13 to 19. Her main reason for attending the classes was her daughter who was 16 at the time.

“She was sneaking out and lying repeatedly,” her mom said. “She stole her grandmother’s credit card and ran up a big bill. I got after her and threatened to call the cops. After that, she made a false report that I hit her.”

A judge recommended that mother and daughter take a break because tempers were running high. The teenager lived with her aunt for a while and is now back home.

The daughter is now 18 and pregnant, and plans to take the class to help her communicate better with her mom.

“She was improving and then she met a boy,” Tomlin said. “Now, she is back on the right track again. Parent Project is not a cure-all but it has taught me how to react better to situations.

“I am more tolerant, less aggressive and use a calmer voice. This has helped me grow and not stress out as much. I would be a hot mess without the classes; I have learned that it is okay to breathe.”

Tomlin realizes that kids are going to make mistakes “but I am here for them when they fall. Understanding that they have to make their own mistakes is extremely difficult because you want to protect them.

“But I have learned to help myself be strong so that my kids can become strong adults.”

Next class As family-engagement advocate at Juvenile Services, Casey Rowland leads Parent Project classes with the help of colleagues and other local professionals.

The next sessions begin Tuesday, Aug. 27 for eight consecutive Tuesdays from 6 to 9 p.m. at the Juvenile Services office, 1800 12th in Great Bend. There is no cost and dinner will be provided.

While in-person attendance is preferred, a Zoom option is available for out-of-county residents.

Participants in the upcoming classes will hear from Tomlin who plans to share what she has learned; she has addressed the class a couple of times.

“Candace talks about several issues that put newcomers at ease,” Rowland said. “She discusses how she felt in the beginning and what to expect. Candace encourages people to stick with it throughout the eight weeks, even though it can be difficult at times.”

Other guest speakers often include law-enforcement officers who share information about the harmful effects of drugs and social-media abuse, and other topics.

Juvenile Services staff members and medical professionals also address the group at times.

“This creates more diversity in our presentations and gives parents the opportunity to ask questions,” Rowland explained.

Rowland, mother of five children, also emphasized that class sessions don’t have to be a “one-and-done thing. My door is always open to parents. I am here to walk you through it, even if you haven’t taken the class.”

GB woman shares parent-class experience; next session Aug. 27

Representatives include local candidates seeking a seat in the upcoming elections.
Jo Ann Roth, a democrat, faces off against incumbent Brett Fairchild,
a Repulican, in District 113.


Attending last week’s candidate forum in Great Bend hosted by the League of
Women Voters, Roth made it clear on one of her main reasons for running for the
position.


"After getting married, my husband and I experienced infertility issues," said Roth. "I've heard from many women about their issues of infertility and miscarriages. My chief reason for being active in politics is my belief that we should not accept an increase in maternal deaths due to politicians denying women bodily autonomy in their healthcare choice."

Fairchild did not attend the forum hosted at the Great Bend Senior Center.

The ball officially began rolling for a new Little Panthers Preschool and USD 428 District Education Center when the Great Bend district purchased the property at 1809 24th Street in September 2022. In August of last year, the board of education approved the final cost of the facility at $4.78 million. USD 428 Public Information Director Andrea Bauer said the doors officially open Thursday evening with an open house and job fair.

"From 4-6 p.m., we're going to be giving tours, we've got some refreshments, and a program planned at 5:30 where you can hear a little more about the process of how we get to today," she said. "We're going to thank some of our sponsors that sponsored classrooms as well. As a whole, we're just so excited about this new facility and what it does to serve our students and really further the educational opportunities for Great Bend kids."

The program at 5:30 p.m. will also include a ribbon-cutting ceremony. Thursday's event is not only a good chance to see the new preschool and district education center, but also to check out job openings in the district.

"As we gear up for school, of course we've got open positions to fill," said Bauer. "Some of those are supporting classroom instruction as a para or TA (teaching assistant), while others are more administrative or even working in our food service department. We feel like we've got a position for anyone who wants to have a meaningful career and impact public education."

USD 428 staff will be available to answer job-related questions and conduct preliminary on-site interviews to get the ball rolling. Little Panthers Preschool Open House, USD 428 Job Fair is Thursday

The&nbsp;Extension Master Gardener (EMG) Program&nbsp;is an educational volunteer training program sponsored by K-State Research and Extension. This program was started at Washington State University in 1972. There are now EMG programs in all 50 states. K-State Research and Extension started their EMG program in 1980. Through this program, individuals are trained and certified in horticulture and related areas. These individuals, in turn, volunteer their expertise and services to help others through horticulture projects that benefit the community.

Once trained, EMGs provide research-based information to the public on many topics including water conservation, yard waste management, regional plant adaptability, and the environment. They are also available to answer questions about problems or concerns that a homeowner may be experiencing with their gardens or landscaping.

The EMGs work with their local Extension staff to develop educational programs that meet the horticultural needs of their local citizens. Projects may include school programs, demonstration gardens, speaker's bureau and answering questions on a horticulture hotline.

Extension Master Gardeners become friends with many interesting and talented individuals. They share ideas with one another. Extension Master Gardeners never stop learning, but continue to grow in their knowledge of garden related issues.

The Cottonwood District will be hosting training for individuals interested in joining the EMP Program. Persons interested in joining the program can stop by either the Hays or Great Bend office to pick up an application. Applications will be reviewed to determine if the individual fits the criteria necessary to join the program.

New EMG members are required to complete 40 hours of training in their first year. Training will begin in early September and conclude in December. There will be training classes every Thursday afternoon from 1:00-4:00. Training sessions will be held at both the Hays and Great Bend offices.

KDOT announces approved July bids

The City of Great Bend Public Works Department would like to inform the public of this year’s projects pertaining to driving surfaces. Each year we select streets and projects based on condition assessment and what can be done within the budget we have.&nbsp; Below are the projects for this year.

At the upcoming council meeting on Aug. 5,&nbsp;we will be presenting select asphalt alleyways that have been ongoing issues, with the majority of them in residential areas. This work will involve alleys that have been patched and repaired multiple times throughout the years. Overlaying these will alleviate the need to continue patching and making repairs for years to come, allowing us to focus our attention on other areas of concern.

The largest component of this year’s improvement will be the upcoming bid for work involving our asphalt resurfacing. This is the part of the plan where the work is more involved. We will bid out areas of repair that are not suitable for maintenance but will need to have a complete resurfacing. These areas still have a good base, but the surface needs to be removed and redone.

In June the council approved our chip and seal with a fog seal topcoat maintenance plan that will begin within the next few months. Chip and seal is a process that provides a wear surface on top of streets that need an extra layer to extend the overall life of the street. This year we will do 60 blocks of streets of chip and seal with a fog seal topcoat.

These projects are in addition to the work that our crews do every day such as asphalt patching, pouring concrete intersections, curb and gutter, alley approaches and storm boxes. Each year we continue to work to improve and preserve our infrastructure. We are committed to staying within budget, enhancing safety, functionality, and overall quality of our infrastructure.
