The Barton County Commissioners continued their successful Travel 389 initiative on Tuesday afternoon, stopping in Ellinwood. They visited: RMACs Truck and Equipment and Tri Ag; Joiner Construction, where they had lunch; Ellinwood Packing Plant; 10-39 Café; Kansas Earth and Sky Candle Co.;&nbsp;<a>Sauer Chiropractic and Sports Clinic</a>, St. John Child Development Center; and the Ellinwood City Office.

The program allows the commission to meet with residents and businesses along the county's 389 miles of blacktop roads. It started two weeks ago and has included trips to Hoisington and Claflin.

The commission also adopted&nbsp;Resolution 2025-15&nbsp;to designate&nbsp;Casey Hubbard, the newly hired assistant administrator/human resource director, as Barton County’s official&nbsp;Kansas Public Employees Retirement System Agent.

County Administrator&nbsp;Matt Patzner&nbsp;provided details on the need to update the agent following Hubbard’s hiring. Under the Kansas Public Employees Retirement Act, the designated agent is the individual through whom system transactions and communications are directed and who acts as a local contact for employees.

Resolution 2025-15 officially named Hubbard as the KPERS agent, with Patzner remaining as an additional signer to act in Hubbard’s absence.&nbsp; &nbsp;&nbsp;

improvement.&nbsp; The state is up to 82%
totally out of dry conditions from 77%.&nbsp;
The only abnormally dry, moderate drought parts of Kansas are North
Central along the Nebraska and Eastern Kansas along the Missouri Border.&nbsp; The six-to ten-day outlook (September 30 to October
4) indicates a 70 to 80% chance of likely above normal for temperatures and normal
to slightly above normal for precipitation.&nbsp;
The eight to fourteen-day outlook (October 2 to 8) indicates a 60 to 70%
chance of likely above normal for temperatures and normal to slightly above
normal for precipitation for precipitation.&nbsp;


For
anyone paying attention to what’s happening in crop production, it’s an
interesting and challenging time to say the least.&nbsp; Out here, after a challenging five plus years
of dealing with drought, heat, and almost every form of severe weather, most of
Kansas has worked its way out of drought with reasonably moderate summer
temperatures for us.&nbsp; Overall, producers
are looking at good to very good corn, milo, and soybean crops compared to
recent years.&nbsp; We have had one of the
wettest Septembers over the last several decades and most have excellent to too
much soil moisture for planting the 2026 wheat crop.&nbsp; This all seems like a good problem to deal
with.&nbsp; 

Commodity
prices are low.&nbsp; Great if you need grain
for feeding livestock or producing ethanol.&nbsp;
We have strong carryover for much of the old crop.&nbsp; Many areas that normally wouldn’t, will be
piling grain on the ground.&nbsp; To help move
grain, storage prices will increase.&nbsp;
Producers don’t want to sell at these low prices.&nbsp; Many producers have operating loans at much
higher interest rates than in previous years.&nbsp;
Loans needing paid.&nbsp; As of today,
China is out of the market for purchasing U.S. grain and soybeans.&nbsp; Typically, China has been a good customer for
our grain.&nbsp; The “Tariff Wars” have two
negative effects.&nbsp; Lower exports of our
commodities and the ensuing lower prices.&nbsp;
And increased costs for inputs with two main causes.&nbsp; First, we import many of our inputs such as
pesticides or items purchased contain materials from overseas.&nbsp; Second, energy prices are increasing
significantly, on average over six percent just this year.&nbsp; Fule prices have increased.&nbsp; Nitrogen fertilizers take tremendous amounts
of energy to produce and process as do other inputs.&nbsp; Whether grain or fertilizers, things must be transported,
primarily by truck and those costs are increasing.

This year's theme is "Charge Into Fire Safety," related to proper care and disposal of lithium-ion batteries.

On Oct. 7 at 10:30 a.m., Great Bend firefighters will join Great Bend Public Library staff for a special story time. Children will be able to see real fire fighting equipment up close and ask questions about being a firefighter.

Great Bend Firefighters join story time as part of Fire Prevention Month

What would the winner of Eagle Media’s first ever School Hero award do with the prize money? Naturally, she would spend it in the
classroom. Tammie Buckbee, resource room teacher for grades 3-6 at Ellinwood
Elementary School, is the first winner of the School Hero Contest, presented
by OPI. Eagle Media’s Director of Promotions Becca surprised her with the news
last week.

“Even on your busiest days, you’re intentional about
checking in on people around you because you genuinely want to know,” Becca
read from Mrs. Tucker’s nomination. “Mrs. Buckbee values every student and colleague who
enters a room, treating each one with genuine care and respect. She’s also good
for a laugh, whether it’s sharing a quick joke, making a funny face in the
window, or waving from the other end of the hallway.”

Buckbee spent nearly six years at the school as a para
before taking on her current role five years ago. School Heroes can spend the
$500 prize any way they wish, but Buckbee’s first thought was to return it to
the classroom.

“For the community to be able to do something like this for
teachers, and help them out in the classrooms, this is huge for our classrooms,”
she said.

Principal Joel Kahnt echoed the nomination about Buckbee’s
value to the school. 

“She is such a valuable asset to our building,” he said. “She
is amazing. She goes above and beyond every day, and our kids love her. She
holds them accountable, but they know she cares about them deeply.”

The School Hero Contest is for any school employee who goes
above and beyond in his or her job. Administrators, teachers, paras, coaches,
maintenance staff, cafeteria workers and more are all eligible. A new School
Hero will be selected on the fourth Tuesday of each month, and that hero will
be recognized with $500 in prize money.

Barton County Commissioner Barb Esfeld, District 2,&nbsp;Tuesday morning provided a summary to her fellow commissioners on the 2025 Kansas Legislative Policy Group (KLPG) Annual Meeting, which took place last Wednesday and Thursday in Russell.

“It was an extremely good meeting, well worth my time,” she said. “It was probably among the best couple of days I’ve spent.”

Esfeld’s presentation was for information only, and the commission took no action on the review. The summary covered outcomes and details from the two-day gathering, which brought together lawmakers and policymakers to discuss matters pertinent to Kansas and set the coalition’s priorities for the 2026 legislative session that opens in January. &nbsp;“It will be somewhat similar to last year,” she said of the KLPG’s legislative platform.

Esfeld said numerous tax-related issues are on the list. Changes to the property tax system and discussions on capping or limiting property valuations are among the topics on lawmakers’ radar.

Founded in 1979 with 13-member counties, the Topeka-based KLPG is a coalition of 33 rural Kansas counties with a common interest in the preservation of the counties' tax bases and retention of local control, she said. KLPG is a voluntary, independent, non-partisan and non-profit corporation of elected county commissioners interested in advocating responsible public policy.

 <li>Water: “It’s not just the quantity, it’s the quality,” Esfeld said. Of the state’s $12 billion budget, only $20 million goes to water issues and some legislators want to increase that. She mentioned an effort to change a state water law that requires farmers to use all of their allotted or risk having their allotment reduced.</li><li>Home rule: “The KLPG opposes any state-imposed limitation on taxation or spending, because we will see that come up this year, where they'll be trying to put some control on counties and cities,” she said. “We don't want the state to be able to control every penny that we try to spend because we know what's best for our county.”</li><li>Schools: Fifty percent of the state's budget is tied to school funding, which legislators cannot alter due to a prior lawsuit and Kansas Supreme Court ruling. Lawmakers don’t want to cut school spending, they are just limited in what they can do. This restriction ends in&nbsp;2027, at which point the budget will be re-evaluated.</li><li>The federal “One Big, Beautiful Bill”:&nbsp;According to a spokesperson for U.S. Sen. Jerry Moran, the bill will cost $3 trillion&nbsp;over the next 10 years, with $1 billion allocated to rural hospitals. The bill is expected to save the average family about $2,400&nbsp;and includes limits on tip and overtime taxation.</li><li>Taxes: Speakers noted that while there are concerns about high property taxes for seniors and businesses, a bill passed last year, House Bill 2231, exempts certain vehicles and trailers from taxation. And this was a move in the wrong direction, Esfeld said.</li><li>Appraisers: A new bill to elect appraisers is also being considered, which the KLPG opposes.</li><li>Sales Tax Reform: A legislator is proposing a sales tax reform to put taxation back into the hands of local governments.</li><li>Revenue Neutral Rate: If the state were to follow its own revenue-neutral policy, its mill levy would be reduced from 20 mills&nbsp;to 16.45 mills and there is an effort to require this. Local governments have to follow the policy, so why shouldn’t the state, Esfeld said.</li>

The League of Women Voters is preparing to host the candidate forum on Tuesday, Oct. 7 at the Great Bend Events Center. Members of the public are invited to attend. Eagle Media will provide live streaming coverage of the event. The forum will feature 19 candidates vying for local positions. The doors open at 5 p.m. so the attendees can mingle with the candidates. Patrick Hoffman, an attorney based in Salina, will serve as moderator and commence questioning the USD 428 Board of Education candidates at 5:30 p.m. They include Jacqueline Disque, Barbara Thoren, Chad Burroughs, and Sarah Schenek.

Barton County Trustee board candidates will receive questions at 6:15 p.m. The seven candidates are Carl Helm, John Moshier, Will Rains, Amber Smith, Kimberly Becker, Kyle Zoellner, and Billy Eldridge.

KHP: Don't use our state as a trash dumpster

Vehicle owners in Barton County may only face the hassle of paying for new or renewed tags once a year, but for Barton County Treasurer Jim Jordan and his team, the financial strain of providing that underfunded state-mandated service is year-round.

“I am genuinely concerned for Barton County taxpayers,” Jordan said. “We, at the county level, shouldn’t have to tap already-tax-burdened residents to cover the tab for something the state should be paying for.”

In other words, he’s not seeking more money for his office. He just wants the State of Kansas to pay its share.

Locally, Jordan is leading the charge, now spanning eight years, to get the Kansas Legislature to reform the state’s antiquated vehicle tag and title system, which he says forces counties to subsidize the service with local property taxes.

"County treasurers across Kansas are mandated to provide vehicle tag and title services," Jordan said. "But the monies provided by the state to the county for this work do not match the cost of providing that service."

Jordan, along with other members of the Kansas County Treasurers Association (KCTA), is pushing state lawmakers to modernize the system and adjust fees, which he notes haven't been changed in decades.

The result of the outdated system is that counties are "holding the bag," losing millions of dollars statewide. Jordan estimates that Barton County is currently $60,000 in the red due to the underfunded mandate. He is troubled that local taxpayers are footing the bill for a state-mandated service.

"It’s a problem for County taxpayers to have an underfunded mandated service at the local level," Jordan stated. "It’s a Kansas Department of Revenue problem — not a property tax problem."

The state allows counties to keep only 75 cents for each title processed. To help offset the costs, the Legislature authorized counties to charge a filing fee of up to $2.50, which Barton County implemented three years ago. However, even with the added fee, the office is still operating at a loss.

Online renewals add to the deficit

The advent of online and mail-in renewals—while convenient for customers—is a "double-edged sword" for the Treasurer's Office, increasing costs without providing the funds to cover them.

Jordan loses an estimated $1.25 on each online renewal. Even though there is no line for the customer, the office still incurs labor, materials, and postage costs to process the paperwork and mail the necessary documents. From January through August, the office lost $10,700 on online and mail-in renewals alone.

"Every year, that’s going to grow," Jordan said of the deficit.

Jordan is not alone in his frustration. Spearheaded by Sedgwick County Treasurer Brandi Baily, treasurers from the "Big Five" counties—Douglas, Johnson, Sedgwick, Shawnee, and Wyandotte — met recently to form a strategy to compel lawmakers to make changes.

The treasurers argue that the KDOR, which controls the system, should allocate monies to support it, rather than pushing the costs onto local jurisdictions.

"Government must modernize and reform," Jordan said. "Monies should be allocated from the Kansas Department of Revenue to support their system. Simply put, tag offices need to be reformed."

While the state mandates the service and collects the lion's share of fees, Jordan stressed, "we do most of the work."

Jordan also understands why taxpayers would be troubled by this. He urged them to contact their state legislators and ask for changes.

Great Bend-based Fuller Industries Inc. is reminding employees about the importance of safe attire in a new training initiative for the month of September, focusing on proper clothing, footwear, and personal protective equipment (PPE). The training, titled "Toolbox Talk: Safe Clothing in Manufacturing," addresses safety precautions as weather and temperatures change.​“

As temperatures shift, it’s important that employees continue to dress safely while staying comfortable,” said Bree Husted, environmental health and safety assistant for the longtime commercial cleaning product maker.

 “Clothing, footwear, and personal protective equipment must be appropriate for both the environment and the tasks at hand.”

​The training, recommended by the Occupational Safety and Health Administration, outlines key safety guidelines for employees working around chemicals, robotics, and machines. Employees are advised to wear snug-fitting clothing and to avoid loose sleeves, hood strings, or baggy pants that could be caught in equipment. Jewelry such as rings, necklaces, and bracelets should not be worn, and long hair must be tied back.​For chemical safety, the company reminds employees to always wear lab coats, aprons, or other chemical-resistant clothing when handling hazardous materials. Employees are also instructed to check protective gear for holes or tears before each shift and to change immediately if clothing becomes contaminated.​

Regarding footwear, the company emphasizes a strict policy of closed-toe, slip-resistant shoes. Steel-toe boots are required in designated areas, and sandals, open-toe shoes, or fabric sneakers are strictly prohibited around chemicals.​

The training also encourages employees to be prepared with a backup set of clothing and shoes in case of a chemical spill or other contamination, storing them in a clean, dry place. The training reinforces the message that while PPE is the last line of defense, proper clothing is the first. Employees are encouraged to check their clothing and PPE and to ensure they have backup clothes and shoes. They are also reminded that when in doubt, they should ask their supervisor.

The 389 miles of paved county roads in Barton County are among the most numerous across all Kansas counties. Someone has to take care of those roads. Barton County Works Director Chris Schartz spoke with Eagle Media General Manager Dakota Tucker on Thursday's "County Edition" program on 1590 KVGB/95.5 FM, to explain how Barton County crews accomplish the giant feat.

"The way our program works, we do the four quadrants, and we do one quadrant every year, which is about 100 miles of sand seal," Schartz said. "This year, we are in the southwest quadrant, which goes to about Dartmouth blacktop. Next year, we'll be in the southeast, which goes from the Dartmouth blacktop to the east county line, then north probably to Claflin. So we'll be in the Ellinwood area."

Naturally, the work costs money, but Schartz said the maintenance work is valuable not only to provide a better driving surface, but also to seal cracks. The coat of oil, topped with sand and rocks, prevents the cracks from getting bigger, and also keeps out moisture that can cause additional damage when it freezes. In the end, it is cheaper to maintain the roads than to completely overhaul them. Traffic delays during the work are inconvenient for motorists but serve a dual purpose, including keeping workers safe.

"That fresh oil we're putting down on the ground, you do not want that on your vehicle," said Schartz. "It's a pain to get off. It's so sticky. We're spraying it on the roads at 170 degrees because it has to be hot."

"I would pick up the trash on the streets and I would also pray every night," Suchy said.

All K-6 students in Barton County are eligible for the contest. In addition to the $100 from OPI, Coltyn also took home goodies from the contest's other sponsors. Of the four Make a Difference winners, one lucky winner will soon take home an additional $100 in a monthly drawing. That student's teacher will also receive $100. It crossed the center line into the westbound lane. A westbound 2021 Kenworth semi driven by Trey Isaac&nbsp;Mosier, 29, Ellinwood, struck the van and entered the north ditch. Both vehicles caught on fire.&nbsp;Jablonski was pronounced dead at the scene and transported Roberts Funeral Home. Mosier was not injured. The KHP did not report seat belt usage details.
