"Dancing with the Cougars" returns this year with another dance workshop for the community featuring a line dance class at 6:30 p.m. Sept. 5 in Studio 34, and all proceeds go to support Barton Dance Theatre's participation at the American College Dance Association Conference in January.

The workshop will include line dances accompanied by music from various genres, including country and western, pop, R&amp;B, and other international styles. The class will be taught by Barton Dance Instructor Danika Bielek and dance students from Barton Dance Theatre.

&nbsp;“The ‘Dancing with the Cougars’ workshops are so fun because we get participants of all ages and levels of experience who just come together to dance,” she said. “Line dances can be easily danced by everyone and make a great workout, too. In these classes, everyone learns together, laughs, and has a good time. It’s really uplifting.”

The Barton Arts Movement (BAM) is thrilled to announce the launch of an inspiring new mural project at the Barton County Health Department. This vibrant artwork will celebrate the dedication of our healthcare heroes, highlight community health, and promote various wellness initiatives. Designed by the talented Carr, Kerr, &amp; Co., a dynamic duo from the Manhattan area who are known for their color-block artistry, this mural is set to become a bright spot in our community.&nbsp;

Located at the corner of Kansas and Lakin in Downtown Great Bend, the mural will serve as a backdrop to numerous community events. Scheduled to be installed Sept. 26 - Oct. 1, the artists and BAM will invite the community to participate in a Paint Party tentatively scheduled for Saturday, Sept. 28 to assist the artists in painting portions of the mural. More information will be shared on the BAM Facebook page when details are confirmed.&nbsp;

Karen Winkelman, director of the Barton County Health Department, expressed her enthusiasm for the project, stating, "This mural means so much to our staff. It’s a beautiful representation of the hard work and dedication that our team puts into keeping this community healthy. Seeing this colorful tribute on our building not only boosts morale but also enhances our visibility in the community. It’s a proud moment for all of us."&nbsp;

The mural project has been made possible by a matching funds grant from the Kansas Arts Commission in the amount of $9,250. BAM is inviting the community to support this initiative and other projects by making a tax-deductible contribution through the Golden Belt Community Foundation. With the Kansas Arts Commission's generosity, every donation will be doubled, making each contribution go twice as far.&nbsp;

“Every gift makes a difference,” said Allie Cartwright, BAM volunteer, “participation is key for volunteer-driven projects like this. Barton Co. Health Department to feature new mural celebrating healthcare heroes 

I recently read the manuscript of a soon-to-be-published scholarly book looking at one of Kansas’s major cities. It was filled with sharp observations and smart ideas; when it’s published, I’ll buy copies of it for all my local representatives, in hopes that they’ll read it and learn something. But there’s one point in the manuscript that I can’t get out of my head.

When the author–who, like me, is not a Kansas native–arrived in the Sunflower state, they were struck by how the city they were moving to seemed to sprout out of the ground without warning. Flying into a Kansas airport, the book suggests, you look around, seeing nothing but farmland, and then suddenly a city is there, seemingly at random. The point being that Kansas’s urban areas--with Kansas City’s agglomeration of Overland Park and Olathe, Leavenworth and Lenexa, being the sole exception–are stand-alone entities, the product of geographic happenstance or boundary-line-drawing rooted decades, or even centuries, in the past.

Cities everywhere are both products and providers of connectivity; making connections and pursuing opportunities is why people congregate together, why businesses and investment capital flow to urban areas. So when you see a solitary city or town standing in an otherwise entirely rural space, there is the temptation to wonder how “real” a place it actually is.

Given that global trade and internet communication means that no city or town, no matter how small, is truly disconnected any longer, this kind of wondering is more a matter of perception than reality. Unless, of course, the perception becomes a self-imposed trap, and thus accidentally, or perhaps preemptively, sets the terms for the real-world decisions that follow.

That kind of self-referential trapping is not unusual in Kansas, I fear. There are positive aspects to it, of course; it can encourage people to focus on their local resources, adding to the culture of our state by supporting and celebrating the creativity that can be found in local places. But too often this dynamic takes a negative tone, whether it be a defiant pride in disconnection, or a hopelessness that dismisses new connections and possibilities before they’ve even been tried.

Look at Kansas politics through this frame, and you can see examples everywhere. State policies that could be easily adapted to Kansas’s population–like Medicaid expansion, legal medical marijuana, and more–face opposition from political interests that mostly offer a simple “it won’t work here” rather than any serious policy argument. Counties with farmers looking to bring in additional income and companies happy to pay them to install solar arrays face onerous regulations instead, because otherwise “people will complain.” Cities trying to manage their slow growth by establishing more reliable revenue streams, reconsidering the costs of an overbuilt infrastructure, free parking, and mill levies that haven’t been touched in decades, shy away from moving forward, fearing that Kansans are “too cheap” to ever pay for improving public goods.

Obviously such perceptions don’t explain everything about these disputes; political disagreements, backed by powerful partisan interests, are real, and simple boosterism won’t change that. But pushing back against the idea that certain things just “can’t happen in Kansas” is nonetheless important, I think, because that’s a perception rooted in an assumption based on Kansas’s spatiality, its supposed disconnectedness, and not on our common resources and will.

The fact that there are, and always have been, many throughout Kansas’s cities and towns willing to do that kind of pushing back is evidence enough that the political powers that be aren’t the whole story. That’s my hopeful perception, at least.

INSIGHT KANSAS: The problem of Kansas’s self-perception

The Great Bend City Council appointed Logan Burns as the next City Administrator after accepting the resignation of Brandon Anderson. After spending time as the city's building inspector and assistant city administrator, Burns took control Aug. 12.

With the change in administration, the assistant city administrator position is now open. The existing ordinances concerning the duties of that position were drafted at the request of prior administration to assign specific duties and personnel to that position to match what the new assistant administrator was already doing for the city.

The mayor and current administration have requested City Attorney Allen Glendenning to draft an ordinance defining the duties more generally and broadly allowing for them to be assigned and reassigned to meet the current needs of the city over time.

One of the amendments includes the appointment and qualifications of the position. 

The amendment states, "The city administrator shall be appointed by the mayor with the consent of the city council and shall be chosen solely upon the basis of comprehensive administrative ability. The city administrator need not meet applicable residency requirements at the time of the appointment but shall meet them upon appointment and shall continue to meet them during the tenure of office."

The council will be presented an ordinance amending the qualifications and duties of the city administrator and assistant city administrator.&nbsp;

The council meeting on Tuesday, Sept. 3 begins at 6:30 p.m. at City Hall.

Great Bend looks to amend duties of city administrator jobs

The difference between a car enthusiast and an aircraft enthusiast is about half a chromosome. So says Eric Nelson, founder and president of Precision Exotics. A former Marine, Nelson spent time as an overseas contractor before bringing that operational experience to the exotic car world. Then a lightbulb came on: why not combine fast cars and fast airplanes? Precision Exotics will offer a "ride of a lifetime" experience at Great Bend Airfest from Sept. 20-22. 

"I thought, you know, the air show industry has exactly what we need to do this," Nelson said. "It has the people, the space, and the safe operations area. Let's go see if this works. And, oh man, did it work."

When Nelson came home from long overseas trips, he treated his wife to the finer things, including nice hotels and exotic cars. The traditional exotic car experience was driving the premium cars around a small course. At Great Bend Airfest, Precision Exotics will allow drivers to take a Ferrari 458 Italia - yes, it's red - or a Lamborghini Huracan Evo down the runway at speeds exceeding 160 miles per hour.

"It's very simple," said Nelson. "Eighteen or older, valid driver's license, sign a waiver, $199 card or cash, you pick which car you want. You wait in line, you hop in the seat, we have an instructor in the right seat. You rip it down the runway as fast as you can go."

Because both sports cars have just two seats that will be occupied by the driver and instructor, no passengers are allowed in those vehicles. Nelson said the company's crew vehicle, a Jeep Trackhawk, has 1,000 horsepower and can easily reach 140 miles per hour.

"If you choose the Trackhawk, you can then take passengers," he said. "We can put three passengers in the back and that's an additional $50 per passenger after the original $199."

Nelson said staff is regularly asked if the cars are governed to limit how fast they can go. The only after-market product in the cars, he said, is a superior brake fluid for durability and performance. The instructor sitting in the passenger seat is more a translator of air-traffic controllers than the driver's ed type.

"We are doing this on a runway for about 20 different reasons," Nelson said. "The obvious, No. 1, is safety. A runway is built for those speeds. It's a lot wider. All of us that drive every day, we get in our daily driver, whatever that may be, we go down a 10-12-foot laned road. We'll be on a runway that's 150-feet wide.

"You've got more room than you can imagine. Plus, there are no other vehicles out there. It's just you and the tarmac. You're going to roll into the throttle, punch it, put it to the floor and let her eat - see what she's got."

Precision Exotics will be at Great Bend Airfest all three days. Their tent will be located to the far left or right of the crowd line. Along with the Precision Extreme Drive experience for patrons, one of the cars will also race an airplane as part of the airshow.

Precision Exotics offering 'ride of a lifetime' at Great Bend Airfest

As part of the Occupational Safety and Health Administration’s National Safe and Sound Week 2024, Fuller Industries Inc. in Great Bend took part in a number of activities throughout last week to mark the annual observation.

“This was the first time Fuller has participated in the event, and I have to say I believe it has been a great experience for everyone,” said Tammie Jacobs, Fuller compliance officer.

Safe and Sound Week is a nationwide event held each August that recognizes the successes of workplace health and safety programs and offers information and ideas on how to keep America's workers safe.

The following events took place throughout the week:

• Safety scratch tickets - Paid out by vendor coupons to be used in the cafeteria, ($10) these tickets were handed out to employees who were observed going above and beyond their job duties to ensure the facility is a safe working environment (removing debris, cleaning, clearing areas and walkways that were blocked by missed placed items, etc.), For the non-winning tickets, they held a second-chance drawing and two winners received $40 each.

• “Safety tips were discussed during our weekly Safety Toolbox Talk and throughout the week to remind employees that we want them to return home safely after work,” Jacobs said. "We also completed the OSHA Workplace Safety and Health Quiz, and awarded $10 for correct answers. ($100 was given out)."

• Finally, "we kicked off our new Safety Employee of the Month recognition award. This Making a difference award is part of our safety program “Speak Up, see Something, Say Something,” she said. "We also completed the OSHA Workplace Safety and Health Quiz, and awarded $10 for correct answers. ($100 was given out)."• Finally, "we kicked off our new Safety Employee of the Month recognition award. This Making a difference award is part of our safety program “Speak Up, see Something, Say Something,” she said. Fuller Industries takes part in Safe and Sound Week

Registration is open for Heartland Farm’s 2024 Farm to Table Fundraising Dinner. The annual fundraiser runs from 5 p.m. to 8 p.m. on Saturday, Sept. 14.

The Farm to Table Dinner is one of the non-profit farm’s most important annual fundraisers. Taking place on the open-air pavilion, this year’s dinner features a meal centered around the theme Just a Little Bit Fancy, with dishes curated and created by local cooking enthusiasts Vaughn and Stephannie Goerl.

Aspiring to elevate familiar ingredients to something Just a Little Bit Fancy, this year’s dinner highlights produce from local vendors, including Heartland Farm. Guests will enjoy multiple courses, including stuffed mushrooms and antipasto skewers, soup and salad starters, a choice of balsamic-marinated lamb chops or honey &amp; lemon glazed pork tenderloin medallions, potatoes dauphinoise, chilled asparagus and lemon tartlets for dessert. Special dietary needs will be accommodated with vegetarian and gluten-free options.

An opportunity to meet the Farm’s alpacas, a silent auction featuring many homemade and handmade items from the Farm and beyond, and the opportunity to shop at the unique gift shop will round out this unique Central Kansas event.

I came across a poem several years ago that I pull out and review from time to time. It especially hits me as school activities are in full swing and so many other priorities can hold our view. I’d like to share it with you today.

Little Eyes Upon You, author unknown

There are little eyes upon you And they’re watching you night and day There are little ears that quickly take In every word you say. There are little hands all eager To do anything you do, And a little person who’s dreaming of the day They’ll be just like you.

You’re that little person’s idol, You’re the wisest of the wise, In their little mind about you No suspicions ever rise. They believe in you devoutly And hold all that you say and do, They will say and do it your way When they grow up just like you.

There’s a wide-eyed little person Who believes you’re always right, And their eyes are always opened And they’re watching day and night. You are setting the example Every day in all you do, For the little person who is waiting To grow up to be like you!

In a world that feels increasingly unkind, each and every one of us have the opportunity to shape how a little person will someday feel about themselves, their friends, and their community.

Do you set a good example on the sidelines of a game?

Do you set a good example when you speak about teachers, neighbors, co-workers? We don’t always agree and that is a beautiful thing! Learning to disagree respectfully and responsibly goes a long way!

Do you set a good example of kindness? Saying thank you, holding a door, or taking your turn in line are all small ways that we can impact those around us and, especially, that little person watching what we do.

Keep learning. Keep showing grace and kindness!

Barton Community College and the Center for Adult Education will be closed, and there will be no classes in observance of Labor Day on Sept. 2. Offices will reopen, and classes will resume on Sept. 3.

Barton Community College campus closed for Labor Day

Since becoming director of Juvenile Services for the 20th Judicial District in 2016, Marissa Woodmansee has been able to carry over funds from the previous year into the next year's budget. Tuesday morning, she sought approval from the Barton County Commission to move $99,010.93 into her 2025 budget.

"The beauty of these funds is we have been in a fortunate position that we haven't had to utilize our carryover money," she said, "so this money continues to grow for us because our state block grant supports the work that we're doing."

Nearly $78,000 of the total is from core programming, which is intake and assessment, intensive probation, and case management. The funds can be used to purchase equipment or pay operational costs. Just over $21,000 is from intermediate intervention, or Juvenile Services' diversion program, and must be used for the populations served by Juvenile Services.

"You'll see that bulk of money is specifically for incentives, evidence-based programming, maybe it's sustenance, maybe it's mental-health evaluations and/or any other behavior health component that may be required," Woodmansee said.

Central Kansas Community Corrections Director Brooke Haulmark also requested and was approved to carry over $73,265.74 into that organization's 2025 budget.

Eagle Radio's news week in review

James Baldwin and LaRyssa Baldwin, who operate the Kansas Motocross Championship Series, wish to enter into an operating agreement for the Great Bend Motopark located at the Expo Complex area of the Great Bend Municipal Airport.

The term of the agreement will be in effect until Dec. 31, 2027, unless either the city or operator gives a notice of intent to terminate the contract at least 60 days before Dec. 31 of any of the years during the term of this agreement. The agreement shall renew automatically for one-year periods thereafter.

The operator shall provide insurance for all events in the minimum amount of $1,000,000 and name the city as co-insured. The operator shall provide all upkeep of the motopark and clean after each event.

The operator shall pay the city 0% of the gross gate entry from all events during the year 2024, 2% for 2025, 3.5% for 2026 and 5% for 2027 and each year thereafter.

A motion will be presented to approve the operating agreement with Kansas Motocross Championship Series at the Great Bend City Council meeting on Tuesday, Sept. 3 at 6:30 p.m.

Schedule of Labor Day weekend festivities at Fort Larned

RICE COUNTY—One person died in an accident just after 1p.m. Thursday in rural Rice County.

The single-vehicle rollover accident occurred east of Raymond at the intersection of 8th Road and Avenue R, according to a media release. The driver was the only occupant and he was pronounced dead at the scene.&nbsp; The sheriff's office did not release the man's name.

&nbsp;Rice County EMS, Rice County Fire Station that include Raymond, Alden, and Lyons assisted the sheriff's office. The accident is still under investigation.

Driver dies in rural Rice Co. rollover crash

Most folks generally accept that maintaining good health includes an annual visit to the doctor to check their heart, teeth, ears and more.

But there’s more to personal health than some may realize.

“The Robert Wood Johnson Foundation has done quite a bit of research over the years that affirms that a little over 50% of our overall health is related to the places that we live, learn, work, play and pray,” said Johannes, the Kansas Health Foundation’s Distinguished Professor of Community Health at Kansas State University.

Research indicates that engaging in one’s community is connected to living longer and healthier.

“So,” she says, “we should look for opportunities to be civically engaged, and be aware of opportunities to volunteer, be involved in clubs and organizations, vote and contribute to local community improvement projects. That’s part of civic health.”

The National Conference on Citizenship, which has studied civic life for ten years, reports that communities with higher employment rates, stronger schools and more responsive governments have better health among its residents.

Civic health reflects the opportunities people have to participate in their communities, and can be summed up in three areas:

· Places – Healthy communities have places where people can get together formally or informally, such as festivals in a city park; or a library with extended hours.

· Processes – Healthy communities make it easier for residents to have their voices heard. Some examples: Are voting processes easily understood? Do people know how to voice their support for new projects or changes in ordinances? Can people participate in local city or county meetings in-person and online?

· People – In healthy communities, people get involved as volunteers and in other roles. People are socially engaged and active.

“When social capital is in place – places, processes, and people – the community is stronger,” Johannes said. “Then, the overall health of the people in the community improves. And there’s research that shows that civic health matters to our physical and mental health.”

The University of Wisconsin Population Health Institute annually publishes the County Health Rankings and Roadmaps for every county in the United States. Johannes said the report provides data and evidence that reveals overall community health improvements due to community-led health equity and access efforts.

The yearly report includes links to information specific to Kansas counties, rating each according to such health outcomes as length of life and quality of life; and such health factors as adult smoking, obesity, physical activity and more.

Johannes said the recent report includes information about the civic health of states and counties. She said Kansas is among 16 states that have more structural barriers to civic health.

“Research shows that states with well-resourced civic infrastructure have more civic participation, which is tied to how well and how long we live,” she said.

Less than a year removed from the Barton Community College Board of
Trustees, Cole Schwarz is returning to serve on the board. Tuesday afternoon,
current Trustees voted in favor of appointing Schwarz to the board to replace
recently resigned Don Learned. 

Chairman Mike Johnson and the Trustees had three
candidates submit applications for the open position.


"All three are very qualified," said Johnson. "I'm very happy to say that any one of the three candidates would make an excellent trustee. For those that are not successful today, I would encourage them to consider running for the office."

Schwarz was appointed to the board in August 2020 to fill an open position, but
did not gather enough votes last fall to obtain one of the three seats that
were up for election. Originally from Silver Lake, Kansas, Schwarz works as a financial advisor in Great Bend. 

Along with Schwarz, Trustees member Gary Burke
said Doug Panning and Will Rains applied for the position.


"It's unfortunate that we don't have three positions to fill," said Burke. "All three of the candidates are well qualified with different experiences. All three of them would benefit our college by being a trustee. Unfortunately, we get to just choose one."

Schwarz will be sworn into office in September. Learned resigned after 19 years
on the college’s board.&nbsp; &nbsp;&nbsp;

Schwarz rejoins the Barton Community College Trustees

The sudden closure of Benefit Management Inc. (BMI) in Great Bend on Aug. 8 put several area businesses in a bind. The Great Bend school district was one of the large employers that used BMI as a third-party administrator (TPA) of its insurance plan. During Wednesday's USD 428 Board of Education Luncheon at Riley Elementary School, Assistant Superintendent John Popp announced the district has hired Freedom Claims Management as its new TPA.

"I'm actually much more at ease over this because, while they're not a large company or a large entity, they understand intimately what we are going through because they've picked up a lot of the other groups that were dropped by ValueHealth or Benefits Management," he said.

The district had met with another TPA that would have required a rewrite of the current insurance plan. Tuesday morning, the insurance committee decided to move forward with Great Bend-based Freedom Claims Management. Board President Jacquie Disque thanked Popp, Superintendent Khris Thexton, and Mike Minton for the work on the matter.

"That bankruptcy put a whole bunch of employees on edge about having insurance and if everything was going to be covered," she said. "They had providers who were not accepting their insurance because they said they did not have insurance even though they did. These guys have worked a lot over the last couple of weeks trying to get us back to where we need to be and getting our staff settled a little bit about having insurance. It's been a big deal."
