New season of 'The Kansas Legislature' on PBS

Larned accounting firm expanding services with McPherson company

On May 21, 2024, an EF4 tornado ripped through southwestern Iowa, killing five people and injuring 35 more. Though maximum windspeeds were estimated at 185 miles per hour, a Doppler on Wheels near the storm indicated wind speeds in excess of 310 miles per hour, making it one of the strongest tornadoes ever measured. The Storms of Passion crew was nearby. 

Jesse Gillett, media and communications director for Storm of Passion, helped shoot and produce a new hour-long storm chasing documentary that will be showcased at the Dream Theatre in Russell on Wednesday, Feb. 5. One star of the movie is the Tornado Intercept Vehicle 2 (TIV2) featured more than a decade ago on Discovery Channel's "Storm Chasers."

"We love weather, we love storm chasing, and we want to keep this vehicle on the road - want to keep it driving," Gillett said. "We loved this vehicle when it was on TV and want to see it continue for a couple more years."

Colorado-based storm chaser Ryan Shepherd, a driver on "Storm Chasers," purchased TIV2 in 2019. He then built a team of nine with the purpose of intercepting a tornado, educating the public about severe weather, and sharing the excitement of nature and science. Part of the crew includes Great Bend's James Breitenbach, who serves as Storms of Passion president, and his two sons, Evan and Angelo, who drive and navigate. Gillett turned that relationship into a subject of the film.

"It shows this father-son relationship because one of the sons is a driver of the vehicle, and the youngest son is the one who drives the support vehicle," Gillett said. "There's a very interesting father-son relationship and, as a filmmaker, that's something I wanted to share."

"Storm of Passion" begins at 7 p.m. on Feb. 5 at the Dream Theatre. The crew will host a question-and-answer segment following the documentary. Admission is $6 for adults, $5 for seniors, and $4 for kids. On Feb. 8, the crew will attend a similar event in El Reno, Okla., at the movie theater made famous in the movie "Twisters." Admission for that program is $10.

United Way offering free loads of laundry today in Larned

SALINE COUNTY —Two adults and two teens were injured in an accident just before 4p.m. Tuesday in Saline County.

The Kansas Highway Patrol reported a 2024 Buick Encore driven by&nbsp; Marvin Leroy&nbsp; Steenbock, 83, Longford,&nbsp;merged onto northbound U.S. 81 from westbound Interstate 70.

The SUV turned left in front of 2017&nbsp; USD 405 Lyons school bus&nbsp; transporting the girls high school basketball team and driven by Lelisa Dawn&nbsp;  Gilbert, 29, Chase. The bus struck the Buick SUV.

After impact the SUV came to rest across the center median and left shoulder. The bus struck the guardrail and came to rest in the center median.

EMS transported&nbsp;&nbsp;Steenbock&nbsp; Gilbert and two teens on the bus to Salina Regional Medical Center. The drivers were properly restrained, according to the KHP.&nbsp; There were 23 occupants on the school bus.

SALINE COUNTY—The Kansas Highway Patrol is investigating an injury accident involving a USD 405 Lyons school bus in Saline County.

Just after 4p.m. Tuesday, Salina Police notified the KHP&nbsp;of a crash involving a school bus and a passenger vehicle that occurred slightly north of the Cloverleaf at the Interstate 135 and I-70 interchange. Multiple troopers responded to the scene.

The driver of the school bus and a couple of high school students were transported as a precaution due to slight injuries, none of which are significant.

According to a statement from USD 405, " Our high school girls basketball bus was in an accident on their way to Minneapolis. There were no apparent major injuries, although a couple were transported to the hospital for minor injuries. Parents have been notified."

The driver of the passenger vehicle was transported to the hospital with elevated, but non-life-threatening injuries, according to Trooper Ben Gardner.

KHP: 4 injured after SUV crash with school basketball bus

WASHINGTON&nbsp;–&nbsp;U.S. Senator Jerry Moran – chairman of the Senate Committee on Veterans’ Affairs – on Tuesday issued the following statement after receiving confirmation from the Department of Veterans Affairs (VA) that there are no VA programs impacted by the federal funding pause:

The City of Great Bend has approximately $800,000 in 2024 year-end
transfers that they are looking to attach to a project. At last week’s work
session, the Great Bend City Council heard suggestions from City Administrator
Logan Burns. 

With the approval of a rebuild design for the SRCA Dragstrip,
Mayor Cody Schmidt was in favor of keeping money set aside for the rebuild and
to redo the parking lot at the Great Bend Events Center.


"I would make a recommendation to the council to split the money," said Schmidt. "We could put half towards the dragstrip and half to the parking lot. As I look at that parking lot, the longer you wait the worse it's going to get."

City officials estimate resurfacing the Events Center parking lot could cost up
to $1 million. No estimates have been calculated for the reconstruction of the
dragstrip, but the city should receive bids by late spring or early summer.

"With the parking lot at the Events Center, you welcome people to your community...to me we're just a fall and a lawsuit waiting to happen," added Schmidt."

The council decided to keep the $800,000 in the general fund until bids come
back for both the parking lot and dragstrip.&nbsp; &nbsp;&nbsp;

K-State Research and Extension is pleased to announce they will begin offering a series of prenatal education sessions in the Ellis County area beginning in February 2025. These sessions, available free-of-charge to all area families regardless of income or other social determinants, are being provided thanks to a partnership between the Kansas Department of Health and Environment Bureau of Family Health, March of Dimes, HaysMed, First Care Clinic, High Plains Mental Health, Early Childhood Connections, Hays Public Library, Feeding Hays, and Ellis County Emergency Medical Services. Utilizing the March of Dimes’ Becoming a Mom®/Comenzando bien® curriculum, expectant participants and their support person(s) will learn about topics related to physical and emotional health during pregnancy, as well as receive in-depth education surrounding labor and delivery, infant feeding, infant care, safe sleep, and other hot button parenting issues. Information about area resources and additional parenting support systems in the community will also be provided.

I have been wanting to bring the program to Ellis County for quite some time and everything has finally come together to begin. I have worked with the Barton County Health Department for over a year helping teach their infant feeding class for Becoming a Mom and have seen first-hand the value in the program. I’m extremely excited about the amazing instructors and community partners that have come together to make Becoming a Mom a reality here in Ellis County. For a long time, I have wanted families to have a chance to come together to get to know other parents and offer support to one another. We had talked about some type of mentorship program for parents at our local Ellis County Breastfeeding Coalition meeting and felt like Becoming a Mom classes were an opportunity for parents to do this. My other goal for the program is to bring resources to parents and have community partners that work with expectant parents or young families at each meeting. I’m hoping by providing the opportunity for parents to get to know the people that deliver these services in our community, that it is easier for them to reach out when they need those services.

Becoming a Mom will hopefully lead to improved pregnancy and birth outcomes for moms and babies in the Ellis county area, just as they have across many locations in Kansas. Since 2010, evaluation efforts for the Becoming a Mom® program according to the Kansas Perinatal Community Collaborative model, have been overwhelmingly positive. Outcomes have shown significant improvement in rates of preterm birth, low birth weight, breastfeeding initiation, and lower cesarean rates.

All area pregnant women are encouraged to attend, regardless of past experience with pregnancy or parenting. Incentives for participation will be provided thanks to grants made available through Midwest

Energy and Heartland Community Foundation. Mothers, fathers, and support people are invited to attend each class. You can choose which classes you want to attend but you earn bigger incentives (portable crib or infant playmat) for attending 4 out of the 6 classes. If you are from outside of Ellis County and are interested in attending, please contact Monique for availability. Limited childcare will be available, and we will also have a free meal provided by Feeding Hays. Barton CC Trustees meeting agenda (1/28)

Annual housekeeping matters continue for local governing bodies nearly one month into the new year. Tuesday morning, Barton County Administrator Matt Patzner presented the board of commissioners with the option of renewing its membership with the Kansas Association of Counties (KAC).

"Based on a calculation that includes base fee, population, and valuation, the dues are $6,562.40," Patzner said. "The Association sponsors the annual KAC Conference, various educational meetings throughout the year, and lobbies the state and federal legislature on behalf of Kansas counties."

Dues for 2025 are approximately $180 higher than they were a year ago, but Commissioner Shawn Hutchinson called it worth every penny.

"I would just say this is probably very close if not the most valuable $6,500 the county spends every year," he said. "I've learned so much through the KAC. They do fight for us with legislation at times."

Founded in 1975, the KAC serves county governments through legislative representation, technical assistance, leadership, and professional education.

The Internal Revenue Service (IRS) has been accepting business tax returns for approximately two weeks but Jan. 27 marked the first day it would begin processing individual 2024 tax returns. Barry Bowers, a certified public accountant at Spectrum CPA Partners in Great Bend, said some of the biggest changes to tax season this year come at the state level.

In June, Kansas passed legislation that erased income tax on social security benefits. The new laws also boost the standard deduction for single filers from $3,500 to $3,605, and from $8,000 to $8,240 for married taxpayers. The personal exemption increases from $2,250 for each person on a Kansas tax return to $18,320 for married taxpayers and $9,160 for all other taxpayers. The legislation also reduced the number of tax brackets from three to two and lowered the highest tax rate from 5.7 percent to 5.58 percent. Also new for 2024, an additional $2,320 exemption is allowed for each dependent on a Kansas return. Bowers said some similar changes come at the federal level.

"Things like the standard deduction and different deductions or credits that have built-in inflation adjustments, they went up just like they would normally year over year," he said.

The federal standard deduction is $14,600 for single filers and $29,200 for joint filers. Those are increases of $750 and $1,500, respectively, from 2023 returns.  

For 2025, investors will be able to defer up to $23,500 into 401(k) plans, up from $23,000 in 2024. Anyone 50 years of age or older can contribute an additional $7,500 in catch-up deferment to grow their retirement plan. Those 60-63 years of age will be able to defer $11,250 in catch-up deferments.

Great Bend accountant: Tax changes at state level should benefit residents

On Jan. 15, Barton County Administrator Matt Patzner received a letter from the U.S. Department of Energy (DOE) regarding the release of a Draft Environmental Impact Statement (DEIS) for Phase 1 of the Grain Belt Express Transmission Project. Public meetings will be held in person and online to discuss the findings.

"It seemed to be effective last time, holding these meetings," Patzner said. "It seemed to move the needle a little bit. I think we just need to have the same kind of response. If people have something on their mind, they just need to show up and voice it."

In accordance with the National Environmental Policy Act, the draft considers the environmental impacts associated with providing federal financial assistance to support the development, construction, and operation of the Grain Belt Express. DOE and Grain Belt Express representatives will be available at six meetings scheduled in Kansas, Missouri, and online.

The Kansas meetings are scheduled for 4 to 6 p.m. at the Dodge City Public Library, 1001 N. 2nd. Ave. on Monday, Feb. 10, and at the Holiday Inn Express, 2175 Lincoln St. in Concordia, on Tuesday, Feb. 11. One virtual meeting will be held from 11 a.m. to 1 p.m. on Wednesday, Feb. 19, and another will be held from 4 to 6 p.m. on Thursday, Feb. 20.

If you are driving through Great Bend during the Christmas season, it is
hard to miss the city’s Trail of Lights. With light displays at Veterans
Memorial Park, Brit Spaugh Park and around the Barton County Courthouse
downtown, city crews start setting up the lights near the end of October. 

Great
Bend Community Coordinator Christina Hayes said during the 23 days that
volunteers were staffed at the entrance of Brit Spaugh, there were 2,113
vehicles that drove through.


"This is only the dates we had volunteers and usually from 6 p.m. to 8 p.m.," said Hayes. "We have a ton more drivers that come through in other hours of the day."

The statistics are added up from the Saturday after Thanksgiving to Dec. 22. Last year's vehicle total was 2,227.

With the majority of the vehicles from Barton County, the second most recorded
license plates came from Pawnee County. There were 17 out-of-state license
plates that were tracked and one car with a Canadian plate.


The volunteers hand out promotional bags and candy canes but also collect
donations to be used for light display repairs. Great Bend collected $4,952 in donations.&nbsp; &nbsp;&nbsp;
