From the Barton County Health Department...

The Barton County Health Department is providing an important update for local seniors regarding the 2025 Kansas Senior Farmers Market Nutrition Program (KSFMNP).

Due to unforeseen delays in the state’s contracting and procurement process, the start of this year’s KSFMNP has been postponed. Currently, there is no confirmed date from the state for when the program will begin.

This update applies only to the Senior Farmers Market Nutrition Program. The Barton County Farmers Market itself will still open as scheduled on Thursday, May 29. Seniors and other community members are welcome to shop at the market beginning on opening day.

The department understands that many local seniors look forward to participating in the KSFMNP each summer. Staff are actively monitoring state communications and will share any new information with the public as soon as it is received.

In addition to the delay, a statewide reduction in program resources means that Barton County will receive fewer coupon booklets than in past years. Once the booklets arrive, the department will distribute them as fairly and efficiently as possible to eligible seniors.

The Barton County Health Department remains dedicated to supporting the health and wellbeing of local seniors and ensuring access to fresh, locally-grown produce. Updates will be

provided as soon as more information becomes available.

&nbsp;A U.S. Postal Service worker was hospitalized following a dog attack in Great Bend last week, prompting a multi-day investigation that led to the arrest of a local man.

On Thursday, May 9, 2025, Great Bend Police officers responded to a report of an animal attack in the 1400 block of Lakin Avenue. Upon arrival, officers discovered that a postal worker had been attacked by two dogs. The victim was transported to the University of Kansas Hospital for treatment of her injuries.

In the days that followed, detectives and animal control officers launched an investigation to locate the animals involved. On Monday, May 12, around 1:03 p.m., authorities received several tips through Crimestoppers that led them to a residence at 1416 12th Street in Great Bend.

At that location, officers made contact with Dakota Procopio, a 23-year-old man who confirmed he was the owner of the two dogs. Investigators learned that the dogs had been moved to a separate location in Raymond, Kansas. Animal Control officers from the Golden Belt Humane Society located the animals and took them into custody for a state-mandated observation period.

Procopio was arrested and booked into the Barton County Jail. He faces multiple charges including Obstruction of Justice, Dog at Large, No Current Rabies Vaccinations, and Vicious Dog.

Five Barton instructors earned the Distinguished Instructor Award (DIA) for the 2024-2025 academic year for their outstanding efforts in the classroom and were recognized at Barton’s commencement ceremony Friday evening in the Barton Gymnasium.

Barton faculty recognized with Distinguished Instructor Awards

The University of Kansas Health System in Great Bend is pleased to have Emma Biltoft, CCC-SLP, certified speech and language therapist, join its speech language pathology team. She provides speech and language therapy mainly for adults, while Katie Patterson, CCC-SLP, provides speech language services mainly for children. Biltoft and Patterson also provide speech and language therapy for hospitalized patients at Great Bend Campus.

Biltoft provides services for adults with swallowing difficulties, cognitive-communication disorders related to dementia, stroke, traumatic brain injury and other conditions, and motor-speech disorders. Patterson provides speech, language and swallowing services that include pediatric therapy for language delays or disorders, autism spectrum disorders and speech-sound disorders among other services.

“I love the flexibility that speech language pathology gives you,” Biltoft said. “You can work across the whole lifespan, birth to 100-plus. We’re there to help you any way we can.”

Speech language pathology is the study, evaluation and treatment of communication and swallowing disorders in children and adults. The addition of a second speech and language pathologist to the team means children and adults in the community will be able to receive more specialized care close to home.

“We’re continuing to develop the program and meet community needs by providing the most up-to-date, evidence-based practice,” Patterson said. “Our department is always seeking to expand and enhance services. We’re passionate about community and outreach to ensure people have access to and knowledge about the services we offer.”

Biltoft earned her bachelor’s degree in communication sciences and disorders and master’s degree in speech-language pathology from Fort Hays State University. She also has a certificate of clinical competence in speech-language pathology.

Speech and language pathology services are available at 3715 6th St. in Great Bend. For appointments, call 620-791-6270. All speech language pathology services require a referral from a primary care provider.

Members of Wheatland Electric Cooperative, Inc. (WEC) have elected two new trustees and one incumbent to its 10-member board. Results were announced at this year’s 2025 Annual Meeting, held April 23, 2025, in Scott City, Kan., and at seven remote meeting locations across southwest and central Kansas.

Members of the electric cooperative, who voted by mail for the second time in cooperative history, elected Jeff Clark (1502 Grandview Dr. E, Garden City, Kan.) as their District 5 trustee. Clarke, who will begin a three-year term, ran against Jason Dougherty (111 Cambridge Ct., Garden City, Kan.). The vote was 832 vs. 716, in favor of Clarke.

Both Clarke and Dougherty were nominated for their candidacy by WEC’s nominating committee, comprised of seven co-op members, each representing one of the cooperative’s seven districts across southwest and central Kansas.

Clarke is replacing outgoing trustee Wes Campbell of Garden City, Kan., who was first appointed to the board to fill a vacant seat in 1997 and has served on the board for nearly 28 years. District 5 serves members across Finney County, the eastern half of Kearny County, and northwest Gray County.

Co-op members also elected Dustin Stansbury (995 N. State Road 2, Harper, Kan.) in District 7, which serves portions of Harper, Kingman, Sumner, and Sedgwick Counties.

Stansbury ran against William “Woody” Barnes (719 S. Market St., Caldwell, Kan.) and secured just over 60 percent of the total vote: 1,006 vs. 623 in favor of Stansbury.

Both District 7 candidates were also nominated by WEC’s nominating committee. Stansbury will begin his second three-year term; he was first elected by members in 2022.

Lastly, co-op members elected Maribeth Benker (3310 17th St., Great Bend, Kan) with 1,488 votes. Benker, who was nominated by the committee as a District 6 candidate, comprising Great Bend, ran unopposed and will begin her first three-year term. Trustees are limited to six three-year terms on the WEC board.

This year’s ballots received by mail represent a total of 9.21% of the co-op voting membership overall (1,844 returned ballots received from an eligible 20,031 eligible voters).

Survey and Ballot Systems, an independent third-party, conducted this year’s election. Cooperative members voted in 2023 to approve bylaw changes that shifted trustee elections from in-person to mail-in voting starting with 2024.

A total of 548 individuals (including co-op members, special guests, and other non-members) were in attendance on April 23 at WEC’s 2025 Annual Meeting across eight meeting locations: Scott City, Leoti, Tribune, Syracuse, Garden City, Great Bend, Harper, and Caldwell. Of that total, 368 attendees were registered WEC members.

During the meeting, members voted 205-48 in favor of approving proposed amendments to the cooperative’s bylaws. These changes include a “cooling off period” of three years for former employees interested in running as trustees; adding a 45-day written notice requirement to any proposed new business that “would change or add a bylaw or written policy of the board of trustees” at the annual meeting; and removing write-in candidates from the trustee election process. Members also voted 239-17 to remove all references in WEC’s bylaws to “telecommunications service” or the like, for purposes of membership and patronage capital now that WEC no longer provides broadband telecommunication services.

This year’s annual meeting theme – “True North: Our Commitment, Your Cooperative” – highlighted the vital role members play in shaping the cooperative’s direction and purpose.

Rooted in the Seven Cooperative Principles, WEC prioritizes member needs while upholding core values of SERVICE, INNOVATION, AND COMMUNITY. With member support, WEC continues to navigate the future with integrity and dedication.

Members at all meeting locations were able to ask questions and offer comments in real time as they viewed the primary meeting location in Scott City. Attendees enjoyed a meal at every location and took home an electronic weather station with color display as a thank you from WEC for attending.

Director of Member Services and Corporate Communications Alli Conine also presented awards to 14 high school seniors from across WEC’s service territory who were recipients of $1,000 scholarships. High school juniors who were selected to attend the Electric Cooperative Youth Tour in Washington D.C., and Cooperative Youth Leadership Camp in Steamboat Springs, Colo., later this year were also recognized.

In addition, Mark Arnold, trustee and board president, recognized several WEC employees and trustees for their dedication to the cooperative, ranging from five years to 45 years of service.

The primary new business discussed at this year’s meeting was the announcement of trustee election results and voting for proposed bylaw changes.

PAWNEE COUNTY– Dustin Barnes, 48 of Larned, appeared Tuesday morning in the custody of the Pawnee County Sheriff for First Appearances on a two count Felony Criminal Complaint.

Barnes is charged with Battery of a Law Enforcement Officer resulting in bodily harm and Interference with Law Enforcement; Resisting Felony Arrest, according to Pawnee County Attorney Doug McNett.

The charges stem from an incident that occurred east of the Edwards Park Public Golf Course the morning&nbsp; May 12, 2025. The Larned Police Department had stopped Barnes who was on foot at the time in an attempt to provide a “No Trespass Advisory” that had been requested by a local citizen due to an alleged incident at a private residence earlier that morning. Barnes allegedly became combative and tasers had to be deployed multiple times. An officer was treated at the scene for minor injuries.

Barnes faces a Preliminary Hearing on May 27, 2025. He remains in the custody of the Pawnee County Sheriff with bond set at $20,000, according to McNett.

The Larned Police Department had stopped Barnes who was on foot at the time in an attempt to provide a “No Trespass Advisory” that had been requested by a local citizen due to an alleged incident at a private residence earlier that morning. Barnes allegedly became combative and tasers had to be deployed multiple times. An officer was treated at the scene for minor injuries.Barnes faces a Preliminary Hearing on May 27, 2025. He remains in the custody of the Pawnee County Sheriff with bond set at $20,000, according to McNett.

Waterpark later this month, Great Bend Recreation Commission Aquatics Director
Megan Hammeke recently acquired a new tool for continued training.


The City of Great Bend and Great Bend Rec split the cost for new,
battery-powered mannequins to practice CPR.


"When I turn the switch on, the mannequins will light up as my guards pump," said Hammeke. "It tells them if their compressions are deep enough. As they pump "blood," the lights will light up the heart, chest and all the way up to the brain so they can see that they're pumping and giving breaths correctly."

Hammeke said there is a metronome clicking sound available on the mannequins
that assists with proper compressions. The sound is an option that can be
turned off for a more “real life” practice. Lifeguard certification
participants will have adult and baby-sized mannequins to conduct their
training.&nbsp; &nbsp;&nbsp;

Upgrade for CPR training for Great Bend Rec lifeguards

At Barton’s commencement Friday, the Barton Community College Foundation presented the 2025 Distinguished Service Award to Dr. Perry and Krista Smith, outstanding members of our community whose unwavering dedication has significantly enriched the missions of Barton Community College and the Foundation. The Distinguished Service Award was created in 1981 to recognize individuals who have shown genuine regard for and performed outstanding service to Barton Community College.

The Smiths’ connection to Barton began in 1980, when they became season ticket holders during the College’s inaugural basketball season after moving to Great Bend. By the following year, Perry had stepped into the role of team physician and Sports Medicine supervisor, marking the beginning of four decades of dedicated involvement. They quickly recognized Barton’s powerful role in shaping not just students’ futures, but the entire community.

Over the years, Perry and Krista have been a constant presence at athletic events, theatre and fine arts performances, and Shafer Art Gallery receptions. Perry administered thousands of physicals to Barton athletes, supported Barton’s nursing staff during his tenure as College physician, and served on the Nursing Advisory Board. Krista, a physical therapist, taught Rehab Aide classes and served on the Foundation’s Board of Directors from 1992–1998 and served as the board chair. She also co-chaired the Big Benefit Auction and played a key role on the presidential search committee that hired Dr. Veldon Law, while Perry most recently served on the committee that selected Dr. Marcus Garstecki.

Their continued involvement is rooted in their belief in Barton’s impact.

“Watching students achieve success, especially student-athletes gaining confidence in their college journey, is incredibly rewarding,” he said. “We’ve welcomed many students into our home, and they’ve taught our family so much about the world beyond Great Bend, Kansas. That’s been one of the most meaningful aspects of our connection to Barton.”

Krista echoed that sentiment, noting how their daughter’s experience as a Barton basketball player and graduate opened their eyes to the many opportunities available.

“We came to appreciate not only the services available to students, but also how much the College contributes to the community,” she said. “The economic impact is significant and deeply important to us.”

In addition to their longtime support of Barton, the Smiths are actively involved in the broader community. They volunteer with the Barton County Food Bank and Meals on Wheels, and both serve on the Barton County Health Department Advisory Board. They are lifetime members of the Barton County Historical Society, Brit Spaugh Zoological Society, and Great Bend Community Theatre. They were also original donors to the Golden Belt Community Foundation.

Perry currently serves on the board of the Family Crisis Center, while Krista serves on the board of Prairie Godmothers, is a Medicare Part D counselor through Volunteers in Action, is the chair of the Great Bend Public Library Board of Trustees, and serves on both local and state committees for P.E.O.

Their service, leadership, and generosity have earned them the distinct honor of receiving this award. Their enduring legacy resonates across our campuses, enriching the lives of countless individuals and shaping the future of Barton Community College. Crude prices rally Monday, after tariff tensions eased over the weekend. NYMEX crude prices jumped three percent on Monday, pushing prices over $63 a barrel. London Brent was rising toward $66 a barrel by midday Monday.

Kansas Common crude at CHS in McPherson starts the week at $51.25 per barrel, after rising a dollar on Friday.

The Strategic Petroleum Reserve continues to prove its usefulness as both price tamer and profit center. The government took delivery on another 600,000 barrels at the SPR last week. Refills since April of last year total more than 35 million barrels, at prices dramatically cheaper than the sale price in 2022. EIA said the average price they received was around $95 a barrel. Current prices are below $59.Commercial crude inventories dropped by two million barrels. The Energy Information Administration reports stockpiles as of May 2 stand at 438.4 million barrels. That's about seven percent below the five-year seasonal average.

Domestic crude production dips below 13.4 million barrels a day for only the second week this year. EIA reports cumulative production and the four-week average continue to drop. Each surpasses the last year by about two percent at just over 13.4 million barrels a day.

The weekly Rotary Rig Count from Baker Hughes drops to 578 nationwide. The tally has been this low only once in more than three years. New Mexico drops by four rigs while Texas gains two. Louisiana is down three rigs, Wyoming is down one, and Utah is up one. The report notes a drop of five directional rigs and one horizontal rig.

The Kansas Rig Count is up two in eastern Kansas and one higher west of Wichita. Independent Oil and Gas Service pegs the total at 23 active drilling rigs, up 15% from last week, unchanged from last month, and down 23% from last year.

Up until last week, well-completions were the only oil patch barometer that outpaced the same tallies a year ago. The 17 new well completions for the week through May 8th bring the total for the year to 444 statewide, compared to 452 a year ago. There are two new completions in Russell County and two in Finney County, out of nine in Western Kansas.

Kansas regulators okayed 18 new drilling locations. Out of ten in Western Kansas, there are two in Barton County and one in Ellis County. That's 258 permits for drilling at new locations this year, down from 331 a year ago.

The world's largest crude-oil exporter announced a billion-dollar-plus drop in profits for the first quarter of the year, blamed largely on sagging crude prices. Saudi Aramco announced earnings of $26 BILLION, down from $27.3 BILLION a year ago.US crude imports outpace exports by more than two million barrels a day. Crude-oil exports are down slightly but remain above four thousand barrels a day. Crude imports average just over six million barrels a day, up half a million from last week but down nearly a million daily barrels from last year at this time.

The Justice Department follows up on an executive order to challenge state environmental laws, and block states from filing climate-change lawsuits against energy companies. The government filed its own lawsuits to block such laws in Hawaii, Michigan, New York and Vermont, claiming such they are preempted by the federal Clean Air Act.&nbsp;&nbsp;

PAWNEE COUNTY– Jeffery Lynn Renfro, 39 formerly of Great Bend, appeared in the Pawnee County District Court in custody Monday for a hearing on defense motions in his three pending cases, according to Pawnee County Attorney Doug McNett.

Prior to the hearing, the parties advised the Court they had reached a plea agreement whereby Renfro entered a No Conest plea to Burglary of a Dwelling, a severity level 7 person felony, Possession of a Firearm by a Felon, a severity level 8 nonperson felony, and Inference with Law Enforcement, a severity level 8 nonperson felony. In exchange for the plea, the State agreed to dismiss additional charges of felony Theft, Criminal Deprivation of a Motor Vehicle and Intimidation of a Witness.

In support of the plea, Pawnee County Attorney Douglas McNett advised the Court that had the matter proceeded to trial the evidence would have shown that on September 25, 2023, Renfro entered a home south of Larned. While in the home, Renfro stole among other things a .45 caliber handgun. 

At the time, Renfro was on post-release supervision for a McPherson County conviction for criminal threat. Renfro was taken into custody on October 2, 2023, on an arrest warrant.

 While in custody, Renfro agreed to be interviewed by a detective with the Pawnee County Sheriff’s Office. At the close of the interview, Renfro grabbed the detective’s notebook in which he had been taking notes and preceded to rip up the pages.

After accepting the Renfro’s plea as being knowingly and voluntarily made, Pawnee County District Judge Bruce Gatterman ordered a presentence investigation report be completed to determine the defendant’s criminal history. Sentencing was scheduled for June 26, 2025.

Renfro remains in the custody of the Pawnee County Sheriff.&nbsp; He has over two dozen convictions in counties across the state for burglary, theft, criminal threat and flee or attempt to elude police, according to the Kansas Department of Corrections.

Based on the plea agreement and the parties’ understanding of the defendant’s criminal history, it is anticipated Renfro will be subject to a presumptive prison sentence of 53 months less jail credit.

In March, the Hoisington school district publicly announced Superintendent
Patrick Crowdis’ resignation. In April, the USD 431 Board of Education released
the news of Trenton Horn becoming the next superintendent. In May, Horn stopped in Hoisington to get up to speed on the district. 

Crowdis said Horn was
in town last week to tour the school buildings and get updated on ongoing
projects within the district.


"On June 17, there is a budget workshop in Sublette," said Crowdis. "I will be going to attend with Dodge City. I will be taking Taylor (Smith) as well. She will attend with Mr. Horn. We'll all be there kind of together."

Horn will begin his position with USD 431 on July 1. He has spent
the last six years as superintendent for Stanton County Schools in Johnson
City, Kansas.


Crowdis resigned after five years with USD 431 to accept a position with the
Dodge City school district.&nbsp; &nbsp;&nbsp;

“National Prevention Week” proclamation Tuesday that was approved by the Barton
County Commission.


Tyler Morton, prevention advocate, said 4.02% of youth in Kansas report having a
substance abuse problem. The national average is 4.08%.


"According to the survey, 17.3% of adults in Barton County reported that they binge drink," said Morton. "15.4% of residents surveyed reported that they are in frequent mental distress. 17% reported they are in fair or poor health. Talking about the effects of substance use on mental health."

Morton said he has seen the state averages improve for youth consumption of
alcohol, vaping, marijuana and prescription drug use, but there is a need to
collect more data.


"Right now our data is okay," said Morton. "It could be better. That's always how we find out more about what is happening around us directly from those being affected. That is something we're needing to improve on...more participation in health awareness surveys."

Morton said more support is always needed conducting surveys with the youth to
find out what is affecting them and how to respond.&nbsp; &nbsp;&nbsp;

National Prevention Week, Barton Co. youth substance abuse stats

On Friday, May 9, at approximately 8:20 p.m., an officer with the Great Bend Police Department initiated a traffic stop in the 2100 block of 24th Street after receiving a Flock (License Plate Reader Camera) notification alerting officers to a wanted person. 

The driver was contacted and identified. It was confirmed that the driver, Michael Podrybau, age 42 of Alton, Kansas, was the wanted subject. Podrybau was placed under arrest for a warrant issued by the FBI for distribution of obscene visual representation of the sexual abuse of children and for sexual exploitation of a minor of child, sexual abuse material.

 </figure>On Friday, May 9, at approximately 8:20 p.m., an officer with the Great Bend Police Department initiated a traffic stop in the 2100 block of 24th Street after receiving a Flock (License Plate Reader Camera) notification alerting officers to a wanted person. The driver was contacted and identified. It was confirmed that the driver, Michael Podrybau, age 42 of Alton, Kansas, was the wanted subject. Podrybau was placed under arrest for a warrant issued by the FBI for distribution of obscene visual representation of the sexual abuse of children and for sexual exploitation of a minor of child, sexual abuse material. Fastbridge is part of our Multi-Tier System of Support, utilized from PreK to 12. At-Risk funds will cover this contract.

Proficiency screeners allow teachers to assess student mastery of state standards taught each quarter in grades 3 through high school.

The Great Bend Recreation Commission has already made their transition
to baseball and softball season. On Easter weekend, the Great Bend Sports Complex
played host to a one-day tournament with 32 teams participating. There will be
six tournaments at the Sports Complex over the next seven weekends. 

Youth
baseball and softball leagues started through the Great Bend Rec Monday with
practice. Sports Director Shane Sandberg said there are 39 teams signed up this
year, compared to 46 last year.


"One of the reasons for that is just late registrations," said Sandberg. "It's very hard to anticipate how many teams we can have for each league when everyone wants to sign up two weeks after the deadline."

There is a change in the Rec’s oldest baseball division, the Ralph Terry
League. The traveling rec league consisting of teams from Hoisington,
Ellinwood, Ellsworth and Russell asked GBRC if they would like to put two teams
in the league. Sandberg said he was struggling to get three full teams for the
Great Bend league so parents and coaches agreed to participate in the traveling
league.


"Great Bend High School hasn't had a baseball C-team for a couple of years now," said Sandberg. "I think we can continue to build this league up. Maybe that will feed that a little better, and get some better participation numbers at the high school as well."

The Ralph Terry League, for children ages 13 to 15, will host several home
games on Mondays and travel to the other towns on Fridays.&nbsp; &nbsp;&nbsp;

Ellinwood, Ellsworth and Russell asked GBRC if they would like to put two teams
in the league. Sandberg said he was struggling to get three full teams for the
Great Bend league so parents and coaches agreed to participate in the traveling
league.
"Great Bend High School hasn't had a baseball C-team for a couple of years now," said Sandberg. "I think we can continue to build this league up. Maybe that will feed that a little better, and get some better participation numbers at the high school as well."The Ralph Terry League, for children ages 13 to 15, will host several home
games on Mondays and travel to the other towns on Fridays.&nbsp; &nbsp;&nbsp;
