A $6.28 million resurfacing project is expected to begin around Oct. 10 on parts of K-156 and U.S. 183 in Pawnee County. The Kansas Department of Transportation project involves a mill and hot-mix-asphalt overlay at various locations on K-156 from the Hodgeman/Pawnee county line to the west city limits of Larned. The overall project will start on K-156, at the Hodgeman/Pawnee county line. The project will also involve K-264 in Larned from Larned State Hospital to the K-156 junction. And the work will involve U.S. 183 from K-156 to the Pawnee/Rush county line. The full length of the project is about 37 miles. The work is expected to be completed around the end of November. During the project, traffic will be reduced to one lane and controlled by flaggers and a pilot car, so motorists should be prepared to slow down and stop for the work zone. The proposed rate changes would be revenue-neutral for the cooperative and would be phased in over a period of four years. As demand charges are introduced, energy charges will decline each year, offsetting much (in some cases, all) of the demand charge, resulting in a $0 monthly increase for an average residential customer.

Currently, most Midwest Energy residential and small business customers have a two-part rate structure; a customer charge, which is a fixed $28 per month charge for all residential customers, and an energy charge, which is based on the volume of kilowatt hours of electricity used during the month.

The proposed rate change would introduce a third component, a demand charge. Demand refers to the amount of electrical power being used at a given time. While the energy charge is based on the volume of electricity used in kilowatt hours (kWh), demand is based on the intensity at which energy is used (or the “demand” one puts on the grid) in kilowatts (kW).

The proposed rate structure sends a price signal for demand, which could lower the cooperative’s costs for system capacity, resulting in lower costs for all customers in the future. Additionally, by adding a demand component to bills, customers will have two ways in which to control their energy savings: through managing their demand, as well as using energy efficiently.

Public information meetings about the new electric rate proposal are scheduled for October. The locations are spread throughout the service area to give as many members as possible a chance to attend. All Midwest Energy electric customers are encouraged to attend.

Midwest Energy holding public meeting in Great Bend on proposed rate changes

Project Change is living up to its name. In January, Great Bend Economic Development board members began discussing ways to make the biggest impact on local communities. One of the items that kept emerging: the hotel located at 3017 10th Street in Great Bend, next to the Event Center. So Eco Devo Director Sara Hayden contacted the owners of the property and made an offer. Now Eco Devo owns the property with the intent to tear down the decrepit hotel and sell the property for the construction of a new hotel.  

"As that conversation kept progressing, the hotel kept coming up," Hayden said. "Like, 'Man I wish someone would do something about that. 'Gosh, it's fallen into such disrepair.' Finally, one of our board members said, 'Why don't we just shoot them an offer and see if we can buy it?' Everybody said there's no way they'd take that. It was decided, let's just go for it. Let's just try. The next morning I was on the phone with the owners, and we proceeded to work out a deal with them based on what we thought was fair for what the condition of the property was."

Eco Devo has not disclosed a purchase price for the acquisition but said, all things considered, the purchase had to be made.

"I know there are some people that are going to be concerned about the cost that went into this," Hayden said. "But, honestly, when we looked at it, there was no way we couldn't do something. The cost to our community to keep that property as it is now, to continue that deterioration, to continue the dangerous things that are happening in it, that cost was too great. We just couldn't do it. We had to be able to make a bold move and move forward on this property."

The ultimate goal with the property is to raze the current hotel and build a new one. But Eco Devo still has several legal hurdles to navigate before that can happen. Until then, it's all about shoring up the property to make it safe.

"If you've driven by the property before this point, you've noticed windows are broken out, doors are removed, etc, etc. it's been vandalized to the point of utter destruction," said Hayden. "We had to make sure we were keeping the community safe from being able to break into this, and getting hurt with all the glass and the different things that, unfortunately, are available in that property to cause harm."

Because of those legal obstacles, Eco Devo does not have a timeline for the destruction of the hotel or a resale of the land to a hotel chain. But Hayden and Eco Devo have their eyes on the bigger prize, which is creating more hotel rooms for a growing sector of the local economy.

"The biggest part of economic development is making sure we're putting solutions into place to enable growth for our community," she said. "One of those is hotel properties. We work very closely with the city, and with Christina Hayes with (the Conventions and Vistors Bureau), so we get to see firsthand how many wonderful things she's bringing to our Event Center and to our community, but we're also seeing firsthand how much she's not able to land or bring because there is no hotel property connected to the Event Center.

"Not only that, we have a hotel study that shows, data-wise, that because of all the incoming traffic, whether it be tourism-related, work-related, etc, we are seeing a lot of people come to our community, and we need more hotel rooms to be able to support that. This is in no way trying to put any of the existing hotels out of business. This is hopefully adding to the pool so we have more to pull from and we can all be more successful."

Cop Shop (9/26)

No, that's not an axolotl. An almost extinct salamander in real life, the axolotl is a popular creature in the game Minecraft. That's why elementary students recently confused Puff, the barred tiger salamander, with an axolotl. Puff was one of nearly 60 tiger salamanders recently rescued from a flooded basement slated for demolition. Puff - named for his dragon-like appearance - now calls the Kansas Wetlands Education Center home. 

Puff is in a state of neoteny, meaning the amphibian kept its juvenile aquatic features even though it is a full-grown adult. KWEC Educator Pam Martin helped with the rescue and said no one is sure how or why certain salamanders remain in that state.

"If they are in a body of water without fish, and there are drought conditions, scientists don't know what triggers it, but they will remain in the aquatic state with gills, the tail fin, the coloration of the larval stage," she said. "Then they sexually mature in that aquatic state and remain that way, instead of becoming terrestrial and going on land."

Several months ago, Martin was contacted by an employee of Northern Kansas Gas, who thought there might be two dozen of the salamanders in the basement of a building the company planned to demolish. The basement ended up having 10 feet of standing water, and Martin and others ended up capturing 58 of the salamanders, most of which were relocated to cattle tanks with water. The state of the salamanders made them a rare find.

"It used to be more common, but now we have fish in almost all ponds, and the fish will eat them," Martin said. "So it's rather uncommon to find that many in the aquatic state like that."

With Puff being so unique, KWEC Director Curtis Wolf was surprised when area second graders recently visited the Wetlands facility and thought Puff was something even rarer, the axolotl.

"These would be very closely related to axolotls," he said. "My understanding is axolotl is another species of salamander, typically, but they're very closely related to tiger salamanders."

Tiger salamanders can live for 14 years or beyond, and Wolf said the salamander is unlikely to undergo any more changes.

KWEC Educator Pam Martin helped with the rescue and said no one is sure how or why certain salamanders remain in that state."If they are in a body of water without fish, and there are drought conditions, scientists don't know what triggers it, but they will remain in the aquatic state with gills, the tail fin, the coloration of the larval stage," she said. "Then they sexually mature in that aquatic state and remain that way, instead of becoming terrestrial and going on land."<figure>

 </figure>Several months ago, Martin was contacted by an employee of Northern Kansas Gas, who thought there might be two dozen of the salamanders in the basement of a building the company planned to demolish. The basement ended up having 10 feet of standing water, and Martin and others ended up capturing 58 of the salamanders, most of which were relocated to cattle tanks with water. The state of the salamanders made them a rare find."It used to be more common, but now we have fish in almost all ponds, and the fish will eat them," Martin said. "So it's rather uncommon to find that many in the aquatic state like that."With Puff being so unique, KWEC Director Curtis Wolf was surprised when area second graders recently visited the Wetlands facility and thought Puff was something even rarer, the axolotl.<figure>

"My understanding is axolotl is another species of salamander, typically, but they're very closely related to tiger salamanders."Tiger salamanders can live for 14 years or beyond, and Wolf said the salamander is unlikely to undergo any more changes.

The dumpsters are filling up at Sunflower Diversified Services on east 10th Street in Great Bend. Two dozen Damn It, Do It volunteers helped with the city-wide cleanup in Great Bend, picking up various items for disposal at 25 residences around the city.

"We took everything from tires on rims, to appliances, to various household materials and mattresses - everything but hazardous chemicals," said Ryan Fairchild, who helped coordinate the volunteers. "You can take those on the third Saturday of the month from eight to noon, and they'll take them for free at the dump. We just did not have the ability to take those (Saturday)."

Fairchild, Great Bend City Administrator Kendal Francis, and the other volunteers split into three groups and enjoyed cooler temperatures Saturday morning as they went about the work, which wrapped up around noon.

"It was a lot of walking," Fairchild said. "I know my watch told me by 10 a.m. that I'd hit my walk goal for the day. We had Barton wrestlers out there, Methodist Church was out there helping, and just other various volunteers."

Damn It, Do It continues to work towards a better community with its volunteer action. Fairchild said it is important to remember that some need help when it comes to&nbsp; maintaining&nbsp; properties.

"People get this idea that people are letting things be dirty or messy because they don't care," he said. "It's not that they don't care. Sometimes somebody just doesn't have the ability to make some of these things happen, whether it be health-related or financial. If you're trying to catch up in life and working a bunch of jobs, sometimes things fall through the cracks. 

"We understand that and want to help everybody live to their potential and help them get things cleaned up. When you help out your neighbors, it keeps things cleaned up. It makes everybody happy, puts everybody in a better mood, and just builds a better community."

The city-wide cleanup continues through Sunday with regular business hours of 8 a.m. to 5 p.m. at Sunflower Diversified Services, 5605 10th Street in Great Bend. Saturday, Oct. 1 will be another big day from 9 a.m. to 6 p.m., and the cleanup ends Sunday with hours from 1-5 p.m.

The Kansas Highway Patrol reported a 2019 Mack Truck driven by Shiloh J. Tomlinson, 49, LaCrosse, was northbound on U.S. 281 three miles north of Russell.

The truck tires dropped off into the east ditch. The driver overcorrected. The truck traveled across U.S. 281 entered the west ditch, rolled an unknown number of times and came to rest on the passenger side 30 feet off the roadway.

Kansas agricultural leaders inked a deal with a Taiwanese delegation on September 16 that will directly benefit wheat producers, thanks to a commitment to purchase 69.8 million bushels of U.S. wheat, worth approximately $567 million from U.S. farmers over the next two years.&nbsp;

Kansas Wheat Commission Chairman Gary Millershaski, who farms in Kearny County, signed a joint letter of intent with representatives from the Taiwan Flour Mills Association (TFMA). Through the letter, Kansas wheat farmers committed to continuing to grow high-quality wheat supplies, while importers and suppliers working in Taiwan will privately negotiate the terms, quantities, prices and conditions for the purchase and sale of wheat.&nbsp;

“While we may face challenges on our farms in terms of weather and market volatility, we are committed to growing the best quality wheat possible, and we will continue to be the world’s most reliable choice,” Millershaski said in remarks to the delegation. “I’m honored to sign this agreement representing Kansas wheat farmers, the largest producers of hard winter wheat in the U.S. It is meaningful to all farmers in the U.S., especially for those of us in the state of Kansas.”

Taiwan is the sixth largest U.S. wheat export market, thanks in large part to nearly six decades of work through U.S. Wheat Associates and its legacy organization to establish a long and beneficial history of cooperation between Taiwan’s flour milling industry and the U.S. wheat industry. Since first establishing a promotional office in Taipei, Taiwan has purchased more than 45 million metric tons (1.65 billion bushels) of U.S. wheat, according to U.S. Wheat Associates.&nbsp;

Taiwan has also sent 13 agricultural trade missions to the United States since 1998. This year’s mission included stops in Washington, D.C., for meetings with leaders from the U.S. wheat and grain industry. Following these meetings, the flour milling group visited Kansas, Idaho and Oregon for a firsthand look at U.S. wheat production and to meet the people responsible for supplying high-quality wheat to Taiwan. The trade team visit included a stop at the Kansas Wheat Innovation Center in Manhattan, Kansas.&nbsp;

In addition to the intent to purchase U.S. wheat in 2023 and 2024, the Taiwanese delegation also signed Letters of Intent with the U.S. Soybean Export Council (USSEC) and the U.S. Grains Council (USGC) to purchase soybeans and corn. The overall estimated commitment in the three letters totals $3.2 billion.

La Crosse-based Flame Engineering, Inc was one of the finalists for the Kansas Manufacturing Council's 2022 Coolest Thing Made in Kansas contest. The council has announced the final eight products for the People's Choice tournament, and the Weed Dragon was not included.

Voting will go to a head-to-head format that pits Moundridge's zero-turn riding lawnmower from The Grasshopper Company against Wichita's hand-crafted artisanal chocolates made by Cocoa Dolce. Other finalists include Custom Curb Rollers made in Fairview, Peanut M&amp;Ms made in Topeka, SawHaul Carrier based in Chanute, the Terramac Crawler out of Topeka, Heirloom Lockers made in Jetmore, and the Conquistador Wheel Corral manufactured in Montezuma.

Kansans cast nearly 21,000 votes during the first round of tournament voting that concluded Sunday.

Kansans can vote in the second round of the People's Choice tournament until 5 pm, Sunday, Oct. 2. The four match-up winners in the second round will then compete for the most votes in the final round of the tournament.

This year's Coolest Thing Made in Kansas competition also includes the Coolest Innovation category. The KMC announced the four finalists for the new category last Friday.

The winners of both contests will be announced on Wednesday, Oct. 13 during the 2022 Kansas Manufacturing Summit at the Kansas Star Casino and Event Center. The 16 manufacturers featured in the tournament are invited to display their products during the Coolest Celebration Reception the night before the summit.

It is important to check corn and sorghum fields for stalk rot diseases prior to harvest. The two most common types of stalk rot in grain sorghum and corn are charcoal rot and Fusarium stalk rot. Both diseases are known to survive in crop residue and can survive in the soil for many years. Stalk rots have somewhat similar symptoms so it is useful to be able to tell them apart.

Even in fields where lodging has not yet occurred, producers should be prepared to deal with stalk rot issues, especially in drier years. Stalk rot can be more problematic in sorghum than in corn due to generally thinner stalks in sorghum.

Annual losses are difficult to determine because, unless lodging occurs, the disease mostly goes unnoticed. The best estimates are that at least 5 percent of the sorghum crop is lost each year to stalk rot. The incidence of stalk rot in individual fields may reach 90 to 100 percent, with yield losses of 50 percent.

Symptoms generally appear several weeks after pollination when the plant appears to prematurely ripen. The leaves become dry, taking on a grayish-green appearance similar to frost injury. The stalk usually dies a few weeks later. Diseased stalks can be easily crushed when squeezed between the thumb and finger and are more susceptible to lodging during wind or rainstorms. The most characteristic symptom of stalk rot is the shredding of the internal tissue in the lowest internodes of the stalk, which can be observed when the stalk is split. This shredded tissue may be tan colored (Fusarium stalk rots); red or salmon, (Fusarium and Gibberella stalk rots); or grayish-black (charcoal rot).

General considerations - stalk rot is a stress-related disease. Any stress on a crop can increase both the incidence and severity of stalk rot. Research has indicated that when the carbohydrates used to fill the grain become unavailable due to nutrient shortage, drought stress, leaf damage from insects, hail, disease or reduced sunlight, the plant uses nitrogen and carbohydrate reserves stored in the stalk to complete grain fill.

Other than irrigation or rain, there is little that can be done to prevent stalk rot by late summer. No hybrid has complete immunity to the stalk rotting pathogens. When choosing a hybrid, a grower should select a hybrid that is not only a high yielder, but one that has good standability and “stay-green” characteristics. This will help assure that if stalk rot does occur, losses due to lodging can be reduced. A balanced nutrition program based on soil tests should be used. Overall fertility levels should be adjusted to fit the hybrid, plant population, soil type, environmental conditions and management program. An excess, as well as a shortage, of nitrogen can lead to increased stalk rot problems.

Producers can check their sorghum for stalk rots by squeezing the lower stem with their thumb and fingers. If the stalks crush easily, they are probably infected with one of the stalk rot organisms and may lodge at any time. Check 100 plants across the field to determine the percent of affected plants. Sunflower Diversified Services sponsors drawing for new vehicle

During the second week of September, we left Kansas to roam Wyoming mountain ranges. I had one big regret. This time of year, Western Kansans have fleeting chances to see migrating hummingbirds, and I would be out of town during that window of time. To add to my regret, hummers that summer in Wyoming mountains had headed South so I wouldn’t see them there either.

A kind neighbor agreed to water my garden and flowers to keep things going for pollinators. She did a great job so, despite the ongoing heat wave, our cosmos, zinnias, marigolds, petunias, nasturtiums, geraniums, and other blooms continued to thrive.

Once we returned from our journey, I immediately visited to the backyard to find we had more insects zipping from blossom to blossom than I’d seen at one time all summer. Butterflies, bees, dragonflies, beetles, and other winged creatures spent their day gorging on late season pollen. Seeing their activity made me wonder if I’d missed a visiting hummer.

Ironically, the next day my husband asked me if I’d noticed a hummer drinking from our bird bath. Rats! I’d missed one of my all-time favorite summer visitors. Hoping I’d get another chance, I boiled up a one to four mixture of sugar and water and let it cool. My husband dug out our stored-away feeder, which I filled with sweet syrup. It was still in the high 90s and low 100s during the day so I knew I’d have to clean the bottle daily and put out new feed to prevent bacteria from growing. The chance of seeing one of these tiny hoverers was worth the work, so I sat on the deck or kept watch from our kitchen window in hopes of seeing our guest.

Patience paid off, thank goodness. While I sat outside taking photos of bugs on our garden flowers, an iridescent green flash zipped into my petunias for a quick meal. It totally ignored the still-full feeder. While I wrapped my mind around the fact a nearby hummer sampled nectar from our flowers, it made a couple more hovering stops at different blooms and then swooped to the bird bath for a quick slurp.

I had the Nikon chest high and pressed the On button but never focused on the target before the hummer headed south of our yard. Dang it! I had my chance and got so involved in watching it move swiftly from one red petunia to another that I never got the camera to my eye.

Over the years, I’ve had people tell me photographers are so busy taking pictures they don’t actually enjoy what they’re seeing in the moment. Even though I like taking photos, I think there’s merit to that thought. Considering I opted to keep watching the bird in action says there is a difference between seeing something through a camera lens and actually watching an entire scene play out before your eyes.

In this case, I definitely got caught in the instant and failed every effort to capture the shot. That said, I’m not sorry. As fleeting as it was, my heart thrilled to watch a travel weary hummingbird ignore sugar syrup to find natural nectar from our petunias and then drink fresh water from our bird bath. God speed, little bird, as you travel South for the winter.

The white flower gives hope. At each Walk to End Alzheimer's, there is just one white flower - a symbol of the first survivor of Alzheimer's.

"Our goal is to find a white flower, which is the first survivor," said Missy Zimmer, Walk Manager for western Kansas. "Those flowers are part of what we call a Promise Garden ceremony. They represent why you're walking and why you're helping us raise funds. Personally, I've always, for the last nine years been caring for my father, who had dementia. This year I lost him. Instead of carrying an orange flower this year, I will be carrying a purple flower for the first time."

Last year, Great Bend raised more than $10,000 for Alzheimer's support and research. The group is currently just below that mark with a goal of $15,000. 

"We provide free services to 69 counties for families working with Alzheimer's and dementia," Zimmer said. "We have support groups, education, research, care. That's the whole reason we fundraise all year long."

Registration for the local Walk to End Alzheimer's begins at 8:30 a.m. on Saturday, Oct. 1 at Jack Kilby Square. A ceremony begins at 9:30 a.m., and the walk begins at 10. Online registration is available, and Zimmer said even those unable to make the event can help the local chapter meet its participation and fundraising goals.

"Even if you can't come out and walk that day, you can still help us meet our goals by registering and making an online donation," she said. "But we really want people to come out next Saturday and be present. Bring your dog and dress in purple. Just come out and celebrate."

Thursday night, Pizza Hut in Great Bend helped raise $600 for the group. The University of Kansas Health System and Great Bend Pilot Club are also major sponsors this year. "They're doing a great job helping us fundraise, so we really appreciate them," Zimmer said.

STAFFORD COUNTY—A Kansas man died in an accident just after 7:30p.m. Sunday in Stafford County.

The Kansas Highway Patrol reported a 2012 Honda motorcycle driven by Larry J. Ryan, 25, Pratt, was northbound on SE 80th Avenue six miles south of Stafford.

The driver attempted to avoid a deer that had entered the roadway from the right. The driver lost control of the motorcycle.&nbsp; It left the roadway and came to rest in the east ditch.

EMS transported Ryan to the Stafford County Hospital where he died. He was not wearing a helmet, according to the KHP.
