James Cell has been working as the City of Great Bend’s Network
Administrator for more than four years, and he said the new police station will
become his biggest project since he started. 
Construction is underway at the intersection of 12th Street and
Baker Avenue for the nearly $8.9 million police station that will replace the
current facility on Williams Street that was built in 1938. 
Cell is excited about the new technology that will be installed at the new police
station, including servers and network switches. Cell said there will be fiber
internet at the new facility, but staff is working on the Interpol program
between the police station and Barton County Sheriff’s Office. Interpol
provides investigative support and secure communications between law
enforcement agencies. "We currently connected with our location to the Sheriff's department," said Cell. "When we move, we have to decide if it's worth running another fiber line between the new location and where we're currently at or if it will be cheaper to do an Interpol server in-house." 
The 20,100 square-foot police station will include badge readers. The door lock system requires an access code or a badge to enter. Cell said his goal is to get the entire
city set up for badge readers in the next few years. 
"If we decided a person doesn't need to get in, we turn off their access," said Cell. "You can give temporary access and guest access. It's easier to manage. You don't have to worry about having a certain key to get into different buildings."

With a new Great Bend police station comes new technology

Tucked away on the east side of Great Bend, the Senior Center continues to serve the community with a variety of activities for seniors and the general public alike. In an effort to stand out a little more, the center is now sponsoring a fundraiser for the purchase of a new street sign to adorn the building located at 2005 Kansas Avenue in Great Bend.

"The Advisory Council is doing this," said Senior Center Director Brenda Lebbin. "They always would like to have more attention brought to the Senior Center. So many people don't know about us or what all goes on here. They thought it would be a good idea to have some kind of a sign out front that actually sticks out and people know where we're at and what we do."

The Senior Center offers friendship meals Monday through Friday starting at noon. There is a suggested donation of $3.50 for those over 60, and the meals cost $6 for those 59 and under. Meals on Wheels is headquartered at the Senior Center, and there is usually something going on, from entertainers to games of cards or dominoes.

"We also have frozen meals that so many people really enjoy," Lebbin said. "They come in and get the frozen meals to take home to reheat for the weekends or for whenever. That's for anybody as well."

The Senior Center is selling various homemade soups and cookies for the fundraiser. All the food will be made at the center with head cook Kim Stein leading the charge. All pre-orders need to be turned in by 5 p.m. on Oct. 12, and food will be picked up from noon to 3 p.m. on Saturday, Oct. 22.

Great Bend Senior Center raising funds for new sign

Two cooperatives, one from Kansas and one from Oklahoma, are teaming up to build a better grower solution for their members.

In June of 2022, members of Farmers Cooperative of Carmen, OK voted to merge with Great Bend Co-op (KS) beginning Oct. 1, 2022. With the merger will come a new name and new logo, as they will operate under the name American Plains Co-op. 

The combined business will operate 16 grain locations across South Central Kansas and North Central Oklahoma. Agronomy, Seed, Bulk Fuel, Feedmill - with bulk and bagged feed, Precision Ag, and Retail make up the remainder of the business. The merger will boast a combined employee team of 165 and growing.

“Our members came together to collectively decide what the future of their organization would look like," said Farmers Co-op General Manager Lakin Dreiling. "Focusing on longevity and the services that they wanted to have available, they made the decision to merge with another financially strong cooperative. This merger will help preserve the local co-op model for future generations.”

Both companies have always focused on strong grower relationships, putting the grower needs first and foremost. American Plains Co-op plans to continue that grower focus and look at creating efficiencies in operations and purchasing.

“This merger brings tremendous value to our patrons in the short and long term," said Chris Wagner, Great Bend Co-op Chief Executive Officer. "The perceived issues in a merger like this are exactly the elements that make it ideal. The geographical range will create opportunities in grain marketing, asset utilization, and more.”

American Plains Co-op will be headquartered in Great Bend, Kansas. The board of directors will be organized in a manner that ensures fair representation from all areas of the cooperative.

Great Bend Co-op rebranding with new name following merger

Two years of preparation have led up to the Barton County tax sale on Oct. 11. The sale is typically held annually on properties with delinquent taxes after three years, but COVID-19 shut down the sale last year. County treasurer Jim Jordan said the final quarter of the year is always the busiest for his office, and this year is no exception.

"October to January is the worst time of the year in the treasurer's office," he said. "We have the tax sale, we have taxes we are sending out, we're collecting taxes and have to them all collected and put in by the 31st. It's a tough time over there."

Jordan's office sent tax delinquent notices for 172 homes or businesses this year. So far, 82 of those properties have been resolved with payment in full or payment plans. The tax sale list typically has closer to 50 properties by the time the actual sale rolls around, but the number is almost double this year because there was no sale last year. There are a wide variety of properties in each sale.

"Some are just lots, there are some with houses on them, there are some with trailer houses on them, there are some with a lot of junk on them," Jordan said.

Properties with delinquent taxes can still be redeemed. Payment plans are easier to set up earlier in the process, but with the sale date looming, the treasurer's office requires a little more commitment.

"When people come in at the end of the time to get them redeemed, they're usually writing you a check and, after the tax sale is done you figure out that check is no good," Jordan said. "They're safe for another year on their house in the tax sale. I've made it to the point where now you have to come in with 50 percent down and a cashier's check or cash to redeem your property."

A list of properties for sale is now available at <a href="https://www.bartoncounty.org/">bartoncounty.org</a>. This year's tax sale is set for Oct. 11 at 10 a.m. at the Events Center in Great Bend. Barton County Sheriff Brian Bellendir will double as the auctioneer. Anyone interested in purchasing property off the tax list should bring identification for preregistration prior to the sale.

Barton County Sheriff's Booking Activity (9/30 - 10/2)

Last year, a number of local organizations formed the Workforce
Connections group to improve hiring, retention, recruiting and workforce culture
in the Great Bend area. The group consists of representatives from the Great
Bend Chamber of Commerce, Great Bend Economic Development, Barton Community
College, Kansas WorkforceONE and Great Bend High School. 

Last year, a two-day
workforce summit was held to help employers and provide a job fair for
jobseekers. 
Great Bend Chamber CEO Megan Barfield said the group is looking to improve the
event this year by potentially bringing TV host and spokesman Mike Rowe as a guest speaker. 
"Could we bring in a high-caliber speaker to draw in more of those jobseekers?" said Barfield. "We know there is a workforce shortage. We're trying to get people's attention so they will come to these events. We would love to bring in someone like Mike Rowe." 
Rowe hosted the show “Dirty Jobs” and has been a long-time advocate for
building the country’s workforce through skilled trades. Rowe's bio can be viewed at <a href="https://mikerowe.com/about-mike/bio/">mikerowe.com</a>. 
Barfield said the local Workforce Connections group is now gauging the
community’s interest to bring Rowe to Great Bend as a speaker. 
"Mike is that blue-collared guy," said Barfield. "He has his own foundation to give kids scholarships to pursue some of those jobs that aren't always super glamorous, those 'dirty jobs' if you will. A speaker of his caliber comes with a price tag. We need to know before we go down this road, do we have the support from our community?"

of bringing Rowe to Great Bend and if citizens would purchase a ticket to hear
Rowe speak, the Chamber has created a survey.&nbsp;

Monday's Weather

Anyone who reads history knows that life is sometimes hard. Old Ellis Headlight columns record events that challenged our region’s early development. Going through old files, I read accounts detailing Eastern Benevolent Societies who collected and sent emergency food and clothing supplies to settlers living in dire straits. Often times, life was impossibly difficult due to drought, wind, fire, blizzards, economic depression, pests, and flooding. Local residents didn’t have enough to sustain themselves let alone to share. Those pioneers passed down stories about the goodness of support organizations that delivered train car loads of food and supplies.

One of those stories involves my pioneer family. My great-great grandfather was a Methodist Circuit Rider wrote a memoir about his pioneer family’s experiences from their arrival in Northwest Kansas in 1872 til he retired in 1912. He shared accounts about how more than once his wife scraped the bottom of the flour barrel trying to put together a skimpy meal or the kids had worn out and outgrown clothing and shoes. He tells how they rejoiced when missionary barrels arrived in answer to desperate prayers.

It's easy to think those hard times are over, but anyone who reads local news knows inflation takes a toll on everyone, especially those on fixed incomes. People who exist from paycheck to paycheck struggled before inflation reared its ugly head and now folks wonder how to pay for fuel, heat, cooling, medicine, and food. Their paychecks aren’t rubber, and they don’t stretch nearly far enough.

As they did in old days, aide organizations step up, but, too often, needs are greater than resources. Our local foodbank faces multiple struggles trying to sustain individuals and families. Each week local pastors remind their congregations to support this bedrock supply system.

Challenges multiply weekly. Prices the regional food bank once paid for goods they deliver to western Kansas towns have gone up, so donations don’t go as far. Donors’ budgets are stretched so they struggle to maintain or increase gifts. Prices of cans of soup and vegetables increase monthly. People who’ve never utilized food banks now need those services, straining some shelves the point they’re empty.

One mom on social media came up with a way to contribute that doesn’t blow the family budget. Her toddlers shop with her, and she described how they use to wheel down every aisle begging for goodies that weren’t in their budget. One day she spied an empty Food Bank Donation Basket in the front of the store, which generated a great idea. She lets each child pick one item to buy and contribute every shopping trip. The kids are little so she explained what products people most need and allows her kiddoes to select their contributions.

Ironically, the youngsters focus so much on finding the perfect donation each store visit that they no longer beg her to buy frivolous treats. When she came up with her plan, she wanted to teach her kids generosity and didn’t expect this bonus outcome. All of us are struggling right now, but like this mom, some of us can do small things to help neighbors. This family’s solution is a nice start. Every bit adds up.

SAFE Sidewalk Program &nbsp; &nbsp; &nbsp; The quality-of-life survey identified the public's desire for a cost share program to assist property owners with needed repairs of public sidewalks. The plan provides a 50% reimbursement of labor and materials up to $800 (corner lots are eligible for up to $1,600). The program will be annually funded at $20,000.

&nbsp; &nbsp;7. City-wide Stormwater Assessment and Mapping &nbsp; &nbsp; &nbsp; The project is the first phase of a multi-phase stormwater master planning effort. There will be a motion to approve a bid for the assessment and mapping from Surveying and Mapping, LLC (SAM).

&nbsp; &nbsp;8. Elgin Pelican Mechanical Sweeper Capital Lease &nbsp; &nbsp; &nbsp; Public Works is seeking approval to lease purchase a sweeper from Key Equipment. There will be a motion to approve a 48-month, 3% interest lease purchase agreement with First Kansas Bank for the purchase of the sweeper for $281,105.49.

&nbsp; &nbsp;9. Cambridge Park Development &nbsp; &nbsp; &nbsp; Housing Opportunities Inc. (HOI) is planning for a small housing development outside city limits and has requested to connect to the city's sanitary sewer. HOI projects an approximate 10-year timeframe for full buildout. There will be a motion to allow Cambridge Park development to connect to the city's sanitary sewer and potable water system following completion of all associated permitting and payment of fees.

Great Bend City Council meeting agenda (10/3)

This year the Kansas state attorney general's office is awarding more than $2.5 million in grants to local and state crime victim assistance organizations. Grants totaling nearly $94,000 were renewed for the Family Crisis Center in Great Bend. Executive Director Kylee Graves said the funds provide for many operational costs.

"It pays for some of our rent at our domestic shelter, and the CAC one obviously pays for staff for the Child Advocacy Center so we can perform forensic interviews," she said.

Just over $60,000 was allocated for comprehensive services for survivors of domestic and sexual violence, their families, agency management, and administrative oversight. A total of $21,000 was allocated to support the Child Advocacy Center, which provides long-term support services to non-offending caregivers and children who are referred or walk into the agency. Nearly $13,000 was provided for advocacy, support, and referrals for caregivers and children of underserved populations.

Funds for the grants come from state general fund appropriations, marriage license fees, county court costs, and municipal court assessments.

stability in our area for severe and extreme drought although extreme drought
has pretty much enveloped most of Barton County while things eased a tad to
severe where more rain was received so not great conditions for planting wheat
is an understatement.&nbsp; Drought conditions
in North Central and Northeast Kansas are worsening.&nbsp; The six to ten-day outlook (October 4 to 8) indicates
a 33 to 40% chance of above normal temperatures and below normal precipitation.&nbsp; Normal isn’t much.&nbsp; The eight to fourteen-day outlook (October 6
to 12) indicates our area a 60 to 70% chance of above temperatures and 33 to
40% chance of below normal precipitation.&nbsp;
Let’s just say wheat planting is at best dicey.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; We here terms like “economy of
scale” and “larger is more efficient” when discussing agricultural production

a point yes.&nbsp; This assumes a producer
wants to make their living on the farm/ranch and isn’t more of a hobby
farm.&nbsp; As a producer you have certain
fixed costs for machinery and other parts of capital investment.&nbsp; Your fixed costs are there no matter how much
you produce so the more you can produce, the less your fixed costs are per unit
of production.&nbsp; And how big you should be
is a function of where you are a producer for a variety of reasons.&nbsp; How much production, revenue, can you expect
per acre.&nbsp; Dryland acreage in Western
Kansas has on average a lower revenue potential than say North Central or
Northeast Kansas.&nbsp; The question of how
big maximizes efficiency can be a bit tricky to answer.&nbsp; Is an operation too big is perhaps a bit
easier to answer.&nbsp; 

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; If a producer can’t complete
necessary operations from planting to harvest in a timely manner due to a lack
of necessary capital or labor and it’s costing them revenue the answer would be
yes.&nbsp; For a variety of reasons, you’re
losing potential revenue from a lack of efficiency.&nbsp; This means your revenue decreases and you haven’t
minimized costs so you significantly and negatively impacting profits.&nbsp; And as an operation increases in size, it can
reach a point where it is extremely difficult to pivot when necessary.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; On the other side, the buyers of
agricultural products, there is a great deal of concern and investigation into
buyers being too big.&nbsp; The trend is for
fewer, larger production operations and at the same time fewer, much larger,
buyers of agricultural commodities.&nbsp;
Locally, compare the 1990s to the 2020s and the significant decrease in
the number of co-ops.&nbsp; If you examine the
economics and other factors, it makes economic sense to have fewer, larger
co-ops.&nbsp; If the consolidations continue,
could we reach a point similar to the meat processing industry?&nbsp; There a very few mega-sized processors have a
great deal of control over the beef, pork and poultry markets.&nbsp; The result in the minds of many producers, in
an unfair advantage to control prices being paid to the producer and when the
processors sell to the consumer.&nbsp; For
example, Smithfield Foods just agreed to pay a $75 million fine for price
fixing in the pork market.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; As concentration continues there is
a concern that the whole concept of free markets in the agriculture industry
may disappear.&nbsp;

Pets are welcome if leashed, cleaned-up after and kept under control. Admission is free for the film and the historical society will offer bags of popcorn for $2 and soda for $1.

Missing teenager from Great Bend

Housing Opportunities Inc. (HOI) is planning for a housing development outside city Great Bend city limits and has requested to connect to the city's sanitary sewer.

The four-phase project will be directly east of The University of Kansas Health System - Great Bend Campus and south of Walmart. HOI received nearly $6 million from the Kansas Housing Resources Corporation for the project, referred to as Cambridge Park.

HOI projects an approximate 10-year timeframe for the full buildout. At which time, engineers have projected the development to have a maximum flow of 50,000 gallons per day.&nbsp;

City team members were concerned about the capacity of the lift station serving that area as its Wet Well was not built as large as designed. The city installed monitoring equipment to calculate the station pumps' run time and its capacity for additional flows. The report indicates that Cambridge Park's additional flows would not significantly impact the lift station.

One caveat is that this lift station services a large portion of the western half of the city, including the industrial park. Any new development in those areas will feed into that lift station. The city recommends considering a long-term plan for upsizing the lift station to accommodate future growth.

City officials recommend allowing the Cambridge Park development to connect to the city's sanitary sewer and potable water system following completion of all associated permitting and payment of fees.

Phase one of the development includes a 28-unit, low-income project that would give Sunflower Diversified Services first rights to rent the apartments for their clients. Sunflower helps children and adults with developmental disabilities.

The city council will discuss the topic and request at the Monday, Oct. 3 meeting that begins at 6:30 p.m. at City Hall.

City administration recommends utility connection for GB housing development

October 2-8 is an exciting time as 4-H families across the nation celebrate National 4-H Week! Per the National 4-H website, 4-H was established as Youth Clubs in 1902 with agricultural after-school clubs focused on particular ag products such as tomatoes or corn. In 1912, these groups were referred to as 4-H Clubs in recognition of the clover pin developed in 1910. The passage of the Smith-Lever Act in 1914 created the Cooperative Extension System at USDA and nationalized 4-H. By 1914, 4-H Clubs were formed and the clover emblem was adopted. The Cooperative Extension System is a partnership of the National Institute of Food and Agriculture within the USDA, more than 100 land-grant universities and more than 3000 county offices across the nation, including all 105 counties in Kansas. Cooperative Extension combines the expertise and resources of federal, state, and local governments to meet the need for research, knowledge, and educational programs. In 4-H, we believe in the power of young people. We see that every child has valuable strengths and real influence to improve the world around us.

On September 28, I was joined by two of our 4-H Ambassadors, Ailey Williams, and Parker Dicks, to address the Barton County Commission. We were delighted with Proclamation 2022-15 which states “4-H, as delivered by Cooperative Extension agencies, has helped thousands of youth become true leaders, entrepreneurs, and visionaries. By declaring October 2-8, 2022, as national 4-H Week, the Commission will encourage all citizens to recognize 4-H for the significant impact it makes by empowering youth with the skills they need to lead for a lifetime.”

Previous projects have included clean up at Great Bend-Brit Spaugh Zoo and the 4-H Educational grounds. Many individual clubs will take on separate projects in their town. Teaching youth the value of giving back to their communities helps all communities be stronger and to develop the leaders needed to not just survive but to thrive!

Telescopes aimed at the Andromeda Galaxy Friday, Oct. 7 will give observers a chance to see Jupiter, Saturn, and several deep-sky Messier Objects. FHSU’s Astronomy Club, led by Dr. Jack Maseberg, associate professor of physics, and Dr. Paul Adams, dean of the College of Education will provide the use of high-powered telescopes at the Kansas Wetlands Education Center star gazing event.

The Andromeda Galaxy is a barred spiral galaxy approximately 2.5 million light-years from Earth. The telescopes will be pointed toward M31, and nearby M32, M110, M2, M13, and M15.

The event is open to the general public and will be from 8:30-10 p.m. Refreshments, a planetary solar system craft, and a time for storytelling will round out the evening.

“This is a great opportunity to look for deep space and celestial objects with experts,” said Mandy Kern.

The Kansas Wetlands Education Center, 592 NE K-156 Hwy, is located northeast of Great Bend.

Kansas Wetlands Education Center to host star-gazing event

A Larned native is now caring for and treating her hometown neighbors at Pawnee Valley Medical Associates (PVMA), 713 W. 11th.

Marley Palmer, registered nurse, is performing her nurse-practitioner clinicals at PVMA, which is part of Pawnee Valley Community Hospital. Her goal is to become a Doctor of Nursing Practice (DNP) and serve as a family nurse practitioner.

“I am so glad to be at the Pawnee Valley clinic; I love taking care of our hometown people,” Palmer said. “I know many of our patients not only because I grew up here but also because I served as a clerk and Certified Pharmacy Technician at Reed Pharmacy during high school and college.”

Palmer currently is working side-by-side with Haley Gleason, advanced practice registered nurse. Next semester, she will continue with her primary-care clinical training alongside Heather Holaday, DNP.

“I am fortunate to pursue my training with these two professionals,” Palmer commented. “They demonstrate every day that they are dedicated to providing high-quality healthcare for their patients.”

Previously, Palmer’s clinical training included pediatrics at Great Bend Children’s Clinic; rural healthcare at Edwards County Medical Center; and internal medicine at McPherson Center for Health.

Palmer earned her bachelor’s degree in nursing at Fort Hays State University in May 2019. She began her graduate studies in June of that year in the FHSU DNP family practitioner program. She is scheduled to graduate next May.

After receiving her bachelor’s, Palmer moved to Kearney, Ne., where she worked as an RN at Kearney Regional Medical Center on the Progressive Care Unit for more than two years.

“Then I moved home to Larned and began working as an RN at Pawnee Valley Community Hospital,” Palmer said. “Over the summer, I also worked at Pawnee Valley Medical Associates as a clinic RN.

“While I enjoy all aspects of primary care, I have a special interest in pediatrics and cardiology. During leisure hours I enjoy spending time with family and friends, going to the lake and concerts, and living life in a small town.”

Melanie Urban, PVCH administrator, said “Pawnee Valley Community Hospital is excited about this opportunity to be part of Marley’s education. We are proud to be an educational partner and offer clinical experiences to students in our local community.

 </ul>A&nbsp;Watch status&nbsp;means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.&nbsp;During the watch status, KDHE recommends the following precautions be taken:&nbsp;<ul>
 <li>Signage will be posted at all public access locations.&nbsp;</li><li>Water may be unsafe for humans/animals.&nbsp;</li><li>Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.&nbsp;</li><li>Swimming, wading, skiing and jet skiing are discouraged near visible blooms.&nbsp;</li><li>Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact.&nbsp;</li>

 </ul>KDHE investigates publicly-accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.&nbsp;&nbsp;If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present.
