On Saturday, Dec. 14 at approximately 1:55 a.m., officers with the Great Bend Police Department were dispatched to a residence in the 700 block of Morphy Street in reference to an armed domestic disturbance involving a knife and a handgun. 

Prior to the officers arrival, the female victim reported that she was inside the residence and that she feared for her life. 

After not getting a response to the door, officers forced entry and observed Zachary Ortiz, age 34, to be standing in the living room and to be pointing a weapon towards them. Ortiz was directed to put the weapon down and he complied. Further investigation revealed that the weapon was a BB gun. 

Ortiz was arrested without further incident and booked into the Barton County Jail for aggravated domestic battery, aggravated assault, aggravated assault against LEO and possession of a weapon by a person convicted of a felony. Ortiz was booked in lieu of bond. 

The female victim was located and evaluated on scene by Great Bend Fire Department EMS.

Barton County Sheriff's booking activity (12/13 - 12/15)

Kansas Senate President Ty Masterson&nbsp;recently affirmed&nbsp;that, with the Republican legislative majority&nbsp;even stronger&nbsp;after the 2024 elections, the leadership will bring back the push to ban transgender surgery on those under 18 years old. The last effort to do so ended with a veto from Governor Laura Kelly and a veto-override attempt which failed by only two votes. So it’s reasonable, now that they have additional votes on their side, that the Republicans would try again.

Reasonable, that is, in terms of signaling. Is it reasonable in terms of substance?

The role of political signaling, as opposed to the usually unglamorous work of addressing policy substance, is a complicated one in democratic governance. It is not uncommon for voters to complain that those elected to represent them are spending their time on meaningless bills or resolutions that show their support for one cause or another, instead of getting down to the business of building actually substantive legislation. It’s a fair—and not inaccurate—complaint.

Yet I sympathize with legislators who operate in a nationalized media environment, whose funding so often depends upon major interest groups and organizations that usually care little for specific budget or policy matters, and instead are focused on creating media messages which exist primarily to rile up or placate key constituencies. A reasonable politician might well conclude that have to play the signaling game, if only to make sure they have the opportunity to also focus on the difficult matters that may concern them most.

That’s not to say that there aren’t members of the Republican super-majority in Topeka who, for a variety of reasons, may well be sincerely concerned—maybe even horrified—by the prospect of someone under the age of 18 receiving gender modification surgery, and see banning such as a necessary action in the name of public health or morality. I’m sure some fit that description.

But I suspect most of our legislators actually understand that they are crusading symbolically against an almost non-existent concern. There’s&nbsp;no evidence&nbsp;of any Kansas medical center ever performing gender transition surgery on a minor, and nationally the numbers are&nbsp;incredibly low: out of all gender-affirming surgeries in the United States in recent years, perhaps 2 out of every 100,000 were performed on a person between the ages of 15 and 17, and 1 out of 1,000,000 were performed on a person between the ages of 13 and 15. Beneath that age, the number is zero.

This pattern—when the data and the message don’t match--holds for many other issues as well. The number of transgender athletes seeking to play sports competitively in the category of their chosen gender is tiny, yet everyone seems to have a story about some transgender woman with an unfair advantage at their child’s high school. It’s the same for illegal immigrants, who are&nbsp;far more law-abiding&nbsp;than the rest of the population, yet every story about an undocumented resident who commits a crime will be shared over and over and over again.

On a certain level, one must simply accept this as a political reality: most people, lacking both the time and inclination to become experts regarding any given matter, depend upon—and make decisions upon—the conveying of key signals, whether involving law or morality or anything else. For those who do have expert information—often because they actually are one of the people being symbolically discussed (a person with sexual dysphoria, a Dreamer, or more)—the battle to call attention to the actual data, and introduce substantive arguments, is never-ending. But necessary, all the same.

Insight Kansas: On substance and signaling, in Topeka and beyond

Barton Community College will help area high school juniors plan for their futures at Junior Day, from 9 a.m. to 12:30 p.m. Feb. 14. Those interested can sign up at&nbsp;<a href="http://juniorday.bartonccc.edu/">juniorday.bartonccc.edu</a>&nbsp;through Jan. 31.

The event will feature info sessions with admissions, campus tours, the opportunity to explore multiple majors, and several scholarship drawings. Most importantly, students and parents can learn the countless benefits of attending Barton prior to attending a four-year college or, if they choose a career path, before entering the workforce.&nbsp;

The Admissions Department will give away five scholarships: one $1,000 scholarship and four $500 scholarships.

Director of Admissions Tana Cooper encourages all juniors in the area to attend, even if they intend to go straight to a four-year school. Students will get a chance to choose between a variety of majors to learn about, including Agriculture, Agriculture Mechanics (Top Tech), Art, Athletic Training, Business, Criminal Justice, CDL, EMS, General Studies, &nbsp;Music, Natural Gas, Nursing, Psychology, Scales Technician, STEM, Theatre, Carpentry, Plumbing, Welding, and multiple options in the medical field.

“Regardless of your plans, this is a great opportunity to explore what courses and career paths you might want to pursue,” she said.&nbsp;

Cooper said attending Barton can help students get ahead both academically and financially by saving time and money compared to what it would take to attend a four-year university right after high school.

“Barton offers many of the same classes as four-year schools, but at about half the cost, and some of Barton’s career and technical programs take only a year to complete and can lead to a rewarding career,” she said.&nbsp;“Some students may already think they are going elsewhere, but it never hurts to come and visit. It’s a fun and free day.”

Russell Fire Chief Dylan Riedel graduated from KU’s Certified Public Manager (CPM) program — a nationally accredited initiative dedicated to developing exceptional public managers.

This 300-hour program is designed to strengthen leadership skills and provides public service professionals with the tools to meet community needs. The course included a capstone project, which challenges participants to develop solutions to real-world organizational issues.

Leadership from Barton Community College and Medicalodges, Inc. gathered Nov. 20 at Medicalodges Great Bend to honor students participating in the Medicalodges Academy: Pathway to Learning and Earning&nbsp;Apprenticeship&nbsp;Academy.

The event brought together representatives from the College and Medicalodges to honor the achievements of the students and employees participating in the academy. Employees Tiffany Lewing, Ivy Davidson, and Andrea McAllaster were recognized for completing the caregiver and certified nurse aide (CNA) training level. In addition, Brittany Travis and Ashley Markley received accolades for their current participation in the Apprenticeship Academy.

Barton Vice President of Instruction Elaine Simmons said the academy has successfully blended technical instruction from the College with mentorship and paid on-the-job training to encourage classroom and job success.

“The goal of this partnership is to help students succeed and achieve the industry credentials needed in high-demand fields,” she said. “We are proud to make the path for students interested in these fields critical to the healthcare industry more accessible.”

Medicalodges Executive Vice President Shannon Lager&nbsp;said they are excited to be able to give this opportunity to their employees. Medicalodges has 30 locations regionally, and their leadership plans to use what they have learned in Great Bend to expand this program to these locations as well.

“By investing in our employees through this academy, we’re creating pathways for professional growth and ensuring the highest standards of care for our residents,” she said. “This partnership with Barton Community College strengthens our commitment to workforce development and employee success and retention.”

In June 2023, a partnership between Barton and Medicalodges launched the Apprenticeship Academy to advance workforce development in healthcare. The collaborative effort combines the College’s expertise in technical education with Medicalodges commitment to quality care and employee development.

Medicalodges, Inc. is a 100 percent employee-owned Kansas-based company with over 1,600 employees and 30 locations across Kansas, Missouri, and Oklahoma. They provide a continuum of care, primarily in rural communities,&nbsp;for older adults and those living with developmental disabilities.&nbsp;

Tell me something good! Barton County

The drought monitor report as of Tuesday, December 10 is basically unchanged from last week. One-third of the state is totally out of dry conditions (mostly Southwest and South-Central Kanas). About 40% is just abnormally dry and the rest in moderate drought. South of Great Bend is totally out of drought while Barton County is primarily in Moderate drought with the south and southeast portions just abnormally dry. Much improved from a year ago. The six to ten-day outlook (December 17 to 21) indicates a 40 to 60% chance of leaning above normal for temperatures and a 33 to 40% chance of leaning below normal for precipitation. The eight to fourteen-day outlook (December 19 to 25) indicates a 60 to 70% chance of likely above normal for temperatures and a 33 to 40% chance of leaning below normal for precipitation.

Last week we briefly discussed natural and agroecosystems; what makes them up; and how they differ. Today, why improving agroecosystems matters and how can it be accomplished?

· First, natural ecosystems, when left alone, will mature into a stable state. They reach an equilibrium. While not static, it essentially means they are resilient with little leaving or entering the ecosystem. They are closed. Agroecosystems are by design not mature, never reach equilibrium, and therefore much less resilient. Naturally, we are adding and removing from the system or it wouldn’t serve our intended purpose. They are open and immature. So, we have to manage them to be as resilient as possible within the environment and intended purpose.

· Next, recognize what we have little or no control over. Weather is the obvious example; however, we can lessen the effects through windbreaks, crop residue, perhaps irrigation, soil structure. We can mitigate some of these effects to maximize our efficiency and decrease soil water loss. Pest control (insects, diseases, and weeds) also present challenges but through breeding programs and cultural practices combined with monitoring, we can work to keep levels below economic damage.

· Now, what can we do for the living and nonliving portions of the soil ecosystem? The main principle as we deal with a changing climate and weather extremes combined with significant increases in pest pressures is to determine how to work with and not against the environment. This will likely require changes in how we produce current crops and different crops better suited for our more extreme weather conditions. As an example, in Western Kansas returning land better suited for short grass prairie to grazing. And, included are changes in cultural practices from tillage to weaning producers from reliance on irrigation. Changes in livestock production will also need to occur.

· For the soil environment specifically, increasing organic matter levels by minimizing/eliminating tillage and/or cover cropping. Increasing surface residue cover helps as does eliminating tillage to increase soil structure and porosity. All of this will increase soil water holding capacity while decreasing evaporation. Working to improve the soil chemical environment by taking advantage of alternative nitrogen sources where possible through legumes for example. A main goal must be to increase the soil microbial environment to foster beneficial bacteria and fungi for nutrient cycling, stable organic matter production, and improved crop health.

Barton Community College’s Center for Adult Education is holding orientation days Jan. 6-9 with multiple times available in preparation for its next nine-week session of high school diploma classes, which will start Jan. 13 or 14, depending on which class sessions are signed up for.

In-person attendance is required at all orientation day sessions for students to attend actual classes. The Great Bend City Council will receive a motion at their meeting on Monday, Dec. 16 to adopt solar regulations.


The Great Bend Planning Commission held a public hearing to consider proposed
solar regulations within the three-mile zoning jurisdiction of Great Bend. In
October, the city council sent the proposed regulations back to the Planning
Commission to further look at the rule for setbacks and some language within
the regulations.


The Planning Commission had another public hearing in late November and
approved language for liability insurance of not less than $2 million. The
Planning Commission also recommended setbacks matching the county setbacks with
the solar panels and structures having to be located a minimum of 1,000-feet from the
property line of a tract with a residence located on the tract.


The Planning Commission voted 4-2 to recommend approval to the City Council.

The Environmental Protection Agency has required each state to update their certification and training plans, which outline private and commercial pesticide certification in Kansas for agricultural producers.

Starting Jan. 1, 2025, there will be three options for applicators to receive certification. These include:

· Closed-book examination (We will still offer this option at the Extension Office)

· Attend an in-person training to obtain certification

· Complete an online training that will be released

The new options to be able to get a private pesticide certification will also be the same for a producer to recertify.

Wheatland Electric is once again proud to play a major role in fulfilling Christmas wishes for children in foster care through Saint Francis Ministries’ Christmas for Kids.

In addition to delivering a $1,000 Sharing Success grant to the non-for-profit organization that exists to provide healing and hope to children and families, 44 of our Wheatland employees and trustees sponsored 104 children for the holidays this year.

This is the eighth year in a row (since 2017) that our cooperative leadership and employees have opened their hearts to fulfill the holiday wish lists of foster children across our southwest and central Kansas service territory, including the following counties: Finney (30 children), Wichita (7 children), Greeley (6 children), Scott (20 children), Hamilton (5 children), Kearny (5 children), and Barton (31 children).

The grant funds will be directed to assist the faith-based organization with its Christmas mission. Along with family preservation services, foster care, and adoption assistance, the regional organization also offers several residential programs that serve those with mental health and behavioral issues, adults with intellectual and development disabilities, and even survivors of human trafficking.

If you find that you are feeling a little more stressed than usual right now, you’re definitely not alone. Most people would say the holidays bring extra stress. It could be several things that include: the extra expenses. Angry in-laws. Exhausted and sugared-up kids. Cold weather and seasonal darkness. Final exams, sporting events and recitals. Absent romantic partners. Profound loneliness . . . Individually, we can handle each of these stressors as they come. But during the holidays, everything hits at once and can become overwhelming for anyone!

When we are stressed, we need to be sure we are coping with it in the best ways possible. When stress gets the best of us, we may turn to less healthy means of coping. Here are some ways to make the season less stressful and more fun.

The holiday season is a time of parties and other social gatherings. Remember that you don't have to do it all. Figure out what you really enjoy versus what you feel you’re supposed to do.

Focus the majority of your energy and time on activities that are fun for you.

Travel can be especially stressful during the holiday season. If you must travel, do what you can to make it as easy as possible on yourself. Try to get direct flights or at least minimize the number of stops along the way. You'll avoid the stress of having to rush from one plane to the next or having to wait around for long periods of time.

Many people complain about spending too much time in the car during the holiday season driving from one gathering to the next. This can be exhausting. If possible, limit your driving to one or two events that you truly want to attend. It's part of setting healthy boundaries and keeping a reasonable schedule.

For many, the holidays are a time of gift giving. This can be a lot of fun, but it can also be financially stressful. Go make a budget now and stay within the spending limits that you have set.

You're not obligated to spend beyond your means, and you will very likely regret it if you do.

4. Be responsible about food and alcohol consumption

Do your best to stick with healthy eating choices. Don't overdue the sugar. Moderation is key, especially with holiday treats and alcohol. Many of us succumb to the pressure to overeat or drink to excess during the holidays. But too much sugar messes up your natural hormone responses, blood sugar, insulin levels, and your brain’s neurotransmitters (the body’s chemical messengers). Try to stay within your usual guidelines for healthy eating and responsible drinking. Remember to drink plenty of water to stay hydrated.

5. Enjoy family on your terms and set boundaries

While it can be enjoyable to see family during the holidays, some people find extended family time to be stressful. Do whatever you need to do to take care of yourself. If necessary, take a break from the gathering. Go for a walk. Call someone you enjoy talking to. Take some alone time if you need it. And then you decide what you can handle around the plans that are made whether it is around traveling, food, hosting, and money spent.

Consider giving yourself the gift of time during the holidays. Take a break from rushing around, shopping, cooking, and cleaning. Set aside time to read a good book, watch your favorite movie, go for a bike ride or take a nap. Skip social media and screen time and spend more time looking in your loved ones eyes and choose human connection rather than the screen time. Your mental health will thank you.

The holidays can be especially challenging for those of us who have lost loved ones. Be sure to make space for your grief. Consider changing up your traditions to make your feelings of loss more manageable. You can also find a new way to weave in the memory of your loved one into your existing holiday traditions.

Get plenty of sleep. Eat regularly. Exercise. Get a massage. Meditate. Don't forget to breathe. And don’t forget to get outside and move. I don’t care how cold it is—put on some extra layers and just do it (or at least get into the gym). Exercise helps your body process and release stress hormones, and nature is important for our emotional and physical health. Here are some ways you can stay active during the holidays:

· Bundle up and go on a walk to see Christmas lights in the neighborhood.

· Get an epic snowball fight going with the neighbors (play is exercise too).

Nobody wants to be sick at Christmastime—and exercising, getting outside, and resting are all natural immune-boosting activities that will help you feel strong, peaceful and healthy.

Try and stick to your normal routine as much as possible.

If you know that this time of year is typically hard for you, lean on your friends and family. Talk to them about how you're feeling and let them help you set boundaries and practice self-care. KOERNER: Holiday stress

Last year, Fuller Industries Inc. revived the company’s traditional company picnic, and this year the event Sunday afternoon doubled as a Christmas party for employees and their families.

Attendees enjoyed food prepared by staff members, beverages, music provided by DJ Tim Messmer (aka Tim Tunes), bounce houses, games, a barrel train and other activities. Even Santa Claus paid a visit, taking note of the Christmas wishes offered by the children.

All of this occurred inside the company’s plant west of Great Bend.&nbsp;

“This is a wonderful chance to get together with co-workers in a relaxed atmosphere,” one attendee said. “It’s nice to celebrate the season with our Fuller family.”

Kids tumbled in the bounce houses and rode around the plant in the train, and kids and adults alike shot hoops, danced, played giant checkers and Jenga, and took pictures with Santa.

Many employees walked away winners after their numbers were drawn in the raffle.

“This is a chance for all of us to come together and celebrate the holiday season with our friends and families,” said Joe Mann, Fuller general manager and vice president. “Our employees are a family as well, and this was a chance to celebrate that, too.”

The gathering was originally planned for the late summer. However, production schedules and company expansions delayed it to the fall and then to the Yule Tide.

“When we brought back the family picnic last year, we realized how popular it was, and how important it was to our team members,” said Mann who helped cook the buffet-style fajita bar lunch. “We are a pretty tight-knit bunch out here, and this is a wonderful way to socialize and show our appreciation for all our people do.”

Fuller employees, families enjoy Christmas party

Twice the winnings from last year's giveaway but only 55 of the 60 instant finalists showed up Saturday morning at the Crest Theater for Eagle Media's $20K Christmas Cash Giveaway, presented by Bauer Computers, Mayo Money Management, and Moeder Plumbing Heating &amp; Air, your Bryant Dealer, whatever it takes. Kaitlyn Suss, an eighth-grade science teacher at Great Bend Middle School, was nearly one of those no-shows. Her decision to attend paid off as her lucky No. 29 ball was picked as the winner.

Before Saturday, Suss had never won a major prize. She signed up at the UPS Store/Westside Market.

"I was just returning an Amazon package," she said. "I actually just signed up the one time and was like, 'Let's just try it.' I never thought I'd win."

Suss was joined by her daughter, Paige, on the stage as she was announced as the winner Saturday morning. She and her family will now have the opportunity to spend the prize money at any of the participating sponsors in the contest.

"My husband already has a huge list of what he wants to spend it on so I have no idea," Suss said.

Terry Wagner, who registered at Eagle Media, was the other last finalist on the stage. New to the contest this year, all instant finalists who did not win the grand prize were entered into a drawing for a $250 Great Bend Chamber of Commerce Gift Certificate. That winner was Rita Engle, who registered at Boone's Maytag as instant finalist No. 54.
