During this week’s meeting, the Barton County Commission reviewed and approved a septic system agreement and consent related to a rural property south of Great Bend.

Judy Goreham, environmental manager for Barton County, explained that the county’s Environmental and Sanitary Code requires septic systems and water wells to be located at least 25 feet from a property line. This standard is in place to protect water quality and ensure safe separation between wells and septic systems over time.

In this case, property owner Richard Rugan of Rugan 3 Farms requested approval to place a septic system within 25 feet of the north property line of his land. The adjoining property happens to be Southeast 50 Road, which is owned and maintained by Barton County. Because the county is the neighboring landowner, Commission approval was required to allow the variance.

Goreham emphasized that the proposed septic system will be located entirely on Rugan’s property and will not encroach onto county land, road right-of-way, or drainage areas. She also noted that the installation will have no impact on the usability, safety, or maintenance of Southeast 50 Road.

Situations like this are common in Barton County, particularly as landowners work within existing property boundaries. The only difference in this instance is that the county is the adjoining landowner, requiring formal Commission consent before the permit can be issued.

By approving the agreement, the Commission allowed the Environmental Office to move forward with issuing the septic permit while maintaining full compliance with county code and protecting public infrastructure.

The Kansas Department of Health and Environment (KDHE) would like to remind Kansans to remain vigilant in their efforts to protect against seasonal influenza and other respiratory illnesses as the number of emergency department and outpatient visits for influenza-like illness is increasing in Kansas and across the United States. &nbsp;

A typical influenza season runs from October to May, with activity usually picking up between December and February. In Kansas, between Dec. 28, 2025, and Jan. 3, 2026, influenza accounted for 5.1% of all emergency department visits. &nbsp;Trends in emergency department visits in Kansas are tracking very similar to the 2024/2025 season, which was generally considered a severe influenza season. “The best protection we have against seasonal flu each year is vaccination,” KDHE Chief Medical Officer Dr. Dereck Totten said. “There is still time to get a flu vaccine this season. The vaccine has been shown to not only reduce the risk of getting the flu but also to protect against the potentially serious complications of the flu, especially for immunocompromised individuals.”

As would be expected at this point in the season, Kansas is mostly seeing Influenza A virus circulating. A new influenza A(H3N2) virus subclade J.2.4.1, also recently renamed "H3N2 subclade K," was identified by the US Centers for Disease Control and Prevention (CDC) in August 2025. Among 436 influenza A(H3N2) viruses collected in the United States since Sept. 28, 2025, that underwent additional genetic characterization at CDC, 91.5% belonged to subclade K. &nbsp;Advanced testing performed by the Kansas Health and Environment Laboratories on 13 influenza A(H3) viruses received since Sept. 28, 2025, found that 92% belonged to subclade K.

Although subclade K emerged after the 2025-26 vaccine strains were chosen, early estimates of vaccine effectiveness in preventing influenza-related hospitalization suggest that the vaccine is performing as expected among both children and adults. More information on vaccine effectiveness in the United States will be shared as sufficient data has been collected.

Along with getting the flu vaccine, below are some other precautions to consider as preventative measures when it comes to protecting against the flu and other respiratory illnesses.

Our annual Facebook My Christmas Tree contest was held during December. This year we had 36 photos entered. The three randomly picked winners received a Ferrero Rocher chocolate candy Christmas Tree and a $20 Starbucks Gift Card.

The 29th Annual Santa’s Workshop was held on Monday, December 8th, from 6:00 – 8:00 pm. I would say it was another successful event with great weather and a tremendous crowd. A couple of new things this year were a live Reindeer we brought in from Towanda, Kansas and we had the StoneLion Puppets from Kansas City come in and do a roaming puppet program. We ordered 700 sugar cookies for the event, and this is the first time I can remember that we ran out of cookies. Great Bend High School students were on hand to help with the activities we had for the children to do, and this event wouldn’t be possible without them. I’d like to thank the entire Rec staff for helping with this event once again. I couldn’t offer this program without them. On a side note, we ended up with 188 letters to Santa deposited in Santa’s Mailbox during Santa’s Workshop.

December was a busy month with planning the Winter / Spring Activity Guide, Santa’s

Workshop and helping Chris with the golf course project.

Our exciting programs for the Winter &amp; Spring will start up the last week of January.

The after-school programs will begin the first week of February.

ENRICHMENT REPORTS: Enrichment, Aquatic, Marketing Director-Megan Hammeke:

12/2-12/16 – SN Bowling. Bowling met 3 times and had 90 participate in the weekly bowling program. We had a small Christmas celebration with the bowling participants on December 16th.

12/11 – Easy Cooking – Christmas Cookie Decorating. We had 16 enrolled in our monthly cooking class.

12/17 – Holiday Ornament. We had 22 enrolled in this holiday craft class.

12/19 – SN Christmas Dance. We had 68 participants in our annual Christmas dance.

12/16 – Coffee &amp; Craft – Christmas Joy. We had 4 enrolled in this holiday craft class.

12/18 – Senior Center Christmas Dinner &amp; Open House. We arranged for the GBMS Woman in Harmony and Music in Motion to perform as the afternoon entertainment.

January Adaptive &amp; 50 Plus Activities:

No other Adaptive or 50 Plus Activities take place in the month of January while we prepare for Spring Programs that begin in February. Spring Enrollment kicks off January 12th.

12/1-12/18 – Midday Stretch met 12 times and had 159 participants.

12/1-12/22 – Yoga met 6 times and had 36 participants.

12/2-12/18 – Sunrise Yoga met 6 times and had 29 participants.

The last session of Fall Fitness classes began the week of December 6th. We took a break from all classes during the holiday break. A special January session will kick off the week of January 5th for those wanting to start 2026 with a Fitness resolution.

SPORTS REPORT-Shane Sandberg- Sports Director:

The holidays are over and adult volleyball, adult soccer, and youth indoor soccer have started back up.

There are 7 teams in the adult soccer league, and 4 teams still have a chance at the top seed in the postseason tournament with 1 week to go in the regular season. The playoffs start Thursday 1/15. We also have 2 high school boys teams playing in a league of their own and so far, the teams are tied at 2 – 2.

Youth indoor soccer will play postseason games on January 17th and 18th in the

auditorium. Despite having a lot of new staff, we have had a smooth operating regular season.

Fall session 2 of adult volleyball wraps up on the week of January 12th. We are going to crown new champions in 4 of the 5 leagues.

We will be hosting our first youth travel basketball tournament of the year on January 17th and 18th in coordination with KS Roots Basketball. The HS PAC is unavailable so we will be using both gyms at GBMS, our activity center gym, and both gyms at Ellinwood HS. Ellinwood was kind enough to let us use their gyms at no cost since we were able to help them out last year and let them use the Great Bend Sports Complex when their high school fields were not playable due to rain.

Youth basketball registration ended on 1/11. Coach’s meetings will happen in the last week of January and practice starts on February 2nd. We have no new rule updates for youth basketball this season.

Esports drop-in hours will be back in February. Each Tuesday and Thursday in February we will have Nintendo Switch and PS5 games for kids to play after school until 5pm.

Attendance Report- Joe Henry, Business Director:

In the month of December, there were 2,860 people enrolled in programs sponsored by the Recreation Commission. Total participation for the month was 12,919 and of that total, 5,482 were spectators. For the month, a total of 1,317 hours of supervised activities were offered.

Last year there were 2,851 people enrolled in programs with total participation of 12,407 of which 4,680 were spectators.

NEW BUSINESS: Chris Umphres, Executive Director

In accordance with the Great Bend Recreation Commission’s By-Laws; the Commission shall annually elect officers at their January board meeting.

The term of these positions are for one year in length commencing on January 12, 2026 until their respective successor have been duly elected and qualified in 2027.

The nominating positions are: Chairperson, Vice-Chairperson and Secretary. A motion should be made to appoint the appropriate officers for the calendar year of 2026.

2. Annual Conflict of Interest Disclosure Form: Information Item

As an annual process for our internal audit procedures, the Recreation Commission Board Members should review the Conflict of Interest Statement and agree to comply fully with its terms and conditions during service as a member of the Great Bend Recreation Commission Board.

The GBRC Foundation is set up to receive private funds for community recreation needs. At this time the GBRC Foundation is concentrating on the community golf course project. There will be times that the Foundation will need to act on certain phases of the golf course project. Timing of these decisions may be before or after GBRC Commission meetings. Ultimately the approval will still need to be brought to Commission meetings throughout the golf course project. I would like to at least get approval to

have the GBRC Foundation make some decisions using private money on the Commissions behalf and then brought before the board.

Despite having a lot of new staff, we have had a smooth operating regular season.Fall session 2 of adult volleyball wraps up on the week of January 12th. We are going to crown new champions in 4 of the 5 leagues.We will be hosting our first youth travel basketball tournament of the year on January 17th and 18th in coordination with KS Roots Basketball. The HS PAC is unavailable so we will be using both gyms at GBMS, our activity center gym, and both gyms at Ellinwood HS. Ellinwood was kind enough to let us use their gyms at no cost since we were able to help them out last year and let them use the Great Bend Sports Complex when their high school fields were not playable due to rain.Youth basketball registration ended on 1/11. Coach’s meetings will happen in the last week of January and practice starts on February 2nd. We have no new rule updates for youth basketball this season.Esports drop-in hours will be back in February. Each Tuesday and Thursday in February we will have Nintendo Switch and PS5 games for kids to play after school until 5pm.Attendance Report- Joe Henry, Business Director:In the month of December, there were 2,860 people enrolled in programs sponsored by the Recreation Commission. Various governmental agencies will shut down Monday, Jan. 19, in honor of Dr. Martin Luther King, Jr. Day. That will not be the case for the Great Bend City Council, which will handle a large agenda that includes various housekeeping items.

After selecting a new council president, the body will also consider a meeting time change. Meetings are currently held at 6:30 p.m. on the first and third Monday's of each month. If proposed resolution would change the meeting time to 5:30 p.m.

The council will also consider an ordinance regarding intentional damage to city-owned water meters, and conduct an annual review of the master fee schedule.&nbsp;

The council will also consider a contract with M &amp; P Project to re-establish the motocross racing park at the Expo Complex for the 2026-2028 seasons.

Finally, the body will consider procedure for council meetings. The council sat through a work session on the matter following the Jan. 5 meeting. One key part of the procedure involves the public comment section. The council currently allows visitors to speak for up to three minutes on items that are not listed on that meeting's agenda.

Great Bend City Council to tackle large agenda next Monday

(Editor's Note: This is the second in a series of articles about USD 428's plans to safely implement artificial intelligence programs into Great Bend Schools).

Artificial intelligence can be likened to a car: life-changing technology when used properly and safely, but also capable of causing harm if used irresponsibly. That was the message of educators during Monday's USD 428 Board of Education meeting. Kindric Castro, who chairs the district's AI Integration Team, shared the district's vision of using AI responsibly and safely to the board.

"The aim for this is to harness artificial intelligence to enhance instruction, learning, and student career readiness while ensuring privacy, equity, and professional judgment are maintained," Castro said. "The integration team's goal is to design, guide, and assess the responsible adoption of AI in a way that improves learning, supports staff, safeguards students, and aligns with district standards."

AI can also improve workflows by giving timely feedback, individualized learning, and more support. Safety guardrails will ensure the technology is being used properly, and educators can generate reports to monitor how the technology is being used. 

"The thing you might hear the most is that AI is made to save time," said Castro. "We can also use AI to address burnout. We can do this by reducing routine, mundane tasks to help teachers focus on students more. We also want to ensure our students are ready for the future. We do this by building critical, ethical, and productive AI skills for their career and future, because AI is going to be integrated into every single workforce you can think of, most likely, in the future."

The district's implementation of AI will include establishing guidelines and policies surrounding the technology, vetting tools with an evaluation rubric to ensure the right technology is being selected. Pilot programs in select classrooms will give educators real feedback on how AI is being used by students and staff.

USD 428's implementation of AI to reduce teacher burnout, prepare students

During this week’s meeting, the Barton County Commission approved a bulk mailing service recommendation from the Appraiser’s Office to ensure the timely and efficient delivery of 2026 real estate valuation notices to property owners.

Wendy Prosser, Barton County appraiser, explained that the annual valuation notices reflect property values as of Jan. 1, 2026, in accordance with Kansas statute. With the statutory March 1 deadline falling on a Sunday this year, the notices will be mailed by Friday, Feb. 28, ensuring residents receive their information on time.

After issuing a formal Request for Proposals, the Appraiser’s Office recommended contracting with Peregrine Services to handle the creation and mailing of valuation notices, envelopes, etc. Rather than completing the large-scale mailing in-house, the county determined that working with a bulk mailing service is both more efficient and cost-effective.

Prosser noted that bulk mailing companies specialize in this type of work and are able to secure discounted postage rates, as well as reduced costs for paper, ink, and envelopes — savings that are not available to the county through in-house production.

The Commission approved the recommendation, reinforcing its commitment to thoughtful planning, fiscal responsibility, and reliable service for Barton County residents. By taking a proactive approach, the county continues to prioritize clear communication and dependable delivery of important information to taxpayers.

The initiative, titled "Awareness for the New Year," serves as a formal recommitment to the company’s "zero shortcuts" policy. The program emphasizes that the first week back from an extended break is a critical period for maintaining operational standards.

"After the holiday break, it’s important to refocus on safety," said Bree Husted, Fuller environmental health and safety assistant. "A new year is a great time to refresh our commitment to working safely and looking out for one another. We want to start strong and make safety our top priority."

The safety stand-down directs all personnel to conduct immediate five-minute checklists of their respective work areas. Key focus areas include inspecting machinery guards, verifying chemical labeling, and ensuring that walkways remain clear of hazards that may have accumulated while lines were idle.

Husted noted that returning to a routine can sometimes lead to "first week back" errors caused by rushing or distraction. To combat this, Fuller is implementing the "PAUSE" method: Plan, Assess hazards, Use controls, Start slow, and Evaluate.

"PPE only works if it’s the right type, correctly fitted, and in good condition," Husted said, urging employees to inspect all personal protective equipment, from ANSI-rated eyewear to respiratory filters, before beginning their shifts.

The 2026 safety guidelines also reinforce "Stop Work Authority," empowering any employee to pause a task if they perceive an unsafe condition. Supervisors are committed to responding to safety tickets and near-miss reports within 24 hours to ensure continuous improvement.

"A safe workplace means everyone goes home healthy every day," Husted said.

Fuller kicks off 2026 with renewed focus on workplace safety

Yards may need another shot of moisture even after recent rain and snow to alleviate stress in lawns and gardens, said Kansas State University horticulture expert Cynthia Domenghini.

“A good, deep watering with moisture reaching at least a foot down into the soil is much better than several light sprinklings that just wet the top portions of the soil,” Domenghini said. “A deep watering will ensure that the majority of roots have access to water.”

Domenghini urged homeowners to test the moisture content in their yard’s soil by pushing a metal rod or wooden dowel into the ground. “Dry soil is much harder to push through than wet,” she said. 

Measure how far down the implement goes to determine the amount of moisture is in the soil.

“Although all perennial plants benefit from moist soils before winter, it is especially important for newly planted or over-seeded lawns, as well as newly transplanted trees and shrubs due to their limited root systems,” Domenghini said.

“Even trees and shrubs planted within the last 2-3 years are more sensitive to drought than a well-established plant. Evergreens are more at risk because moisture is lost from the foliage.”

Domenghini shared a few tips for watering common areas of the yard: &nbsp;- Trees and shrubs planted within the last year. Drill a small hole in a five-gallon bucket near the bottom, then fill the bucket and let the water dribble out slowly next to the tree. Refill the bucket once so that you apply 10 gallons. Slow release bags with micropores can be purchased as an alternative to using a bucket. Larger trees planted 2-3 years prior may require more water.

- Large trees.&nbsp;Using a soaker hose, circle the trunk one-half the distance to the dripline, or the outermost reach of branches. On smaller trees, you may need to circle the tree several times so that tree roots will be watered.

- Newly established bed or foundation plantings.&nbsp;Hook the beginning and end of a soaker hose to a Y-adapter to equalize pressure, which encourages more uniform watering.

- Fall planted or overseeded lawns. Use an overhead sprinkler. Watering to a depth of 12 inches is more difficult; try to reach at least six inches deep.

Horner will be one of 12 regional artists from eight Kansas communities providing original pieces for "Holiness in Our Midst," a six-week show that opens on Feb. 6 as part of Salina's First Friday Art Walk.

Horner and the other artists will be present on Feb. 6 to meet each other, as well as art lovers and anyone else interested in viewing the exhibit.&nbsp;The three-dimensional sculpture Horner created for “Holiness In Our Midst” is entitled “Fill My Heart,” made from rose alabaster.

Terri and her husband, Al, have live in Great Bend for more than 40 years.

Beach Family Foundation awards grant to support Smoky Hills PBS

During this week’s meeting, the Barton County Commission conducted its annual leadership appointment and took time to recognize the outstanding service of the 2025 Commission Chair.

Before nominations were opened, Commissioner Shawn Hutchinson presented outgoing Chair Tricia Schlessiger with a commemorative plaque on behalf of the Commission. The plaque recognized her leadership throughout 2025, highlighting key initiatives including the launch of the Travel 389 initiative, support for project-based economic development, Facade Improvement Grants, housing developments across three cities throughout Barton County, her part in representing the Rural Water District No. 2, and a continued commitment to responsible stewardship of taxpayer dollars. Fellow commissioners shared remarks praising Chair Schlessiger’s vision, collaborative leadership style, and dedication to engaging directly with local businesses and residents across Barton County.

Following the recognition, the Commission proceeded with the appointment of its 2026 leadership. Commissioner Duane Reif was nominated for commission chairman, with the motion seconded and approved unanimously. Commissioner Reif thanked his colleagues for their confidence, noting that it has been an honor to serve alongside the Commission, County Administrator Matt Patzner, and County Counselor Patrick Hoffman.

The Commission then unanimously appointed Donna Zimmerman to serve as chairman pro tem for 2026.

The leadership transition reflects the Commission’s continued commitment to steady governance, collaboration, and forward-thinking initiatives that benefit Barton County residents.

Artificial intelligence (AI) is impacting all aspects of life a little more every day. School districts are no exception. During Monday's USD 428 Board of Education meeting, Kindric Castro, who chairs the district's AI Integration Team, laid out plans on how the district can benefit from the technology."Artificial intelligence presents a lot of opportunities, but there's also a lot of risk," Castro said. "That necessitates a clear strategy and a lot of governance."Castro's 30-minute presentation included the district's vision of using AI to assist both staff and students. He said a misconception is that AI will drive all students to cheat, though evidence shows otherwise."Research from Stanford University shows that cheating in U.S. schools is nothing new," he said. "The study found that nearly 70 percent of students engaged in cheating long before AI. The rate of cheating did not change when ChatGPT and other AI tools were released; the methods of cheating simply shifted."Castro said school districts can no longer choose between using AI or not using it. The choice is between unsupervised AI and guided, safe AI. A study from Common Sense Media found that 51 percent of teens say they have used chatbots or text generators, often without parental or teacher guidance. Another study from the Center for Countering Digital Hate shows that, in 2023, more than 150 million people sent more than 10 billion messages to My AI, which can act as a companion or friend."AI is effectively designed to simulate a friend, but it lacks the moral compass or safety breaks to stop it from validating dangerous stops," Castro said, quoting the study. "In their tests, AI didn't just fail to stop harm, it actively encouraged it."USD 428 currently has district-wide access to Google Gemini, which will enable the district to adopt AI safely and securely. As part of the Google Workspace data privacy policies, the district's data is stored in the U.S., and none of its chats will be reviewed by humans or used to improve the AI model. There are also safeguards against the AI model from responding to harmful or inappropriate requests.
