There are approximately 40 spices of global importance. The Great Bend Public Library will feature 12 of those spices throughout the year as part of its new Spice of the Month program. Circulation Manager Lisa Zier said another library in the Central Kansas Library System tried out the spices for a limited time with good reception.

"We will have a new spice every month going through the year," Zier said. "You'll get an information sheet with a little bit of history on the spice, a recipe card, and a premeasured packet of spice to make the recipe."

Zier has the spices picked out, including fennel seed and paprika. The amount of spice available each month will vary, and will be provided on a first-come, first-serve basis. 

"Some of them are familiar, and some of them are a little bit more random," said Zier. "This month is cumin, which some people probably know that flavor from tacos and that kind of thing, but they may not know what the spice is."

Picking up the spice of the month is as simple as asking at the circulation desk at the Great Bend Public Library. "Come on in and try something new," Zier said. "I'm a foodie. I love to cook. This is a way I can share that with the public. I'm excited to see what happens."

The eighth National Festival of Breads is sponsored by King Arthur Baking Company® and Kansas Wheat. Entries for the virtual contest are open now through February 13, 2023. Each eligible entry will be reviewed by a qualified panel of food experts and selected recipes will be test baked in the Kansas Wheat Test Kitchen, Manhattan, Kansas.&nbsp;

This year’s contest includes four categories:

Quick and Easy.&nbsp;Create a yeast bread or roll recipe using time-saving steps, techniques and ingredients for a busy lifestyle in four hours or less, including baking time. Any dough must be fully baked. A bread machine may be used.

Wholesome and Healthy.&nbsp;Revamp an old family recipe, heirloom recipe or a tried-and-true favorite using healthier ingredients. Explain why it is healthy.

Go Nuts.&nbsp;Create a yeast bread or roll recipe incorporating nuts in the dough or filling.

Say Cheese.&nbsp;Submit your original yeast bread or roll recipe using your favorite cheese(s).

The overall Best of Breads champion will be announced virtually on June 1, 2023. Each category winner will receive a baking bundle prize package and the overall champion will receive $1,000. A People’s Choice winner will also be selected from the category winners by online voters and will receive an additional prize package.&nbsp;

That’s the nuts and bolts, but what makes a winning recipe? Here are a few tips from Falk to help you earn a spot in the nation’s premier bread baking contest.&nbsp;

1. Recipes must be an original yeast bread or roll recipe. The possibilities are endless — try adding new flavor combinations (especially nuts and cheese this year!), change the appearance, explore your heritage or dig into those treasured old cookbooks to update a family favorite with modern or healthier options.&nbsp;

2. While the contest does award artistic flair, make sure your recipe follows the official rules to rise to the top. For example, the contest requires using at least 75% wheat flour, and the remaining amount may be other flour, which offers many options to mix up your recipe. Each recipe should also make one or more loaves of bread or at least one dozen rolls.

3. Accuracy is important, so proofread your recipe for every detail. Make sure you have provided the list of ingredients in the order that they will be used and have given accurate and concise step-by-step directions. Double-check measurements — including that they follow U.S. measurement standards (cup, tablespoon, teaspoon, etc.) — and do not forget the temperature of liquids like water or milk.

4. When you have tested and re-tested your recipe in your kitchen, show off that beautiful loaf or roll. A photograph is required with your entry; luckily taking a photo with your cell phone is a snap. Cut at least one slice or roll to show the inside and outside of your entry — this is also required.&nbsp;

Wheat Scoop: Will your recipe rise to the top?

On Wednesday, Jan. 4 at approximately 10:30 a.m., the
Hoisington Police Department was notified by a subject about a hand grenade.
The grenade was located in a garage in the 500 block of East 1st
Street in Hoisington. The subject advised law enforcement he was cleaning out the
garage and located the grenade. 
When officer arrived, it was confirmed the hand grenade was live with the pin
still in it. 
The McConnell Air Force Base EOD Team in Wichita was contacted and collected
the grenade, which was then transported to the City of Hoisington compost site
where it was properly destroyed. 
The Hoisington Police Department was also assisted by the Hoisington Fire
Department, EMS and the Public Works department.&nbsp; &nbsp;&nbsp;

Barton County is changing the way it handles the installation of culverts and entrances. At Wednesday's commission meeting, the governing body voted 5-0 to rescind a county resolution originally adopted in August 2003, and update it with a new resolution that reflects current state statutes.

County Director of Operations Matt Patzner explained the change that could make the installation of culverts now an expense of property owners instead of the county.

"Essentially, if it's a new ditch or an existing entrance did not exist before, that would be the county's expense," he said. "If it's at the homeowner or landowner's convenience, that would be the landowner's expense."

Commissioner Kirby Krier said with dirt, rock, manpower, and labor, it is not unusual for the county to pay between $7,000 and $10,000 to install a culvert. The new resolution could save the county upwards of $100,000 a year, but only after some existing projects are completed.

"We have nine entities that have requested culverts from April to October of last year," Krier said. "We're going to honor those because we made a commitment before. Those will be finished, and once those are finished, any new things that are requested will go by this resolution."

The new resolution also matched the definition of 'culvert' to that of the state definition, which is "any waterway structure not defined as a bridge."

At approximately 4:20 a.m. on Wednesday, Jan. 4, the Great Bend Fire Department responded to the report of a structure fire in the 900 block of Jefferson Street in Great Bend. 

Upon arrival, crews found a detached garage fully involved in fire, a full size pickup fully involved in fire under a carport which was also on fire. Fire was spreading to another vehicle in the drive and was impinging on the residence. 

Prior to GBFD arrival, Great Bend Police Department Officer Taylor Reed arrived on scene, forced entry into the residence waking up the occupants and successfully removed them from the residence. 

Fire crews made an aggressive interior attack on the structure where they encountered high heat and very limited visibility. The garage, carport and both vehicles are considered a total loss. 

Due to the freezing temperatures at the time of the fire, off-duty crews were called to the scene to assist with the fire. 

The Great Bend Fire Department would like to give special recognition to Officer Reed for going above and beyond in removing the occupants from the residence. 

The fire is currently under investigation by the Great Bend Fire Department and the Kansas State Fire Marshal Office. The Great Bend Fire Department would also like to recognize and thank the Great Bend Police Department, Barton County Sheriffs Office, Wheatland Electric and Kansas Gas Service for assisting at the scene.

Barton County Sheriff's Booking Activity (1/4)

Few young athletes ever get a chance to meet their idol face to face. Even fewer get to do it twice. Former Great Bend High School and Barton Community College swimmer Austin Levington first met 23-time Olympic gold medalist Michael Phelps in 2017. The duo was reunited just before Christmas via a FaceTime chat. Austin still cherishes that first meeting in Chicago.

"Nov. 4, 2017," he recalls. "He gave me an award, like a trophy. We shared a hug, and we talked a little bit."

Levingston, now 28, was diagnosed with autism at birth. Upon moving to Great Bend, he had a chance encounter with former Great Bend High School swim coach Steve Beaumont in the hallway at school.

"When he started school in Great Bend, he didn't know what he wanted to do, basketball or football," said Austin's father, Boe Levingston. "Steve Beaumont caught him in the hallway and asked him if he'd be interested in swimming. Austin gave it some thought and said he would."

Austin swam under Beaumont for four years at GBHS, becoming a state alternate by his senior season. He went on to swim for Barton Community College, joining the Cougars at the national swim meet in Florida. Austin continues to swim under the USA Swimming umbrella, competing around the region. He recently qualified for the Missouri Valley Senior Championships in one event.

A chance relationship with Phelps began in 2016. Phelps was coming off his 23rd Olympic gold medal at the Rio Summer Games, and Austin was one of thousands of fans to comment on Phelps' Facebook page. Austin wrote about his autism and shared a photo to show how closely he resembled his idol. More than 4,000 other Facebookers have since liked that comment. The Baltimore Sun reached out to Austin for a feature story.

Fifteen months after making that Facebook comment, Austin met Phelps in Chicago. The Michael Phelps Foundation picked 30 Special Olympic athletes for the occasion, covering all costs for Austin, his mother, and sister to make the trip. Phelps presented Austin with a trophy and a signed copy of his book.

"I'm his dad, so I was very proud he got to see this and do this," Boe said. "There are a million kids out there that don't get the chance to meet somebody like Michael Phelps. He was just one of the chosen few that got to do this. I was pretty excited over this."

Former Great Bend High School and Barton Community College swimmer Austin Levington first met 23-time Olympic gold medalist Michael Phelps in 2017. The duo was reunited just before Christmas via a FaceTime chat. Austin still cherishes that first meeting in Chicago."Nov. 4, 2017," he recalls. "He gave me an award, like a trophy. We shared a hug, and we talked a little bit."Levingston, now 28, was diagnosed with autism at birth. Upon moving to Great Bend, he had a chance encounter with former Great Bend High School swim coach Steve Beaumont in the hallway at school.<figure>

"Steve Beaumont caught him in the hallway and asked him if he'd be interested in swimming. Austin gave it some thought and said he would."Austin swam under Beaumont for four years at GBHS, becoming a state alternate by his senior season. He went on to swim for Barton Community College, joining the Cougars at the national swim meet in Florida. Austin continues to swim under the USA Swimming umbrella, competing around the region. He recently qualified for the Missouri Valley Senior Championships in one event.<figure>

Phelps was coming off his 23rd Olympic gold medal at the Rio Summer Games, and Austin was one of thousands of fans to comment on Phelps' Facebook page. Austin wrote about his autism and shared a photo to show how closely he resembled his idol. More than 4,000 other Facebookers have since liked that comment. Golden Belt Community Foundation 2023-24 scholarship applications

After a few discussions, a couple of meetings later, the
Great Bend City Council approved a new fee schedule for all of the city’s
services, permits and rentals. 
 
Heavy discussion was had regarding rental fees for conference rooms and
ballrooms at the Great Bend Events Center. The full ballroom, often used for
wedding receptions and fundraisers, will increase from $1,000 to $1,500 per
event day. 
 
The Great Bend Convention and Visitors Bureau suggested a food and alcohol fee
to the renters, which would fluctuate depending on how many attendees the event
had. Councilmember Kevyn Soupiset felt the additional food and
alcohol charge made the fee more complicated. 
 "I feel like the sliding scale fee muddies the water with renters and probably leaves a bad taste in the mouth," said Soupiset. "I've even talked to vendors that said it could cut into their tip or their extra on the backside they might earn." 
 
The council voted in favor of the increased fees for the Events Center rentals,
but kept the charges as a flat rate and eliminated the food and alcohol fees. 
 
Another significant change came with the approval of charging renters for their
setup and teardown days. Prior to the change, renters could access the facility
the day before and the day after free of charge. Additional days inside the
facility, beyond the event day, will cost renters half price of the room
charge.

There are already 178 bookings at the Events Center for 2023, 138 events for 2024 and 14 contracts for 2025. Those already booked would be grandfathered in with the previous fees. Future bookings will be subject to the new price.

CVB Director Christina Hayes compared the charges for the Events Center with other other local rentals. Camp Aldrich charges $1,100 per day Friday through Sunday. The Hays Convention Center charges $2,500 for wedding-type events. St. Patrick's Parish Gym goes for $1,509 and the Page back room charges $400 per day for up to 150 people.

Rental fee increases for Great Bend Events Center approved

Dolly Parton’s Imagination Library is a book
gifting program that mails free, high-quality books to children from the moment
they’re born to the age of five, no matter their family income. Millions of families across the globe have taken advantage of the program. 
With the help of the United Way of Central Kansas, the program officially
arrived to Great Bend in September 2017.

Great Bend Public Library Assistant
Director Amy Mayhill said parents or guardians just need to come into the
library and fill out a simple form to get started. "The form asks for your address," said Mayhill. "Once we turn that in, we put the information in the computer, it takes six to eight weeks for the first book to come. After that, they'll get a book every month until they're five." 
There were 7,200 free books delivered in 2022 to children in Barton and Pawnee
counties. There were 675 books delivered in December 2022 in those two
counties. 
With many local supporters of the program, funding exists to get books in the
hands of children. 
"The State of Kansas has now matched some of the funds for the program," said Mayhill. "That has opened it up to all libraries in Kansas. Here in Barton County, they can go online to sign up. They don't have to come to the library, but we would prefer they do so we can show everyone what the library has to offer."

CAMPBELL: Cover Your Acres Winter Conference, Jan. 17 & 18

Jason Cleaver, 22 of Wind Gap, Pennsylvania, and Richard Cleaver, 23 of Stroudsburg, Pennsylvania, were arrested without incident by the Pawnee County Sheriff’s Department December 29, 2022 following a traffic stop on a probable cause suspicion of possession of marijuana with intent to distribute. 

 The K-9 unit was utilized in the search of the suspect vehicle. Following review of the probable cause affidavits, the Pawnee County Attorney’s Office charged both men with (1) Possession of Marijuana in excess of 450 grams, but less than 30 kilograms with intent to distribute; (2) Conspiracy to Possess Marijuana in excess of 450 grams, but less than 30 kilograms with intent to distribute; (3) Misdemeanor Possession of a THC product; and (4) Possession of Drug Paraphernalia, to wit: a smoking device.

 Additionally, Jason Cleaver is charged with Speeding, to wit: 82 m.p.h. in a 65 m.p.h. zone.

Under Kansas law, there is a rebuttable presumption of intent to distribute if any person possesses a quantity of at least 450 grams or more of marijuana.  The investigation remains open.

At the First Appearance Magistrate Judge Julie Cowell advised the defendants of their charges, the possible penalties if convicted, and their constitutional rights, including their right to counsel. 

 If convicted, under the Kansas Sentencing Guidelines each defendant faces between 92 months and 144 months in the custody of the Department of Corrections depending on their criminal history. 

Preliminary Hearings have been scheduled for January 17, 2023.  Both defendants are being held in the custody of the Pawnee County Sheriff in lieu of $90,000 cash or surety bond. All defendants are presumed innocent until proven guilty.&nbsp;&nbsp;

Two men arrested for marijuana distribution charges in Pawnee Co.

After receiving feedback to have year-round usage of the restrooms at
Veterans Memorial Park, even during the winter season, the City of Great Bend
has completed the installation of automatic locks on the restroom facilities. 
Interim City Administrator Logan Burns said the timed locks unlock and lock on
scheduled times so staff does not have to physically lock them up each night. "I think staff will still have to do the maintenance, checking toilet paper and towels," said Burns. "There will still have to be a little bit of maintenance, but it will make it a lot easier." 
The restrooms at Vet’s Park are currently open from 8 a.m. to 5 p.m. Burns said
the city will adjust the times in the spring and summer to stay open until 9
p.m. or 10 p.m. 
The funds for the automatic locks came from the .15% sales tax designed for
quality of life projects. There was money left over from the Vet’s project, so
the city plans to expand the timed locks at the Brit Spaugh Park restrooms.&nbsp; &nbsp; &nbsp;

Prior to opening his own business, Clayton Noffsinger worked at Guthrie
Trailer Sales. Working in the business, Noffsinger knew a little bit about
tarps. Bob Gorman, owner of Gorman Tarps in Great Bend, educated Noffsinger
more on the tarp industry. 
Gorman Tarps sold and left town, leaving open an opportunity for Noffsinger to
open a new tarp and upholstery business in 2004. 
“It was tough the first couple of years,” said Noffsinger. “Fortunately, my
wife had a good job and was making good money. We were able to live off her income
while I started building this business. We finally got it up on its feet. It
took off and has done well ever since.”

Great Bend Tarp &amp; Upholstery was born in 2004 on Southwest 2nd
Road, just west of the Patton Road and West Barton County Road intersection.
The family business handles tarps for boats, vehicles and trailers. The company’s
upholstery services cover furniture, headboards and vehicle interiors. 
“I think what has made the business successful is being there when people
needed something done and treating people right,” said Noffsinger. 
For nearly 20 years, Noffsinger said he has enjoyed putting tarps on grain
trailers the most, but a lot has changed since he first began his business. 
“The technology involved in some of the electrical systems is just amazing,”
said Noffsinger. “The different things you can do is incredible.”

For the past couple of years, Noffsinger has considered selling the business
and scaling back his responsibilities. Looking for the right person to come
along to take over Great Bend Tarp &amp; Upholstery, Nate Towns began working
for Noffsinger two years ago. 
Towns, working in education, started helping Tarp &amp; Upholstery on the
weekends and during breaks from teaching at school. 
“I was put in contact with Clayton,” said Towns. “After talking to him about
his business and situation, it seemed like a good deal and a good route to go.” 
The 2003 Great Bend High School graduate, Towns joked he never watched a sewing
machine run. 
“My grandmother sewed when I was a little kid, but I didn’t know anything about
it,” said Towns. “The learning curve was pretty big because I never really saw
most of the equipment.”

After working with Noffsinger the past two years, Towns took over ownership of
GB Tarp Company on Jan. 3, 2023. Noffsinger isn’t
going into retirement mode yet as he plans to work part-time. 
“I’m just selling out and working part-time,” said Noffsinger. “I’ve told
people I won’t retire until I die. I was really happy to find someone to do
this and keep the business going. Nathan is going to do well with it.”

A change of ownership at Great Bend Tarp & Upholstery 

What goes up must come down. Newton's Law applies to the city of Great Bend's Christmas light displays. Director of Public Lands Scott Keeler said the lights begin going up the first day of November, and now it will take about a dozen city employees about two and a half weeks to take down all the lights at Brit Spaugh Park, Veterans Memorial Park, and the Barton County Courthouse, and another week or two to get everything sorted and put away.

"We start the day after Halloween, and it's pretty much non-stop, and we're still fine-tuning stuff that first week we're open - getting timers and little sections that went out," Keeler said. "Tearing down is just the complete opposite process. We try to make repairs we know throughout the season, and segregate things we know need to be rewired."

This season the lights stayed on a little longer than usual due to the popularity of the Dolly Trolley Holiday Lights Tours, which were free to the public. 

"They will be on up through (Jan. 7)," said Keeler. "The trolley rides through town were very popular this year. With a little miscommunication, they scheduled for the first week of January. The last scheduled ride they have is Jan. 7, so when we return on (Jan. 9) they will be turned off and coming down."

The lights went on after Thanksgiving to coincide with the Home for Holidays Festival Parade. The .15 percent qualify of life sales tax helped bring in additional funds for the displays this year.

Great Bend Christmas lights going dark after this weekend

The approval of the agenda is usually a mere technicality at the start of Barton County Commission meetings. During Wednesday's meeting, just a few days before three new commissioners are sworn in, the agenda vote turned interesting. 

Outgoing Commissioner Kirby Krier asked for two more items to be added to Wednesday's agenda, and outgoing Commissioner Jon Prescott seconded the motion. The rest of the commission denied the move in a 3-2 vote. The agenda was instead approved as written with a 4-1 vote, with Krier as the "no" vote.

"Could I ask why you three voted 'no' for the discussion of these items, because they can be transferred over to old business," Krier told the other commissioners.

Commissioner Barb Esfeld said she wanted to visit more about the proposed resolutions, to which Krier replied the resolutions had been introduced more than a year ago.

"I don't care whether it was brought up over a year (ago)," Esfeld said. "This affects all elected. It involves our treasurer, our county clerk, our register of deeds, and our sheriff. I have not had time to visit with them, and I feel like that is very much needed, so that's why I voted that way."

Krier asked if the items could be added under "Old Business" for the next commission meeting on Jan. 9. With clarification that new commissioners Duane Reif, Tricia Schlessiger, and Donna Zimmerman would be unable to vote on "old business," after being sworn in, Esfeld made the motion to add the two resolutions under "New Business" for the Jan. 9 meeting. That motion passed.

One proposed resolution will establish a salary policy for elected officials, and the other would establish "procedures for certain economic and community development expenditures." Krier said the one resolution does not involve elected officials and would save the county money, and asked why other commissioners were against it.

Commission Chair Shawn Hutchinson said there are significant legal challenges to the community development resolution. "The treasurer is not legally obligated by statute to hold funds just because we ask him to," Hutchinson said. 

County Counselor Patrick Hoffman said he planned to further discuss the resolutions and potential issues in a later study session. 

"There are a couple things in that resolution, as written, that I think are potentially confusing," he said. "And there are a couple things that might need to be tweaked to make sure they don't run afoul of state statute. That will be the same for both resolutions, honestly."

The next Barton County Commission meeting will be held on Monday, Jan. 9, at 9 a.m., at the Barton County Courthouse. New Commissioners Reif, Zimmerman, and Schlessiger will be sworn in after the conclusion of old business.

While the prospect of&nbsp;recession&nbsp;has been an economic bogeyman for months, one Kansas economist says such a slowdown would be the best medicine for long-term economic health in rural Kansas and Nebraska.

Jeremy Hill, director of the Center for Economic Development and Business Research at Wichita State University, expects the issue of inflation to continue into 2023 —&nbsp;despite multiple attempts by the Federal Reserve to cool the U.S. economy through interest rate hikes.

Persistent inflation, supply chain issues choking inventory, full employment leading to spiking wages, and eroding consumer confidence —&nbsp;all have been factors on the minds of economists.

"If inflation continues to come down, that would be the softest landing we could get, but I think inflation is going to be stickier," Hill said. "I think the U.S. will go into a small recession in the first part of 2023. Honestly, I think that this would be very helpful. A pause in the economy would allow everyone to correct and build up inventory."

While the Fed's attempt to cool the economy and temper inflation has made some impact, Hill pointed out the driving factor fueling the overheated economy is not on the demand side of the equation —&nbsp;where increased interest rates would make a more direct and immediate impact.

"Around the state, demand is still high ... and there are the supply chain issues," Hill said. "I expect the Federal Reserve still has to fight it. But inflation is not all on the demand side. It's not demand."

Supply of goods and labor is helping spike prices, and businesses face not only a lack of every-more-costly inventory, but also increasing wages driven by an economy at full employment.

National unemployment remains below 4 percent — much lower in rural Kansas and Nebraska — which led to a 5 percent increase in wages in the third quarter of 2022, a key piece of fuel for the inflation fire.

One direct effect the Fed's interest rate hikes will create is a lack of willingness to relocate as mortgage rates and housing costs rise, especially as inflation continues to outpace wage increases.

"In the first half of (2022), we saw some migration to rural areas. The second half of the year, that has slowed down. The cost of mortgages, the willingness to move, has factored into that."

The cost of mortgages, the willingness to move, has factored into that."Growing the labor market in rural areas remains about competition, Hill said."How competitive is that rural community and that rural lifestyle? Whichever (local economy) is growing is where that labor force is going to go," he said. "How competitive are you for that household?"And while most economic news as 2022 closed out was dreary, Hill said positives remain — especially in rural areas."Wages and opportunity are great," he said. "Overall, I think households are doing better than what consumer confidence is."But even if the U.S. or global economies should fall into recession, Hill expects rural Kansas and Nebraska to weather the storm better than other areas."I'm more optimistic that Kansas and parts of Nebraska have a lot of opportunity, even in a recession," he said. "Ag and oil and gas and manufacturing ... are all going to do better relative to the U.S. ... better than what's going on in the national economy."Hill's biggest concern entering the new year remains with those pulling the strings of federal policy."They have a whole lot of power and control. Policy error is the biggest issue to worry about. And with so much pressure, the potential for error is so high," he said, noting poor management of consumer confidence, misreading employment signals and other factors could lead to poor policy choices.Events on a national scale, such as the recently sidestepped railroad strike, would lead to even more unpredictable outcomes, Hill said."That kind of event — an unknown — could easily throw us off," he said.Since 1948, the U.S. economy has averaged one recession about every six years, ranging between two (2020) and 18 months (the Great Recession of 2008).And while economists recognize that cyclical nature of the economy, effects of structural changes such as the COVID-19 pandemic are much more difficult to predict."On the demand side, it's a completely different environment (post-pandemic). Demand is so much higher," Hill said. "The whole thing is completely different. Labor inputs are a completely different environment, highlighted by the retail and service sectors, but it's all drastically different."Should the U.S. enter into a recession, Hill said the most important thing to remember is to remain educated about what is going on and not fall prey to doom-and-gloom trope."How do you put it into context when some are misaligning where things are going? Different views get overshadowed," he said. "Inflation has been coming down, and it will likely put us in recession —&nbsp;and that's not the end of the world."The economy is overheated. A pause was take a lot of pressure off the economy."
