Action was again light at Wednesday's Barton County Commission meeting. The only agenda item for the May 31 meeting involved the transfer of unexpended funds from 2022 into the 2023 budget. County Administrator Matt Patzner presented the item to the commission for approval.

"It is the county's practice to transfer unexpended funds from one year to the next," he said. "After discussions with the commissioners, and in light of uncertainty with the economy, the proposed transfers will better position the county for the future."

The total capital improvement transfer was $1,015.799.21, including $720,000 to the general fund, $196,799.21 to the federal funds exchange, and $99,000 to special bridge. Another $583,200.79 was transferred to equipment replacement, including $483,000 to the general fund and $103,200.79 to road and bridge.

"That will bring our beginning 2023 reserve balances for capital improvement to $6,179,043.43," Patzner said, "and for equipment replacement, $4,169,242.54."

Patzner also noted those figures are based on beginning balances for 2023, and do not reflect any expenditures thus far this year.

Barton County Sheriff's booking activity (5/30)

Most track athletes at the Kansas State High School Activities Track and Field State Championships at Wichita State University's Cessna Stadium have spent years perfecting their craft. Then there are guys like Ellinwood's Koy Behnke. The senior had track experience but entered two new events this year. The result was a bronze medal in the Class 2A 100m dash Saturday, and a state championship in the 200m dash.

"Throughout my track career in middle school and high school, I've always been a middle-distance guy," Behnke said. "I was all right at it throughout the years; I was most likely going to do that at Cloud County next year. Coach (Andrew) Gower decided to put me in sprints."

The move paid off immediately. Behnke finished the 100m dash in 10.97 on May 5 to rank sixth among Class 2A sprinters. He posted a 22.41 in the 200m dash a week later to rank No. 3 in the class. Behnke won regional championships in the 100m dash (11.17) and the 200m dash (23.23).

There was a big hurdle in the Class 2A field in Wichita: defending state champion Isaiah Bates of Pleasanton, who entered state with the fastest 100m dash time in Kansas this spring. Friday in Wichita, Behnke posted the fastest 2A preliminary time in the 200m dash in 22.55, followed by Bates in 23.07. Saturday morning, the pair flipped in the 100m dash prelims.

Bates pulled up early in the 100m dash finals Saturday afternoon, crossing in 11.44 for eighth. In a still-loaded field, Moundridge sophomore Kaden Elmore took the gold in 10.95, closely followed by Inman junior Tanner Heckel in 10.96, and Behnke in 10.98 for the bronze. St. Marys-Colgan junior Tucker Harrell placed fourth in 11.17.

"At the start, I thought I was going to get last place," said Behnke. "I got out of the blocks really slow. I was behind all of them by a good four meters. I was luckily able to get my top speed and get really close to them. At the end, we had no idea who won."&nbsp;

Bates was a scratch for the 200m dash finals later Saturday. Behnke answered the call with the gold in 22.82. Elmore ran second in 23.00, and Sedan senior Levi Dowell placed third in 23.29.

"I was really hoping I was going to be able to race against him in the 200," Behnke said of Bates. "I think it would have been a really, really close race. I beat him in the preliminaries by more than 0.5 seconds."

Behnke won his gold by 0.18 seconds - too close to call until his name popped up as the winner on the scoreboard inside the stadium. 

"I was just so tired at the end of that race," he said. "It didn't really hit me until (Monday or Tuesday). It's an amazing experience racing in front of all of those people from all around the state. I hope I can never forget about it."

Behnke was also part of two relay teams for the Eagles. He joined Matthew Cook, Logan Panning, and Bryce Steffan on the 4x400m team that finished out the season with a third-place medal. The 4x100m team of the same runners false started and did not have a finishing time.

"Matthew and I were our returning seniors to that that team," Behnke said. "We had two more new relay runners. Matthew and I, I think, were great leaders to them. We were able to push them throughout the year and finish with a third-place medal at state."

Behnke was also a key piece of the Ellinwood basketball team for several seasons. He will continue his running career at Cloud County Community College next year.

Barton County Commission meeting agenda (5/31)

It was a successful weekend to the start of Great Bend Bombers Baseball 16U season. This group of boys just got done playing at the KSHSAA state tournament Thursday, May 25. They took Friday off and enjoyed the success they had during the high school season. However, one day off was all they needed to get back on the diamond and compete in the 18U Big Fire Oklahoma City Memorial Classic. 

Coach Chris Umphres stated, “We had this tournament on our schedule early knowing that we would be able to cancel if the boys made it to spring state baseball. However, when the Panthers won regionals, I asked the boys and parents what they wanted to do and the majority wanted to get the Bombers season going right away.” 

Bombers Baseball 16U is comprised of sophomores and younger from Great Bend and a player from Hoisington and Ellinwood. This first tournament in OKC over the weekend had other 16U, 17U and 18U teams participating. 

Bombers Baseball 16U went 4-1-1 on the weekend and beating the two teams that they lost too and tied in pool play later on in bracket play. 

“These young players play with a chip on their shoulder and know that they can compete with anyone. They have been told over the last year or two that they weren’t ready to play at a high level of baseball despite all the success that they have had by playing Bombers Baseball over the years. I have confidence in them and want to put them in situations to learn the game and get better throughout their careers,” Umphres said. 

Bombers Baseball 16U pitched 10 different players over the course of six games in two days. The team outscored opponents 45-34, stole 15 bases and threw out three runners. 

The best team Bombers played was in the semi-final game against Tulsa Rawlings Tigers. Tigers pitcher was a big lefty throwing 88-90 MPH and had a great breaking ball. The Bombers scored 4 runs on 2 hits and 4 walks against this pitcher. Bombers were able to knock him out of the game after throwing 72 pitches in just two innings. Tigers brought in another good lefty arm for the remainder of the game. The two lefty pitchers struck out Bombers hitters 12 times. 

Koehn Ribordy pitched a great game and only allowed 4 earned runs and striking out 6. However, Bombers were able to steal 7 bases over the course of the game. Including Daxton Minton stealing home on the catchers throw back to the pitcher to take the lead and eventually winning 7-6. 

Umphres stated, “The Tigers coach told me that a young group of players from a small town in Kansas wasn’t supposed to beat this Tulsa team. That was a great win for our guys and showed them that playing the game aggressively can put pressure on opponents. We really worked on proper stealing techniques offensively and holding runners defensively. The difference in that game was our 7 stolen bases vs 0 stolen bases for the Tigers. Both teams had left handed pitchers throwing which usually shuts down the running game.”

Great Bend Bombers baseball team wins OKC tournament

Jack A. Hartle, 86, of Hutchinson, died May 28, 2023, at Hospice House, Hutchinson. He was born April 9, 1937, in Hutchinson, to Kale Floyd and Martha Maxine (Stahl) Hartle.

Jack graduated from Lyons High School in 1955, and Kansas State University in 1971, Manhattan, with a Bachelor’s degree in Broadcast News and Communications. He was the News Director for Eagle Radio, Great Bend.

Jack was the previous owner of Jack’s Café, in Lyons.

Jack was a huge college football fan, K-State, in particular. He enjoyed pheasant hunting and horseback riding when he was younger. Jack enjoyed his job as a News Director and was even in the Radio Broadcaster Hall of Fame. He also spent his time remodeling houses. Jack had an odd sense of humor, but he was very funny.

He was a loving a devoted husband, father, grandfather, great-grandfather, and great-great-grandfather.

On August 10, 1985, he married Alice Jeanette Johnston, in McPherson. They shared over 36 years of marriage before her passing on May 20, 2022.

Jack is survived by: sons, Alan (Valorie) Hartle, The Villages, FL, and Jerod (Melissa) Hartle, Hutchinson; step-daughters, Julie Kitston and Susan (Mark) Mattison, both of Hutchinson; adopted son, Christopher (Kara) Hartle, Hutchinson; and many grandchildren, great-grandchildren, and great-great-grandchildren.

He was preceded in death by: his wife; parents; son, Gregory Hartle; and step-daughter, Glenna Mitchell.

Cremation has taken place. A private graveside service will be held at Lyons Municipal Cemetery at a later date.

Memorials are suggested to Disorders of Chromosome 16 Foundation, in care of Elliott Mortuary, 1219 N. Main, Hutchinson, KS 67501.

USD 428 Foundation awards $23K in mini-grants to teachers

The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued a public health advisory update due to blue-green algae.&nbsp;

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. The state of Kansas recognizes three advisory levels:&nbsp;

A&nbsp;Hazard status&nbsp;indicates that a harmful algal bloom is present, and extreme conditions exist. &nbsp;

A&nbsp;Warning status&nbsp;indicates that conditions are unsafe for human and pet exposure. &nbsp;Contact with the waterbody should be avoided.&nbsp;

When a warning is issued, KDHE recommends the following precautions be taken:&nbsp;

A&nbsp;Watch status&nbsp;means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.&nbsp;

During the watch status, KDHE recommends the following precautions be taken:&nbsp;

Advisories are&nbsp;Lifted&nbsp;when cell densities and toxin concentrations dissipate to levels&nbsp;below&nbsp;the Watch thresholds.

KDHE investigates publicly accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions. &nbsp;

If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.&nbsp;

 </figure>The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued a public health advisory update due to blue-green algae.&nbsp;A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache.  <li>Signage should be posted at all public access locations.</li><li>It is recommended that either a portion of the lake or the entire lake or zone, be closed to the public.</li><li>In some cases, the adjacent land should be closed as well. Actual setback distances will be determined on a site-specific basis, if necessary.</li><li>When partial closures (i.e., beach or cove) are issued, the remaining lake or zone area will carry a warning status.</li>
 </ul>A&nbsp;Warning status&nbsp;indicates that conditions are unsafe for human and pet exposure. &nbsp;Contact with the waterbody should be avoided.&nbsp;When a warning is issued, KDHE recommends the following precautions be taken:&nbsp;<ul>

The Great Bend Recreation Commission Youth Theatre Production is still looking for a few young actors and actresses. Charm, comedy and enchantment are rolled into one to create this year's children’s theatre production "The Adventures of Rikki-Tikki-Tavi". Great Bend youth theatre looking for young actors

This is the time to fertilize warm-season lawn grasses such as bermudagrass, buffalograss, and zoysiagrass. These species all thrive in warmer summer weather, so this is the time they respond best to fertilization. The most important nutrient is nitrogen (N), and these three species need it in varying amounts.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bermudagrass requires the most nitrogen. Bermudagrass used on athletic fields needs about 4 lbs. nitrogen per 1,000 sq. ft. during the season.&nbsp; High-quality home lawns are often given 3 pounds per 1000 square feet and low maintenance areas can get by on 2 lbs.. Apply this as separate applications, about 4 weeks apart consisting of 1 lb. N per 1,000 sq. ft. starting in early May for athletic fields.&nbsp; It is already too late for the May application, but the June application is just around the corner. The nitrogen can come from either a quick- or slow-release source. So any lawn fertilizer will work. Plan the last application for no later than August 15. This helps ensure the bermudagrass is not overstimulated, making it susceptible to winter-kill.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Zoysiagrass grows more slowly than bermudagrass and is prone to develop thatch.&nbsp; Consequently, it does not need as much nitrogen. In fact, too much is worse than too little. One and one-half to 2 pounds N per 1,000 sq. ft. during the season is sufficient. Split the total in two and apply once in early June and again around mid-July. Slow-release nitrogen is preferable but quick-release is acceptable. Slow-release nitrogen is sometimes listed as "slowly available" or "water insoluble."

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Buffalograss requires the least nitrogen of all lawn species commonly grown in Kansas. Barton County Sheriff's booking activity (5/26 - 5/29)

Pickleball went from an obscure sport developed in 1965, into a hugely popular sport over the last decade. Now there's gaga ball. Thanks to Olivia Herrman, the next trending sport has a place to grow in Ellinwood. In her pursuit of becoming an Eagle Scout, Herrman made installing a gaga ball pit in the Ellinwood city park the goal of her community service project.

"Gaga ball is a game, it can be played in an octagon ring or hexagon ring," Herrman explained. "Basically, you have walls in whatever shape you have. You stick a ball in and then everybody gets inside and hits the ball around, trying to hit each other knee or below. If you get hit knee or below, you're out, and the game continues until there is one person standing, who is the winner."

The 17-year-old Herrman estimates she has at least 50 hours of work in the project individually, but she's received assistance from other Scouts, the City of Ellinwood, friends, and her parents. A member of Troop 7153 in Ellinwood, she can now go before an Eagle Board of Review to see if she has earned the Scouts' top rank.

"I talk to the board and we go over everything I've learned in Scouts," she said. "So all the knots I've learned, the things I've memorized like the oath and the law, and so much more. They decide if I have successfully learned what I need to, and if I'm going to be accepted."
