Storm damage to the roof at Great Bend High School and an explosion next door to the new USD 428 Support Services Building are just a pair of exhibits as to the importance of property and casualty insurance. Thursday morning, the USD 428 Board of Education approved a new contract with the Kansas Educational Risk Management Pool for $463,702.30. Superintendent Khris Thexton said that's $180,000 more than the last contract.

"It is a large increase, but we've added two new buildings to our coverage," he said. "Their value is way more than what we currently have with the current buildings. I knew it was coming. I was hoping it wouldn't be that high but you can't not have property and casualty insurance."

The coverage will be good from July 1, 2023 through June 30, 2024. The pool mirrors that of the district's health insurance policy.

"You see surrounding states that are going to these styles of programs mainly because if you don't have a big claims year, that money goes right back into your pool and you can build off that," Thexton explained. "It's not going to, say, a company that's managing that program."

The policy includes a $25,000 deductible for wind, hail, and water damage, and a $10,000 deductible for all other peril, including vandalism, fire, and theft.

Los Cabos Fajitas House in Great Bend does more than serve Mexican food. In November, the restaurant flashed some community pride by installing metal letters spelling "Great Bend" along its Main Street entrance. That art inspired Park Elementary Principal Kelsey Sciacca to do something for her school in downtown Great Bend.

"We took that to our Site Council and they thought it was a great idea," Sciacca said. "Janis Link actually took on finding out how she could get those made, where they came from. She did some research and ended up having Scott's Welding build them here in Great Bend. Janis went ahead and donated those to Park School."

Link was a longtime secretary at Park School. So far, the letters have been a big hit with students and staff since being installed midway through summer school.

"It was a big surprise," said Sciacca. "They did not know we were doing that. Our staff did not know we were doing that. We've had a lot of positive reaction from them. A lot of schools want to get them now. It just added a little bit to our school and made it a real positive, inviting environment out there."

Park School was one of five elementary schools in the district offering free lunches during the summer. Round one of the program ends on June 30. Round two of free meals runs weekdays from July 10-28 with grab-and-go meal packages from 11 a.m. to 1 p.m. at Eisenhower, Jefferson, and Riley schools.

Great Bend elementary school adds new color to front entrance

Neighbors helping neighbors is a Kansas way of life - and it applies not only to combining a wheat field down the road for folks down on their luck, but also to those in need around the world. 

It was a Kansas farmer who first proposed the idea of sharing grain with countries in dire need nearly 70 years ago. Today, another Kansan - First District U.S. Representative Tracey Mann of Salina - is helping carry that torch by leading legislative efforts to keep the food in now well-established U.S. food aid programs.&nbsp;

“Kansas wheat producers are proud to continue a tradition of championing food aid programs that provide high-quality wheat to those in need,” said Kansas Wheat CEO Justin Gilpin. “These programs have saved lives and built goodwill all in one simple gesture, and we are proud to support the push to keep the food in food aid.”&nbsp;

Peter O’Brien, a young farmer and rancher from Cheyenne County, first suggested donating grain to countries in need during a county meeting in September 1953. Those comments sparked a grassroots movement, leading to the Agricultural Trade Development and Assistance Act in 1954, sponsored by U.S. Senator Any Schoeppel, Claflin, and signed into law by President Dwight D. Eisenhower, Abilene - both Kansans.&nbsp;

The pillar of today’s modern food aid programs was a common goal: provide people in developing countries with a secure food source, and they will do more than survive. As their economies recover and thrive, they become new potential buyers of U.S. exports.&nbsp;

For decades, the implementation of food aid programs stayed true to this purpose, purchasing and donating U.S.-grown commodities, like wheat, to countries in need. Wheat has been a staple in the fight against global hunger, accounting for roughly 20 percent of the calories consumed globally. In recent years, however, the programs have shifted to transferring cash and purchasing commodities from foreign competitors with U.S. dollars.&nbsp;

“This shift has diminished transparency and accountability, reduced the procurement and shipment of American-grown food for hungry people, and jeopardized more than six decades of bipartisan support for our international food aid programs,” Mann said.&nbsp;

To correct the course of U.S. food aid programs, Mann, who represents the Big First Congressional District, jointly introduced the “American Farmers Feed the World Act of 2023” with U.S. Representatives John Garamendi (CA-08), Rick Crawford (AR-01), and Jimmy Panetta (CA-19) on June 22.&nbsp;

The legislation seeks to ensure U.S.-grown commodities remain the cornerstone of international food aid by ending the Food for Peace program’s utilization of cash transfers overseas - along with restoring transparency, accountability and efficiency to the program.&nbsp;

“The American Farmers Feed the World Act of 2023 supports more Kansas wheat going to more people around the world who are in need,” said Brian Linin, U.S. Wheat Associates Board of Directors member, Food Aid Working Group member, and farmer in Goodland. “This legislation is an opportunity to make sure taxpayer dollars are spent in a manner that truly makes an impact on global hunger. Commodities produced by U.S. farmers should always be the first choice when it comes to international food aid programs.”&nbsp;

From casual conversations in St. Francis to press conferences outside the U.S. Congress, the principle of neighbors helping neighbors, particularly by providing secure access to food, remains an ideal Kansans will continue to champion.&nbsp;

“This bill puts a stake in the ground,” Mann said. “It’s a noble thing to feed hungry people, and we should use American commodities as we do it.”

🎙Post Podcast: County Edition - Juvenile Services Director Woodmansee

The Kansas Board of Regents recently published the list of 2023 All Star High Schools, which included Great Bend High School.

The “All Star” designation is the culmination of numerous programs implemented by GBHS staff in the area of college and career readiness.

During the 2022-2023 school year, GBHS hosted an Apply Kansas Event and FAFSA Event to support families in completing both college and financial aid applications. Another new event added was a College &amp; Career Signing Day to celebrate all of the different paths GBHS seniors chose to pursue after graduation.

“We want to be intentional about preparing our students for life beyond high school,” said Lacy Wolters, GBHS ACT &amp; Career Coordinator. “These efforts, partnered with our internship program, are a true collaboration between our school and the community. Preparing our workforce is a team effort.”

Great Bend High School named 2023 All Star School

PAWNEE COUNTY—One person died in an accident just before 12:30p.m. Saturday in Pawnee County.

The Kansas Highway Patrol reported a 2004 GMC Envoy driven by Zona Rhoades, 25, Kinsley, was southbound on 100 Avenue at Q Road a mile and a half north of U.S. 56.

The driver lost control of the SUV. It traveled into the east ditch and rolled.

A passenger identified as 17-year-old Drew Edward&nbsp;Craghead of Jetmore was pronounced dead at the scene and was transported to Beckwith Mortuary.&nbsp; EMS transported Rhoades to Wesley Medical Center.&nbsp; They were not wearing seat belts, according to the KHP.

4th of July at Fort Larned – Celebrate our nation’s history

The Shafer Art Gallery will unveil its next exhibit “Reclaimed Creations,” by Sayaka Ganz, with a reception at 6:30 p.m. July 7, featuring a screening of a video about the artist, comments by the director, and light refreshments. The exhibit runs through August 12. Admission is free.

Gallery Director Dave Barnes said Ganz creates animals and sea fauna using reclaimed plastic objects. These castoffs are used like brush strokes. She describes her style as “3D impressionism.”&nbsp; Sculptures in the exhibition include animals in motion which are rich in color and energy and create an illusion of realistic form.

“We have been waiting for this exhibit a couple of years now and are very excited to finally be able to share it with our Barton County patrons,” he said. “We love to show work that appeals to everyone, and this exhibit is delightful. It is a must-see summer visit for the whole family.”

Ganz was born in Yokohama, Japan and grew up living in Japan, Brazil, and Hong Kong. She received a Bachelor of Fine Arts degree from Indiana University, Bloomington, and a master of fine arts degree in sculpture from Bowling Green State University in Ohio. Ganz was the subject of a video entitled “SAYAKA GANZ: Danz Della Natura,” which was produced by the Hermann Geiger Foundation and is available&nbsp;<a href="https://player.vimeo.com/video/62684324" target="_blank" rel="nofollow">here</a>.&nbsp;

“My work is about perceiving harmony, even in situations that appear chaotic from the inside,” she said. “When observing my sculptures up close, one might see gaps, holes, and items being held on only by small points; step away, however, and the sculptures reveal the harmony created when the objects are aligned to the same general (but not identical) direction. Similarly, it is important to gain perspective by stepping back from current problems and looking at the larger picture. Then one can perceive the beauty and patterns that exist.”

Shafer Gallery to host reception 'Reclaimed Creations' exhibit

The Fourth of July holiday is officially on Tuesday. Many will take to the streets to light fireworks in honor of the nation's 247th birthday. Where those people live will determine when those fireworks may be legally discharged. All municipalities ask that trash from the fireworks be picked up in a timely manner.

In unincorporated areas of Barton County, the discharge of fireworks is limited to July 4 between 8 a.m. and midnight. Within Great Bend city limits, that time is limited to 10 a.m. to midnight. Hoisington City Administrator Jonathan Mitchell said fireworks discharge is also limited to July 4 in that city.

"Some places have expanded that but ours is just on the Fourth itself, from 7 a.m. to 11 p.m.," he said. "Obviously, we appreciate when the community goes out and cleans up after themselves. You're supposed to clean it up the next day. We have had a few people make some reservations for barricades to close off their streets. We allow them to do that if they request that in advance but, unfortunately, the window has passed for that request."

Encounter Church, 601 Patton Road in Great Bend, will host its All-American Celebration on Sunday, July 2, starting at 6:30 p.m. and culminating with a fireworks show. The Great Bend Bat Cats will also have fireworks following the All-Star game that evening at Veterans Memorial Park. The city of Great Bend will hold its fireworks show at the Expo Complex after dark on Monday, July 3.

PRATT COUNTY—One person died in an accident just after 4:30p.m. Friday in Pratt County.

The Kansas Highway Patrol reported a 2015 Honda motorcycle driven by Gino Oglie Zavatta, 67, Apache Junction, Arizona, was northbound on Kansas 61 sixteen miles northeast of Pratt

The motorcycle crossed the center line to pass a vehicle.&nbsp; A southbound 2017 Freightliner semi driven by Samuel Ghebremeskel, 31, Las Vegas, struck the motorcycle.&nbsp;

Zavatta was pronounced dead at the scene.&nbsp;Ghebremeskel was not injured. Zavatta was wearing a helmet, according to the KHP.

Man dies after motorcycle, semi crash in Pratt County

ELLSWORTH COUNTY—One person was injured in an accident just before 6p.m. Friday in Ellsworth County.

The Kansas Highway Patrol reported a 2002 Freightliner semi driven by Robert R. Denton, 53, Lyons, was eastbound on Avenue V at 10th Road in Lorraine.

The driver failed to yield to southbound traffic and struck a 2020 Honda Pilot driven by Melissa J. Rolfs, 38, Lorraine.

EMS transported Rolfs to the hospital in Ellsworth. Denton was not injured. Two juveniles present in the Honda. Juvenile record protected data, according to the KHP.

Kansas woman hospitalized after semi, SUV crash

The Substance-Use Program at The Center for Counseling &amp; Consultation recently received a big boost, thanks to a grant from the Foundation for Opioid Response Efforts (FORE).

The $150,000 gift supports the local program as it expands its care and treatment for opioid and substance use.

“I think it is fantastic that a foundation in New York acknowledges that the need for opioid-use treatment reaches far beyond its home state,” said Wendy Lockwood, The Center’s chief operating officer who applied for the grant. “Providing funds across multiple states demonstrates the reality that opioid-use disorder can impact anyone, anywhere.”

FORE granted funds to programs in seven states. (See related story.)

“The prevalence of people seeking treatment for opioid-use disorder, or any other behavioral-health issue, varies depending on demographics,” Lockwood said. “However, it is very important to note that opioid-use disorder may affect anyone regardless of age, race or social status.”

Awareness of this issue tends to be higher in metropolitan areas and along both coasts, Lockwood indicated, noting news outlets regularly report on the crisis in New York and California.

“Those living in the Midwest and particularly in rural areas tend to be less aware of the crisis in our own communities – until it impacts them, or their family or friends,” Lockwood commented. “But regardless of geography, it is important to address access to care and treatment.

“The Center greatly appreciates this opportunity to partner with FORE,” she added. “It allows us to enhance access to opioid- and substance-use treatment for central Kansas residents.”

Kevin Ford, licensed addiction counselor, recently was named director of The Center’s Substance-Use Program.

“We offer a well-rounded approach that focuses on the whole person,” Ford said. “Working with our entire team to offer a continuum of care is awesome.”

The Center for Counseling &amp; Consultation is a Community Mental Health Center serving Barton, Pawnee, Rice and Stafford counties. Professionally trained personnel offer: individual and group therapy; marriage and family counseling; community-support services; community-based services; psychosocial rehabilitation; peer support; and medication management. The Center awarded opioid-use treatment grant

Wheatland Electric Cooperative Inc., recently completed a member-wide customer satisfaction survey in which over 230 anonymous members scored Wheatland Electric Cooperative, Inc. higher than any other measured utility company.

The member responses were sent to the American Customer Satisfaction Index (ACSI®), a company that measures customer satisfaction across multiple industries throughout the entire United States.

For 2023, Wheatland Electric received an ACSI score of 92 out of a maximum score of 100, the highest score the cooperative has received to date.

“We are thrilled to receive our latest ACSI score. We have been working hard over the past few years to improve member satisfaction through our capital credits program, new young adult member engagement events, supporting community initiatives through our Sharing Success Fund, and supporting our local food banks through Cram the Van each fall,” Bruce W. Mueller, CEO/general manager, said. “We are thankful to our coop membership for ranking us among some of the best coops across the country!”

Members at Wheatland’s 2023 Annual Meeting, held on April 26, 2023, across eight meeting locations in southwest and central Kansas, were asked to complete the survey, with the option of remaining anonymous prior to submission. Over 230 written responses were collected and submitted to ACSI.

Wheatland’s score is higher than all 2023 investor-owned utility scores and municipal utility scores. It places Wheatland 20 points higher than the average investor-owned utility scores score of 72, as well as 21 points higher than the municipal utilities score of 71, per the industry ratings in the 2023 ACSI Utility Sector Report.

Wheatland Electric receives high customer satisfaction score

Do you have a hard time getting enough sleep in the summertime? You might blame an irregular schedule or longer days, but there are a few factors that science proves to lead to fewer zzz’s in the summertime.

1. Reduced melatonin production. Longer days lead to greater sunlight exposure in the evenings. While this is great to help you fit in a walk, spend time in the garden, or catch a baseball game, evening light exposure delays the hormone production of melatonin. This results in difficulty falling asleep, and over time, it can decrease the amount of sleep you get each night.

2. Increased core body temperature. The heat that accompanies the summer months often leads to an increased body temperature that suppresses your ability to fall asleep and stay asleep. According to one study, restorative deep sleep is less in those who have a higher body temperature (1). This means that the vital processes of tissue repair, memory restoration, and immune system function may be reduced for those who can’t cool down at night.

3. Age plays a role. Throughout the life cycle, sleep quality and quantity drastically decrease. This factor alone can result in fatigue, and the increased daylight hours of the summertime can add even more stress to the body. You might blame an irregular schedule or longer days, but there are a few factors that science proves to lead to fewer zzz’s in the summertime.1. Reduced melatonin production. Longer days lead to greater sunlight exposure in the evenings. While this is great to help you fit in a walk, spend time in the garden, or catch a baseball game, evening light exposure delays the hormone production of melatonin. This results in difficulty falling asleep, and over time, it can decrease the amount of sleep you get each night.2. Increased core body temperature. The heat that accompanies the summer months often leads to an increased body temperature that suppresses your ability to fall asleep and stay asleep. According to one study, restorative deep sleep is less in those who have a higher body temperature (1). This means that the vital processes of tissue repair, memory restoration, and immune system function may be reduced for those who can’t cool down at night.3. Age plays a role. Throughout the life cycle, sleep quality and quantity drastically decrease. subject was reported near the intersection of 10th Street and
McKinley Street Thursday evening. 
Police Chief Steve Haulmark said a “road rage” incident occurred near the
intersection when one subject allegedly flashed a gun. "Our initial investigation revealed a driving incident where one of the drivers became upset and produced a handgun," said Haulmark. "We're continuing to investigate and it will be referred to the Barton County Attorney's Office for determination of charges."

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. Public health advisories for Kansas lakes due to blue-green algae

We all want our phones to have a strong signal when we are trying to scroll through memes and videos or more importantly when we need directions to our next destination, and thanks to people like Barton alumnus and mobile phone tower engineer Tinashe Muzenyi we can all have whatever information or entertainment we need at the ready and in high speed.

Muzenyi works for Accenture in Texas and while working in the Wichita area, he recently came back to the Barton campus to reminisce and catch up with individuals that had a positive impact on his life.

“It was a much-needed experience,” he said. “Barton played a very crucial role in shaping me into who I am today.”

Muzenyi is from Zimbabwe and being so far away from home, he found comfort in being able to talk to his advisor Kristin Connell.

“It's very easy to talk to her,” he said. “I left my whole family back home and then you come to a new environment and a new country, and you don't know anybody. She was so welcoming and really helped me get settled. She was very instrumental in getting me on the right track, obviously for school, but also just to navigate the different realms of the social life around college. I’m so very grateful for all of that.”

After two years at Barton from 2017-2019, Muzenyi continued his education and earned his bachelor’s degree in electrical and electronics engineering from the University of North Texas and landed his job shortly after. He said his time at Barton helped prepare him for his four-year school as well as his career.

“Barton is a great place,” he said. “It’s a more intimate setting, and you get to know so many people so much faster than at a four-year. I also had a chance to be an athlete and learning how to juggle all that with my classes helped me. It’s just a great place to start, also I was around various international students as well, so there are a lot of different cultures and it was very instrumental in shaping me into who I am today.”

In early May, the Barton County Commission, with a deal from the Kansas Department of Transportation, approved the replacement of the county's last remaining fracture-critical bridge a mile east of Kiowa Kitchen. Wednesday morning, the body approved a bid to replace the bridge on East Barton County Road. County Engineer Barry McManaman outlined the project to commissioners.

"It's one that we've been in discussions with for quite a few years wanting to get it replaced because it's a narrow bridge, 19 feet wide," McManaman said. "Farm equipment has some trouble getting through there. In fact, it can't get through there. We received a KDOT Kansas Local Bridge Improvement Program grant under which they will pay 85 percent of the construction costs, and Barton County is responsible for the remaining 15 percent."

The county received four bids to replace Off-System Bridge No. 202. Engineers from Kirkham Michael estimated replacement could cost more than $833,000. Great Bend's L&amp;M Contractors submitted the low bid, which was approved by the commission, at $605,603. The contract includes a Nov. 13 start date, though construction could begin as early as August or September.

"KDOT has the upcoming 4-lane project east of town that they're in the design phases on," McManaman said. "A benefit during construction, if we can get this bridge replaced now, then the farmers are going to be able to get through there with their wide loads."

The bridge is approximately 100 years old. Per the grant, Barton County will pay the full $605,603 to have the project completed, then receive $514.762.55 from KDOT upon completion.

Triple-digit temperatures mean it certainly feels like the right weather to harvest wheat, but producers and elevators alike are feeling behind schedule. Wheat harvest has shifted west, moving into areas with more extreme drought conditions and more abandoned acres. The wheat acres that remain are coming in below average, but slightly better than expected, while producers adjust their harvesting to address pressure from late-growing weeds.&nbsp;

At the Nebraska border, Neil Bekemeyer started harvest on Monday, June 26, and expects to finish up in the next few days. In Washington County and up into Nebraska, Bekemeyer had hail on Wednesday night, which did not break the hollow wheat stems, but did have a bit of shatter. Wheat fared better than corn, much of which was blown over in the wind.&nbsp;

Bekemeyer was surprised at the yields he was seeing, especially considering the moderate amount of weeds below the canopy. Outstanding varieties included AgriPro Bigfoot and LCS Valiant - with test weights coming in between 58 and 60 pounds per bushel.

In Riley County, Kansas Wheat Commission board member, Nathan Larson has mixed feelings about this year’s wheat crop. He recalled how difficult it was to get his crop in last fall because there was too much moisture to even get into fields. He still thinks there was moisture in the ground to help the wheat grow, but his stands did not fill out with tillers like he had hoped, and he had more weed pressure.&nbsp;

Larson has been delivering Syngenta Monument crop to the local elevator in Leonardville, where test weights have not been great at an average of 58 pounds per bushel. Overall, his crop is averaging 30 bushels per acre.&nbsp;

“It’s a disappointing year, but when you think about southwest Kansas, it’s not a BAD year,” Larson shared.

Back in central Kansas, Del Adcock of Bartlett Grain in Great Bend reported the area is about 10 days to two weeks behind normal. So far, they’ve taken in about 20 percent of the wheat they expect to receive. Test weights are good, averaging 60 pounds per bushel and above, with higher-than-average protein.&nbsp;

Adcock said yields are averaging in the high 20s to low 30s with a range from the teens to 50 bushels per acre. Weeds are everywhere, due to thin stands and the crop maturing later than normal.&nbsp;

Bartlett Grain has a six-county draw radius and Adcock expects to receive about half the wheat of an average year. Sitting on a short line rail line, the facility will send wheat to their core business in Mexico as well as company-owned flour mills in Coffeyville, Kansas, and North Carolina.&nbsp;

There’s little excitement about this year’s crop, as approximately 40 percent of acres were abandoned and yields on the remaining wheat are much lower than average.&nbsp;

“Everybody’s ready to have harvest done and out of the way,” Adcock said.

In the northern part of Barton County, Dean Stoskopf reported even higher abandonment, estimating up to 90 percent of local acres would not be harvested due to extreme drought conditions. Some of Stoskopf’s fields went a year without an inch (or some even a half inch) of moisture. The majority of the county finally moved out of D4 (exceptional) drought, thanks to rains in the past two weeks, but more rain is needed to keep that status at bay.

“If it doesn't rain, we’ll be right back in exceptional drought,” Stoskopf said.&nbsp;

Stoskopf abandoned 80 percent of planted acres and chose not to spray the remaining 200 acres. As a result, he decided to use only a conventional combine, which handles the ever-growing weeds better than his other rotary head. He noted 100-degree weather also helps chop weeds a little bit easier.&nbsp;

Stoskopf cut his first field on Wednesday with final results coming in just above crop insurance estimates at 23 bushels per acre, acceptable 12 percent moisture, excellent test weight at 60 pounds per bushel and good protein at 12.8 percent. The only surviving variety on his operation is PlainsGold Whistler, which benefitted from last-minute moisture as a late-maturing variety.&nbsp;

“What survived isn’t doing too bad, but there aren’t many acres of it,” Stoskopf said. “There just is not a whole lot of wheat coming in.”&nbsp;
