Many a party guest has been entertained by a game of musical chairs. Barton County will play its own version of the game at the Barton County Courthouse. As part of the HVAC Renovation Project, several offices will change locations. Most notably, the treasurer's office will move from the second floor to the first. Commission Chair Shawn Hutchinson called it the easiest and least expensive way to accommodate the public.

"Every department is equally as important here in Barton County," he said. "I truly believe that. But, 90 percent of our foot traffic is going to the treasurer. Bringing that to the ground floor makes a lot of sense. It takes wear and tear off our elevator; it puts less people trying to go up and down those stairs."

County Administrator Matt Patzner said the moves will add $226,778.76 to the renovation cost. Much of that will come from remodeling to current administrator and human resources office on the first floor to house the treasurer's office.

"To facilitate the move, it is suggested Emergency Risk Management occupy room 102, the administrator and human resources occupy room 108, and the engineer and mapping be moved to room 206 where the treasurer's office was," Patzner told the commission.

The treasurer's office and most county operations were moved to the former JC Penney building at 1500 Kansas Ave in July. County personnel was set to tour the old courthouse building for updates Tuesday morning.

There are five Barton County start-up businesses vying for $50,000. The
Ignite Rural Business Competition, organized by the Great Bend Economic Development,
will take place Thursday, Oct. 5 to award funding to
entrepreneurs wanting to create a business idea. The list started with 31
individuals or groups pitching an idea, and judges narrowed the list to five finalists.


Great Bend Chamber of Commerce CEO Megan Barfield said even the contestants
that did not make the final cut are still promising prospects of business ideas
potentially coming to Barton County.


"Just because a certain business didn't get into the top five, doesn't mean it's a bad idea," said Barfield. "It's just for the purposes of this specific competition, choices were made for what we think the sharks are going to be looking for. It was exciting for me to sit back and see all of the cool ideas and things that are already being done that people are working on."&nbsp;

The competition finale will take place at the Crest Theater in Great Bend
Thursday at 7 p.m. The public is invited to attend the event and support the
addition of new entrepreneurs in Barton County.


"So many businesses were started in the back of somebody's trunk, in their garage or in their mom's basement," said Barfield. "It was just an idea and it started from there. I would say we probably have 80 to 85-percent of our businesses are entrepreneur-based versus a larger corporation."

Network Kansas has partnered with Great Bend Economic Development to provide
$95,000 to the winners. Along with $50,000 to the winner, $30,000 will be
awarded to second place and third place gets $10,000. Those in attendance will have
a chance to vote for their favorite business proposal, and $5,000 will be given
to the “people’s choice” winner.&nbsp; &nbsp;&nbsp;

The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Bunker Hill public water supply system located in Russell County.

Customers should observe the following precautions until further notice:

The advisory took effect on October 2, 2023 &nbsp;and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a loss of pressure. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

The skies above Kansas will be full of pilots making the rounds later this week as part of the Fly Kansas Air Tour, hosted by the Kansas Department of Transportation and Kansas Commission on Aerospace Education. Great Bend Airport Manager Martin Miller said that includes a stop in Great Bend on Friday, Oct. 6.

"The number they gave for this event was 30-50 pilots with their aircraft had signed up to do the tour," he said. "It's a three-day tour. Great Bend is going to have day two, and they leave in the morning on Friday from Dodge City."

The pilots are scheduled to be in Great Bend from 9:45 to 10:45 a.m. that morning. The tour includes an educational element with presentations related to science, technology, engineering, and math, as well as discussions about jobs and the economic impact associated with aviation.

"USD 428 has arranged for, I think, six buses of fifth graders to be here when they arrive," Miller said. "They'll spend time talking to the pilots and looking at the aircraft."

The tour begins on Thursday, Oct. 5 with four stops in Western Kansas. Day two includes stops in Great Bend, Wellington, Hutchinson, and Salina. Emporia and Topeka stops make up the final day of the tour on Saturday.

Publicly sorting out the root of the reason why the SRCA Dragstrip in
Great Bend is closed has been left up in the air. The SRCA, and their volunteer
board, canceled the 2023 race season because the racing surface was unsafe and
needed substantial remedial work. The City of Great Bend, the owner of the
track, noted in July that repairs to the recently surfaced track are a legal
matter and were advised not to discuss the details of the proceedings.

If or when the track will be repaired have yet to be answered, but a few racers went
before the Great Bend City Council Monday night to voice their support of keeping
the track. Caleb McDonald was introduced to junior drag racing at the age of
seven at the SRCA.


"This year, since SRCA has been closed, we've been having to go around to different tracks, like Topeka and Denver," said McDonald. "That's quite a drive, especially having to spend a couple hundred dollars on fuel. Sure did find out we're pretty spoiled here. I appreciate all your (city / city council) work in trying to get things back going. I hope we see it open back up sometime soon."&nbsp;

For $1.6 million, Suchy Construction completed the reconstruction of the
historic dragstrip in May 2021. The SRCA notified the city there were several
high spots on the surface which required grinding. Grinding and polishing the
track exposed air pockets in the concrete, leaving holes throughout the
dragstrip. SRCA board members questioned if the project was done right in the first
place and the proper steps to fix the issues were not taken. 

Joe Fross has been
coming down to the race track since 2001.


"If you watch NHRA races on FOX (television) you'll see some of the equipment they're using to prep the track, tractors, rotators, sprayers...SRCA owns the same equipment that those guys are using on TV," said Fross. "That comes from investing the money right back into the race track."

The SRCA was formed in the 1950s.&nbsp; &nbsp;&nbsp;

The Kansas Community Corrections Act provides grants to Kansas Counties to develop and maintain a range of programs for adult offenders assigned to Community Corrections agencies. A Comprehensive Plan (grant application) was submitted that established the goals for Fiscal Year 2023. The Year End Outcomes then set out the results at the year's close and require the review and approval of the Barton County Commissioners as the Administrative County for the Judicial District.

&nbsp; &nbsp;B. SOLID WASTE: Repair of Caterpillar 826K Compactor Transmission: &nbsp; &nbsp; &nbsp; -Jennifer Hamby, Solid Waste Director, will present details. The Barton County Landfill operates a Caterpillar 826K Compactor. In May, the transmission failed and was repaired. Foley Industries has determined that trash buildup caused overheating of the&nbsp;transmission, resulting in the failure. Under the rebuild warranty, the Landfill is responsible for $31,599.57 of the repairs.

&nbsp; &nbsp;C. BARTON COUNTY EMPLOYEE HANDBOOK: Update – Policy 302, Holidays / Holiday Pay and Policy 302.1, Holiday Premium Pay: &nbsp; &nbsp; &nbsp; -Matt Patzner, County Administrator, will provide details. It is suggested that Policy 302, Holidays / Holiday Pay and Policy 302.1, Holiday Premium Pay, be revised. Proposed revisions include an update of observed holidays as well as clarification to the process of paying employees that physically work on actual holidays.

&nbsp; &nbsp;D. ADOPTION OF THE 2023 / 2024 AUTHORIZED POSITIONS LISTING: &nbsp; &nbsp; &nbsp; -Mr. Patzner will provide details. It is suggested that the following revisions be made effective this date: Register of Deeds be reduced to 2 full-time employees, Communications be reduced to 14 full-time employees and a notation be made to the listing: When staffing at Communications falls to a minimum of 8 persons, the Director is herein authorized to hire temporary employees until said staffing shortage is resolved. Resolution shall include a minimum of 8 fully trained persons. Persons on a provisional period shall not be included in this count.

&nbsp; &nbsp;E. COURTHOUSE HVAC IMPROVEMENT PROJECT: Change Request No. 6: &nbsp; &nbsp; &nbsp; -Mr. Patzner will present details. Barton County has requested certain operational updates to the Heating, Ventilation and Air Conditioning improvement project. This includes moving the Treasurer’s Office to Room 107, allowing for easier access for the public. To facilitate the move, it is suggested that Emergency Risk Management occupy Room 102; the Administrator and Human Resources occupy Room 108 and that the Engineer and Mapping be moved to Room 206.

&nbsp; &nbsp;F. DISTRICT CORONER: Appointment of Special Deputy Coroner: &nbsp; &nbsp; &nbsp; -Mr. Patzner will provide details. Dr. Patrick Stiles was reappointed as District Coroner effective January 1, 2023. At the recommendation of Stafford County, Dr. Stiles requests that Jill Burbank be appointed as a Special Deputy Coroner.

&nbsp; &nbsp;G. COMMISSION UPDATE: Kansas Legislative Policy Group Annual Meeting: &nbsp; &nbsp; &nbsp; -Commissioner Barb Esfeld will provide details. You know it’s fall when the weather gets cooler, and Fort Larned’s Candlelight Tour is just around the corner.&nbsp;

This year’s tour theme is music. Just like today, music was an important form of entertainment for the solders, officers and their families at frontier Army posts like Fort Larned. Whether it was someone playing an instrument for others to listen to, or people singing along, it helped while away the off-duty hours for everyone. The tour vignettes will highlight different ways that people used music to entertain themselves.

The tour will be on Oct. 14 with reservations beginning on Oct. 2 at 8:30 am. Reservations can only be made by phone at 620-285-6911.&nbsp;&nbsp;The first tour will leave at 7:30 p.m. and then every 15 minutes afterwards, until the last tour leaves at 10:15 p.m. for a total of 12 tours. Each tour has space for 20 people and reservations will be taken on a first come, first served basis.&nbsp;

Fort Larned Candlelight Tour with a music theme in 2023

Not only is Brooke Vratil new to Renue Salon, Spa and Fashion Boutique, so are some of the services she offers.

Vratil, a 2020 Great Bend High School graduate, is available now to provide eyelash lifts and tints, and eyebrow laminations. She also offers facials and pedicures.

“A lash lift and tint could be compared to a perm for your eyelashes,” Vratil said. “We simply change the shape and sometimes the color of your natural lashes.”

Lamination lifts and smooths eyebrows so they are sleeker and neater, and look fuller.

“I am really eager to offer these new services at Renue Salon,” said Vratil, Great Bend. “I have been here just a short time but am already bringing in new clients for eyelash and eyebrow treatments, as well as the facials and pedicures.

“Renue has such a good reputation in the area and word-of-mouth is spreading about the new eye treatments. I look forward to building a strong clientele.”

In addition, she noted, “everyone here is so welcoming and personable; it really is quite a team. My colleagues and I connect with one another and I feel like I have found many new friends.

“I was initially attracted to Renue because it is more of a spa than just a salon,” she added. “Now I can add another attraction – the people and the great services they offer.”

Vratil earned an associate’s degree in health science at Barton Community College in 2022 and graduated from Hays Academy of Hair Design this year.

Brooke Vratil brings new services to Renue Salon & Spa

USD 428's Support Services building on East 10th Street in Great Bend survived some hiccups, namely the large explosion of a neighboring residence in March. Now, the district is ready to show off the $4.82 million facility that will house its Central Kitchen and Maintenance, Grounds and Transportation departments. Public Information Director Andrea Bauer encourages the public to attend an open house on Wednesday, Oct. 11, from 3:30 to 6:30 p.m.

"We're going to have tours of the facility, some freshments, and we'll give you a job while you're there, too," she said. "We've got some openings we want to highlight. It's just a great opportunity while we're welcoming in the community, let them tour and consider what it might look like to work for USD 428."

The district purchased the existing structure and surrounding property at 625 E. 10th Street in December 2021 for $1.55 million. In August 2022, the board of education approved plans to renovate the building. Renovations were expected to begin in January of this year but started in late 2022. Large components of the project included a new HVAC system and new equipment for the kitchen.

"Our Central Kitchen and Maintenance/Transportation, those departments impact students in real ways," Bauer said. "It's impressive the work they do. We're excited to open the doors and really bring in the community to showcase this. There's a lot more efficiency. It's a great opportunity to see how we can better serve our students and community."

It's just a great opportunity while we're welcoming in the community, let them tour and consider what it might look like to work for USD 428."The district purchased the existing structure and surrounding property at 625 E. 10th Street in December 2021 for $1.55 million. In August 2022, the board of education approved plans to renovate the building. Renovations were expected to begin in January of this year but started in late 2022. Large components of the project included a new HVAC system and new equipment for the kitchen."Our Central Kitchen and Maintenance/Transportation, those departments impact students in real ways," Bauer said. "It's impressive the work they do. We're excited to open the doors and really bring in the community to showcase this. There's a lot more efficiency. It's a great opportunity to see how we can better serve our students and community."The Open House will also include a job fair with the district seeking applicants for a plumber, bus drivers, and food service workers. The Kansas Department of Health and Environment (KDHE) recently released data through the Kansas Violent Death Reporting System (KSVDRS) details between 2016-2020, nearly 1 in 3 Kansas youth who died by suicide experienced behavior and mental health challenges in school at the time of death.

HUTCHINSON, Kan. — Kansas U.S. Senator Dr. Roger Marshall spoke to reporters on Zoom Monday morning to explain his no vote on the stopgap spending bill passed over the weekend.

"I made it very clear from the very beginning, that I would vote for no funding for Ukraine, not a single dollar for Ukraine, unless we secured the border first," Marshall said. "I said that I would not do any more of these stopgap measures that we're doing, these continuing resolutions, as well. I said I wouldn't do any more of those and I wouldn't do any big omnibuses, that I will vote against those very consistently."

Marshall wants to see budgets passed with everyone doing their homework on time. That didn't happen here.

"The Budget Act of 1974 states a very clear process, what we should do when it comes to budgeting and setting up our appropriation process," Marshall said. "It has deadlines and dates on it. It starts with the first Monday in February, that the President shall submit their budget. President Biden was a month late with that. That sets up a domino of problems and he's not alone. It's unusual for a President in the past two decades, three decades, to submit a budget on time. Then, it has dates for Congress to do its work, as well. By April 15, we should submit a budget resolution that gives us top-line numbers for the appropriations commitees to work with. Basically, Congress totally ignores that process."

There are no real consequences for missing those deadlines, at this point.

"What happens if the President doesn't submit his budget in time? There's really no recourse," Marshall said. "I'll be working with my friends to try to come up with some type of sticks, so to speak, to encourage, to basically force the President to get the budget on time and for Congress to get a budget resolution done in time, as well."

The vote passed the Senate 88-9 and funds the government for 45 days.

 </figure>NICK GOSNELL Hutch PostHUTCHINSON, Kan. — Kansas U.S. Senator Dr. Roger Marshall spoke to reporters on Zoom Monday morning to explain his no vote on the stopgap spending bill passed over the weekend."I made it very clear from the very beginning, that I would vote for no funding for Ukraine, not a single dollar for Ukraine, unless we secured the border first," Marshall said. "I said that I would not do any more of these stopgap measures that we're doing, these continuing resolutions, as well. I said I wouldn't do any more of those and I wouldn't do any big omnibuses, that I will vote against those very consistently."Marshall wants to see budgets passed with everyone doing their homework on time. That didn't happen here."The Budget Act of 1974 states a very clear process, what we should do when it comes to budgeting and setting up our appropriation process," Marshall said. "It has deadlines and dates on it. It starts with the first Monday in February, that the President shall submit their budget. President Biden was a month late with that. That sets up a domino of problems and he's not alone. It's unusual for a President in the past two decades, three decades, to submit a budget on time. Then, it has dates for Congress to do its work, as well. By April 15, we should submit a budget resolution that gives us top-line numbers for the appropriations commitees to work with. Basically, Congress totally ignores that process."There are no real consequences for missing those deadlines, at this point."What happens if the President doesn't submit his budget in time? There's really no recourse," Marshall said. Marshall explains no vote on stopgap spending bill

Motorcycles, barbecue, and getting together for a good cause. Brothers in Blue MC is a nationally-known motorcycle club comprised of first responders and military servicemen and women. On Saturday, Oct. 14, the local chapter will host a barbecue competition as a way to raise funds. Club President Keith Kennon said the event will take place at Kansas Trophy Experience just south of the bridge on US-281 near Great Bend.

"It's a barbecue competition," he said. "It's open to the public to compete. We have three different categories, and it's $75 an entry per category. If people just want to come out and hang out and donate a portion of whatever they feel like, they can eat as well."

The day will feature t-shirt sales, a 50/50 raffle, and the club will also have several items to raffle off. Kennon said there will be music for most of the day, but the barbecue competition really begins at 5 p.m. Competitors will be judged by Kansas City Barbecue Society-certified judges. The goal is to have a good time and raise money to help local families in need.

"It goes to our club and we use that for purposes of setting up fundraisers for other people," said Kennon. "If an unfortunate situation happens with a family and they're in desperate need, we can pull something together and try to help raise that family some money. It doesn't have to be a law enforcement family, or a firefighter family, or anything like that. We take it case by case and do what we can."
