Visits for the Cottonwood Extension District include a community open forum on Tuesday, November 7th, from 5:30-7 pm at the Great Bend Events Center. On Wednesday, November 8th, a water management session will be held at the Kansas Wetlands Education Center from 9-10 am.

Also on Wednesday, November 8, child-care partnerships will be a focus of a discussion in Hays from 11:30-1. Following that event,&nbsp;prospective students and their families are invited to attend an event at The Strand in Hays from 6-7:15 pm.

GBRC: Stop 'N Learn - Diabetes: You are in control

The City of Great Bend invites the community to the much-anticipated ribbon cutting ceremony and open house for the state-of-the-art Great Bend Justice Center, located at 1121 Baker Avenue. The event will take place on Friday, Oct. 20, beginning at 10 a.m., with remarks to commence outside the newly constructed facility. The Great Bend Chamber of Commerce is hosting the ribbon cutting celebration.

This moment marks the culmination of the collaborative efforts of the community and the work of city officials. The Justice Center not only represents a significant investment in the community's safety and well-being but also symbolizes a commitment to improved workplace environment allowing the City to retain and recruit the best for Great Bend.

The event itinerary includes the following highlights:

- 10:00am: Commencement of the ribbon cutting ceremony and inaugural remarks at the Great Bend Justice Center with Great Bend Chamber of Commerce President Megan Barfield, Great Bend City Administrator Brandon Anderson, Police Chief Steve Haulmark, and Mayor Cody Schmidt.

- Following the ribbon cutting ceremony, attendees will have the opportunity for guided tours of the facility and enjoy refreshments, allowing an up-close look at the new 20,000-square-foot Great Bend Justice Center, which houses the police department and municipal court.

The new municipal court room will be dedicated at a later date and time to retired city attorney Bob Suelter in honor of his 42 years of service to the City of Great Bend. Suelter retired in November 2021 as the City Attorney.

The groundbreaking for the $9 million project took place on Sept. 12, 2022, and was spearheaded by Wichita construction firm McCown Gordon, with the GLMV Architecture of Wichita serving as the project's architect.

Continental Pools arrived to town to begin the layout of the new splash pad to
be installed at Veterans Memorial Park. Great Bend staff was expecting a
tentative November start date for the installation of the $680,000 project.
 Assistant City Administrator Logan Burns said Continental Pools is stripping
the vegetation in the area and will begin main drains and piping this week.
 "Right now we have it situated approximately 35 feet north from the sidewalk," said Burns. "It's near the bathrooms. This will give us several options just to see what that entrance to the splash pad looks like."

The splash pad will be 50' x 70' on the north side of the park and
will feature a 3,000-gallon storage tank to recycle the water. The project is
expected to take three to four months to complete.


Funded through the .15% quality of life sales tax, the city will consider
additional features surrounding the splash pad in the future, such a shelter to
be rented out for parties.&nbsp; &nbsp; &nbsp; &nbsp;&nbsp;

Getting to work on new Great Bend splash pad

U.S. operators set an all-time record for crude oil production last week. According to the Energy Information Administration, domestic output averaged 13,218,000 barrels per day last week. That's the best weekly tally ever, 140,000 barrels per day higher than the previous record set in March of 2020. EIA says the total is up 298,000 barrels per day from a week ago and nearly 1.3 million barrels per day higher than a year ago.

Crude-oil inventories increased by 10.2 million barrels, the biggest weekly increase in stockpiles since February. The total, not including the Strategic Petroleum Reserve, is over 424 million barrels as of October 6. The government said U.S. crude imports averaged 6.3 million barrels per day, an increase of 115-thousand barrels per day.

Friday the 13th proved lucky for crude operators last week, after prices jumped by nearly five dollars. Friday's settlement on the Nymex for November light sweet crude was $87.69 per barrel, up $4.78 on the day. That's the highest closing price in nearly two weeks. Lunchtime prices Monday were slightly lower, trading over $87 in New York and a few cents over $90 a barrel in London. Kansas Common crude at CHS in McPherson starts the week at $78 a barrel spiking more than four dollars on Friday.

The Rotary Rig Count from Baker Hughes was 622 active drilling rigs, adding four oil rigs and subtracting one gas rig from last week's count. The total in Texas four rigs. New Mexico was down two.

The Kansas Rig Count from Independent Oil and Gas Service is up three east of Wichita to 15 active rigs, and unchanged at 25 rigs in Western Kansas. The weekly tally is up eleven percent from a month ago but down 32% from a year ago. Drilling was underway on Friday on four leases in Ellis County and one in Stafford County.

Kansas operators have spudded 1,019 wells so far this year, down 24% from year ago. Total footage drilled lags last year by nearly 26%.&nbsp; Regulators approved 50 new drilling locations statewide last week, with 40 new permits in eastern Kansas and ten west of Wichita including one in Ellis County. Independent Oil and Gas Service reports operators in Kansas completed 30 new wells last week.

Regulators in the #3 crude-producing state reported three-percent production growth in August. North Dakota crude output topped 1.2 Million barrels per day. The state's Department of Mineral Resources says preliminary numbers reflect an all-time record for natural gas production at more than 3.3 Million cubic feet per day.

Exxon Mobil and Pioneer Natural Resources jointly announced an all-stock merger agreement worth more than $60 BILLION. The combined company will boast reserves of 16-BILLION barrels in the Permian Basin of Texas and New Mexico. Output is expected to double to roughly 1.3 million barrels per day. That could grow to about two million barrels per day in the next four years.

The government reports U.S. crude-oil exports during the first half of this year averaged a fraction less than four million barrels per day. That's the highest level since Congress lifted the ban on crude exports eight years ago. EIA has reported a number of firsts and records during the first six months of this year. The U.S. set records for the export of propane and petroleum products. Production totals continue to approach the record, with July output up to the 2nd highest ever.&nbsp;&nbsp;

Barton County's move from the courthouse to three other buildings during the HVAC Renovation Project was not easy for anyone. It was especially difficult for the Register of Deeds office staff. That office had to move more than 1,000 books, each weighing between 10 and 30 pounds, to the temporary office located in the old JC Penney building at 1500 Kansas Ave. Register of Deeds Glennda French said the summer heat was no help.

"It was the middle of July," she said. "We first started just packing up in a little wagon and started moving a few over throughout the day. That became a struggle."

Former Register of Deeds Pam Wornkey and her husband, Tim, brought down a trailer that sped up the process, but each book still had to be picked up several times during the move. The books contain a literal written history of the area.

"Most of the books we have are documents from the beginning of Barton County," said French. "Back then, they would keep them, then eventually they were copied onto these pages. If you open up a book, it will have the document itself in there, and that's how it used to be done."

The system has been updated. The old books have been scanned and can be accessed digitally. New documents are scanned and kept digitally, and everything is indexed in a ledger book within a day. But that does not make the old books obsolete.

"Sometimes the image that is on the computer that has been scanned in is not clear enough to read so we might need to pull a book to see the actual document that is in the book," French said. "It's sometimes more legible."

All the county's general records and deeds are in an open area at the temporary location and can be accessed. Mortgage records are kept in storage due to a lack of space. 

French recently saved the county money by eliminating a position in the office, which is open Monday through Friday, 8 a.m. to 5 p.m. French and Clerk Jennifer Waters are happy to assist the public with any questions.

Books in Barton Co. Deeds office tell the history of the county

Inflation is driving up the cost of goods and services everywhere. That is technically true for an annual maintenance agreement the Barton County Commission approved Tuesday morning. Barton County Communications Director Dena Popp said the maintenance contract for a Voice Logger that was jointly purchased with the Barton County Attorney's Office increased just five cents from a year ago.

"In 2018, communications partnered with the county attorney's office to purchase a Voice Logger," she told the commission. "This logger is used to create audio recordings from telephones and radios throughout the communications center."

The logger creates audio recordings from telephones, radios, microphones, and other sources that can be used to improve emergency services and assist in investigations. The annual contract expires in November and was renewed Tuesday for $9,553.  

"This is very beneficial to the county attorney's office as well," said Popp. "I can sort through the recordings for any incidents they need and electronically transmit it to (Casey Hubbard, investigator for the county attorney's office). Casey does what he needs to do for the investigation side."

Eighty-two percent of the fee will be paid through the 911 Tax Fund, and the county attorney's office will pay the remaining 18 percent.

With a 4-0  showing at the Western Athletic Conference tournament Saturday in Dodge City, Great Bend High School Volleyball Coach Shelly Duvall dipped her toes into the history books. Her 181 career wins are already the most by any GBHS coach, but the 30 wins this year put her in a tie for most in a single season. With her mother. 

Duvall's success at GBHS is generational. Her mother, Jackie Cook, coached the Lady Panther volleyball team to a 145-77 record from 2001-06. Duvall's grandfather, Jack Bowman, strung together some of the greatest cross country and track and field seasons in school history. The school's track meet in the spring was named after Bowman in 2022. 

"I would definitely say I was destined to be a coach since the day I was born," Duvall said. "Papa Jack and my mother have been probably the two biggest inspirations in my life as far as how to treat kids and love the kids you are coaching, and showing passion for what you do."

Kelsey Sciacca won 158 games in her tenure as GBHS volleyball coach. Duvall entered the 2023 season with 151 career wins and has surpassed Sciacca's mark. She is now knocking on the door of the single-season record.

"At the beginning of the season, I told the team there was something special with this group," said Duvall. "I don't know what it was at the time, but I knew they were going to do something big. I just wasn't quite prepared for the season they've had so far."

Duvall has done her winning at a good rate. Her career win percentage has climbed to .653 this year, which also ties her with her mother, and ranks her second only to Mike Minton (.761) among coaches with at least 100 matches.

"We've had some great athletes come through in the last six years that I've been here," Duvall said. "The credit goes to them and the coaching staff I've had here the last few years."

Minton won 29 games and led the Lady Panthers to state in 2000. Cook took over the program the following year, resetting the record book with a 30-9 season and a school-best third-place finish at state. Current Lady Panther Basketball Coach Cindy Beck was named Player of the Year that season, and Cook was named Coach of the Year by several outlets.

Cook remains active in sports. For years, she has worked at the state track meet in Wichita. She still runs the clock for the Panther football and basketball teams. 

"She kind of stays away from anything volleyball-related because she still has her old-school opinions and it's pretty funny," said Duvall. "Of course, I always ask her after matches what her input is. She always has great things to say other than missed serves. She still just cannot stand them."

Bowman coached cross country for 12 seasons at GBHS, winning a boys' state championship in 1999 and finishing second in 1998. The Lady Panthers won five straight WAC titles to end his tenure, and the boys won four of those years. His Panther boys' track teams finished third at state in 1994 and 1995, and the Lady Panthers finished second at state in each of his last three seasons. 

Duvall's lineage also made an impact prior to coaching. While a student at Ellinwood High School, Duvall set the school record for most career volleyball assists. Duvall, throwing the old javelin before the change in 2002, also set the school record in that event at 135 feet, 8 inches.

"I was a jav thrower," she said. "I did hurdles only because someone made me do them, which was my mother. I fell in love with being outside and being part of a dominant team and doing something outside of the realm of what everybody tends to like to do.  Papa Jack was an inspiration not only as a coach but as a human being in general."

Duvall's Lady Panthers will host a Class 5A sub-state tournament on Saturday, Oct. 21. Great Bend is looking to advance to state for the first time since 2020. After taking some time off in the winter, Duvall returns as the javelin coach for the Panther track teams in the spring.

"Being part of a legacy family in coaching is kind of why I keep doing what I'm doing," she said. "Once I get to the point of not enjoying it anymore, that will be my sign to walk away. Right now, I'm enjoying it to the fullest."

In June, the Great Bend City Council approved an ordinance that
regulated the operation of short-term rentals, or Airbnbs. One of the
guidelines requires Airbnb owners to get at least 55% of adjacent owners within
200' to sign an affidavit approving of the Airbnb in their neighborhood. The
City of Great Bend anticipated giving the owners two months to get properly
licensed and up to code with the new regulations. 

At Monday’s city council
meeting, a pair of Airbnb owners voiced concerns over the ordinance. Terri Bahr
owns two short-term rental properties in Great Bend.


"I have these two properties that have been in business," said Bahr. "What if all of a sudden I have new neighbors move in that don't like this as a property. Am I just out of business? Is the investment that I made and the reputation that I built done? What do I tell my guests that are planning to come to stay? The new neighbors don't like it so now I'm out of business?"

As stated in June, the purpose of the ordinance is to balance the rights of
owners’ ability to rent out properties and preserve the neighborhood. 


Jared Chansler has operated an Airbnb at 1604 Main Street for a year and a
half. Chansler said he’s in a unique situation because his property is located
downtown, surrounded by businesses. 


"I have zero residences around my business," said Chansler. "I feel it is not fair for me as a business to have to get permission from other businesses to operate my business downtown. Who am I supposed to ask from Landmark Bank for permission to have an Airbnb downtown? Who am I supposed to ask from Farmer's Bank &amp; Trust?"

Both Bahr and Chansler suggested a committee reevaluate the ordinance.&nbsp; &nbsp;&nbsp;

Barton County Commission meeting agenda (10/17)

According to the Kansas Department of Transportation, 37 percent of single-vehicle accidents in the state last year involved a collision with a deer. That number is even higher during the fall season as deer breeding season picks up. Barton County Sheriff Brian Bellendir said deer activity is already on the rise.

"The other problem that's going on is they're cutting milo and corn right now," he said. "That disturbs their habitat and flushes a lot of them out. Most deer strikes occur during the early morning hours or early evening. Dawn and dusk, it seems like that's when we get a lot of them struck."

Deer rarely travel alone, so drivers who see one deer should be on the lookout for more. Drivers should reduce speeds near wooded areas or green spaces, or near water sources where deer are most active. Using bright lights when possible will help drivers see the reflective eyes of deer. The biggest tip officials offer each year is to never swerve to avoid a deer.

"It's your natural instinct to try and steer around them but you may steer into oncoming traffic," said Bellendir. "You could run off into the ditch and strike a driveway or solid object. Most of the time, you just try to brake and get stopped before you hit them."

Shawn Steward, public and government affairs manager with AAA Kansas, said the average vehicle claim involving an animal strike was $7,000 in 2022. Collisions involving deer or other animals with property damage totaling more than $1,000 must immediately be reported to the nearest law enforcement agency.

Deer again active on roads in Barton County, throughout Central Kansas

On Monday, Oct. 16, at about 8:30 a.m., the Barton County Sheriff’s Office executed search warrants at two separate locations in the City of Great Bend. Sheriff’s deputies and detectives had been working for several weeks on a cocaine distribution investigation.

Warrants were served simultaneously in the 2200 block of Heizer Street and in the 1700 block of Washington Street. Sheriff’s officers located cocaine, currency, firearms and drug paraphernalia. The Sheriff’s Office requested the assistance of the Great Bend Fire Department to force entry into a safe. The firemen were successful and further evidence was found.

Arrested at the Heiser Street location was Fausto Hernandez Junior, age 31 of Great Bend. Hernandez was transported to the Barton County Jail without incident where he was booked on requested charges of distribution of cocaine and criminal use of a firearm. He’s being held in lieu of a $100,000 bond. Fausto Hernandez also had an outstanding warrant for attempting to flee and elude, which carries an additional $1,000 bond. 

Evidence found at the scene implicates other individuals and further arrests are expected.

The initiative aims to highlight best practices in blood pressure control, raise awareness about the significance of maintaining healthy blood pressure levels, and educate our communities about the contributing factors, and implications of high blood pressure.

A recent survey shows most women do not recognize that heart disease is their number one health threat. We know that many different factors contribute to blood pressure control and heart health.

Know The Numbers Blood pressure is the force your blood puts on your artery walls. If this pressure is too high, called hypertension it can damage your heart over time. A blood pressure of less than 120 systolic and less than 80 diastolic is considered normal and healthy by the American Heart Association.

Heart Healthy Habits Lifestyle habits such as physical activity and nutrition play a large part in keeping your heart healthy. Many risk factors for developing high blood pressure are modifiable, which means you have the power to change them. Getting enough physical activity each week (150 minutes) and strength training twice a week are the current recommendations. The DASH (Dietary Approaches to Stop Hypertension) Diet and the Mediterranean Diet are two diets recommended for both heart and brain health.

Cut out Tobacco Use Smoking, vaping and other tobacco use harms nearly every part of the body including the heart. Nicotine raises your heart rate and blood pressure. It’s never too late to quick smoking, vaping or using tobacco products.

Monitor your Blood Pressure Checking your blood pressure regularly is important. You can make an appointment with your health care provider or visit a blood pressure station. Purchasing a monitor and self-monitoring is also an option.

Managing Blood Pressure Before, During and After Pregnancy Work with your provider before you get pregnant can set you up for success during and after pregnancy. During pregnancy discuss signs and symptoms of preeclampsia with your provider and self-monitor your blood pressure at home. If you experienced high blood pressure during pregnancy you are at risk of having other complications after birth. Pay attention to how you feel.

Link between Mental and Heart Health Mental and physical health are closely related. People who experience chronic stress, depression, and anxiety for a long period of time are more likely to develop conditions like high blood pressure, which can lead to heart disease. It is also common for people to develop mental health conditions after having an event like a heart attack. Managing stress and mental health symptoms is important for proper heart health.

Somewhere within the Great Bend Public Lands Department there is a
folder consisting of 200-plus pictures and instructions on how all the
Christmas lights around town are supposed to be installed. 

Public Lands
Director Scott Keeler said his crews are starting to dive into that folder as
the process to begin the light displays will start just before Halloween. 


"We plug in everything and check them," said Keeler. "Those displays have tube lights, and the tube lights are rated for 10,000 hours. The majority of these were built in the early 2000s. It's an ongoing rotation or splicing in places that can be done. Sometimes we have to tear them down and rewire everything."

Keeler added crews will start with decorating light poles, then work on
displays within the Great Bend Brit Spaugh Zoo, make their way to Veterans
Memorial Park and eventually finish downtown with the displays around the Barton
County Courthouse. 

There will be new displays this year, but if you want to
know what they are you will have to come check out the lights this holiday
season.

"We plug in everything and check them," said Keeler. "Those displays have tube lights, and the tube lights are rated for 10,000 hours. The majority of these were built in the early 2000s. It's an ongoing rotation or splicing in places that can be done. Sometimes we have to tear them down and rewire everything."Keeler added crews will start with decorating light poles, then work on
displays within the Great Bend Brit Spaugh Zoo, make their way to Veterans
Memorial Park and eventually finish downtown with the displays around the Barton
County Courthouse. There will be new displays this year, but if you want to
know what they are you will have to come check out the lights this holiday
season."No preview," said Keeler. "It's going to be a surprise. The guys are looking at making some more improvements. It'll be a few more things that are animated."Installing all the light displays usually takes a few weeks and is done in time
