The Barton County Commission on Tuesday approved an agreement with the Kansas Department of Transportation (KDOT) covering the roughly two-mile expansion of U.S. 56 into a four-lane roadway with a grassed median from the eastern Great Bend city limits to the U.S. 56-K-156 junction.

"The agreement specifies future maintenance and administrative responsibilities for the relocated local road connections that will be constructed," said County Engineer Barry McManaman. It also outlines the terms of the county's 10% local match for the estimated $18 million project.

In lieu of a $1.8 million payment, KDOT agreed to credit the county's expenditures on two already-completed hot-mix overlay projects on NE 30 Road, provided the county pays for the replacement of a bridge on NE 20 Avenue at NE 3 Road. State officials said these improvements will also benefit the expansion effort.

The total cost for these comes to about $2 million, which will satisfy the match requirement, he said.

Improvements will include adding two new lanes, reconstructing existing lanes to create a four-lane divided expressway, improving the K-156 intersection with a recommended "unsignalized" "Green T" layout, and limiting highway access for safety.

Additionally, three access points will be removed and relocated to improve safety and limit conflicts, McManaman said. These include:

· The East Barton County Road entrance onto U.S. 56 will be removed and redirected to intersect with Kiowa Road.

· On NE 40 Avenue, the access point on the north side of U.S. 56 will be removed and relocated to a frontage road with access from K-156.

· A north-side field entrance east of Fort Zarah State Park will be removed, with a new access point established.

The project is in the early design/study phase but is not yet funded for construction. The bid letting is planned for 2030.

With the cost of the undertaking increasing over time, "this (agreement) caps what we have to contribute so we don’t owe any more," said Commission Chairperson Tricia Schlessiger.

"This was a tough decision for me," said Commissioner Shawn Hutchinson. Although he questioned spending county tax dollars on a state highway, he recognized the economic benefit to the county.

"If you want to lower property taxes, you can cut services ... or you can grow your population," he said. The expanded U.S. 56 will help promote this growth.

This project was identified as a high regional priority during meetings with local officials and residents and was selected for the 10-year Eisenhower Legacy Transportation Program (IKE) Construction Pipeline in September 2023.

The state will begin right-of-way acquisition closer to the project start date.

The Kevin Wiltse family has been selected as the recipient of the 2025 Kansas Leopold Conservation Award®.

The award honors farmers, ranchers, and forestland owners who go above and beyond in the management of soil health, water quality, and wildlife habitat on working land.

Kevin Wiltse and his wife Amanda and their three children farm with his mother. Wiltse Family Farms consists of native range and dryland cropland near Timken. They were presented with the $10,000 award at the Kansas Association of Conservation Districts’ Annual Convention.

Given in honor of renowned conservationist Aldo Leopold, the award recognizes farmers and forestland owners who inspire others with their dedication to environmental improvement. In his influential 1949 book,&nbsp;A Sand County Almanac, Leopold advocated for “a land ethic,” an ethical relationship between people and the land they own and manage.

Kansas landowners were encouraged to apply, or be nominated, for the award this year. Applications were reviewed by an independent panel of agricultural and conservation leaders from Kansas.

ABOUT KEVIN WILTSE Kevin Wiltse’s conservation journey began on a bus.

He traveled with his father to Dakota Lakes in 1996 to learn about soil health. The day after returning home, they sold their tillage equipment and bought a no-till drill. But soil health success didn’t come overnight, nor was it achieved relying solely on not tilling the soil.

Ever since that fateful trip, Kevin’s commitment to conservation has driven him to challenge conventional approaches and pursue untested methods of farming. The result has been a more profitable business, one less reliant on commercial inputs and subsidies, while balancing agricultural productivity with ecological integrity.

One of the most transformative aspects of his strategy has been successfully transitioning more than 500 acres of conventional cropland to native perennial grasses and forbs, without cost-share assistance. By fostering deep-rooted plants, he improves soil structure, enhances water retention, and mitigates the impact of drought.

Enhancing biodiversity while preventing erosion is why Kevin also began growing cover crops within his normal rotation of crops. The presence of continuous ground cover provided more options to graze beef cattle year-round.

Beyond individual farming techniques, Kevin’s success lies in his mindset. He partners with nature rather than trying to control it. This philosophy drives experimentation with interseeding crops, biological amendments, and perennial cool-season planting. Each practice reinforces his farm’s ability to withstand unpredictable weather and market conditions.

Kevin made sweeping changes to the farm’s business model after attending the Ranching for Profit School in 2013 amid a three-year drought. He decided to rely less on cash crops and more on grazing cattle.

The large, intact land base at Wiltse Family Farms has made grazing and moving livestock easier. The borders of farm fields, planted with diverse perennial vegetation, are fenced in to serve as travel lanes between pastures for cattle. These perennial borders attract beneficial pollinators and pheasants. About 30,000 feet of water lines were installed to distribute water to stock tanks. The only cash crops grown now are, milo, triticale and rye, all of which can double as forage for livestock and wildlife.

Kevin credits rotationally grazing livestock on cover crops and diverse perennial pastures with accelerated restoration of the soil. His pastures have remained green during recent periods of drought. More grass on the ground attracts more wildlife and insects, which Kevin considers a good indicator of success.

Kevin’s impact extends beyond his own farm with speaking engagements and mentoring other landowners. Leading experts in regenerative agriculture seek his insights. Yet, he admits that 30 years ago as a Kansas State graduate, he was more concerned with crop yields than soil health and bird habitat.

“You need to be at your place and time to do this,” he said.

Much like the bus tour he took years ago, he encourages others to visit farms and ranches that utilize conservation practices, and to then experiment on a few acres at home.

Peers and visitors are consistently inspired by Kevin’s quiet and humble stewardship. His willingness to test and refine methods is pushing conservation agriculture forward, while establishing a model for future generations.

Crude oil prices hover at or near four-year lows. Kansas Common crude starts the week at $48.25 per barrel, after dropping $1.25 on Friday. That's the lowest posted price at CHS in McPherson since October 16. The monthly average price drops to $49.57 per barrel. The last time that monthly average was less than $50 was in February of 2021.

US futures prices have only dipped this low four times in the last four years. At just over $58 a barrel, near-month NYMEX crude was nearly a dollar lower on the day Friday, but about half a dollar higher than a week ago. Prices were nearly half a dollar higher by lunchtime on Monday.

US crude production drops slightly from last week's all-time record, but remains above 13.8 million barrels per day for a second week in a row. The Energy Information Administration reports a weekly production average of 13,834,000 barrels per day, down 28,000 daily barrels from a week ago, but good enough for second-best. The four-week average sets a new record over 13.7 million, and cumulative production so far this year is at an all-time high just under 13.5 million barrels a day.

EIA reports another half million barrels added to the Strategic Petroleum Reserve, now just under 411 million barrels. That's up more than 46 million barrels since refill operations resumed in April of last year at $35 a barrel less than what we sold it for three years ago.

Commercial inventories dropped by 3.4 million barrels to just over 424 million. That's about five percent below the five-year average for this time of year.

After a major adjustment last week, crude-oil exports make a major readjustment this week.&nbsp; Crude exports jumped fifty percent, more than a million barrels a day, after a similar decline last week. Exports are over four million barrels a day after dropping below three million last week. The four-week average is up five percent at just under four million daily barrels.

Crude imports increased by 729,000 barrels a day to just under six million barrels a day. The four week average is down 16 percent from a year ago.

The Rotary Rig Count from Baker Hughes up up two oil rigs and two gas rigs for a US total of 554 active rigs. The breakout for horizontal rigs is up by five. The statewide tally in Wyoming is up three rigs.

The number of inactive, or "cold stacked" drilling rigs is up by four across Kansas. The weekly Kansas Rig Count from Independent Oil and Gas Service is unchanged statewide, but down one active rig in eastern Kansas and up one west of Wichita. The total of 17 active rigs is down ten percent from a month ago and nearly 40 percent lower than a year ago. Drilling was underway on Friday on a lease in Finney County and another in Gove County.

Independent Oil and Gas Service reports 15 new well-completions this week, with eight in eastern Kansas and seven west of Wichita, including one each in Barton and Haskell counties.

State regulators okayed nine new drilling locations, with seven in Western Kansas including two new permits in Stafford County. That's 607 new permits so far this year, compared to just over a thousand a year ago.

The World's third-largest oil-and-gas company is going all-in on AI. Chevron has chosen a site in West Texas for its 5,000 megawatt natural-gas powered data center, in what Bloomberg calls a new line of business to capitalize on the boom in artificial intelligence. The announcement did not identify the end-user, or put a price on the project, but the company said it expects to make a final investment decision early next year, and could begin operations the year after that.

Western sanctions against Russia are kicking in in a very big way. Reuters reports sanctions are cutting Russia's oil and gas revenue by 35 percent to just under 6.6 BILLION dollars in November. Meanwhile Bloomberg reports Russia is offering India its deepest discounts in two years. Most Indian refiners have skipped placing orders for Russian crude.

In an announcement last week, the Trump Administration officially scrapped a drilling ban in the mammoth arctic landscape known as the National Petroleum Reserve-Alaska. The reserve is described as 23 Million acres of tundra and wetlands, roughly the size of Indiana, teeming with wildlife, and an estimated 8.7 BILLION barrels of crude. The new policy reverses a Biden-era rule that blocked drilling on nearly half of the reserve.

One of the area's first Christmas celebrations for the past dozen years has been the Christkindlmarket in Ellinwood. The event returns for a 13th year on Saturday, Dec. 6, and will feature some new activities. Ellinwood Chamber President Nancy Baird said the day of festivities will begin at 9 a.m.

"From 9-11 a.m., Breakfast with Santa will be at the Ellinwood Grade School cafeteria," she said. "Families eat free. There will be pancakes, sausage, and eggs, and you'll have an opportunity to visit with Santa and tell him your list. We'll also have storytime with Tracy Rome, which is very entertaining. Nobody wants to miss that."

Build your own gingerbread house or get your holiday picture taken in a photo booth from 10 a.m. to 2 p.m. in the Ellinwood High School commons. That event is sponsored by EHS KAYS. While you're there, visit the Ellinwood Community-School Library's dual exhibit "Americans and the Holocaust" and "Camp Concordia" from 10 a.m. to 4 p.m.

Shop in downtown Ellinwood from 10 a.m. to 4 p.m. that Saturday. Various vendors will be set up around town with their festive merchandise. Chamber members will be handing out Chamber Bucks to random shoppers to be used during Christkindlmarket. The Shop Local raffle will be held at 6 p.m. inside the American Legion. Participants must be present to win. For every $10 spent at participating businesses beginning Thanksgiving week, shoppers will receive a ticket for the contest, up to 10 tickets. 

The live nativity kicks off on the grass outside the American Legion at 5 p.m. Baird said it's a perfect way to bring in the Christmas season.

"This was perfect last year," she said. "When you've got live horses, cows, sheep, and chickens, and you have 20 little kids of various ages, it was the best."

New this year is the Christmas Music Bingo-Singo at the American Legion. Tyler Morton will provide the entertainment. Entry into the game is a non-perishable food item, and extra prizes will be handed out to those who wear their favorite ugly Christmas Sweater.

Red Cross offers steps to help avoid a Thanksgiving cooking fire

One big topic at a recent Stepping Up for Youth conference was data collection – a topic that Marissa Woodmansee knows is essential for the success of local prevention and early-intervention programs.

As director of Juvenile Services (JS), Woodmansee noted that “data collection may not sound like the most exciting subject, but data tracking and reporting play a key role in determining whether goals are being met and if strategies need to be adjusted.”

When conference organizers called on Woodmansee to present data information, she talked with her colleagues at JS, as well as private therapists and representatives of school districts, law enforcement, The Center for Counseling &amp; Consultation and St. Francis Ministries.

She asked about specific data they collect, databases, spreadsheets and other information.

“In a nutshell, it became obvious that these entities provide many opportunities for youth and families, with a variety of tools to assess risk and make recommendations,” Woodmansee said. “I was impressed with the jaw-dropping number of resources available in our local community.

“It is amazing how much effort is aimed at prevention and early intervention. We have many robust opportunities here and must find even more ways to connect directly with families.”

Many of these local behavioral-health services “give us the chance to navigate the challenges of an already vulnerable population.”

The Nov. 13 conference in Wichita concentrated on the status of the Stepping Up for Youth Pilot Program. Barton is one of seven Kansas counties that is involved.

Woodmansee and Ryan Lichter, JS assistant director, two representatives from The Center and a private therapist represented Barton County at the statewide gathering.

“It was great to meet in person so that we could better learn from other members of the pilot program and they could learn from us,” Woodmansee said. “Communication is always a big issue and face-to-face is the best. We don’t want email to be our only means of communication.”

The Council of State Governments Justice Center, which approved Woodmansee’s application for the pilot program, hosted the event.

Other agencies involved are the Kansas Department for Aging and Disability Services; Kansas Stepping Up Technical Assistance Center; Kansas Department for Children and Families; and Kansas Department of Corrections.

“Stepping Up for Youth was developed to help counties identify and address serious behavioral-health concerns,” Woodmansee noted. “There is a focus on diverting youth from detention, when appropriate, and connecting them to community-based services.”

The pilot program launched on March 26, with the official kick-off on May 13 at the Great Bend Events Center. The next steps include creating a template for data collection.

Other counties involved are Shawnee, Franklin, Johnson, Bourbon, Sedgwick and Seward.

UWCK continues 50-Year holiday tradition through Christmas Food Box Project

Last Tuesday, just after 3 p.m., officers with the Great Bend Police Department were dispatched to the Salvation Army, 2545 10th&nbsp;Street in Great Bend, in reference to a remove subject. Upon their arrival, they contacted Leslie DeWitt, 49, and learned that she had exhibited disruptive behavior in the business and had been asked several times by the store personnel to leave the property. 

Officers informed DeWitt that she was no longer welcome on the property and she entered her vehicle and drove away. A short time later, an officer observed DeWitt's vehicle back in the Salvation Army parking lot and observed DeWitt exiting the store. DeWitt entered her vehicle as the officer approached to detain her.&nbsp; 

As the officer was standing between the open car door and the woman, DeWitt placed her vehicle in reverse and proceeded to back up, striking the officer with the door and briefly pulling him alongside the moving vehicle. DeWitt then drove eastbound on 10th Street at a high rate of speed. She was relocated and taken into custody a short time later. 

After her arrest,&nbsp; K9 Niko was deployed and alerted to her vehicle. A search of DeWitt's vehicle was conducted and THC, opiates, and drug paraphernalia were located. During subsequent processing for DUI,&nbsp; DeWitt kicked, spit on, and attempted to bite members of the Great Bend Police Department. 

DeWitt was booked into the Barton County Jail for Aggravated Battery on LEO, Felony Interference, Felony DUI, Possession of THC, Possession of Opiates, Possession of Drug Paraphernalia, and Assault on LEO.

The GBPD was assisted on this call by the Barton County Sheriff's Office, the Kansas Highway Patrol, and the Great Bend Fire Department.&nbsp;

Great Bend police make arrest after officer struck by vehicle

The beginning of the winter holiday season has begun, filled with food, family, friends and fun. I’d like to share some thoughts from Kansas State University family resource management specialist Elizabeth Kiss. She says that as celebrations are planned, it is important to consider the mental and financial stresses of the holiday season.

“One way to approach holidays is managing our time, energy and money,” Kiss said. “Things to think about are what's important to us as individuals and what is it that our family most enjoys about the holidays and really focus on those things, which for many families, is being together.”

Kiss said food is a large part of the holiday budget, including traditional meals such as turkey on Thanksgiving as well as serving food during parties or open houses, baking, and eating out.

Kiss added that holiday decorations -- such as plates, napkins and wrapping paper -- are important to include in the budget, but urges consumers to be cautious of the environmental impact of excessive paper products.

“I think we sometimes have unrealistic expectations of the holidays, and that can not only be stressful from a financial standpoint, but a mental standpoint as well,” Kiss said.

She adds: “The perfectionism and high standards that we place on ourselves, especially when it comes to food, can be draining. It is more about being together and less about all of the decorations and all of those things being perfect.”

Kiss said there is a need to keep a normal routine between celebrations, especially for children.

“This is a lot of stimulation for children, and they may be eating differently -- maybe more sweets than usual -- so keeping mealtimes at a regular time and keeping bedtime fairly regular is important,” Kiss said. “Also consider how much they can handle in terms of events and stimulation, what they're interested in doing or what they most enjoy.”

Board games and outdoor activities don’t cost a lot of money, she said.

Kiss also recommends making lists for all gifts and browsing before purchasing to be able to take advantage of good prices and not overspending or not following a plan.

“Research has reported that more than half of shoppers have already started gift shopping so they can recognize the deals, and so they spread expenses out a little bit in their budget,” Kiss said.

Kiss suggests paying more upfront and financing less to minimize debt in January; pay cash when available. Keeping receipts and minimizing credit card use can help shoppers stick to a budget.

“Make the holidays what you want the holidays to be and be comfortable with what you decide. Try and keep that stress level -- both mentally and financially -- as low as possible,” Kiss said.
