Closing out his junior swim season at Great Bend High School last winter, Kasey Kennedy had plenty of reasons to be optimistic for a senior season. He was already part of the school-record 200 medley relay team, he'd swam at state all three years in the relays, and he was an individual state qualifier in the 100 butterfly and 200 individual medley. Everything changed near is birthday in July.

"I ran into a bunch of internal stomach problems this summer," he said. "Coming into this swim season, I didn't know if I was going to be able to overcome those problems. I think I've spent about two and a half weeks in the hospital total."

A bout of pancreatitis landed Kennedy in the Great Bend hospital for nearly a week in July, and he spent another week in the Salina hospital after a similar attack over Christmas break. The ongoing health issues made certain events in the water impossible.

"Backstroke was out of the question because the kick was too much compression on my stomach," Kennedy said. "Butterfly, freestyle, breaststroke I could still do just fine."

Last season, Kennedy swam a 59.15 in the 100 butterfly at state to make the top-16. This season, the Panthers had no state qualifiers heading into the Western Athletic Conference Championships at Barton Community College on Feb. 8, and Kennedy had not competed in his marquee event. That day, he won the league title by nearly six seconds in 59.00, punching his ticket to state in the process. 

"My mindset was pretty much just fight through it," he said. "If you feel pain, don't stop. After the fly, my pain level was, I'd call it an eight out of a 10."

Kennedy said the pain after a big swim usually subsides in three or four days. That would not be an option at the Class 5-1A State Swimming and Diving Championships, held on back-to-back days in Topeka. Kennedy's best 100 butterfly time of 58.62 already ranked No. 13 all-time at GBHS. He moved to No. 8 in the record books with a 57.26 in the state preliminaries. That also secured him a spot in the championship race with the top seven other swimmers.

"I think it was just because I was well-rested," he said. "I'd been eating well. I wasn't sore, I wasn't tired, I hadn't swam anything before it. I didn't do a relay. I was just strong and well-rested."

Kennedy returned to the pool the very next day for finals, picking up a medal in eighth place with a time of 58.32.

Kennedy is thankful for the friends he has made on the swim team, and to the coaches who have dedicated their time to the program. His 2022 200 medley relay team which includes Tyler Stein, Ellis Long, and Brody Feist still holds the school record by 0.11s in 1:40.21.

The City of Great Bend has sent out requests to local artists to
participate in the 10th Annual Art &amp; Wine Walk on May 3.&nbsp; Artists get assigned to a participating store
where the artist’s work will be displayed. 

Great Bend Community Coordinator
Christina Hayes said this year’s event will include a pair of city employees.


"Two city employees have already registered," said Hayes. "One is Police Chief Steve Haulmark, who says he's really a dabbler. I would say he's an artist if you have ever seen any of his work. Our other city employee registered is Zoo Curator Ashley Burdick. Ashley takes beautiful photos of our animals."

During the Art and Wine Walk, people travel to the participating stores, taste
food and wine and experience the variety of art. 

Hayes said while letters went
out to local and regional artists, if anyone is interested in participating

Looking for local artists for Great Bend’s Art & Wine Walk

The Barton Theatre Department will present the time-honored classic musical “Chitty Chitty Bang Bang,” by Jeremy Sams, at 7:30 p.m. Feb. 29 and March 1 and 2, and at 2 p.m. March 2 and 3 in the Fine Arts Auditorium, and tickets are only available in advance. Barton Director of Theatrical Activities Dan Williams said those planning the event all enjoyed “Chitty Chitty Bang Bang” as children, and they wanted to produce a family-friendly musical that would appeal to all ages.

“It is important to Barton Theatre to produce shows that the Barton community will support with their time and talents,” he said. “When we brought up the idea of producing “Chitty Chitty Bang Bang” we were very happy to find that our local theatre supporters got very excited and wanted to take part. This show has a large cast of a wide variety of age groups. This is very important to Barton Theatre and its future.”

Community member Aprille Ullerick of Great Bend plays the role of the baroness and has been a part of several other Barton Theatre productions.

“This will be my fifth production with the Barton Theatre Department,” she said. “Something about the people you get to work with and giving the audience joy as they watch the shows continues to bring me back time and time again. The show has a magical quality that pulls you in. The music, the characters, and the storyline are great for all ages. Be prepared to laugh, hum along with the popular songs, and be drawn in by all the magical and fun characters throughout the show.”

Barton Theatre not only provides opportunities for Barton students and adult community members but also provides roles for younger theatre enthusiasts as well, such as Olivia Dick, a ten-year-old thespian from St. John who plays the role of one of the children of Vulgaria.

“This is my first theatre experience with the Barton Community College Theatre Program,” she said. “I have enjoyed being on stage with a very talented cast and crew. Seeing all the different elements of the show come together is very interesting to me. If you enjoy music and dancing, you will love watching Chitty Chitty Bang Bang. It is funny, musical, and has a magical car.&nbsp; I love all of the singing and dancing in this show. Those are two of my favorite things, and I really like the teamwork scene and making new friends.”

Barton Theatre to present 'Chitty Chitty Bang Bang'

While they couldn’t literally shout it from the rooftops, leaders of Youth Crew and Juvenile Services (JS) found what they hope is an effective way to spread the word about marijuana and its effect on mental health.

A 12-by-32-foot billboard recently found a home on U.S. 281, north of Great Bend near the turnoff to Barton Community College.

When traveling south on the highway, motorists can see the message: “How come being high leaves you feeling low?”

The smaller print says: “Research has linked cannabis use with suicidal thoughts and behaviors among teens in the United States – National Institute on Drug Abuse 2023.”

“When we talk with young people and parents about marijuana, we often hear that people are using it for depression, anxiety, focus and other reasons,” said Tyler Morton, JS prevention advocate and Youth Crew leader. When we ask if it is helping, the majority say they are still noticing negative effects on mental health.

“There is more research coming out that directly correlates the increased amount of THC to greater mental-health struggles,” Morton added. “These struggles include suicidal thoughts, paranoia and explosive emotional outbursts.”

Morton created the main message on the billboard and provided the information from the National Institute on Drug Abuse.

“Youth Crew members and their families, along with JS staff, chose the design after reviewing several options,” Morton noted. “All of us are happy to see the billboard up on the highway, spreading the word.”

According to the billboard company, the location gets just over 31,000 impressions per day. The three groups mentioned at the bottom of the billboard are

YLINK, which stands for Youth Leaders in Kansas; Youth Crew; and 20th Judicial District Juvenile Services.

“We are currently working on other billboard designs for when the contract for this one is concluded,” Morton said.

Youth Crew is a program under the umbrella of JS and the Central Kansas Partnership.

20th Judicial District Juvenile Services empowers youth in Barton, Rice, Ellsworth, Stafford and Russell counties to achieve positive outcomes by offering Juvenile Intake &amp; Assessment, Immediate Intervention, Intensive Supervised Probation, Case Management, Journey to Change, Life Skills, All Stars and Youth Crew. Billboard near Great Bend shares message about marijuana

Tax season is in full swing around Kansas. Many residents are already enjoying income tax returns. They may not enjoy seeing property tax valuations in the mailbox soon. Barton County Appraiser Wendy Prosser said those valuations play a large role in the services residents expect.

"In Kansas, our property taxes are the primary source of funding for our local government services such as our public schools, our libraries, the police, EMS, fire protection, our local roads, and other public benefits," she said. "The accuracy of our appraisals is very, very important to our office."

By statute, those valuations must be mailed by March 1, and Prosser said her office is on schedule to meet that deadline. She encourages residents to open and read the figures and compare this year's number to that of years past.

"Really ask yourself: does that reflect your fair-market value or what your property could sell for?" she said. "Could I get this amount for my property? If you truly feel that does not represent your property, or if you have questions about how we got that value, we really encourage you to schedule an appeal with us."

Residents have 30 days upon receipt of their valuation to file an appeal. That can be done with a simple phone call to the appraiser's office at (620) 793-1821.

Great Bend Chamber's unsung heroes: Billy Eldridge & Trevor Olsen

During the First Impressions program through K-State Research and
Extension, city officials from El Dorado toured Great Bend unannounced last
fall. Finding out their strengths and ways to improve, Great Bend staff was
informed that the city needed better wayfinding signs that direct motorists to
points of interest and city locations. 

Great Bend Convention and Visitors
Bureau Director Christina Hayes said replacing the existing signs has been in the
works.


"That wayfinding project and the entrances to the city was part of our strategic plan for the city, staff and council five years ago," said Hayes. "That's just continuing on. It's part of the process."

Mark’s Custom Signs will begin installing the new wayfinding signs throughout
town over the next couple of weeks. 

The wayfinding signs will match the large
welcome signs located on two major entrances into Great Bend on north U.S. 281
Highway and west U.S. 56 Highway. Hayes said the CVB is saving money to purchase
welcome signs for all the main entrances into town within the next five years.


"We want to install those signs with the exception of the east city entrance from Ellinwood," said Hayes. "Because of that new highway that might be coming in, KDOT will not let put a sign on that entrance to the city."

The 15 wayfinding signs cost $44,950.&nbsp; &nbsp;&nbsp;

"That wayfinding project and the entrances to the city was part of our strategic plan for the city, staff and council five years ago," said Hayes. "That's just continuing on. It's part of the process."Mark’s Custom Signs will begin installing the new wayfinding signs throughout
town over the next couple of weeks. The wayfinding signs will match the large
welcome signs located on two major entrances into Great Bend on north U.S. 281
Highway and west U.S. 56 Highway. Hayes said the CVB is saving money to purchase
welcome signs for all the main entrances into town within the next five years.
"We want to install those signs with the exception of the east city entrance from Ellinwood," said Hayes. "Because of that new highway that might be coming in, KDOT will not let put a sign on that entrance to the city."The 15 wayfinding signs cost $44,950.&nbsp; &nbsp;&nbsp;

Complex to be used around the new splash pad installed at Veterans Memorial
Park. Assistant City Administrator Logan Burns said the soil will be in
preparation for the site concrete around the 50' x 70' feature.


"We are also finalizing details on the pavilion," said Burns. "We hope to have that ordered by late next week for that to go in. The contractor will be here to do testing on the splash pad on April 29."

The Great Bend Kiwanis Club provided a donation to construct a pavilion near
the splash pad that can be used for birthday parties or family gatherings. Burns

The Barton County Planning Commission had more than a year to draft wind energy regulations in 2013. The board could have voted Thursday morning to recommend draft changes to Barton County zoning regulations as they pertain to solar energy conversion systems and the future development of large-scale commercial farms in the county. More than two hours into the meeting, board members expressed frustration about the lack of time to work through the process. Planning Commissioner JC Bosch started that conversation.

"I want landowners to win," he said. "I want businesses to win. I want Barton County to win. I think we can all agree on that. We just have to figure out a way to do it to where it works for everyone. I think there's a solution that can work for everyone. We just need a little bit of time. We're being rushed through this and we can't make these decisions like this. This is history. I'm just flabbergasted we have to make a decision here in a week or two weeks."

Members of the public then engaged with Bosch and other commissioners about how to get more time. An original moratorium on commercial solar development in the county was set to expire at the end of 2023. At the Dec. 19 commission meeting, Zoning Administrator Judy Goreham requested an extension on the moratorium through June 30. The board of commissioners approved an extension through March 31.

"We would have done our due diligence with the people of this county," Goreham said. "In 2013, we had gone through a four-year rewrite of the zoning regulations. Before we even took that to public hearing, we had four evening meetings: one in Ellinwood, Claflin, Hoisington, and Great Bend. We scattered those out over a month, and we gave people the opportunity to literally come, look at everything, ask their questions, give their feedback, and we made a lot of significant changes to those zoning regulations before we even had the public hearing and presented it to the county commission. That was due diligence. Without that, I don't feel like there's due diligence for the people who live in this county. Having more time would allow us to do that." 

Acciona Energy first approached Barton County officials in January 2023 with vague details about a large-scale commercial solar operation in the county. With few details on the project at that time, the board of commissioners in May implemented the moratorium on development through the end of 2023. The planning commission then began its work to write the proposed regulations.

"We have frozen everyone's landowner rights for solar right now," said County Counselor Patrick Hoffman. "It would be irresponsible and inappropriate to do that indefinitely."

Planning Commissioner Junior Welsch said his board is not asking for indefinite time, but more time is needed to do things the right way.

"You sat here and listened to all this evidence today, correct?" Welsch asked Hoffman. "Don't you feel it's our responsibility to take that in and see? We haven't had this before, these people speaking. We can't just make a rash decision."

Resident Paula Manweiler presented suggestions for the proposed regulations early in the meeting. She, too, agreed the planning commission needed more time.

"The IRS regulations, when they come out, they come out in a proposed format," she said. "They're given to the public to provide comments and they have a comment session time period. Then they go back to the IRS, then they have to rewrite or do whatever and they're extended more time. They may not ever even come out into the public to be a regulation. The amount of time you guys are given is totally unfair for writing regulations that have not, until today, been presented to the public to look at. Now you should be given the time to rewrite what you need to rewrite, re-present it to the public, and then go through the process again."

Acciona provided the planning commission with several pages of suggested changes to the proposed regulation just before the meeting started. Bosch said more time is needed for all sides to review public comments from Tuesday's meeting and Acciona's suggestions.

"We've got neighbors and friends and this can all be solved with just a little bit more time," he said. "I don't what that time is. I don't know if it's three months or six months, but I'm not talking about a huge amount of time. It's not that we're dragging our feet or trying to extend it to death. That's not at all what I want."

"Something I think we all have to consider is that this is bigger than just landowners that could potentially make a lot of money," Goreham said. "This also affects the farming industry. We are aware if these panels come in, that's land that's taken out of farming in this county. That will affect the farming industry. There are tenant farmers who are involved who will lose land they can work on. That will definitely have an immediate impact on our county and the people who live here.

"I also know a lot of tenant farmers are petrified to speak one way or the other for fear of losing their leases," Goreham continued. "There's no one here to talk for them. I am putting that out that I know it is an issue. Be assured this board realizes all of this. We also know we cannot make everyone happy, but we do have a responsibility to consider everyone. Without doing more public outreach, I don't feel like we will be doing it right. We need more time."

After the close of the public comment hearing, the planning commissioners agreed a vote on regulations as proposed would be inappropriate. To accommodate more schedules, the planning commission is planning to move its back-up meeting date of Feb. 29 at 9 a.m. to 6 p.m. in Room F-30 at the Fine Arts Building on the campus of Barton Community College.

Recently Dion Lefler--arguably the best-known journalist in Wichita, Kansas’s largest city--&nbsp;<a href="https://www.kansas.com/opinion/opn-columns-blogs/dion-lefler/article285283457.html" target="_blank">picked a fight</a>&nbsp;with Kansas’s Attorney General Kris Kobach--arguably the best-known politician in the whole state--over essentially this issue, and Kobach&nbsp;<a href="https://www.kansas.com/opinion/guest-commentary/article285546377.html" target="_blank">picked back</a>. Let’s focus on the heart of their argument, and see what we can clarify.

Last December Kobach sent&nbsp;<a href="https://cdn.fbsbx.com/v/t59.2708-21/426996237_1373611433299120_8275965584595727633_n.pdf/letters-to-schools-and-kasb.pdf?_nc_cat=104&amp;ccb=1-7&amp;_nc_sid=2b0e22&amp;_nc_ohc=xrVs78-ryEoAX9NYUap&amp;_nc_ht=cdn.fbsbx.com&amp;oh=03_AdSQqmYjEBOX6sFDCfW8JVMCQVBKkFVaJmp7MiME4YuTxg&amp;oe=65D3CE38&amp;dl=1" target="_blank">a letter</a>&nbsp;to six Kansas school districts regarding policies which allegedly require teachers of students who identify as trans or non-binary to avoid revealing information about the students’ self-identification to their parents unless the students give consent. In his letter, Kobach cited multiple Supreme Court cases defending “parents' right to direct the care, upbringing, and education of their children,” and implied that he would treat these policies as a violation of those constitutional rights.

With the news of this letter became public, Lefler called Kobach a “bully,” and said that seeking to intimidate school districts into abandoning these policies was “endanger[ing] transgender kids without legal grounds.” His claim about the absence of any specific legal ground is correct: while a bill was proposed in the Kansas legislature last year that would have extended parental rights in this exact context, it died in committee, and so these policies do not violate any current state law.

But Kobach responded that his job was to “protect the constitutional rights of Kansans in court, regardless of whether the Kansas Legislature has passed any statute on the subject,” and this is also correct: Kansas officials swear to uphold the U.S. Constitution as well as our state one, after all. So the real question is: what is the merit to Kobach’s conviction that the U.S. Constitution, as presumably reflected in the multiple Supreme Court cases which he cites, is on his side?

It is true that federal cases&nbsp;<a href="https://supreme.justia.com/cases/federal/us/262/390/" target="_blank">stretching back a century</a>&nbsp;establish that parents have a fundamental right to make decisions about the education of their children. However, none of them are directly applicable to the present debate over names, pronouns, and privacy. Moreover,&nbsp;<a href="https://casetext.com/case/parker-v-hurley-2" target="_blank">other cases insist</a>&nbsp;that parents have to demonstrate a harm which “strike[s] at the heart of parental decision-making” before public schools, which are required by federal law to consider the needs of all students equally, can be forced to change policies which had been legally decided upon.

In his response to Lefler, Kobach did mention one Kansas case that was directly on point—<a href="https://casetext.com/case/ricard-v-usd-475-geary-cnty" target="_blank">a 2022 federal district court decision</a>&nbsp;which forbade Geary County’s USD 475 from enforcing a policy to not share private information regarding a student’s gender identification because it violated how the student’s teacher understood her religious faith. Why didn’t he mention that case in his original letter? Likely because he knows there are other federal district court decisions (like Massachusetts’s&nbsp;<a href="https://www.bloomberglaw.com/public/desktop/document/FooteetalvLudlowSchoolCommitteeetalDocketNo322cv30041DMassApr1220?doc_id=X3T38OEAVQ98HVAGVI971HP48HS" target="_blank">Foote v. Town of Ludlow</a>) which have taken up nearly identical cases and found for the school district instead. In the end, the Supreme Court will have to decide.

In short, what is being fought about is unsettled law. I think there’s a good chance the Supreme Court will end up agreeing with Kobach’s particular application of these constitutional precedents—but for now, his letter reflects cultural assumptions rather than controlling principles. Round one, therefore, goes to Lefler.

Cheyenne Bottoms is an ever-changing ecosystem. Last summer, the wetlands in Barton County endured one of the driest summers in decades. That gave way to rain and snow in January. Wildlife Manager Jason Wagner said staff is now moving water from the smaller pools into larger ones ahead of warmer weather.

"We want that water to be consolidated as much as possible to make it go as far as possible," he said. "On these windy and warm days, that shallow water can go pretty quickly."

The Walnut Creek has been of little help, offering no more than two cubic feet of water per second. The ground, however, may make burning off targeted areas of the Bottoms difficult for the time being.

"That moisture we had and the snow melted down, it definitely saturated a lot of ground," Wagner said. "We were out (Tuesday) and I was surprised how much water was sitting in that stuff."

With temperatures into the 70s this week, Wagner said the spring migration is already underway. A few swans have been spotted in the pools, as have sandhill cranes and killdeer.

"Spring migration is progression pretty quickly, especially on the ducks and geese," said Wagner. "The geese moved out pretty quickly. There's nothing really to hold them back into the area. We still have tons and tons of ducks. If you want to come out and view some ducks, right now is a prime viewing opportunity."

Wagner said pintails, widgeons, and green-wing teal are all in prime breeding plumage. Whooping cranes may be making stops at the Bottoms or Quivira National Wildlife Refuge in Stafford County in the next few weeks.

Bottoms Wildlife Manager: spring migration begins early

With a $9 million project, there tends to be plenty of things to get
just right. As the Great Bend Police Department went through months of delays
getting into the new Justice Center constructed at the intersection of 12th
Street and Baker Avenue, more concrete work is ongoing. 

City Administrator
Brandon Anderson said there have been issues with water standing on the north
parking stalls and the slopes for the ADA sidewalks.


"Also, on the east side of the building, there are a couple sidewalks that are noncompliant with ADA slope," said Anderson. "There are also areas where the curb line is higher than the actual sidewalk. We're having ponding on that sidewalk. A few little wrap-up headaches with a project like that."

McCownGordon Construction decided to take out the sidewalk and parking area
and redo the troubled areas. Anderson said contractors will work for the next
couple of weeks to raise the sidewalk and get the water to the street.


"We're still waiting on a few areas on ingress and egress and the curb lines," said Anderson. "We have yet to receive a design or drawing from them on that. We think that will wrap up that total project."

Anderson noted the fixes should not be an additional cost to the city as the
contractors are fixing tasks not compliant with the needs. Originally scheduled
to open last August, the police department waited until December to move in due
to construction and material delays and drainage issues.&nbsp; &nbsp;&nbsp;

Contractor redoing concrete by new Great Bend police station

USD 428 is closing another chapter on its Great Bend Reads Initiative. GB Reads was first launched in 2015, and the 2024 edition had K-6 students in the district reading Peter Brown's "The Wild Robot." This year's initiative kicked off on Jan. 8 and also included a scavenger hunt with robots hidden around town. Public Information Director Andrea Bauer said this year's program came to a close Wednesday with the Great Bend High School Danceline and a 13-foot robot from Kansas City's StoneLion Puppets performing at each school.

"The robots were definitely a hit this year," she said, "but I honestly think it's our awesome community partners that fed into these themes. From the library to the Great Bend Rec, we just really saw them being so creative with ways to get the storylines and content available to families in so many different ways."

Woodworking and manufacturing students at GBHS helped craft 15 unique robots for the scavenger hunt. Educators were able to keep track of student activity, and prizes were handed out to the best robot hunters.&nbsp;

"Over 130 families participated," Bauer said. "We felt like it was a real engaging way people could see what other students were doing and what other families were doing and get out and explore their community. We enjoyed seeing the little robots and the families' pictures as we went through."

As part of the initiative, all K-6 students in the district received a free copy of the book. With robotics as the theme, students also heard theme-related presentations from community partners like the Great Bend Public Library, Great Bend Rec, Barton Community College, and Kansas Wetlands Education Center.
