Landmark&nbsp;Bancorp, Inc. (the "Company") announced that it has appointed&nbsp;Abigail (Abby) Wendel&nbsp;to serve as president and chief executive officer of the Company and Landmark National Bank, its wholly-owned bank subsidiary (the "Bank"), effective&nbsp;March 29, 2024. Wendel also will join the respective boards of directors of the company and bank. She succeeds current President and CEO,&nbsp;Michael Scheopner, who will serve in a non-executive role until his retirement at the end of the year.

Wendel comes to the Company from UMB Bank, N.A., a regional bank headquartered in&nbsp;Kansas City, Missouri, with more than&nbsp;$44.0 billion&nbsp;in assets. Wendel most recently served as president of the consumer division. In that role, she oversaw more than 800 associates and was responsible for the retail, mortgage and private banking functions as well as corresponding consumer banking initiatives, focused on customer acquisition and experience. She brings to the role extensive experience in the banking industry and has proven performance for delivering positive results for teams and customers. While at UMB, she also previously served as senior vice president and director of corporate strategy, government &amp; investor relations and as executive vice president, chief strategy officer. Prior to UMB, Wendel spent more than a decade at the Federal Reserve Bank of&nbsp;Kansas City. She is also involved in numerous charitable causes and civic initiatives in the&nbsp;Kansas City&nbsp;metropolitan area.

Landmark National Bank announces new CEO

Encounter Church, located at 601 Patton Road in Great Bend, would like to invite the Great Bend area to attend their annual Candy Blast happening on Saturday, March 30. Great Bend church announces candy blast for March 30

The former Plating Inc. building, on west 6th Street near the
Great Bend Municipal Airport, has been demolished and work continues to clean
up the contamination site. The Environmental Protection Agency (EPA) noted the process for cleanup
on the former chromium and zinc plating facility began in 2008. 

Great Bend City
Administrator Brandon Anderson said crews continue the cleanup at the site.


"The structure is down," said Anderson. "They're tearing out the concrete footings. They have the piles. They'll be taking all that dirt out and replacing it. That project has begun."

Since filing for bankruptcy in 2006, Plating Inc. left all the tanks full of
solutions. With the demolition of the building, EPA will treat and remove the
soil.


Last November, EPA Remedial Project Manager Clint Sperry said Great Bend’s
water table is around 12 to 13 feet below ground surface. One of the tanks at
Plating Inc. was 22 feet deep, creating a concern with steel tanks and water
over the years.


The EPA is hopeful to have the project finished by the spring 2025 and have the
property available in the future.&nbsp; &nbsp;&nbsp;

USD 431 Hoisington has a little work to do on its accounting. That was the message from Adams Brown CPA Danielle Hollingshead during last Monday's board of education meeting. She opened her summary of the district's audit with the independent auditor's report.

"At the very beginning of the letter, we give you an adverse opinion on generally accepted accounting principles," she said. "That's because you waive GAAP (Generally Accepted Accounting Principles) and you follow regulatory basis of accounting instead, which is KMAG (Kansas Municipal Audit Guide)."

Some of the issues in the audit caused delays, and the figures presented at Monday's meeting reflected balances from June 30, 2023. One issue was the accounting behind federal programs.

"Some of them have positive cash balances but they're reimbursement-based, meaning you can't pull them down until you've spent them," Hollingshead said. "Just watching that closer because, when they see these reports, they're not going to like that. They don't want to see that you're pulling money before you've spent it."

Hollingshead reported two statutory violations. School districts are required to notify the state 20 days prior to when bond payments are due to ensure the state money for payment is available. USD 431 did not meet that requirement. Districts must also put any projects exceeding $20,000 out for bid, and Adams Brown reported two violations.

Hollingshead suggested several policy changes in the district to shore up accounting practices, including standardizing how checks are signed and how bank reconciliations are completed.

"While some of the bank reconciliations were completed, they were completed incorrectly," she said. "They weren't done right. We had to go in for the audit and we had to actually re-reconcile from September on. Just making sure those are done timely, that they're reviewed correctly, that the person reviewing them understands them and making sure there are some good controls there so your financial statements are accurate that you're making your decisions on."

Hollingshead also suggested better accountability on receipt submission. In the month reviewed, 18 of 43 credit card receipts were missing. She also suggested a review of policy on adjusting journal entries.

"Any entries that are made, they need to have a preparer and a reviewer sign off and document and making sure that whoever is reviewing those is truly understanding what those journal entries are doing," she said.

Hollingshead acknowledged some turnover in the district and a staffing shortage, but said stronger policies would benefit employees new to the accounting processes.

Adams Brown CPA suggests several changes in USD 431 audit

It’s not unusual to see homeless people drifting outside of businesses, lingering near public transportation, sleeping under bridges, or camping in city parks.

But sometimes we pause and consider what in fact happened. What personal setbacks or tragic circumstances caused this?

The answers are important because the causes people assign directly impact their support for government solutions. According to a 2023 report from U.S. Department of Housing and Urban Development, the number of people living on the streets or in shelters on a single night in January was more than 650K, a 12% increase from 2022. The count is the highest recorded since the inception of the annual report in 2007. It also marked the sixth consecutive year of growth.

Homelessness also rose in forty-one states. The largest increases were in New York (29,022 more homeless), California (9,878), Florida (4,797), Colorado (4,042), and Massachusetts (3,634). States with the highest homeless population per 10,000 residents were New York (52), Vermont (51), Oregon (48), and California (46). In Kansas, the homeless population was 2,636, or a rate of 9 per 10,000 residents. It’s the fifth year in a row Kansas’s homeless rate increased, and the largest total number since 2014. Scholars and homeless advocates typically identify structural or systemic factors as root causes. Persistent system level challenges like the absence of affordable housing, particularly in low-income neighborhoods, and the grind of poverty are frequently cited.

In addition, individual causes are mentioned – such as lack of personal responsibility, poor finance skills, mental illness, and substance abuse. Recent polling shows most Americans recognize homelessness as a very serious problem. And the public names both systemic and individual causes.

However, Democrats prefer systemic causes and Republicans individual ones. Democrats, for example, are more likely than Republicans to identify lack of affordable housing and poverty. Republicans are more likely than Democrats to name drugs and alcohol addiction and personal responsibility. Consequently Democrats strongly support government programs that build housing for the chronically homeless, boosting funding for subsidized housing, and allocating more resources to social services.

Republicans prioritize funding for people with addictions and for veterans. They also support incentivizing developers to build low income housing, architecture that prevents homeless from sleeping or camping in public and banning homeless encampments.

Though the parties may never agree on the causes of homelessness, the unfolding humanitarian and administrative crisis at the U.S. Mexico border threatens to ensnare homelessness in the immense tangle of immigration politics.

Thousands of migrants have traveled to various cities across the country. Local governments and non-profits, already dealing with the challenges of homelessness, face extraordinary financial strains in housing and feeding the new arrivals. Federal funds allocated for this purpose are increasingly scarce, which means many shelters may soon close and migrants will be forced onto the streets. The two crises are coming together, one effectively magnifying the other. Immigration now leads the latest Gallup poll as the most pressing problem in the nation – surpassing inflation and the economy. Homelessness ranks fifth, moving up from past surveys and ahead of key issues like race relations, crime, democracy, and healthcare.

USD 428 recently conducted a survey regarding the frequency of paychecks to staff members in Great Bend Schools. Assistant Superintendent John Popp presented the results during Monday's board of education meeting.

"We asked them a very simple question: would you rather be paid once a month or two times a month? I was a little shocked, actually, but 55.1 percent 'yes' we want to be paid twice a month, 28.4 percent said they were indifferent, and 16.5 percent said 'no' they want to be paid monthly."

More than 460 staff members responded to the survey. In the past, the district has lacked a large enough payroll staff to handle semi-monthly payments. Popp said a change may benefit current and future employees.

"We've actually even had some people in the community tell that, as far as hourly, if we paid more than once a month, they would come work for us," he said. "We believe it's a strong recruiting tool."

The district took no action on a change Monday night. Popp plans to bring more details regarding a possible change in April.

Governor Laura Kelly and Kansas Transportation Secretary Calvin Reed announced the addition of 17 highway modernization and expansion projects – a total investment of $932 million – to the Eisenhower Legacy Transportation Program’s (IKE) Development Pipeline. IKE is the Kelly administration’s bipartisan 10-year, $10 billion transportation program. The announcement clears the way for preliminary engineering work to begin on these projects, which are in every region of the state. “These highway projects tackle long-standing transportation needs across the state – improving safety, expanding economic development opportunities, and strengthening our communities,”&nbsp;Governor Kelly said.&nbsp;“My administration is committed to making short- and long-term infrastructure improvements to benefit future generations of Kansans.” The 2024 Development Pipeline announcement took place in the Kansas Statehouse. $29 million project for K-14 Highway in Ellsworth County

Following the city administrator’s update at Monday’s Great Bend City
Council meeting, councilmember Alan Moeder informed city officials of issues
with the curb and gutter at the United States Postal Service. 

Moeder said the
curb on the east side of the post office has fallen apart.


"We need to look at it, at least that area," said Moeder. "I don't know what happened the last time we did it. They just tried to reform the upper part of the gutter and it didn't work. It's all popping out."

Moeder noted he had five or six people comment to him about the issue, with
chunks of concrete coming off causing citizens to trip.


Great Bend Public Works Director Jason Cauley said his staff will take a look
at the issue at the intersection of 16th Street and Williams Street and
see when the city can fix the problem.&nbsp; &nbsp;&nbsp;

Great Bend to take a look at crumbling curb by post office

The Barton Community College Athletics department raised $4,200 for Camp Hope during “Pink Out Night” on March 2, a record for the annual fundraiser.

“Pink Out Night” is an annual fundraiser where fans can purchase a pink Barton t-shirt to wear to the basketball games, and all proceeds go to support Camp Hope. This year, a record 432 t-shirts were sold. Barton Athletic Director Trevor Rolfs and Assistant Director of Athletics Heather Panning presented the check to Camp Hope representatives Gail Moeder and Christy Huslig.

Camp Hope is a free, week-long summer camp for children who have or have had cancer. &nbsp;The camp is held every June at Camp Aldrich.

A Jayhawk conference title for top-ranked Cougar men over Hutchinson and Sophomore Night celebrations capped off the record sales. &nbsp;&nbsp;

Barton Athletics makes record donation to Camp Hope

A $66,060 project to install lighting around the walking path at
Veterans Memorial Park in Great Bend started this week, and city staff is
hopeful to finish the work next week. Trenching and installing electrical conduit
began earlier this week, and concrete was poured for the pole bases. 

Assistant
City Administrator Logan Burns said they will let the concrete cure before
installing the light fixtures next week.


"Some of the spots we have taken out parts of the concrete," said Burns. "We have about six areas where we had to take out sidewalk. We'll be pouring those back in this week as well. Please be careful when you are in that area."

The project is funded through the .15% quality of life sales tax. The work
includes 20 light poles, each 20' tall. The city was careful with the
lighting on the north side of the path, next to the houses, with an accessory
that limits light going back toward the homes.&nbsp; &nbsp;&nbsp;

Before the USD 428 Board of Education got down to business Monday night, the body celebrated the milestones of more than 100 staff members from the Great Bend schools. Milestones are recognized for every five years of service with the district. Superintendent Khris Thexton called up each of the staff members present at the meeting.

"We're going to celebrate tonight 1,397 combined years of service by 110 dedicated team members," he said. "We have a large number of staff who have been with us for a number of years, and we're here to recognize them."

Tina Hiss, a math teacher at Great Bend High School, is celebrating her 45th with the district. Tim Friess has spent 40 years with the district in various roles, including 11 years as a physical education teacher at Lincoln and Washington elementary schools and 16 years as principal at GBHS. Both have announced they will retire at the close of the current school year.

"We want to thank them for their time and their giving to the district and to our kids," Thexton said. "They're both retiring this year so I want to wish them both the very best in their futures."

Middle school secretary Tammy Ensley has spent 35 years with the district. Teachers Amy Karst, Jason Perry, and Connie Mauck, a paraprofessional at Helping Hands Preschool, celebrated 30 years. As milestone employees, each staff member gets to select a gift that was delivered Monday evening.

AgManager.info website is a comprehensive source of information, analysis, and decision-making tools for agricultural producers, agribusinesses, and others. The site serves as a clearinghouse for applied outreach information emanating from the Department of Agricultural Economics at Kansas State University. It was created by combining departmental and faculty sites as well as creating new features exclusive to the AgManager.info site. The goal of this coordination is to improve the organization of web-based material and allow greater access for agricultural producers and other clientele. Topics presented on the AgManager.info site include: crop and livestock marketing and outlook reports, crop insurance, farm management, land values, rental rates, agricultural policy, farm bill, upcoming events, human resources, income tax and law, and agribusiness. Several topics include features that are updated weekly, encouraging repeat visits to the site. AgManager.info also contains decision-making tools, such as budget spreadsheets, and data sets that can encourage the agricultural industry to view AgManager.info as the most comprehensive and widely used university-sponsored website for applied research and economic outreach information.

In 2023 there were a total of 259,047 sessions by 177,314 unique visitors, with 516,500 page views. It is one of the premier extension sites for information on the agricultural economy, from Kansas State University.AgManager.info website is a comprehensive source of information, analysis, and decision-making tools for agricultural producers, agribusinesses, and others. The site serves as a clearinghouse for applied outreach information emanating from the Department of Agricultural Economics at Kansas State University. It was created by combining departmental and faculty sites as well as creating new features exclusive to the AgManager.info site. The goal of this coordination is to improve the organization of web-based material and allow greater access for agricultural producers and other clientele. Topics presented on the AgManager.info site include: crop and livestock marketing and outlook reports, crop insurance, farm management, land values, rental rates, agricultural policy, farm bill, upcoming events, human resources, income tax and law, and agribusiness. Several topics include features that are updated weekly, encouraging repeat visits to the site. AgManager.info also contains decision-making tools, such as budget spreadsheets, and data sets that can encourage the agricultural industry to view AgManager.info as the most comprehensive and widely used university-sponsored website for applied research and economic outreach information.If you are in the agriculture industry I would highly encourage to visit the site and I think you will see the vast amount of useful information on it, and will hopefully book mark it! In 2023 there were a total of 259,047 sessions by 177,314 unique visitors, with 516,500 page views. There is not a week that goes by in my job as an Extension Agent that I do not go to and utilize the information on the web site for my work. CAMPBELL: AgManager.info – for agricultural producers & agribusiness

Wheatland Electric Cooperative, Inc. (WEC) announced Wednesday that the Barton County Vietnam Veterans Memorial Committee has been awarded a $1,000 grant from the WEC Sharing Success Fund.

The Barton County Vietnam Veterans Memorial Committee, which brought The Wall That Heals Vietnam Veterans Memorial Replica and Mobile Education Center to Great Bend last year, plans to use the Sharing Success grant toward a permanent memorial to publicly recognize and honor the sacrifice of Vietnam veterans and their families. The anticipated 50-foot-long memorial will be installed at Veterans Memorial Park in Great Bend. The free-standing metal sculpture is being designed by Hoisington artist Bruce Bitter at B &amp; B Metal Arts. The sculpture depicts soldiers crouching in elephant grass with a helicopter hovering overhead. A plaque will be placed at the memorial giving important information about the number of men and women soldiers that have died or were injured in Vietnam as well as the number of soldiers missing in action. The group hopes to have the project completed and ready for public viewing ahead of this year’s Veterans Day in November.

Since then, the application process has been moved internally and is currently handled directly by WEC. This year, WEC and CoBank have once again each contributed $10,000 to the fund. The program will continue to run until the funds are exhausted. Since 2012, WEC’s Sharing Success Fund has made $145,000 available to community-based organizations and projects across their service territory.

Wheatland Electric gives $1,000 to Barton Vietnam Vets Memorial Committee

Approval of the K-6 English Language Arts curriculum was on the agenda for Monday's USD 428 Board of Education meeting. But things got started with a little math. Barton County Special Services Director Ashley Riley presented information about her division and how proposed legislation could impact budgets around the state.

"We cover Great Bend, Hoisington, Ellinwood, and Otis-Bison," she said. "We provide special education services to students who are eligible for ages 3-21, who have Individualized Education Programs (IEPs) and receive special education services."

Under current law, the state of Kansas is required to compensate school districts for 92 percent of the excess special education cost incurred statewide, not by each district. The state has not met that obligation in a dozen years.

"Special education state aid helps with the implementation of special education services, specifically IEPs, that go above and beyond students who are entitled to receive general educational services first," said Riley.

In the 2022-23 school year, USD 428 spent $3.91 million on special education services. The state reimbursed the district just $2.73 million, or roughly 70 percent - 22 percent shy of the required 92 percent. Across Kansas, excess costs of $630 million but were refunded only 76 percent, or $522.8 million. Had the state funded the full 92 percent of the excess costs, USD 428 stood to receive an additional $464,000.

A proposed alternative distribution method for state aid assumes an additional special education allocation of $82 million from the state. Based on USD 428's small percentage of the total state effort, the district would receive an additional $234,374.

"When you look at these numbers, there's quite a bit of difference," Riley said. "(The $464,000 ) is money we're not going to get. (The $234,000) is money we could get if they make this pass in the legislature. Something is better than the $450,000-ish we weren't getting."

Riley said in the 2019-20 school year, there were 542 students within USD 428 receiving special education services. That number has grown to 623 students this year. In the cooperative area, there were 807 special education students in the 2019-2020 year. That figure has grown to 898 students this year.

There are 13 categories of special education, ranging from autism, developmental delay, learning disabilities, other health impairments, and other disabilities. Twenty percent of students receiving special education students in USD 428 are identified as students with a disability. The district has 149 specially-trained staff members to provide services, and the district offers nine specialized programs for students with special education needs.

New funding could mean more dollars for special education in Barton Co.

Running a county is not cheap. Tuesday morning, the Barton County Commission approved a pair of bids totaling nearly $323,000 for maintenance of county roads. County Engineer Barry McManaman asked for approval for the 2024 highway striping project.

"When the Road and Bridge Department gets done doing their annual overlay work and chip-seal work in the summer months, we have a contractor come in and stripe the pavement markings," he said. "We advertised and again got only one bid. That was from Straight-Line Striping out of Grand Island, Neb."

The lone bid on the project came in at $130,892.75, and will involve approximately 95 miles of road in the northwest quadrant of the county north of K-96 Highway and west of US-281 Highway and Susank Road. Straight-Line has completed the work for several years, even after McManaman sought bids from other companies.

"One of the companies got back with and me and said, 'You're getting a good price. We can't beat that price,'" McManaman said. "We're really happy with Straight-Line Striping. They work with us well."

The commission also approved a cold mix asphalt contract for the Road and Bridge Department. The county will supply all aggregate and asphalt oil. Venture Corporation submitted the lone bid to mix the asphalt at $9.60 per ton. The board approved funds for up to 20,000 tons of material.

education package that makes transferring from one college to another simple.
Approving the Kansas System-wide General Education program in 2022, many general
education degrees obtained at a community college will automatically transfer
to a four-year university. 

Barton Community College Vice President of
Instruction Elaine Simmons said the move eliminates students’ fear of some
courses not counting or transferring once they leave.


"We will not be making individual decisions about what's in our degrees that come under program to program," said Simmons. "It is good for students who move about and don't want to lose credits. It is definitely good for students, but you have to accept what you lose with that too. You do lose some unique features in the competitive world of higher education."

Barton’s current general education program requires 36 to 42 credit hours. The
system-wide program will reduce that requirement to 34 to 35 credits. 

Barton
administration has submitted reports to KBOR and changed academic degree maps
to best advice students.


"This is work you do because it's important to the institution and it's important for our students," said Simmons. "It's the work you do."

Each state and community college in Kansas will adopt the system-wide general
education program starting in the fall 2024 semester.&nbsp; &nbsp;&nbsp;

Barton CC following statewide push to make transferring easier

From Great Bend Economic Development...

Barton County's fourth annual Youth Entrepreneurship Challenge took place on Wednesday during the noon hour. This competition, brought to Barton County by Great Bend Economic Development and the Great Bend Chamber of Commerce, was created to challenge our youth, encourage our business community to partner with and mentor our younger generations, and foster an entrepreneurial spirit, and is a partnership with NetWork Kansas. Six Barton County students from 7thgrade through 12th&nbsp;grade submitted a business plan and gave a 4-minute pitch presentation to the judging panel during the tradeshow, on Wednesday. The judging panel is made up of a wide array of business professionals.&nbsp;

NetWork Kansas holds regional and state Youth Entrepreneurship Challenges as part of its mission in developing entrepreneurship ecosystems throughout Kansas. The partnership with NetWork Kansas allows YEC contestants the use of VentureDash, the contestant portal. Great Bend Economic Development and the Great Bend Chamber partner on this competition as both organizations are tasked with strengthening the area’s workforce for the business community, and in this case, that means nurturing the next generation’s entrepreneurs.&nbsp;

Students learn about writing an executive statement and what is important to share in their 4-minute presentation, but they are also learning soft skills that will help them navigate life in the workforce. A great side effect of this competition is the student competitors gain experience in professional networking with judges, mentors, and the community.&nbsp;

Student competitors from Ellinwood, Hoisington, Claflin, and Great Bend showed up with many different industries represented. Students had the opportunity to get to know their judges with an ice-breaker lunch before they headed to the Great Bend Event Center ballroom for the tradeshow and pitch portion of the competition.

After the trade show, the awards were announced. Third place and $500 was awarded to Tucker Loesch with Loesch Manufacturing, second place and $750 was awarded to Mady Hammeke with CraftzbyMadyCo, and the first place winner receiving $1000 was Sydney Bailey &amp; Callie Umphres with their business concept, Ariel View. Sydney and Callie can continue onto the state-level competition with their win. The public voted for their favorite and awarded $250 to Ariel View as well. Honorable mention went to Zoey Bogner with her business The Kansas Voice, and Sydney Mattison with Honey Bee Marketing. Barton Co. youth challenge encourages students to think big

With a 7-1 vote Monday, the Great Bend City Council approved a request
to have their planning commission to begin work on amending zoning to include
solar farms. 


Acciona Energy approached the Barton County Commission in January 2023 about
placing a solar farm to the northeast of Great Bend. With part of the area
within the three-mile jurisdiction of Great Bend, Acciona presented to the city
council last month.


While Barton County is figuring out their zoning and regulations for solar
farms, city councilmembers Alan Moeder and Cory Urban sorted out the city’s
involvement.


"I'd hate to see our planning commission spend any time on this until the county makes a decision," said Moeder. "If the county says no way, we're just wasting all of our time."

"Not necessarily," responded Urban. "We control within three miles of the city. It's not just for this project. It's for all solar projects."

City Administrator Brandon Anderson said he was informed that the county expects to have something by the end of the month. The Barton County Commission will then choose to accept the regulations or send them back for revisions.

The solar farm is intended to be placed just south of Cheyenne Bottoms and
would take 16 to 24 months to construct.


When the city’s planning commission completes the zoning changes, the amendment
will go back to the council for consideration.&nbsp; &nbsp;&nbsp;
