In November 2021, I wrote my second column for Insight Kansas as a guest contributor. I wrote on the prevalence of lead pipes in our state.

The number of lead pipes in Kansas is particularly high, comparatively, because lead mining was a major industry in southeast Kansas and southwest Missouri.

This issue is an important one to me as I grew up right outside of Flint, Michigan and the Flint Water Crisis had a major impact on my loved ones.

In that column I discussed a national study published by the American Medical Association that showed 65% of Kansas children (15 points higher than the national average) had elevated levels of lead in their blood. I also discussed the ability of the then-being-debated federal infrastructure bill to prevent exposing our children to even more lead.

Children are particularly susceptible to the harmful effects caused by lead exposure.

Per the National Resources Defense Council, Kansas has the third highest number of lead pipes per capita; an estimated 158,000 lead pipes are still in place across the state. These pipes carry potentially toxic water into our homes, businesses, and schools.

However, the US Environmental Protection Agency announced wonderful news this week for Kansas. The agency has allocated $28.6 million from the 2021 federal infrastructure bill to continue replacing our state’s lead water pipes.

This $28.6 million won’t replace all the remaining lead pipes in Kansas, but it will make a decent dent.

The Centers for Disease Control and Prevention maintains that no amount of lead exposure is safe, so any amount of reduction in lead pipes is a win for Kansas’ kids

The EPA’s goal is to replace all remaining lead pipes nationwide by 2033.

As I stated in that previous column: if the past four years have shown us anything it’s that health crises are public problems and therefore require public solutions.

In these four years we have also learned that scientific truths are often dismissed for political reasons.

The 2021 bill that is providing the funding for the EPA to replace our state’s lead pipes was passed with bipartisan support. However, only Rep. Sharice Davids of Kansas’ Third Congressional District voted in support of the bill; the other five members of Kansas’ congressional delegation voted opposed.

It’s very unlikely that the Republican members of our congressional delegation were specifically opposed to the funds earmarked for lead pipe replacement.

However, as I wrote over two years ago, government’s ability to protect rights, promote equality, and prevent historic injustice is reliant on their willingness to use their governing power preventatively.

A lead crisis, like the one in Flint, Michigan, would be too late for Kansas’ kids. No amount of lead exposure is safe.

The $28.6 million in federal infrastructure funds is our chance to protect the health and wellbeing of Kansas’ kids. Additional allocations in future infrastructure bills could get us even closer to this goal.

With the current funding allocations for lead pipe replacement, the federal government strides towards safeguarding Kansas’ children from lead exposure. While not a complete solution, it signifies progress in a crucial battle for public health. As we continue this fight, let’s remember: every step counts in securing a safer future for our kids.

🎙Post Podcast: Barton County Attorney Levi Morris

Barton Community College has announced its 2023-24 Brant J. Ballhorst Student Ambassadors of the Year. Named in memory of Brant J. Ballhorst, the award recognizes two outstanding Student Ambassadors each year. The winners this year were Wyatt Trombley of Dodge City and Bradley Beck of Great Bend.

This year marked the 20th anniversary of the award. The Admissions office also named Emma Hickel of Claflin as the recipient of this year’s “The Rock” award, which is presented to students who go above and beyond the call of duty in assisting the Admissions office. The award recipients were chosen by their peers and Barton’s Admissions staff.

Ambassador of the Year: Wyatt Trombley

Trombley is a sophomore and was involved in Student Ambassadors. He plans to transfer to Fort Hays State University in the fall and get his bachelor’s degree in communications, public relations, and marketing. He is the son of James and Cindy Trombley.

Ambassador of the Year: Bradley Beck

Beck is a sophomore and was involved in Student Ambassadors and the Sports Medicine Program. He plans to transfer to Kansas State University in the fall to get his master’s degree in athletic training. He is the son of Randy and Daphne Beck.

Hickel is a freshman and was involved in Student Ambassadors. She plans to finish Barton in the fall and transfer to Fort Hays State University in the spring to study business. She is the daughter of Kyle Hickel and Angie and Jeremy Liebl.

About Brant J. Ballhorst and the award From Smith Center, Ballhorst was a 2002 Barton graduate and former Student Ambassador. Despite health concerns throughout his time at Barton, he was the model Ambassador. He balanced a challenging course schedule and golf team commitment while remaining dedicated to his role as a Student Ambassador. Ballhorst was a respected peer and cherished friend of many on campus, especially the Admissions Office. His determination and dedication touched the lives of everyone he met.

He graduated from Barton with a degree in pre-pharmacy and attended the School of Pharmacy at the University of Kansas. He was a student at KU until his death on Aug. 5, 2004. He always had a positive&nbsp;attitude about his illness and joked that it was a good education for his major. He was the son of John and Gayle Ballhorst of Smith Center.

Barton will continue to honor Ballhorst’s achievements, character, personality, and work ethic by awarding future Ambassadors of the Year in his memory. A permanent plaque dedicated in his honor is displayed in the corridor of the Kirkman Activity Center on Barton’s campus.

Great Bend Chamber giveaways for Small Business Month

The appearance of stripe rust adds insult to injury to this year’s wheat crop, but Kansas growers should scout fields and have their management strategy ready for this yield- and quality-limiting disease. “Since the eUpdate&nbsp;was published&nbsp;on May 2, the risk of severe disease has elevated in north-central and northwest Kansas,” said Kelsey Andersen Onofre, K-State assistant professor of plant pathology.&nbsp;“We are&nbsp;keeping a close eye on&nbsp;this part of the state.”&nbsp;

Stripe rust develops in cool, humid weather with rapid disease development between 50 and 60 degrees. The disease slows when nighttime temperatures are above 68 degrees&nbsp;or&nbsp;daytime temperatures&nbsp;have highs above&nbsp;80 degrees for several days.&nbsp;

Stripe rust shows as yellow or orange blister-like lesions arranged in stripes on the plant’s leaves. Timing is&nbsp;important&nbsp;as stripe rust has the highest impact on yield and quality when the crop is still in the flowering or early kernel-filling stages of development. Stripe rust on the upper leaves or flag leaf are of particular concern.&nbsp;

In south and south-central Kansas, the wheat crop has progressed past the optimal window for a fungicide application. According to K-State, the risk of yield loss from stripe rust decreases when the disease is spotted in fields already in the dough stages of grain development.&nbsp;In northwest and north-central Kansas,&nbsp;however, the crop is further behind and more vulnerable.&nbsp;

In addition to limiting yield, Onofre noted that K-State research has seen a three to nine percent decrease in test weight in susceptible varieties under high stripe rust disease pressure, varying between wheat varieties and environments. This impact is&nbsp;important&nbsp;for end-use quality as test weight provides an initial&nbsp;indicator of quality&nbsp;and works as a rough estimate of potential flour yield.&nbsp;

While detrimental to yield and quality, producers can effectively treat stripe rust with foliar fungicides,&nbsp;particularly&nbsp;if applied at earlier growth stages. According to the eUpdate, “K-State research demonstrates that if stripe rust&nbsp;is detected&nbsp;on flag leaves at the heading growth stage, there is a 90% chance your fungicide application will pay off.&nbsp;This&nbsp;is a year when scouting will be critical.”&nbsp;

Producers should also pay close attention to labels and information on the pre-harvest intervals for their preferred fungicides. K-State also has&nbsp;<a href="https://sfdzp7cab.cc.rs6.net/tn.jsp?f=001NBdc_P1lcz2g3CVo8kQx7q_MaAGxzICESTG8W9pkW76bYeqZ0xbspSLMifPZt-DLw5Lw_dRsezzXYTV0E8zRuCdTYdTEhMqz6dBR5_0j1Z-w53ujoExXVl15etIrVyE0xSNs3fX6cCIceht-gLzMs6vxO_rxWsNYNihrqoXmCzPleoU56-r49Q==&amp;c=AiJXsAOZFxGRTWo2-YVeNJ35O7GAU3mP2TaZEJhk62V8xw_55etR2g==&amp;ch=vQdLqMXw_Y88mekLRA9Eii2lcXn7GOptnvcTA6fRccFC1aSx5V-c6g==" target="_blank">resources</a>&nbsp;available on the most common fungicides.

The K-State agronomy eUpdate provides five questions to help producers decide whether or not to apply fungicide at this time to treat stripe rust:&nbsp;

1.&nbsp;What variety is planted?&nbsp;The wheat industry specifically includes stripe rust resistance in public and private breeding programs, providing built-in genetic resistance in certain varieties. These specific varieties likely would not benefit from a fungicide application. Check&nbsp;<a href="https://sfdzp7cab.cc.rs6.net/tn.jsp?f=001NBdc_P1lcz2g3CVo8kQx7q_MaAGxzICESTG8W9pkW76bYeqZ0xbspaRnkDhKzmw2Op5fTOuzdeQt2wI3pAzcA8Fy0ntf61ATWiK6N4QIwvU2WACQEwTbBy8s8FE1swbuMBogUGvNVqMnn-vjjHv_icwDzrWljE_omxeuHcspwPzuS1UNJ6RlKA==&amp;c=AiJXsAOZFxGRTWo2-YVeNJ35O7GAU3mP2TaZEJhk62V8xw_55etR2g==&amp;ch=vQdLqMXw_Y88mekLRA9Eii2lcXn7GOptnvcTA6fRccFC1aSx5V-c6g==" target="_blank">Kansas Wheat Variety Guide 2023</a>&nbsp;for how your varieties&nbsp;are rated&nbsp;for stripe rust resistance.&nbsp;

2.&nbsp;Has stripe rust been detected in the field?&nbsp;Common sense and science agree that if stripe rust&nbsp;is already established&nbsp;in the field, increased disease levels will follow if the weather is right. Pay close attention if stripe rust is present on flag leaves when the crop is heading.&nbsp;

3.&nbsp;Does the field’s yield potential justify a fungicide application?&nbsp;A fungicide can provide a 10 to 15 percent yield boost under moderate to high stripe rust pressure.&nbsp;But, if the disease is&nbsp;not present&nbsp;or the crop is in poor&nbsp;to&nbsp;very poor&nbsp;condition, a fungicide application may not pay off.&nbsp;

4.&nbsp;How much moisture has the field received recently?&nbsp;The eUpdate noted stripe rust shows up in fields about&nbsp;10&nbsp;days from&nbsp;when the infection first occurs, so producers should continue scouting fields, especially if they have received rainfall.&nbsp;

5.&nbsp;What is the fusarium head scab risk?&nbsp;If a field has a history of head scab and the current year’s crop is approaching flowering, producers may be able to control both stripe rust and head scab with a single application this year.&nbsp;

The disease slows when nighttime temperatures are above 68 degrees&nbsp;or&nbsp;daytime temperatures&nbsp;have highs above&nbsp;80 degrees for several days.&nbsp;Stripe rust shows as yellow or orange blister-like lesions arranged in stripes on the plant’s leaves. Timing is&nbsp;important&nbsp;as stripe rust has the highest impact on yield and quality when the crop is still in the flowering or early kernel-filling stages of development. Stripe rust on the upper leaves or flag leaf are of particular concern.&nbsp;In south and south-central Kansas, the wheat crop has progressed past the optimal window for a fungicide application. According to K-State, the risk of yield loss from stripe rust decreases when the disease is spotted in fields already in the dough stages of grain development.&nbsp;In northwest and north-central Kansas,&nbsp;however, the crop is further behind and more vulnerable.&nbsp;In addition to limiting yield, Onofre noted that K-State research has seen a three to nine percent decrease in test weight in susceptible varieties under high stripe rust disease pressure, varying between wheat varieties and environments. This impact is&nbsp;important&nbsp;for end-use quality as test weight provides an initial&nbsp;indicator of quality&nbsp;and works as a rough estimate of potential flour yield.&nbsp;While detrimental to yield and quality, producers can effectively treat stripe rust with foliar fungicides,&nbsp;particularly&nbsp;if applied at earlier growth stages. According to the eUpdate, “K-State research demonstrates that if stripe rust&nbsp;is detected&nbsp;on flag leaves at the heading growth stage, there is a 90% chance your fungicide application will pay off.&nbsp;This&nbsp;is a year when scouting will be critical.”&nbsp;Producers should also pay close attention to labels and information on the pre-harvest intervals for their preferred fungicides. Wheatland Electric Cooperative, Inc. (WEC) announced that the United Way of Central Kansas (UWCK) has been awarded a $1,000 grant from the WEC Sharing Success Fund to be used to help fund the Auto Care Access Program.

The Auto Care Access Program, administered by UWCK, will directly address a critical community issue by tackling transportation barriers faced by families living in poverty. The program aims to provide a vital lifeline to those families by removing barriers to transportation, empowering individuals to secure and maintain employment, access healthcare, attend educational opportunities and fulfill other essential needs. Ensuring that families can maintain safe and reliable transportation is not just about convenience, it’s about enabling economic stability and opportunity. Partnering with local businesses will help ensure the program remains accessible and responsive to community needs.

Every day, UWCK volunteers, donors and advocates are making a lasting difference in so many ways. It can mean helping a child learn to read, donating money to make sure people have access to quality medical care, speaking out in support of policies that provide training for in-demand jobs and so much more. Since then, the application process has been moved internally and is currently handled directly by WEC. This year, WEC and CoBank have once again each contributed $10,000 to the fund. The program will continue to run until the funds are exhausted. Since 2012, WEC’s Sharing Success Fund has made $145,000 available to community-based organizations and projects across their service territory.

USD 428 Elementary Principals - Scholars Bowl Buzzer System

The elementary schools in Great Bend have been competing for two years in Scholars Bowl Competitions. To begin hosting competitions, a buzzer system dedicated to the elementary schools is needed. Scholars Bowl is a great way to engage students in geography, history, math, science, reading, and more. It's a growing activity at the elementary level and builds confidence for participation in Middle School &amp; High School.

Great Bend school district supports classroom innovation

Evelin Valadez of Stafford and Hayley Wise of Silver Lake were named Barton Community College’s 2024 Outstanding Graduates. Vice President of Student Services Angie Maddy recognized them as part of Barton’s commencement on Friday.&nbsp;

Valadez completed her associate in science degree.&nbsp; She is the daughter of Elidia and Andres Valadez of Stafford. During her Barton career, Evelin participated in the TRIO/Student Support Services Program, Hispanic American Leadership Organization (HALO), and was a Phi Theta Kappa (PTK) National Honor Society member.&nbsp; She also provided volunteer service to the Cougar Supply Den (food pantry) during her Barton experience.&nbsp;&nbsp;&nbsp;&nbsp;

She plans to continue her education at Wichita State University to complete the dental hygienist program.&nbsp; Eventually, she hopes to attend the University of Missouri Kansas City’s School of Dentistry.&nbsp;

Wise completed her associate in science degree. She is the daughter of Liane and Josh Wise of Silver Lake. Kansas Tourism announced the Barn Adaptation and Restoration Needs (BARN) Grant Program is open for applications. This is the first grant program of its kind for Kansas Tourism. The grant has been created to support and expand agritourism businesses across Kansas through converting underutilized or vacant historic barns into new venues.

“Transforming barns through the BARN program will preserve historical structures and repurpose them into vibrant hubs for agritourism activities, all while bringing new life and economic opportunities into Kansas communities,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “By revitalizing these iconic buildings, we are honoring our state’s agricultural roots and planting seeds for future businesses to grow and prosper.”

The BARN grant program is designed to spur economic growth and help create memorable visitor experiences by preserving a significant aspect of Kansas’ architectural history. These grants are specifically designed to rescue iconic barns from likely demolition or collapse and rehabilitate them into spaces conducive for new or expanding agritourism businesses.

“The type of project we are looking for are those that have the potential to bring new visitors to Kansas,”&nbsp;Kansas Tourism Director Bridgette Jobe said. “Agritourism is an effective way to celebrate our state’s agricultural tradition while providing unforgettable travel experiences to our visitors.”

A total of $100,000 will be provided this year, with a maximum of $25,000 available per project. Applications are open until July 31 and awards will be made in September. Kansas Tourism announces grant to restore historic barns

There are really big HVAC systems, then there are the smaller ones. As the $4.7 million HVAC renovation project at the Barton County courthouse nears its conclusion, Tuesday morning, the board of commissioners approved a much smaller HVAC replacement at the Barton County landfill. Solid Waste Director Jennifer Hamby outlined the replacement to the commission. 

"The Barton County landfill currently has a building on site that is used for scale operations, office space, and employee training," she said. "The HVAC system for this building is estimated to be about 40 years old and is no longer efficient."

The county sought bids for the replacement and removal of a heating and air-conditioning system. Glassman Corporation in Hays submitted a bid of  $12,750. Great Bend's Comfort Pro submitted a bid of $7,600, which pleased Commissioner Donna Zimmerman.

"I always love it when the local company comes in lowest because it's great to do local business," she said. "I would also say, you got a lot of bang for your buck out of that current system."

The commission approved the bid from Comfort Pro. County operations begin their move back into the courthouse on Monday, and Administrator Matt Patzner expects the building to be fully operational by May 20.

Brent Cox went before the Great Bend City Council Monday night to
address a concern with a city ordinance. Cox rents a house on 19th
Street, and received a door-hanging pamphlet from the City of Great Bend on
March 1 informing him of an overgrown vegetation violation. A city
ordinance is in place stating any grass or weeds taller than nine inches is in
violation. 

Cox informed the council he could not afford a lawn mower or lawn
service at this time.


"Something in these ordinances needs to change to help the people in our city," said Cox. "In our current state of the economy, we cannot afford to regularly pay for lawn services just because the city wants us to."

Cox took issue with city government enforcing demands on private property for
the purpose of city beautification. Generally, municipalities have overgrown
vegetation ordinances in place because an overgrown lawn is more susceptible to
pests, small animals and presents an untidy look.


"This is a city council which believes that they are able to control on what can and cannot happen on private property," said Cox. "This is the same city council with the same rules that make taxpayers pay for maintenance on sidewalks, which is city property."

Great Bend city ordinances also state tall vegetation, when dry, can become
more of a fire menace. Tall grass or weeds can harbor rats, reptiles or insects
which may jeopardize public health.&nbsp; &nbsp;&nbsp;

Laura Kelly vetoed 17 bills in 2023, the most by a Kansas governor in 30 years. As of April 25, Kelly had vetoed another 16 bills from the 2024 legislative session. The Kansas Association of Counties (KAC) is asking for a 17th. Barton County Administrator Matt Patzner approached the board of commissioners Tuesday morning for their endorsement on a request for Kelly to veto House Bill 2096, or a government competition bill that would ease property tax burdens for select businesses.

"Essentially, what KAC is worried about with this is that either governments will have to shut down these services or keep them going and spread the tax burden to other taxpayers because these services would become tax-exempt," Patzner said.

The bill, which included tax relief for elderly homeowners, disabled individuals, and certain servicemembers of the war in Afghanistan and Iraq, also included a property tax exemption for select business owners. Inspired by owners of Genesis Health Clubs, based in Wichita, that part of the bill would exempt businesses in competition against a government-owned business of the same type if located within five miles of one another. Commissioner Donna Zimmerman said it was unfortunate the property tax exemption was thrown into an otherwise good bill. Commission Chair Barb Esfeld explained that, under the bill, public entities like the Great Bend Recreation Commission offering a fitness facility would allow privately owned fitness facilities to be property-tax exempt.

"While it sounds good and in some ways, it shouldn't have gotten thrown in with everything else," she said. "I just don't think we can support any way of exempting more property."

The Conference Committee Report was adopted with a 91-26 vote. Several Republican state lawmakers, including U.S. Army veteran Patrick Penn of Wichita, have voiced opposition to the bill. Penn said he, "Categorically refuses to give certain health clubs and an advantage or break on the backs of disabled vets and struggling families."

Cop Shop (5/9)

The Russell City Council and staff hosted a BBQ lunch at the City Building to celebrate Public Service Recognition Week. The event honored the men and women who serve the community as local government employees. Over 100 attendees from the city, county, and school districts attended.

The mayor, councilmembers, and city fire chief were chefs for the day, grilling hamburgers, brats, and hotdogs while also serving sides of potato and macaroni salad, baked beans, and chips. The city's management team assisted by organizing and setting up the event and ensuring everyone was served.

Public Service Recognition Week, designated by the President and Congress, is celebrated annually during the first full week of May to honor public employees who put service above self. At the heart of this week is the recognition and appreciation of public employees for their dedication and service.

"Public servants serve Americans daily at the federal, state, county, and city levels," said Mayor Jim Cross. "These unsung heroes do the work that keeps our communities working."

The BBQ lunch, made possible by private donations, was a testament to the collective effort of the city team. It was a gesture to thank and recognize the accomplishments and contributions of government employees at all levels. The council members and staff took great pride in cooking and serving the BBQ lunch, and the unity and teamwork made the event a success.

"We would like to extend a heartfelt thank you to all who attended for all that they do for their organizations and the Russell community," added Councilmember Brad Wagner. "We are truly better together."

In addition to honoring the dedication of city employees, the Russell City Council and management team expressed gratitude to its partners at the county and USD 407, highlighting the dedication, support, and collaboration that create successful outcomes for the community.

The season finale of The Kansas Legislature is LIVE this week

As the name implies, Cinco de Mayo is typically celebrated on May 5. With that date falling on a Sunday this year, many celebrations around the country were held on Saturday, May 4. In Great Bend, Cinco de Mayo will be celebrated on Saturday, May 11 at Jack Kilby Square.

With that date falling on a Sunday this year, many celebrations around the country were held on Saturday, May 4. In Great Bend, Cinco de Mayo will be celebrated on Saturday, May 11 at Jack Kilby Square.On May 5, 1862, the Mexican army defeated France in the Battle of the Puebla. The holiday is only a minor holiday in Mexico, but the day has become one of celebrating Mexican heritage in the United States. The Great Bend event begins at 11 a.m. Saturday with a parade down Main Street, ending at Jack Kilby Square. There will be 42 stalls serving up traditional Mexican cuisine and information about the culture. Three bands will provide live music for the festivities: Los Traficantes del Norte, La Seguridad Nortena, and Tipo Unico. The celebration ends at 6 p.m.The 2024 Cinco de Mayo Queen is Elyanna Marques, and Olivia Loera is the festival princess.
