From the Great Bend Police Department...

On Aug. 30, at approximately 1:23 p.m., an officer with the Great Bend Police Department was dispatched to the 5800 block of Aspen Dr. in reference to criminal threats. The officer was advised that a male subject, identified as Phillip Markum, age 23, had made threats to kill staff members, as well as a girlfriend who lived out of town. After investigation, the officer placed Markum under arrest without incident and booked into the Barton County Jail in lieu of bond.

On Aug. 31, at approximately 6:37 p.m., an officer with the Great Bend Police Department was dispatched to the 1400 block of 19th&nbsp;Street in reference to criminal threats. The officer was advised that the suspect, Doyle Stout, age 54, had made threats to kill the victim over the phone. After investigation, the officer attempted to locate Stout and had Barton County Dispatch air an attempt to locate on Stout. On Sept. 1, at approximately 12:07 p.m., Stout turned himself in to the Barton County Jail where he was booked in lieu of bond.&nbsp;

On Sept. 2, at approximately 11:01 p.m., an officer with the Great Bend Police Department conducted a traffic stop in the 1400 block of Cherry Ln. While the officer was conducting the stop, police K9 Niko was used for a free air sniff of the vehicle, during which he indicated that there was an odor of drugs. The vehicle was searched, and methamphetamine and drug paraphernalia were found. Mark Keenan, age 37, was arrested for possession of methamphetamine and possession of drug paraphernalia. Keenan was booked into the Barton County Jail in lieu of bond.

Arrests made after threats of violence in Great Bend

Speaking, singing, and making other sounds require many parts of your body to work together. Your brain thinks of ideas. Your lungs move air in and out. Your vocal cords vibrate. Your mouth and nose help shape sound.

“Our whole body participates in the production of voice, speech, and breathing. So we can get a lot of information about our health from them,” says Dr. Yael Bensoussan, a voice researcher at the University of South Florida.

Many conditions can impact the various body parts involved in sound production. These include depression, Parkinson’s disease, dementia, lung problems, and even cancer. Measuring voice, speech, and breathing patterns could help diagnose health problems.

Researchers are testing ways to use apps and other tools to let people measure such information at home. For example, a recent study showed that a computer program could identify patients with Parkinson’s disease by their breathing patterns during sleep.

“Voice, speech, and breathing are easy to access, inexpensive, and non-invasive to measure,” Bensoussan says. “For example, for a test for lung function, you currently have to go to a hospital and blow into a machine. Then you need someone to analyze that test. Just recording your voice or breathing sounds on your phone would be a lot cheaper and easier.”

Speech pattern analysis has shown promise for diagnosing impairments in memory or thinking abilities, and mental health conditions like depression. The way people speak, the tone of voice, and even the words used can all change when someone develops depression, explains Dr. Gari Clifford, a biomedical engineer at Emory University and Georgia Institute of Technology.

Clifford’s team is trying to use speech patterns and facial expression changes to catch depression early in people with dementia. They are now testing their technology in certain tablet and smartphone apps to track changes in people’s daily health. This could help doctors see the effects of depression treatments in real time and change them quickly if needed. It could also provide early warning that someone’s health is declining.

Other research teams are testing speech analysis to screen for additional mental health problems, like anxiety. They’re also looking at speech patterns to help diagnose diseases like amyotrophic lateral sclerosis (ALS) early.

Bensoussan’s team is building the world’s largest collection of voice and speech samples related to health information. They’re including people from a wide range of backgrounds and health conditions. They hope this will aid researchers in building new tools for diagnosis.

Voice and speech analysis tools will eventually have to take people’s whole health into account, just like a doctor would, Bensoussan says. “Multiple different diseases can cause the same voice changes. For example, for a hoarse voice, someone with cancer of the throat and someone with laryngitis can sound exactly the same,” she explains.

You can’t yet talk into your phone and get a full health report. But Bensoussan encourages people to pay attention to changes in their voice and speech. “If you have a voice change for more than two to three weeks, it may indicate an issue with your health,” she says.

With the hiring of Logan Burns as Great Bend City Administrator on
Aug. 12, the assistant city administrator position is open. The
existing ordinances concerning the duties of that position were drafted at the request
of prior administration to assign specific duties and personnel to match what
Burns was already doing for the city as the building inspector.


On Tuesday, the Great Bend City Council approved an ordinance amending the
qualifications and duties of the two administrator positions. City Attorney
Allen Glendenning said the changes include clearing up the need for appointed
officials to live within city limits.


"The charter ordinance about appointing officers says that elected officers have to be within the city limits," said Glendenning. "Appointed officers are to be in the qualified electors of Barton County. Some of these other ordinances included a residency requirement in the city, but that conflicted with the charter ordinance. We have taken that out to leave it as is in the charter ordinance which requires only county residency, other than elected officers."

The amended ordinance also reworded the appointment and qualifications for the
city administrator stating he or she shall be appointed by the mayor with the
consent of the city council and shall be chosen solely upon the basis of comprehensive
administrative ability.


The ordinance will now define the duties of the assistant administrator more
generally and broadly allowing for them to be assigned and reassigned to meet
the current needs of the city.&nbsp; &nbsp;&nbsp;

The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for the City of Claflin public water supply system located in Barton County. The advisory was issued because the city cannot currently maintain the minimum required chlorine residual. Failure to maintain required chlorine residual levels may put the system at risk for bacterial contamination.&nbsp;

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from the City of Claflin indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

Cool-season grasses, like the Kentucky bluegrass and tall fescue lawns common to many parts of Kansas, have had about enough of summer.

The state’s high temperatures and sporadic rainfall often cause cool-season varieties to become thin by summer’s end. September typically signals a good time to replenish those stands, said Kansas State University horticulture expert Cynthia Domenghini.

“Start by mowing the grass short (1 to 1 ½ inches) and removing the clippings,” she said. “This will make it easier to achieve good seed-soil contact and increase the amount of light that will reach the young seedlings.”

Then, she says, check the lawn’s layer of thatch – an organic layer of dead and living shoots, stems and roots that develops between the zone of green vegetation and the soil surface.

“Normally, we’d want ¼ inch of thatch or less when overseeding,” Domenghini said. “If the thatch layer is ¾ inch or more, it is usually easier to use a sod cutter to remove it and start over with a new lawn. A power rake can be used to reduce a thatch layter that is less than ¾ inch, but more than ¼ inch.”

Preparing the soil Once thatch is under control, Domenghini said homeowners can use a hand rake to roughen up soil in small areas. For larger areas, she suggests either a verticut machine or core aerator.

“A verticut machine has solid vertical blades that can be set to cut furrows in the soil,” she said. “A slit seeder is a verticut machine with a seed hopper added so the soil prep and seeding operation are combined.”

By contrast, a core aerator literally punches holes in the soil, depositing the cores on the surface of the ground.

“Each hole produces an excellent environment for seed germination and growth,” Domenghini said. “Make 3-4 passes with the core aerator to ensure enough holes for the seed.”

A core aerator also reduces the amount of water needed to germinate the seed. Aeration increases the water infiltration rate, decreases compaction and increases the amount of oxygen in the soil.

“Of the three methods (for large areas), I prefer the slit seeder for obtaining good seed to soil contact,” Domenghini said. “However, if watering is difficult, core aeration may be a better option.”

Domenghini noted that fertilizer should be applied to the lawn at rates suggested on the bag, regardless of which overseeding method is used.

BOOR: Tending to grasses in September

The City of Great Bend will hold a city-wide cleanup this fall for
the third consecutive year, but this time the city will not accept tires. The nine-day
cleanup will allow citizens to dump refuse, metal, mattresses, appliances and
almost anything they are looking to ditch. 

City Administrator Logan Burns said the
cleanup will be Oct. 19 - Oct. 27. 

"The cleanup will located and Sunflower Diversified Services at 5605 10th Street," said Burns. "We'll start working to get some publications out for that."

During the first year of the cleanup, Great Bend residents filled 51
commercial-sized dumpsters. Last year, the number grew to 76 dumpsters, with the
majority of the items consisting of tires. 


In 2022, Great Bend collected 75 tons of tires. That number jumped to 160 tons in
2023. The cost to properly dispose of tires went from $150 per ton the first
year to $248 last year. With a tire disposal fee of nearly $40,000 last year,
Great Bend received a $15,000 allocation from Barton County to offset the
increased cost.


Again, this year’s city-wide cleanup will not allow the disposal of tires.&nbsp; &nbsp;&nbsp;

Great Bend city-wide cleanup returning, no tire drop-off

On Tuesday, Sept. 3, at about 9:45 p.m., a deputy with the Barton County Sheriff’s Office responded to a check subject call south of the City of Great Bend. A resident had called and reported an unknown person on a motorcycle on his property.

Upon arrival, the deputies contacted the individual, Daniel Chapman, age 50 of Otis. The deputy knew Chapman had an outstanding warrant in Barton County District Court. The warrant was confirmed, and Chapman was arrested without incident. Once arrested, the deputy allowed Chapman to make a phone call to another individual to retrieve his motorcycle from the location. The second individual arrived, identified as William Dunn age 31, also of Otis. The deputy knew that Dunn also had an outstanding warrant. Dunn was also arrested. During the course of Dunn’s arrest, he was discovered to be in possession of suspected methamphetamine and drug paraphernalia. Both were transported to the Barton County Jail without incident.

Chapman was booked into the Barton County Jail on the probation violation warrant with a $10,000 bond. Dunn was booked into the Barton County jail on a failure to appear warrant that carried a $2,500 bond as well as requested charges of possession of methamphetamine, unlawful possession of prescription medication and possession of drug paraphernalia. Those charges carry an additional $10,000 bond.

Second man arrested after arriving to help arrested friend near Great Bend

Brenna Thompson, the JAG-K Teacher at Great Bend Middle School, was awarded the Peak Performance Award at the JAG National Conference held this summer in Las Vegas, Nevada. This prestigious award was given to only three recipients out of over 1,500 JAG programs nationwide. The Peak Performance Award recognizes middle school programs that demonstrate outstanding success, specifically tracking student retention through reports maintained by Specialists. Brenna's program achieved an incredible 100% student return rate to the same school.

Brenna has been with USD 428 for three years and has served in the JAG-K program for two years. The JAG-K program is relatively new to the middle school, with this being its third year. The program is designed to prepare students for a smooth transition to the high school JAG-K program. JAG-K, a 501(c)(3) non-profit organization, partners with public schools to offer an elective class that provides academic and positive support, ensuring students earn their diplomas. By exploring career opportunities and practicing soft skills, students are well-prepared to transition successfully to post-secondary education, military service, or the workforce after graduation.

Barton County Sheriff's booking activity (9/3)

Jason Rath began his physical-therapy career caring for patients in 2013 at Pawnee Valley Community Hospital (PVCH) where he was recently promoted to Rehabilitation Manager.

“I feel privileged to have been given the opportunity to step up to the rehab-manager position,” said Rath, a Larned resident. “We have a great group of associates who have the knowledge to guide our patients toward achieving their goals, along with a deep sense of compassion and desire to enhance their lives.

“As physical therapists, we help patients regain optimal function and reduce pain with activities of daily living and work duties. We also guide the rehabilitation and healing process after surgical interventions such as joint replacements and tendon/ligament repairs, just to name a few.”

In general, anyone with acute or chronic pain that affects their lifestyle and employment responsibilities “would be a great candidate for physical therapy,” Rath said, noting a doctor’s referral is not necessary. “We design a regimen that provides the best opportunity for them to get back to their hobbies and careers as soon as possible.”

Rath also uses his education and sports-medicine experience at Larned High School football games, along with all other USD 495 athletics, where he can offer his physical-therapy skills when necessary.

“I still have a passion for sports medicine, and working with young athletes and helping them succeed,” Rath commented.

This passion was evident throughout Rath’s academic background. He earned a bachelor’s degree in Athletic Training at Fort Hays State University “and was lucky enough to have earned an internship with the Denver Broncos.”

His next stop was Tennessee Technological University where he earned a Master’s in Exercise Science; he then graduated from Tennessee State University with his Doctorate of Physical Therapy in 2013. While in Nashville, he was also chosen for an athletic-training internship with the Tennessee Titans for two summers.

Rath and his wife have two sons who are very active in sports; he also enjoys golf, hunting, and “believe it or not, mowing and landscaping.”

Theresa Roe, Interim Director of Rehabilitation Services at PVCH, said “Jason has been a dedicated physical therapist at Pawnee Valley Community Hospital for more than 11 years. During that time, he has acquired solid leadership skills.

After many production delays, the two new pieces of playground equipment are installed in the old swimming pool park in the City of Stafford. They are ready to play on, but the city asks that you be careful because they have not been able to get it raked down and smoothed out yet.&nbsp;

The playground includes a new climbing wall and a rope bridge to help kids develop balance and coordination. These two new pieces were made possible by the South Central Community Foundation with a children's grant presented in 2023, along with a donation from the local P.L.A.Y. group.

The Kansas Motocross Championship Series was designed to provide fun and competitive races for riders throughout the state to enjoy. The
Championship Series has 10 events for the 2024 season on six separate tracks,
including an event in Great Bend.


At Tuesday’s Great Bend City Council meeting, the governing body approved an
operating agreement with Kansas Motocross for the Great Bend Motopark located
at the Expo Complex near the Great Bend Municipal Airport. City Administrator
Logan Burns said the agreement will be in effect until Dec. 31,
2027 and will renew automatically for one-year periods thereafter.


"The operator shall provide insurance for all events in the minimum amount of $1 million and name the City of Great Bend as co-insured," said Burns. "The application is submitted through Farmer's Insurance. Once approved, they'll pay that first portion of that premium. Everything will be good from there."

Kansas Motocross will provide upkeep of the motopark and clean after each
event. Starting in 2025, Kansas Motocross will pay the City of Great Bend 2% of the gross gate entry
from all events, 3.5% in 2026 and 5% in 2027.
