A relatively dry and relatively mild November and December have kept thoughts of winter&nbsp; in Central Kansas on the back burner. That will change in the first week of the New Year as 6-10 inches of snow are expected in the region through Sunday. A layer of ice may precede the snow, and lows are expected to reach zero degrees in the overnight hours. Barton County Emergency Management Director Sean Kelly encourages residents to prepare accordingly.

"Get your supplies," he said. "Don't try to do it during the storm, that just creates more problems. Plan ahead getting any supplies you need for food, blankets, any extra warmth you want. Should you lose power, you're going to need a way to try and keep yourself warm. Unhook your hoses if you haven't done it yet. Open up your cupboards to let some of that warm air in your house get to your pipes so they don't freeze up. We're going to get through the storm, then we have chilly, chilly air coming in next week still."

The freezing percipitation could also make for hazardous driving conditions. Counties will make decisions as the storm moves in but may not prep roads ahead of the cold.

"With the potential of getting sleet and ice, a lot of times it will bury any kind of brine treatments you're going to do," Kelly said. "With the cold temperatures, a lot of that brine works from underneath with the sun and a little bit of warmth once the storm passes but we're not going to get that advantage."

According to the National Weather Service in Wichita, virtually all of the Eagle Media listening area is likely to experience a mix of drizzle and sleet on Saturday with accumulating ice and snow on Sunday. The conditions could result in power outages, low visibility, and drifting on roads.

Barton Co. Emergency Management: Brace for winter storm today and tomorrow

The Barton County Landfill operates a Caterpillar 826K Compactor to push
and compact trash. Operators routinely clean out debris that wraps around the
compactor axles. Failing to do so could cause catastrophic failure to the axle
seals and final drives. 

Barton County Solid Waste Director Jennifer Hamby told
the Barton County Commission last month that it is time to professionally clean the axles.


"Occasionally, debris will get tightly wrapped around the axles or in a spot that the operators are unable to remove it," said Hamby. "The only way to clean out this debris is by having the wheels removed. After recent service on the compactor, it was recommended by Foley's that the wheels be removed and axles cleaned to check and prevent any machine damage."

The Commission approved the axle repair to be done by Foley Equipment in Great
Bend for $20,180.11.


Hamby said each wheel on the compactor weighs approximately 7,000 pounds. Each
wheel has to be removed by a crane to clean the axles.&nbsp; &nbsp; &nbsp;

The most difficult step of a New Year's resolution is getting it started. The Great Bend Recreation Commission is there to help. Dixie Divis, group fitness instructor, said the next session of activities beginning on Jan. 6 is a good way to set any new fitness goals into motion.

"We have cardio," she said. "We have strength, indoor cycling, suspension training, Tai Chi, yoga. There is something for everybody. We also have schedules that will fit pretty much anybody's schedule. We have classes that start as early at 5:15 a.m. and we have classes that go as late as 7 p.m."

The Great Bend Rec's winter-spring brochure should be arriving in mailboxes in the next 7-10 days. Registration for classes that begin in February is Jan. 13. Divis said the Rec classes are a unique way to sustain some of those New Year's resolutions.

"One of the benefits of group fitness is you have the accountability of everybody else in the class," she said. "It also can be very social. If you're wanting to expand your friend circle a little bit, this is a great chance to meet new people."

Track Loaders.


"It gives us the best option for trade-in value," said Schartz. "It also helps keep the warranty up to date. With those pieces of equipment, with the electronics, there is always something. This year, we're looking at the two-year buyback."

Barton County Road and Bridge purchased two track loaders from the Salina
business, one in 2014 and the second in 2017. Both have been updated regularly
since the purchase.

'Laundry Love' dates for 2025 in Larned

The New Year is always a time of change. In Kansas, one of the biggest changes comes at the grocery store as the state has zeroed out its sales tax on groceries. Karissa Winkel, family and community wellness agent with K-State Research and Extension – Cottonwood District, reminds shoppers that the old sales tax rate will still apply to prepared foods.

"Prepared foods are anything you buy from the deli or anything that comes with utensils or is heated; anything they do at the store to prepare it for you in advance," she said. "It's more like a convenience food in that aspect. Those types of foods will continue to be taxed at the full 6.5 percent."

While prepared foods will still be taxed at the old state rate of 6.5 percent, plus local taxes, other foods will now carry only the local tax rate. In Barton County, all sales are taxed at one percent, and Great Bend has a sales tax of 1.2 percent. In other words, qualifying groceries purchased in Great Bend will be taxed at 2.2 percent rather than 8.7 percent.

Winkel said the timing of the tax reduction coincides with New Year's Resolutions to eat healthier and save money. Smart shopping can accomplish both.

"Pricing for ingredients, including fresh and frozen produce, canned items, and meat and poultry will likely be significantly more affordable than those prepared foods from the deli," she said. "If you want to capitalize on that, I suggest meal planning and preparing meals at home, so this can include purchasing those fresh ingredients that often get a bad reputation for having high prices. With them not having the sales tax anymore, that's going to make them more affordable compared to the ready-to-eat convenience foods." 

As defined by the Kansas Department of Revenue, prepared food includes those in a heated state or heated by the seller, those that are sold with eating utensils provided by the seller, and those that are the result of a seller mixing two or more items together. Alcoholic beverages will continued to be taxed at the old rate. Fountain drinks are taxed at the old rate while bottled or canned drinks have the reduced rate.

In Kansas, one of the biggest changes comes at the grocery store as the state has zeroed out its sales tax on groceries. Karissa Winkel, family and community wellness agent with K-State Research and Extension – Cottonwood District, reminds shoppers that the old sales tax rate will still apply to prepared foods."Prepared foods are anything you buy from the deli or anything that comes with utensils or is heated; anything they do at the store to prepare it for you in advance," she said. "It's more like a convenience food in that aspect. Those types of foods will continue to be taxed at the full 6.5 percent."While prepared foods will still be taxed at the old state rate of 6.5 percent, plus local taxes, other foods will now carry only the local tax rate. In Barton County, all sales are taxed at one percent, and Great Bend has a sales tax of 1.2 percent. In other words, qualifying groceries purchased in Great Bend will be taxed at 2.2 percent rather than 8.7 percent.Winkel said the timing of the tax reduction coincides with New Year's Resolutions to eat healthier and save money. Smart shopping can accomplish both."Pricing for ingredients, including fresh and frozen produce, canned items, and meat and poultry will likely be significantly more affordable than those prepared foods from the deli," she said. "If you want to capitalize on that, I suggest meal planning and preparing meals at home, so this can include purchasing those fresh ingredients that often get a bad reputation for having high prices. With them not having the sales tax anymore, that's going to make them more affordable compared to the ready-to-eat convenience foods." As defined by the Kansas Department of Revenue, prepared food includes those in a heated state or heated by the seller, those that are sold with eating utensils provided by the seller, and those that are the result of a seller mixing two or more items together. Alcoholic beverages will continued to be taxed at the old rate. Located at 1210 Main Street, Hatchet Axtion opened in June 2022, just south of the courthouse square. Co-owners Sage Cauley and Johan Sanchez brought the concept to Great Bend after enjoying a similar establishment in the Kansas City area.

The establishment also included a "kids zone" for children under 12.

Hatchet Axtion was awarded 3rd place and $10,000 during the 2023 Ignite Rural Business Competition in Great Bend. The money fueled a bar, rage room and escape room.

In Hatchet Axtion's Facebook message, they encouraged citizens to use up any certificates before Jan. 12.

Bend. A few days later, an advisory was enforced in Russell. Less than two
weeks later, the City of Hoisington had its own boil water advisory. The flurry

situation was a learning experience with preventative steps taken for the
future.


"Before, the VFDs (Variable Frequency Drive) had one restart try," said Cauley. "Now, certain VFDs have five restart tries, some will have three. We have wells that are on different circuits now. Whenever pressure gets to a certain metric, those will kick on."

When the electricity went out December 2, the power did not go out
long enough to kick on the backup generators but was off enough to mess with
the electrical systems for the city’s public water system.

Previous boil water advisory a ‘learning experience’ in Great Bend

The start of a new year is a time for many to set their intentions by making annual resolutions. The Kansas Legislature also has this opportunity as it begins its 2025 session with a new slate of legislators following the November election.

The question remains will this new beginning bring about a legislature focused on the bread-and-butter policies that are a priority for all Kansans, or will they double-down on divisive culture war issues? The legislature should resolve to improve the lives of all Kansans by focusing on three important policy goals.

First, the Kansas legislature should continue to prioritize water policy. In the past few years, Kansas has made important strides developing a collaborative water management vision, which encouraged the use of more efficient irrigation systems and technologies, aimed to improve water quality, and invested in water research at state universities. However, water usage and the preservation of the Ogallala Aquifer are long-term challenges that require continued attention and innovation if Kansas hopes to mitigate climate change’s impact and support the economic health of the state’s agricultural sector.

Second, legislators should work across party lines to adequately fund Kansas public schools. It is no secret that Kansas has faced challenges with school funding for years. The state’s education funding formula has been the subject of partisan fights, with legislators weighing calls for more equitable distribution of funds across districts with concerns over the cost of doing so. The state needs to find a way to adjust state funding formulas to provide more targeted resource distribution that prioritizes districts serving large populations of low-income students and students with disabilities. It also needs to invest in infrastructure improvements in aging schools, particularly in rural Kansas. Finally, Kansas teachers need a raise.

The third policy goal should be to expand healthcare access in Kansas. The most straight-forward way to achieve this goal is to expand Medicaid. Several states, including Kansas, were understandably concerned about the financial cost of expansion when the Affordable Care Act of 2010 was first passed by Congress. However, legitimate concern has become poisoned by partisan fights that prioritize scoring political points rather than serving Kansans.

Research has demonstrated that expansion leads to positive outcomes. Medicaid expansion increases access to health care services, particularly preventive care and mental health services, reducing health disparities for individuals and families. Medicaid expansion has not only been a boon for individuals, but also for communities. It has been linked to job creation in the

healthcare sector, especially in rural areas. Given these positive outcomes, it’s time for Kansas to join most states, including neighboring states, and expand Medicaid access.

With pressing issues like water usage and quality, education funding, and healthcare access, Kansans are hoping that their elected officials will work toward improving their lives in the upcoming year. Ultimately, the 2025 legislative session will reveal whether Kansas legislators are willing to rise above the political noise and focus on addressing these core challenges.

A special meeting was held on Dec. 19 by the Claflin City Council. The meeting was called for discussion regarding the solid waste collection and disposal agreement with Al's Trash Service.

The council approved the agreement with Al's Trash for a seven-year contract taking effect Jan. 1, 2025. The service includes twice weekly residential pickup at a rate of $20 per month. Business prices vary based on receptacle size. Al's Trash will pick up on Mondays and Thursdays.

New trash pickup in Claflin approved

Following the flood in 1981 in Great Bend, city officials and citizens
determined there was a need to construct a flood control system. With help from
the U.S. Army Corps of Engineers, the levee around Great Bend was completed in the
early 1990s. 

Great Bend Public Works Director Jason Cauley said the levee has
protected the city nicely from heavy rainfall, mostly recently in 2019.


"In 2019, there was river water almost to the top of that levee," said Cauley. "Our sewer plant, for the effluent, we had to put a pump on top of the levee to discharge into it because the water was so full. I'm not saying that would have caused catastrophic flooding for the whole city but it showed the importance of the levee."

City workers maintain the levee year round by trying to manage animal burrows,
trimming trees and fence repair. The city’s street department, consisting of approximately 10 employees, is in charge of
the 26 miles of levee, the compost site and streets.


"That crew is also in charge of the physical aspects of the storm water system like replacing storm boxes and curb and gutter," said Cauley. "You get this small group of people taking care of a lot of assets."

Seeing fences get cut, Cauley reminds citizens that the fence around the levee
is there for a reason. Vehicles driving on the side can erode the levee which
can cause the levee to fail.&nbsp; &nbsp;&nbsp;
