Some baseline standards for grade promotion. A Park Elementary School teacher went before the USD 428 Board of Education Monday night to address concerns about what teachers in the district are going through and how that impacts those teachers.

"We need something because this is leading to teacher burnout," she said. "I will be honest. In the past two years, this has become a bigger problem for me and whether I want to continue teaching in a district where my kids will flat out tell me, in the past two years, 'I don't have to. I will go on anyway. I will do it if you give me a pizza party. If you do this.'"

An agenda item for later in Monday's meeting included an explanation of  the Multi-tiered System of Support (MTSS) system used by Great Bend and many other districts around the state to chart student progress by grouping students into one of three tiers based on academic progress. The teacher said 52 percent of her students were two grades behind, or tier three, in words-per-minute reading. That figure climbed to 57 percent for reading comprehension and was 48 percent in math. Board Member Sara Williams agreed there is an issue.

"I think what she said is absolutely essential," Williams said. "As a board member, it disturbs me to have 'mastery' in our student exit outcomes and not be expecting that. We say they're going to graduate with mastery but where is that expectation?"

USD 428 has used MTSS for just over a decade and administrators maintain the program has been effective. JoAnn Blevins, director of teaching and learning for USD 428, said a better picture of progress is painted in the details.

"What happens sometimes when we look at the data is we don't always get to see and celebrate that growth because that number just says, 'You're not performing,'" she said. "But when you dig deeper into that individual student's data or classroom, we can show tremendous growth. When we look at our system's data over time, we can see kids catching up. By the time they get to middle school, those numbers significantly increase."

Both Blevins and Assistant Superintendent John Popp agreed that holding back, or retaining, a student is one of the worst things a district can do. Blevins corresponded with author and Professor of Education at the University of Melbourne, Australia.

"His email to me was, 'If you retain, which no district should, you do it only with great pangs of guilt,'" she said. "The research is pretty clear it has a strong negative impact on kids socially, emotionally, and academically. Any gains you might have short-term academically wear off. They don't have it for the long term."

Blevins said USD 428 also has certain socioeconomic traits that contribute to overall student success.

"When you have 65-70 percent of your students who are coming poverty, who are coming from sometimes generational poverty, that impacts that background knowledge, that impacts the ability to overcome some of those things," she said.

Popp said the district has held back kids, typically kindergartners, and the results have rarely been positive.

"That next year, they're a behavior issue," he said. "They're taking the same content again and they don't want to be there. They're away from their peers. It's detrimental for them. We've seen it for years and years."

Williams held firm that something must be done to benefit all members of the community.

"They have full capabilities of doing it but they have no motivation for doing it," she said of some students. "It's not a development thing, it's a motivational thing. When we're not evaluating them with high expectations that we say we hold our kids to - there has to be a balance. There needs to be some sort of motivation for the sake of our teachers, for the sake of our students, for the sake of who we are as a school and who we say we are in providing a good education for our kids."

Blevins said even threatening to hold back a student can cause breakdowns in the teacher-parent-student relationship. Board Member Randy Wetzel said because Great Bend High School students need a certain number of credits to graduate, the idea of retention is always there. Even that has not proven effective in some cases.

"It doesn't matter to some kids," he said. "It doesn't motivate them, so you have to find what motivates that kid with individual work and individual plans, whatever it takes. Just threatening them, they'll dig a deeper hole. I saw it happen year after year after year."

Wetzel said some students just require extra work. Programs like MTSS are designed to provide intervention to students not meeting expectations.

"What I found in all my years is, if you sit down a kid and talk to them and reason with them, sooner or later, you're going to get there," Wetzel said. "It might be April of their senior year, but sooner or later, you're going to get to them. You have to find what motivates them. Holding a threat over their head doesn't get it done."

All said with comments from the teacher and board members, Monday's discussion approached one hour. Williams said it is important for teachers to know they are being heard.

"She's talking about burnout and the MTSS resources are not there because of illness or whatever is happening in the buildings," she said. "Her passion about the frustrations and expectations on teachers, the lack of faculty to present all the resources we are trying to have available to them but ultimately are not available because we don't have enough people to implement them, we need to make sure teachers like her are feeling heard. She presents something and we say we will take this into consideration, we will do the next thing with it, we need to make sure it doesn't just stop here with this discussion but we are following up and doing something for her sake so she's feeling supported and heard. It's not just her. She's representing a group of teachers."

Elementary teacher, admins, BOE discuss student expectations in GB schools

Barton Community College athletic department’s annual support of Camp
Hope was displayed at Wednesday’s basketball games for “Pink Out Night.” Assistant
Athletic Director Heather Panning said in an effort to raise funds for the
nearby youth camp, Barton sold commemorative t-shirts with all the proceeds
going to Camp Hope. 


"When I started working here, it was something the college did," said Panning. "The athletic department took it over and tried to make it the biggest and best that we could. Every year we try to sell these shirts. It seems like more and more people are getting involved."

Held every summer at the college's Camp Aldrich near Claflin, the week-long camp
provides a free, traditional summer camp experience for ages 4-17 who have, or
have had cancer. The mission of Camp Hope is to provide a normal, active and
safe camp experience where children can celebrate life beyond the diagnosis of
cancer.


"It's really cool to see how many people come and support this cause," said Panning. "With the donations we receive, there is a lot that goes into this. It's special to see this all come together in one night."

Hoisington High School 2025 homecoming court

As part of the Great Bend Fire Department’s vehicle replacement plan,
the current ladder truck is scheduled to be replaced in 2025. The city
identified in 2022 that at the rate they were saving money for the truck’s
replacement, the department would not have enough money in reserve to replace the
truck. At that time, two more years were added to the project date, giving the department
until 2027.


In visiting with other fire truck dealers, Great Bend identified at the current
rate of inflation they would not have enough money saved to complete the purchase
in 2027. It was also noted that if the city waits until 2027, it could be up to
48 months, year 2031, before the truck would be delivered.


The Great Bend Fire Department apparatus committee started researching options
at the end of last year. Two manufacturers have slots reserved in their build
schedules for stock or demo trucks. If the purchase is approved, the city could
make changes to the specifications so the truck would better meet their needs. 
By going this route, the city would take delivery of the ladder truck in late
2026 and save the city two years of inflation, roughly 7% to 10% annually. 

Great Bend Fire Chief Brent Smith will present the option to the Great Bend City Council at the meeting on Tuesday, Feb. 18 to approve the bid from Hays Fire Equipment for $1,590,023. The council meeting begins at 6:30 p.m. at City Hall.&nbsp; &nbsp;&nbsp;

The Barton County Commission has utilized resources via the Kansas Natural Resource Coalition in recent months, especially as it pertains to the National Interest Electric Transmission Corridor (NIETC) that was proposed to pass through the county. Tuesday morning, County Administrator Matt Patzner appeared before the board of commissioners to renew membership in the group.

"The Kansas Natural Resource Coalition serves as a conduit between local, state, and federal governments to promote balanced, necessary, and effective administrative policy-making initiatives that materially affect the natural or human systems governed by individual member counties," Patzner said.

Barton County will once again pay $5,000 for its annual membership. The exact number of counties in KNRC is not published but Commission Chair Tricia Schlessiger said Barton County said the organization of counties throughout the state serves a local purpose.

"I personally feel this is an important organization for us to be a part of," she said. "They've been involved actively in the NIETC corridor and also the Quivira water issues. Those are two things that affect our county directly."

Commissioner Shawn Hutchinson reminded other commissioners that the KNRC helped set up the tri-county meeting with Pawnee and Russell counties last October, which was particularly rare in that all three county commission boards took action from the meeting regarding the proposed NIETC.

complaint for 3rd and 4th grade softball and baseball was
the amount of walks each game.

children pitching. 


"I went back and looked through box scores," said Sandberg. "There were games where there were 20-plus walks and walking in five runs per inning. Nobody is learning how to hit like that. Nobody is learning how to run the bases and the defense isn't getting to play any defense."

Sandberg said this age group is one of the hardest to coach because you are teaching
the children how to pitch. The Rec will introduce a kid-pitch and parent-pitch
hybrid style for 3rd and 4th grade ball this summer.


"We'll evaluate if the kid is sitting there watching eight pitches go by, we're going to have to make an adjustment on the fly," said Sandberg. "We're assuming in one or two pitches they're going to get something to swing at."

If there is a walk, a parent or coach from the hitting team will come out to
throw to the children where the batter will get one swing. If there is a foul
ball, the batter will get another pitch from the adult.&nbsp; &nbsp;&nbsp;

Great Bend Rec makes switch to limit walks for 3rd/4th grade baseball

Dr. Cassandra Olds, Professor of Entomology at Kansas State University is presenting a program on insect control for livestock in March. The program will be held at the Ellis County Extension office at 601 Main St in Hays on Tuesday, March 4. The program will start at 4 p.m. with light refreshments and run about an hour.

BOOR: Extension hosting livestock insect management meeting

Staff shortages in the educational world are one thing. Then flu season hits. Having an adequate number of substitute teachers on deck is important to fill those absences in the classroom. During Monday's USD 428 Board of Education meeting, Assistant Superintendent John Popp said the Great Bend district barely got by on Monday.

"On average, we can fill 28-30 substitute positions a day," he said. "If we get over that many absences, we're having to fill internally. There are days when we pull in 35 substitutes. Today, we had just over 40 absences and we had 11 uncovered."

The board discussed a new modified emergency substitute policy. Whereas emergency substitutes need 60 semester credit hours from a regionally accredited college or university to work, modified emergency substitutes need only a high school diploma and a few other considerations. Superintendent Khris Thexton said the district already utilizes 10 substitutes that meet this standard.

"Of those 10, seven of them are teacher's assistants and paras," he said. "They have qualified under this modified substitute license so they can fill in and get the pay of a substitute for that day."

All substitute applicants must also pass a fingerprint background check that carries a $50 fee and pay a $60 application processing fee. Modified emergency substitutes must also complete Greenbush's Emergency Substitute Training Modules. The modified license is nontransferable and limited to the local school district on the license. An educator can apply for multiple districts if each district submits an expanded emergency substitute qualification form.

On Tuesday, Feb. 11 at approximately 3:59 p.m., a detective from the Great Bend Police Department observed a white passenger vehicle commit a traffic violation at the intersection of 21st Street and Lincoln Street.  The detective conducted a traffic stop, identifying the driver to be Brittney Collins, age 36. 

During the course of the stop, the driver consented to a search of her vehicle.  During the search, methamphetamine and drug paraphernalia were located. 

Collins was transported to the Barton County Jail.  When entry was made inside of the facility, additional methamphetamine and drug paraphernalia were located upon Collins. She was booked for the charges of possession of methamphetamine, possession of drug paraphernalia, no drug tax stamp, introduction of contraband and traffic charges, in lieu of bond.

The old adage about ‘an ounce of prevention is worth a pound of cure’ “goes double, even triple in dentistry,” said Sidney Lenox, DDS, the new dentist at Heart of Kansas Family Health Care.

Dr. Lenox recently began treating patients of all ages at Heart of Kansas, a non-profit entity at 1905 19th in Great Bend.

“The ounce-of-prevention philosophy is so important,” Dr. Lenox said. “Good dental health can positively affect your day-to-day quality of life and overall health.

“Poor dental health can limit the foods you eat, and negatively affect your appearance, self-esteem and well-being.”

Dental services at Heart of Kansas include fillings, extractions, root canals, crowns, bridges, and regular and deep cleanings.

“We also see emergency patients and treat dental infections, as well as diagnose dental abnormalities of the head and neck,” Dr. Lenox said, noting he collaborates with his colleague Christopher Miller, DDS.

Dr. Lenox acknowledges that some people might feel apprehensive about a trip to the dentist.

“Even if a patient is anxious or has a dental phobia, I encourage them to seek dental care sooner rather than later. A dental exam, including x-rays, usually is not painful.

“Dental pain is normally a sign that something is wrong and these problems rarely go away or get better without professional intervention. There are options for dental treatment that we can discuss and offer our patients.”

At Heart of Kansas, a dental appointment begins with an exam to diagnose any decay or infection.

“If these problems are discovered, we work to return the patient to stable and sustainable dental health,” Dr. Lenox said. “Ideally, through our efforts and the patient’s willingness to follow home-care advice, we can then make semi-annual appointments for exams and cleanings.”

Most of Dr. Lenox’s professional experience has been in community and public-health dentistry.

“Heart of Kansas presents me with the opportunity to continue to work in this type of environment. I can serve a population that needs professional guidance to good dental health but may have had limited access to a dentist.

Dr. Lenox earned bachelor’s and master’s degrees in health sciences at The George Washington University, Wash., DC, in 2000 and 2002, respectively.

After deciding that he would focus on public health in 2019, Dr. Lenox earned a master’s in public health with a concentration in dentistry from A.T. Still University.

Previous employment includes providing dental services at: the Veteran’s Administration in Muskogee, Ok.; Hunter Health Clinic in Wichita; Dental Corner/Moundridge Dental in Wichita and Moundridge; and E.C. Tyree Medical &amp; Dental Clinic in Wichita.

Dr. Lenox’s background also includes 21 years of service in the U.S. Navy as an independent duty hospital corpsman.

Dr. Lenox now seeing dental patients in Great Bend

The conversation has to begin somewhere. That was the message USD 355 Superintendent Ben Jacobs relayed to board members during Monday's meeting. Major points of discussion included moving to a 4-day school week, cutting the band program at Ellinwood Middle/High School, and cutting the art program at Ellinwood Grade School.

"I think every time we even bring up an idea, people just assume that's what they're doing, we're moving on," Jacobs said. "In order to improve school and improve outcomes, which I think we want to do, we have to brainstorm ideas and we have to discuss those ideas. You can't just go from nothing to end result without completely blindsiding people, but the process of informing means you're going to have to talk about some things and doesn't necessarily mean you're going to do it."

Approximately one hour before Jacobs and the board discussed potential changes to improve the district, the board heard from Stephanie Joiner, a parent of three students currently in the district. She cited data from a University of Oregon database about 4-day school weeks, as well as information presented by Dr. Randy Watson, commissioner of the Kansas Department of Education.

"He was very clear to state that he cannot find evidence that they are recruiting more teachers using this, and he could not find evidence that it has helped achievement scores," Joiner said. "I think it's very important we are looking at our Kansas data when we're making these decisions."

Joiner, who works in higher education, also volunteered to continue to help the board find a best fit for the district moving forward. She said the state-level data does not show a significant negative impact on state assessment scores, "However, they could with ACT scores," she said. She also said national data shows impacts felt elsewhere, including attendance rates and other attendance markers, and that five-days-a-week schools are testing better.

"Cost savings is about 1-2 percent, is what they are finding, and that is a national standard so we're not getting much cost savings by switching to a 4-day week," Joiner said.&nbsp;

Jacobs said because there is little data on the 4-day school week, or because statistics can often be used to validate points for either side, what is available should be used with caution.&nbsp;

"I'm not sure if research is going to lead us to the outcome because you're going to find whatever you want," he said. "I think we need to look at what's the best fit for us. And maybe a 4-day work week isn't that. Maybe more (professional development) isn't. I do know what we're doing right now isn't working. I think we've produced some results that even you guys have said probably need to be addressed."

Other changes discussed Monday evening include cutting the high school and middle school band program and at arts program at Ellinwood Grade School. Jacobs said there are currently 29 total kids in the band programs, including two of his own, but staffing decisions make continuing the program difficult.

"I would love nothing more than to see a thriving band program," he said. "On some level, though, if we want this, where are our kids at? I just evaluate based on how many people enroll in class. I don't make the rules. I try not to bias myself in terms of whether I like it or don't like it. It just is what it is. Is that something we can continue?"

The board also heard from the two principals in the district. EGS Principal Joel Kahnt said several parents already remove their kids from school on Monday or Fridays for extended weekends and that having a 4-day school week could set USD 355 apart from other districts in terms of staff recruitment and retainment. He said any changes in policy that do not work could always be reversed.

"We have to make more time for teachers in order to get the outcomes we want," Jacobs said. "I don't see how we can continue to give them the same amount of time and expect different outcomes."

The board took no action on the matter Monday night. Jacobs hopes to have action items for the board by March or April.

Thursday's weather

It takes a little bit to get Barton County Counselor Patrick Hoffman fired up. A little good news during Tuesday morning's commission meeting was enough to do it. County Administrator Matt Patzner announced that tax credits had been received as the final step in the HVAC renovation project at the courthouse.

"In late 2024, the county solicited bids from interested parties in purchasing Kansas Rehabilitation Tax Credits that were issued for our HVAC project at the Barton County Courthouse," he said. "On Nov. 26, 2024, the commission awarded the Kansas Rehabilitation Tax Credits bid to Clocktower Tax Credits. The total amount of the tax credits was $1,463,440."

The county received approximately 93 cents on the dollar for the credits, meaning $1,358,218.66 was deposited back into the county coffers. With change orders, the renovation cost the county $5.182 million. With the tax credits, the final cost came in $358,000 under the original bid of $4.182 million. That was enough to get Hoffman excited.

"It's just an amazing project," he said. "I sat in the back corner and thought this is the craziest thing they're doing. This is going to be a disaster. I was completely wrong. I'm just thrilled to have this final piece in place. If I had a football, I would spike it right now."

Among other things, the renovation included the new heating and air system, new plumbing, paint, carpet, and moving the treasurer's office from the second floor to the first floor for convenience to the public.

At age 75, Terry Hoffman had never had a major surgery. But by March 2024, arthritis in his left knee had gotten so bad that he couldn’t deal with the pain any longer. He called and scheduled an appointment with the orthopedics care team at The University of Kansas Health System in Great Bend.

At his first appointment in April, Terry saw Randall Hildebrand, MD. Terry had X-rays taken of his knee and received an injection, but it offered no relief from the pain he was experiencing. Dr. Hildebrand then recommended a knee replacement for Terry. Having dealt with the pain from arthritis for several years, Terry was nervous but agreed it was the right next step for him.

“Everything went great in the preparations for surgery,” Terry said. “The appointments and consultations were great and got me ready, so I knew what to expect for the surgery.”

After completing the necessary preparatory appointments, Terry’s knee replacement was scheduled, and Dr. Hildebrand performed the surgery September 26 at Great Bend Campus. Following the surgery, Terry spent one night in the hospital before being discharged and going home.

“The hospital stay was so good,” Terry said. “Everyone who came to my room had a reason and a purpose. The facilities were great.”

Terry’s first few days at home were a little rough, as he had trouble sleeping. He used the ice machine and tried to do the therapy exercises he’d been given but was still struggling.

“Dana Jackson, a physician assistant, listened to me and took me seriously and adjusted my medications,” said Terry. “Once my medications were adjusted and I could sleep again, it was a piece of cake!”

Terry said he was surprised how quickly he was getting up and around, walking outside and working around the house. He attended his physical therapy appointments and was diligent in doing his exercises.

“It was as good as going to a gym,” he said of receiving physical therapy at the health system with Brik Thompson, DPT. “My stability is back, and it makes all the difference when I’m working in the yard. I feel better every day and have no pain now. I couldn’t be more pleased with the results. If you are considering a knee replacement, get it done!”

Retiree’s knee replacement at Great Bend hospital has him living pain free

Barton County is nearly flat with some notable hills around Bissell's Point just north of Great Bend. One of those hills is the well-traveled section of Northeast 30 Road just west of Barton Community College. During Tuesday's board of commissioner meeting, Commissioner Shawn Hutchinson addressed ongoing safety concerns about that section of road during winter weather.

"We had discussed with our road and bridge director how we could potentially make that road more safe," he said. "As most people know in the community, it's a steep hill with high winds. Once it gets icy, it's treacherous."

Barton County can apply salt to roads but Hutchinson confirmed himself that salt pellets blow off that stretch of road. Using a salt solution to brine the roads would be another option, but the county does not have a briner. Instead of purchasing a truck for hundreds of thousands of dollars, Hutchinson reached out to the city of Great Bend to contract out its truck.

"We got a response yesterday from Jason Cauley, the public works director," Hutchinson said, "basically denying our request, saying it would take them more than two hours on limited time, when they're already short-staffed, and setting precedence including that the college might ask them to brine their parking lot."

Hutchinson said the precedence set could be government agencies working together. County Counselor Patrick Hoffman said the county would be happy to assume any liability for the work and pay a reasonable price for city services. It's not dissimilar to how townships pay to use county equipment.

"When they built the community college outside of city limits, this all got set into motion," Hoffman said. "This is a solution to a problem that's going to happen every couple of years. We'd love to partner with them and we'd gladly pay a reasonable cost so we don't have to finance a brining truck at taxpayer expense."

Hutchinson proposed a route that included brining North Washington Ave. on the way to Northeast 30 Road. He is hopeful to keep the conversation alive.

"I think as far as precedence, I think the county has a history of helping out the cities and townships, all of them, in different ways," he said. "So I thought this was kind of strange we couldn't come to a solution.  Maybe we can. I'm hopeful as well. Maybe put all the BS aside and say if this is good for our citizens and our community's safety, maybe we should partner up on something this small."

Hutchinson also noted many drivers who use the road are young drivers who attend the college and residents of Great Bend.
