
Action from the October 12, 2022, Barton County Commission agenda meeting:
APPROVAL OF APPROPRIATIONS: -An Accounts Payable Register will be submitted to the Commission for the period of September 28, 2022, and ending October 12, 2022.
NEW BUSINESS - COUNTY CLERK’S OFFICE: Request for Approval – Added / Abated / Escaped / Refunded Taxes: -Bev Schmeidler, County Clerk, presented a listing of Added / Abated / Escaped / Refunded Taxes. Orders for these actions are kept on file in the County Clerk’s Office. These are used to correct assessments and are requested by the County Appraiser’s Office or the County Clerk’s Office.
RESOLUTION 2022-24: A Resolution Regarding the Barton County Health Department Advisory Committee and Rescinding Resolution 2020-05, Same, Adopted January 27, 2020: -Karen Winkelman, Health Director, provided details. The Health Department operates in concert with an Advisory Committee. The Resolution dealing with that Committee was last revised in 2020. At this time, it is suggested that the term limits be updated to reflect current practices. The Resolution was adopted.
VOICE PRODUCTS SERVICE: Maintenance Agreement: -Dena Popp, 911 Director, provided details. In 2018, Communications partnered with the County Attorney’s Office to purchase a Voice Logger. The logger creates audio recordings from telephones, radios, microphones and other sources that improve emergency services and aid in criminal prosecution. As the maintenance contract ends November 30, 2022, the Commission approved extending for another year with Communications and the Attorney’s Office sharing the $9,552.95 expense.
COMMUNICATIONS: Purchase of Consolettes: -Ms. Popp continued. In April 2018, Barton County Communications purchased three (3) used Motorola XTL5000 radio consolettes. These consolettes allow for ease in channel use, paging, recordings and officer emergency identification. All three of these have recently failed. It is suggested that they be replaced with APX 800 Mhz consolettes. The Commission approved the purchase of two new and one used consolettes for a total of $18,963.40. Vendors are Motorola and Mobile Radio.
ROAD AND BRIDGE: Asphalt Plant Overhaul Project – Additional Repairs: -Darren Williams, County Works Director, established an asphalt plant repair project that included the drum assembly replacement and plant overhaul. On July 20, 2022, the Commission approved the project along with crane rental and electrical costs. After an on-sight inspection by Asphalt Drum Mixers, Inc. engineers, additional issues were identified. The Commission approved the $12,501.00 quote to repair the burner plate and roller assembly.
LEGISLATIVE ISSUES: KAC Legislative Policy Statement: -Matt Patzner, Director of Operations, presented details. On October 17 – 19, 2022, County officials will meet at the Kansas Association of Counties (KAC) Annual Conference. An important item that will be discussed is the KAC Legislative Policy Statement. Member Counties will be called to review the issues and determine the platform’s final form. It will then be utilized during the upcoming Legislative Session to promote issues related to County Government. Each year, Barton County reviews and considers the KAC Platform and other initiatives that may have local interest.
It was announced that:
-Orazem & Scalora Engineering, PA (OSE) personnel will meet with the Commission and administrative team at 10:30 a.m., Thursday, October 12, 2022, for the final review of plans relative to the replacement of the existing heating, ventilating and air conditioning (HVAC) system at the Courthouse. The meeting will be held in the Commission Chambers.
-The Kansas Association of Counties (KAC) will hold its Annual Meeting from October 17 – 19, 2022, in Overland Park, Kansas. In addition to determining a Legislative Policy, individual associations will meet to discuss County needs. The annual meeting is headquartered at the Sheraton Overland Park Convention Center, 6100 College Boulevard, Overland Park, Kansas. As a result, there will be no Commission meeting that week. The next meeting of the Commission will be October 26, 2022.
Other Business – Commissioner Kirby Krier said today was “thank a farmer day” and said that he and Commissioners Jennifer Schartz and Jon Prescott met with various individuals last week and discussed options related to solar energy. Winkelman announced flu shot clinic date and times.
