Agenda
I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. 1. Consider the minutes of the May 3, 2023, Regular Meeting.
2. Minutes of the May 10, 2023, Regular Meeting are not available.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.
II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
-There is no Old Business at this time.
III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.
A. PAWNEE ROCK REVITALIZATION PROJECT: Hard Rock Run:
-Jon Prescott, Pawnee Rock Revitalization Committee member, will provide details. On July 22, 2023, the Revitalization Committee will host the Hard Rock Run beginning at 7:30 a.m. The 5K route includes City streets and portions of SW 110 Avenue, SW 60 Road, Pawnee Rock Cemetery and SW 112 Avenue. The event is scheduled for two hours. The Commission will consider blocking one lane of the roads to keep the runners safe. Sheriff Brian Bellendir supports this action.
B. RESOLUTION 2023-14: A Resolution Amending Article III and Article XIII of the Barton County Zoning Regulations, Including the Official Zoning Map of Barton County, Version II:
-Judy Goreham, Environmental Manager, will provide details. Both the Zoning and Subdivision Regulations, as reviewed by the Barton County Planning Commission, were adopted in 2000 and have been revised since that time. The amendments to Article III, District Regulations, and Article XIII, Construction and Definition, allow for Agriculture Related Business, Agritourism and Small-Scale Non-Agricultural Business uses as well as update several current definitions. The Planning Commission recommends the adoption of the proposed revisions.
C. RESOLUTION 2023-15: Establishing Commission Districts for Barton County, Kansas, and Rescinding Resolution 2021-03, Same, adopted January 18, 2021:
-Bev Schmeidler, County Clerk, will present details. At least once every three years, the Commission shall review districting to assure that each of the five districts is as compact and equal in population as possible.
D. EXECUTIVE SESSION:
-Chairman Shawn Hutchinson will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.
IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.
A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
-County officials, individually or in groups, may visit those buildings being used for displaced Courthouse offices during the HVAC improvement project. It is anticipated that offices will be housed in the buildings located at 1520 Main, 1500 Kansas and 1709 Main, Great Bend, Kansas.
B. APPOINTMENTS:
-Although subject to change, the following appointments have been scheduled:
9:45 a.m. or following the close of the Agenda Meeting – Financial Update – Matt Patzner, Financial Officer.
10:15 a.m. – Program Update – Veronica Coons, District Manager, Barton County Conservation District.
10:30 a.m. – Program Update – Jay Harris, District Director, Cottonwood Extension District.
10:45 a.m. – Regular Business Discussion – Matt Patzner, County Administrator.
THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Marissa Woodmansee, Juvenile Services Director, is scheduled for May 18, 2023.
V. OTHER BUSINESS:
A. Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration.
C. The Commissioners are available to the Public on Wednesdays during regular business hours.
D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Wednesdays.
E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
F. The next Regular Meeting will be at 9:00 a.m., Wednesday, May 24, 2023.
