BOARD OF BARTON COUNTY COMMISSIONERS

Agenda Meeting
May 28, 2024
9 a.m. until close

I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Consider the minutes of the May 7, 2024, Regular Meeting. Minutes of the May 14, 2024, and the May 21, 2024, Regular Meetings are not available.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.

II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
-There is no Old Business at this time.

III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

ITEM A. RESOLUTION 2024-15: Barton County Courthouse Heating, Ventilation, Air Conditioning Improvement Project:
-Chairman Barb Esfeld will provide details. After several decades of discussion, the Heating, Ventilation, Air Condition (HVAC) system at the Courthouse has been updated. The Commission directed administrative staff to begin investigating options relative to replacement in 2017. Following a feasibility study and project development phase, the County has worked with Orazem & Scalora Engineering, P.A., DMA Architects, P.A., Kruse Corporation, Brentwood Builders and several sub-contractors for the last year in making improvements. Included therein was moving the Treasurer’s Office to the First Floor of the Courthouse to better serve citizens.

ITEM B. CITY OF GREAT BEND: Great Bend Airport Airfest Sponsorship:
-Christina Hayes, Community Coordinator, and Martin Miller, Airport Manager, City of Great Bend, will provide details. The Great Bend Airport Airfest will be held at the Great Bend Municipal Airport September 20 – 22, 2024. This sponsor-driven event generally includes rides and tours of historic warbirds, airshow, veteran recognition and displays. At this time, the Commission will consider event sponsorship.

ITEM C. APPRAISER’S OFFICE: Out of State Travel
Internation Association of Assessing Officers (IAAO) Annual Conference:
-Wendy Prosser, County Appraiser, will provide details. The International Association of Assessing Officers (IAAO) Annual Conference is the premier platform to share successes, discover best practices, and learn about the latest research in the field of property appraisal. The Annual Conference is being held in Colorado in August. It is suggested that Jame Allen, Christina Doyle and Ms. Prosser attend as each hold the Kansas Registered Mass Appraiser designation.

ITEM D. EXECUTIVE SESSION:
-Chairman Barb Esfeld will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.

IV. ENDING BUSINESS –
After new items are heard by the Commission, the following items, including announcements, will be heard.

A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

-The Barton County Commission will host the Grand Reopening of the Barton County Courthouse beginning at 1:30 p.m., Friday, May 31, 2024. There will be tours and refreshments from 2:00 p.m. – 6:00 p.m. Musical entertainment will be provided throughout the afternoon. The Courthouse is located at 1400 Main, Great Bend, Kansas.

B. APPOINTMENTS:
-Although subject to change, the following appointments have been scheduled:
9:45 a.m. or following the close of the Agenda Meeting – Program Update – Barry McManaman, County Engineer.
10:00 a.m. – Reopening Program Update – Diana Watson, Administrative Assistant.
10:30 a.m. – Regular Business Discussion – Matt Patzner, County Administrator.
THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Glennda French, Register of Deeds, is scheduled for May 30, 2024.

V. OTHER BUSINESS:
A. Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration.
C. The Commissioners are available to the Public on Tuesdays during regular business hours.
D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Tuesdays.
E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
F. The next Regular Meeting will be at 9:00 a.m., Tuesday, June 5, 2024.
