Personalities and behavior of employees are not to be presented during this period but are to be reported to the employee’s immediate supervisor. The president shall determine the amount of time to be spent for citizen participation.

4. UNFINISHED BUSINESS
A. Little Panthers Preschool
McCownGordon Construction will present a Guaranteed Maximum Price estimate and a Project Schedule that outlines renovation details of the future Little Panthers Preschool location at the 1809 24th complex.
5. NEW BUSINESS
A. 2023-2024 Budget / Revenue Neutral Rate Review
Mr. Thexton will provide updated details of the district’s proposed 2023-2024 budget.
B. Approval to Publish Budget / Notice to Exceed Revenue Neutral Rate
The administration recommends BOE approval for GB Tribune publication of the 2023-2024 budget and a Notice to exceed the Revenue Neutral Rate.
C. Approval to Transfer Funds
The district administration requests that the Board of Education declare that the 1998 Bond Issue funds are no longer needed for the intended purpose and to move the funds to Capital Outlay. The bond was paid off in 2018, and the funds have been unused since. The intent would be that the funds are used for the preschool project.
6. CURRICULUM REPORT
A. Summer Professional Development Review
The district had good participation in the summer courses provided to educators by USD 428. Many of the courses offered college credits for teaching staff.
B. Professional Development Plan 2023-2024
Professional Development opportunities and practices are guided by the Kansas Professional Learning Standards: Learning Communities, Leadership, Resources, Data, Learning Designs, Implementation, and Outcomes. Processes monitored for continuous improvement include the MTSS Process, Professional Learning Communities, Data-driven instruction, KEEP (Enhancing Professional Practice), and EduClimber usage.
C. Summary of 2022-2023 Professional Development Council (PDC)
The USD 428 Professional Development Council (PDC) is a representative group of teachers and administrators who, by law, must meet regularly, develop a 5-year plan, count points, approve Individual Development plans, and establish and evaluate professional development opportunities. Mrs. Blevins will discuss the details of the report.

D. Curriculum Adoption Focus for 2023-2024
The district is implementing the new high school German and Spanish curriculum. The middle school will implement the new math curriculum, Reveal Math, and the high school will implement MyMathLab from Savvas. The K-6 ELA team will start piloting two programs during the fall semester and make a recommendation for a new K-6 reading curriculum in the Spring. This year also starts the adoption process for K-12 science, and the district science committee will begin meeting this fall to start the adoption process.
E. State Assessment Update
Mrs. Blevins and Mr. Popp will discuss State assessment scores for the previous school year.
F. Five-year Teaching and Learning Plan
The district has developed a five-year teaching and learning plan to refine the district’s use of Professional Learning Communities. The plan focuses on results to refine the district’s MTSS processes that support student academic and social-emotional growth.

7. BUSINESS AND OPERATIONS REPORT
A. Vaping ECHO Education Pilot
The Vaping ECHO for Education Pilot aims to create a healthier, smoke-free future for Kansas youth. This event brings educators, parents, community members, and youth advocates together to support students who use e-cigarettes on their journey toward cessation. The district has joined Cohort Group III to help target the use of vapes by school-age students. There is a district team who will receive training throughout the school year. Any policy changes or recommendations will be presented to the Board for approval.
B. District Safety Committee
The district will begin a safety committee comprised of representatives from all building levels and representatives from local agencies. The committee will focus on everything that involves safety and security for students. Initially, the committee will meet monthly.
C. Project Updates

D. Personnel Update
All positions are filled. Twelve positions will be filled with a long-term substitute teacher; Two HS English positions, MS Skills, MS Social Studies, two HS Special Education, Two MS Science positions, Riley Special Education, Park Grade 3, Lincoln Kdg, and a Riley Grade 6 position. In addition, ten Instructional Coach positions remain open.
