      · Persons may present ideas or concerns regarding USD 428. The Board will take no action at this meeting. Such items will be referred to the appropriate administrator(s) for future information, researched, and reported back to the Board at a later meeting. Personalities and behavior of employees are not to be presented during this period but are to be reported to the employee’s immediate supervisor. The president shall determine the amount of time to be spent for citizen participation.

2. RECOGNITIONS / PRESENTATIONS
   · R.O.S.E Award
      The Board of Education’s continuing efforts to recognize individuals or groups for their services to the school district, the R.O.S.E. (Recognizing Outstanding Support of Education) Award was created. The most current recipient of a R.O.S.E. award will be introduced.
      GBHS teacher Bill Maddy and GBHS school nurse Emily Young are both nominated for the R.O.S.E. award for working together to save a life. Mr. Maddy identified an emergency student health situation quickly and effectively. He calmly notified Emily Young, RN, who immediately administered the appropriate medication and performed CPR. The teamwork of these two individuals saved the life of a student in need, and they are both acknowledged for their acts of service to our students and community.
   · Perfect Attendance Bike Give-Away Program
      A special note of appreciation is extended to Karen Shaner, Jane Isern, and several local donors and volunteers for providing twenty-nine bikes to the Perfect Attendance Bike Give-Away program. Over the past eleven years, the group has organized and contributed dozens of bicycles given away as perfect attendance incentives to USD 428 elementary students. Thank you to all participants who make this program possible!

5. NEW BUSINESS
   A. Approval of Student Travel
      Band Director Grant Mathews, sponsors, and approximately 60 GBHS Band students and 8 sponsors request Board approval to travel to Orlando, Florida, during the 2023-2024 Spring Break. The group will visit Disney World, Universal Studios, and the Kennedy Space Center. They will also do a marching performance at the Magic Kingdom. The rotation of music groups to travel is every 3 years.

   B. Approval of 2023-2024 KASB Risk Management
      The contract premium for KASB Risk Management Workers Compensation for 2023-2024 is $113,819. We are entering the third year of the Loyalty Credit Program; this year’s credit is 3%, $3,520. The cost from last year was $99,886, an increase of $13,933. The administration recommends approval of $113,819 for this upcoming school year.

   C. First Reading of BOE Policy
      BOE members are receiving copies of the following 12 policies, which are being presented as first readings. The policies will be returned to the BOE at a subsequent meeting for action.

Approval of 2023-2024 Fees

   D. Approval of Elementary, Middle School, and High School
      Fees for 2023-2024
         Please note the proposed schedule of enrollment fees for students in grades K-12. The administration recommends no increase from last year’s fees with the exception of the Activity Pass, which will increase from $25 to $30.

   E. Approval of 2023-2024 Meal Prices
      There are proposed school meal prices for the 2023-2024 school year, indicating three price increases. The administration recommends approval.

   F. Approval of 2022-2023 Mileage Reimbursement Rate for district parents
      USD 428 pays mileage reimbursement to qualified parents/guardians for transporting students to and from their assigned attendance center. Eligibility is based on the completion of the application of students residing 2.5 miles or more from the designated attendance center and living outside the city limits of Great Bend but within the district’s boundaries. 112 families participated, transporting 198 students, a total of 208,029 miles. The administration recommends a per-mile reimbursement rate of 50 cents.

6. ASSISTANT SUPERINTENDENT / CURRICULUM REPORT 
   A. KESA OVT Report Review
      The Outside Validation Team (OVT) has completed the report in regard to their recent OVT visit. The goals discussed included increasing classroom rigor, focusing on relationships through a trauma-sensitive approach, and building interaction with stakeholders.

   B. District Inventory
      In January, the Board approved a contract with Asset Services, Inc. to provide a complete asset inventory for every building in the district. The process will begin June 12 and be done in approximately two weeks. Mr. Popp will give an update on this process.

   C. 2023 Summer School
      Summer School is in full swing from 8:30 to 11:30 each day June 5 through June 30, for select students who have finished kindergarten through 12th grade. The district offers a complimentary breakfast and lunch for the students.

   D. Student Withdrawal Report
      Mr. Popp will present data and discuss trends of students who have dropped out or withdrawn from GBHS this past school year.

   E. 2023 – 2028 Professional Development Plan 
      The proposed 2023 – 2028 Professional Development Plan outlines the updated goals for the next five years of professional development. This First Reading is an update to the district’s overall PDC plan that has been reviewed and approved by the Professional Development Committee. An assurance document will be sent to the state for review once approved.
