BOARD OF BARTON COUNTY COMMISSIONERS

Agenda Meeting, September 21, 2022, 9 a.m. until close

I. OPENING BUSINESS:
   A. Call Meeting to Order.
   B. Recitation of the Pledge of Allegiance.
   C. Consider Approval of the Agenda.
   D. Consider the minutes of the September 14, 2022, Regular Meeting.
   E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
   F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.

II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.

   A. RESOLUTION 2022-22: A Resolution Concerning the Involvement of Sitting Barton County Commissioners on Area Boards and Committees:
      -Commissioner Kirby Krier will provide details. On September 7, 2022, and again on September 14, 2022, this item was tabled. Commissioner Krier proposed Resolution guidelines for Commissioners when dealing with area boards and committees.

III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

   A. EMPLOYEE RECOGNITION AWARD: Pam Christendon, Custodian, Facilities Management, Operations Department:
      -Bailey Rankin, ERC President, will provide details. The Employee Relations Committee (ERC) recommends outstanding individuals for the “Employees Recognition Award”. At this time, the Commission will be asked to recognize Pam Christendon, Custodian, Facilities Management, Operations Department. Ms. Christendon was nominated, in part, for her friendly demeanor, attitude and work ethic.

   B. PROCLAMATION 2022-14: National Recovery Month, September, 2022:
      -Amy Boxberger, CKCC Director and Rise Up Central Kansas community member, will present Proclamation 2022-14, National Recovery Month, September, 2022, which details the impact of recovery through better management of health, home, purpose and community. The Proclamation calls for community members to observe this month with compelling programs and events, to include Recovery Out Loud, Every Voice Matters, beginning at 6:30 p.m., Friday, September 23, 2022, at Jack Kilby Square.

   C. KANSAS ASSOCIATION OF COUNTIES: Voting Delegates:
      -Matt Patzner, Operations Director, will provide details. The Kansas Association of Counties (KAC) will hold its Annual Conference from October 17 – 19, 2022, in Overland Park. Each year, the Commission designates a voting delegate and first and second voting alternates for the meeting.

IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

   A. ANNOUNCEMENTS:
      -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

   B. APPOINTMENTS:
      -Although subject to change, the following appointments have been scheduled:

      9:45 a.m. or following the close of the Agenda Meeting – Financial Update – Matt Patzner, Director of Operations.

      10:00 a.m. – Zoning Amendment, Hoffman Trust – Judy Goreham, Environmental Manager.

      10:15 a.m. – Tax Sale – Jim Jordan, County Treasurer.

      10:30 a.m. – Program Update – Veronica Coons, Barton County Conservation District Manager.

      10:45 a.m. – Hoisington Childcare Update – Patrick Crowdis, USD 431

Superintendent.

      11:00 a.m. – Regular Business Discussion – Matt Patzner, Director of Operations.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Commissioner Shawn Hutchinson is scheduled for September 22, 2022.

V. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration.
   C. The Commissioners are available to the Public on Wednesdays during regular business hours.
   D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Wednesdays.
   E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
   F. The next Regular Meeting will be at 9:00 a.m., Wednesday, September 28, 2022.
