
BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
July 20 -- 9 a.m.
I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Consider the minutes of the June 30, 2022, Special Meeting and the July 6, 2022, Regular Meeting. Minutes of the July 13, 2022, Regular Meeting are not available.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.
II. APPROVAL OF APPROPRIATIONS:
-An Accounts Payable Register will be submitted to the Commission for the period of July 6, 2022, and ending July 20, 2022.
III. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
-There is no Old Business at this time.
IV. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.
A. ROAD AND BRIDGE: Asphalt Plant Overhaul Project:
-Darren Williams, County Works Director, has established an asphalt plant repair project that includes the drum assembly replacement and plant overhaul. Asphalt Drum Mixers, Inc. provided a quote of $55,120.00 for the drum assembly. Additional costs will include freight, crane rental, electrical work and associated repair costs. It is suggested that the project be approved at a “Not to Exceed” cost, with repair incidentals being tracked separately.
B. COUNTY COUNSELOR AGREEMENT: Patrick Hoffman, LLC:
-Patrick Hoffman, County Counselor, will present details. For some time, Mr. Hoffman has provided Barton County with serves related to being the County Counselor. When originally contracted, Mr. Hoffman was at Sherman, Hoffman and Hoffman, LC. He has since started his own firm and requests that the Commission authorize service payment to Patrick Hoffman, LLC.
C. VIDEO SERVICE AGREEMENT: Nex-Tech, LLC and Barton County:
-Matt Patzner, Director of Operations, will present details. Nex-Tech, LLC, has submitted a Video Service Agreement. The agreement calls for the County to receive a percentage of gross revenues.
V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.
A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
B. APPOINTMENTS:
-Although subject to change, the following appointments have been scheduled:
9:30 a.m. or following the close of the Agenda Meeting – Financial Update – Matt Patzner, Director of Operations.
10:00 a.m. – Park Improvements for City of Pawnee Rock – Yvonne Link, Assistant Clerk.
10:30 a.m. – Regular Business Discussion – Matt Patzner, Director of Operations.
11:00 a.m. – Rental Discussion and Building Tour, Broadway at Kansas – Tammy Hammond, Rosewood.
1:15 p.m. – Grant Writing Parameters – Karen Winkelman, Public Health Director; Amy Boxberger, CKCC Director; and Marissa Woodmansee, Juvenile Services Director.
THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Levi Morris, County Attorney, is scheduled for July 21, 2022.
VI. OTHER BUSINESS:
A. Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration.
C. The Commissioners are available to the Public on Wednesdays during regular business hours.
D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Wednesdays.
E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
F. The next Regular Meeting will be at 9:00 a.m., Wednesday, July 27, 2022.
