Agenda Meeting

I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Roll Call taken by County Clerk.
C. Recitation of the Pledge of Allegiance.
D. Consider Approval of the Agenda.
E. Consider the minutes of the February 16, 2021, Regular Meeting.
F. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
G. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.
II. APPROVAL OF APPROPRIATIONS - 13th Month - 6th Run:
-An Accounts Payable Register for the 13th Month, 2020, will be submitted to the Commission. Thirteenth-month expenditures include any unpaid bills for a product, service, or utility that was received in 2020.
III. APPROVAL OF APPROPRIATIONS
-An Accounts Payable Register will be submitted to the Commission for the period of March 1, 2021, and ending March 15, 2021.
IV. OLD BUSINESS - Items tabled, or scheduled, from previous Commission
-There is no Old Business at this time.
V. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.
A. COUNTY CLERK'S OFFICE: Request for Approval - Added/Abated/ Escaped/Refunded Taxes:
-Donna Zimmerman, County Clerk, will present a listing of Added/Abated/Escaped/Refunded Taxes. Orders for these actions are kept on file in the County Clerk's Office. These are used to correct assessments and are requested by the County appraiser's Office or the County Clerk's Office.
B. APPRAISER'S OFFICE: Valuation Update:
-By March 1 of each year, the Appraiser's Office is to have completed the valuation of property and mailed notices to the public per K.S.A. 79-1460. Wendy Prosser, County Appraiser, will report on the mailing of notices of valuation and valuation trends.
C. NOXIOUS WEED: Annual Noxious Weed Eradication Progress Report:
- Noxious weeds are one of the greatest threats to the Kansas environment. They displace native plant species, interfere with the production of agricultural crops, increase erosion, destroy wildlife habitat and decrease property values. The Kansas Department of Agriculture (KDA) is responsible for laws aiding in the control and management of noxious and invasive weeds in Kansas. The KDA requires Kansas counties to submit an Annual Noxious Weed Eradication Progress Report. Darren Williams, County Works Director, will present the annual report to the Commission.
D. NOXIOUS WEED: County Agreement to Treat Noxious Weeds:
-The Kansas Department of Transportation (KDOT) Secretary has submitted an agreement to treat noxious weeds on KDOT rights-of-way. Included in the contract is a price of $24 per hour for the operator and $51 per hour for the spray vehicles. Also detailed is how the work shall be recorded and what chemicals may be used. Mr. Williams will provide details.
E. PUBLIC HEALTH: Integrated Referral and Intake System (IRIS) Renewal:
-The Integrated Referral and Intake System (IRIS) is a web-based, bi-directional referral communication tool used to help organizations connect the individuals and families served to the right resources in the community. Partners can better coordinate referrals to needed services while keeping providers updated along the way. In addition to the Health Department, information can be shared with health and mental health providers, as well as social and correctional programs. Karen Winkelman, Health Director, will ask that the Commission approve the renewal of the maintenance program at a cost of $3,396.00.
VI. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.
A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting, or sign any other documentation required for regular County business. Similar actions may take place throughout the day.
-It is anticipated that one or more Commissioners may attend Barton County Health Department COVID vaccine clinics at the times and dates announced by the Health Department. Clinics are typically held at the Barton County Fairgrounds Exp III Building, 455 W. Barton County Road, Great Bend, Kansas.
B. APPOINTMENTS:
Although subject to change, the following appointments have been scheduled:
9:45 a.m. or following the close of the Agenda Meeting - Real Estate valuation review - Wendy Prosser, County Appraiser.
10:00 a.m. –Cottonwood Extension, 2022 Operations - Donna Krug, District Director.
10:30 a.m. - Financial Update - Matt Patzner, Financial Officer.
10:45 a.m. - Regular Business Discussion - Phil Hathcock, County Administrator, and Donna Zimmerman, County Clerk.
THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Members of the Health Department are scheduled for March 18, 2021.
V. OTHER BUSINESS:
A. Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration.
C. The Commissioners are available to the Public on Mondays during regular business hours.
D. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
