   The local Board of Education must approve by resolution to exceed the Revenue Neutral Tax Rate for financing the annual budget for 2023-2024. Mr. Thexton will provide details and recommend approval.

   There will be a summative review of USD 428’s 2023-2024 budget, as published in the Tribune on 8/22/23. The administration recommends approval/adoption of the FY 2023-2024 budget.

      • Persons may present ideas or concerns regarding USD 428. The Board will take no action at this meeting. Such items will be referred to the appropriate administrator(s) for future information and researched and reported back to the Board at a later meeting. Personalities and behavior of employees are not to be presented during this period but are to be reported to the employee’s immediate supervisor. The president shall determine the amount of time to be spent for citizen participation.

2. RECOGNITIONS / PRESENTATIONS
   • R.O.S.E. Award
    The Board of Education’s continuing efforts to recognize individuals or groups for their services to the school district, the R.O.S.E. (Recognizing Outstanding Support of Education) Award was created. The most current recipient of a R.O.S.E. award will be introduced.
      Ben Dodge, GBMS Teacher Assistant, is nominated the R.O.S.E. Award for quickly identifying a student in distress who was exhibiting the universal sign for choking. Mr. Dodge quickly proceeded to perform the Heimlich maneuver to eject a throat obstruction. Once the student was out of danger, Mr. Dodge assisted the student to the nurse's office to be assessed. Mr. Dodge’s quick response and knowledge of the maneuver changed a dangerous situation into a positive ending. Thank you, Ben, for being a GBMS Hero!
   • Unified Bowling Proposal
      Mr. Matt Westerhaus, GBHS Activities Director, and Bowling Coach David Feldbauer will discuss a proposal for board consideration regarding the addition of Unified Bowling. This inclusive program combines Special Olympic athletes with intellectual disabilities with athletes without intellectual disabilities on teams of competition and inclusive activities to foster an environment of social inclusion that nurtures a quick path to friendship and understanding.

5. NEW BUSINESS
   A. Notification of Title VI B (3-21) and VI B (3-5) Early Childhood Flow-Through Budget Application
      Public notification of the Title VI B and VI B ECH budget, which covers salaries for licensed special education staff is required. The 2023-2024 application amounts to $1,131,420 for Title VI B pass-through funds ($58,134 higher than the prior year) and $40,835 for ECH ($661 higher than the prior year). The budget application will be available for public review at the Barton County Cooperative of Special Education for the next thirty days.

   B. Approval of Workers Compensation Audited Adjustment
      The annual gross Workers' Compensation premium through KASB is based on the estimated payroll at the beginning of the year and then audited and adjusted according to the actual payroll at each year's end. Audited numbers for July 2022 through June 2023 reflect a balance due of $7,932; therefore, the administration recommends approval to pay the balance due.

   C. Approval of Site Council Members
      Learning center principals submitted names of their schools' recommended 2022-2023 Site Council members. The administration recommends approval. Questions regarding members on any Site Councils should be directed to Mr. Thexton before the meeting. 

6. CURRICULUM REPORT
   A. Student Immunizations
      Required and recommended student immunizations are to be updated by October 1. School nurses monitor student immunization records and relay information to the principals to enforce the policy. Parents have the right to exempt their children from immunizations.

   B. New Teacher Mentor Program
      USD 428 has been mentoring new teachers for two years over the past several years. First-year teachers and their assigned mentors meet weekly. Second-year teachers have the same mentor and meet every two weeks. Experienced teachers new to the district are assigned to an Ambassador who will help them adjust to a new building at the beginning of the school year.

   C. Professional Development classes
      New teachers must complete Instructional Model each year within the first two years of their teaching contract with USD 428. The course has been restructured to align with MTSS and support new education with foundational training.

   D. Capturing Kids Hearts
      New USD 428 teachers received Capturing Kids Hearts inservice training in August. The Capturing Kids Hearts program continues to be a focus into 2023-2024 as better relationships between teachers and students impact student achievement. Mrs. Blevins will provide an update on the program's progress implemented in all buildings.

   E. MTSS Update
      USD 428 MultiTiered System of Supports (MTSS) remains a fundamental way to identify student needs and the appropriate interventions for these needs. Many potential problems are found early because of the benchmarking at each grade level three times a year. MTSS in Math, Reading, and Behavior gives teachers and buildings strategies to meet the needs of our students. Mrs. Blevins will provide an update on the 2023-2024 MTSS work.

   F. Curriculum Meetings

7. BUSINESS AND OPERATIONS REPORT
   A. AED Update
      The district currently has AEDs in each school, and to better serve our students and staff in case of emergency, Mr. Popp will present a quotation and request approval to purchase five additional units, five alarmed wall cabinets, and five 3D wall AED signs for increased visibility of the units. The quote for these items is $10,448.00. The administration will request board approval.

   B. District Safety Committee
      The district safety committee, comprised of representatives from all building levels and local agencies, focuses on everything that involves safety and security for students. Mr. Popp will provide an update from the 8/31/23 meeting.

   C. Project Updates
      Board members and the administration will discuss updates on the following projects.
