I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Consider the minutes of the April 29, 2025, and the May 6, 2025, Regular Meetings.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.
II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
-There is no Old Business at this time.
III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.
A. PROCLAMATION 2025-12: National Prevention Week:
-Tyler Morton, Prevention Advocate, 20th Judicial District Juvenile Services, will be joined by Central Kansas Partnership task force members and area teens to present this Proclamation. What affects adults, affects children. The 2025 Kansas Communities that Care report shows that Barton County, through the use of prevention initiatives, coalition efforts and professional development, has assisted in providing resources to those in need.
B. PROCLAMATION 2025-13: Mental Health Awareness Month, May, 2025:
-Holly Bowyer, Accounting Specialist, The Center, will present details. The Center for Counselling & Consultation has submitted this year’s proclamation dealing with Mental Health Awareness Month, May, 2025. The Proclamation details the prevalence of mental health conditions in our community and recognizes the need for intervention, awareness and inclusivity.
C. PROCLAMATION 2025-14: National Bike Month, May, 2025:
-The Be Well Barton County committee members will present details. The bicycle is an economical and environmentally sound form of transportation and an excellent tool for health, recreation and enjoyment of Barton County’s scenic beauty. Throughout the month of May, citizens are urged to be mindful of bicyclists in an effort to reduce collisions, injuries and fatalities and improve health and safety for everyone on the road.
D. COUNTY ENGINEER: Bridge Repair – Off-System Bridge No. 258:
-Barry McManaman, County Engineer, will provide details. OffSystem Bridge No. 258 is a reinforced concrete box structure that crosses Little Cheyenne Creek on NE 100 Avenue just south of NE 30 Road. The downstream end of the box has severe channel erosion that requires a repair to prevent possible undermining of the structure. L&M Contractors, Inc. submitted a cost proposal to install sheet pile across the channel on the downstream end and to place concrete between the end of the box and the sheet pile to form a protection wall. Road and Bridge will prepare the site by removing the existing riprap rock prior to L&M’s work and then reshape the riprap after L&M’s work is completed. L&M’s $44,730.00 proposal includes providing 43 feet of 3/8 inch sheet pile, driving it to a depth of 15 feet and placing the concrete. Their cost does not include the concrete, which is to be paid by the County, at an estimated cost less than $4,000.00. Monies are available in the Special Bridge Fund for this project.
E. COUNTY ENGINEER: Bridge Repair – Three Native Stone Bridges:
-Mr. McManaman will provide details. Three native stone bridges north of Beaver need repair work to remove and replace deteriorated grout lines and reset limestone blocks for preservation. L&M Contractors, Inc. has submitted a daily price of $5,305.00 that includes equipment, labor, supplies, insurance and taxes for the limestone block work. There are also areas of spalling concrete and exposed rusted reinforcing steel on the underside of the bridge decks that need concrete surface repair at an additional cost. L&M’s price for concrete surface repair is at a unit cost of $170.00 per square foot. Estimating that the limestone block repair can be completed in 10 days, with concrete surface repair that could exceed $10,000.00, it is requested that L&M Contractors be approved for work not to exceed $65,000.00. Monies are available in Special Bridge for this project.
F. INFORMATION TECHNOLOGY: Computer Replacement for Public Health:
-Dereck Hollingshead, Information Technology Director, will present details. On April 28, 2025, the County opened a Request for Proposal to replace certain computers at the Health Department. That included 16 Dell laptops, docks and privacy screens.
G. PUBLIC HEALTH: Public Health Family Planning Equipment Purchase:
-Karen Winkelman, Public Health Director, will provide details. In March, 2025, the Health Department received notice that the Kansas Department of Health and Environment, Division of Public Health, awarded Barton County $21,155.00 as a part of the Family Planning Grant. County staff requested the funding to purchase, in part, an autoclave needed to sterilize Family Planning instruments. The autoclave (sterilizer) and software upgrade cost $5,397.96 from McKesson – just over the $5,000.00 purchasing threshold. The Commission will be asked to approve the purchase from the Public Health Family Planning Fund.
H. EXECUTIVE SESSION:
-Chairman Tricia Schlessiger will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.
IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.
A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
B. APPOINTMENTS:
-Although subject to change, the following appointments have been scheduled:
10:00 a.m. or following the close of the Agenda Meeting – Program Update – Veronica Coons, Barton County Conservation District Manager.
10:15 a.m. – Program Update – Wendy Prosser, County Appraiser.
10:30 am. – Program Needs – Brooke Haulmark, CKCC Director.
10:45 a.m. – Vehicle Replacement – Marissa Woodmansee, Juvenile Services Director.
11:00 a.m. – Regular Business Discussion – Matt Patzner, County Administrator.
THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Members of the Health Department are scheduled for May 15, 2025.

B. Citizens or organizations may present requests or proposals for initial consideration at this time.
C. The Commissioners are available to the Public on Tuesdays during regular business hours.
D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Tuesdays.
