I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Minutes of the July 13, 2022, the July 20, 2022, the July 27, 2022, and the August 3, 2022, and the August 10, 2022, Regular Meetings are not available.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.
II. APPROVAL OF APPROPRIATIONS:
-An Accounts Payable Register will be submitted to the Commission for the period of August 3, 2022, and ending August 17, 2022.
III. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
-There is no Old Business at this time.
IV. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.
A. COUNTY CLERK’S OFFICE: Request for Approval – Added / Abated / Escaped / Refunded Taxes:
-Bev Schmeidler, County Clerk, will present a listing of Added / Abated / Escaped / Refunded Taxes. Orders for these actions are kept on file in the County Clerk’s Office. These are used to correct assessments and are requested by the County Appraiser’s Office or the County Clerk’s Office.
B. COMMUNITY ANTI-DRUG COALITIONS OF AMERICA: MidYear Training Institute Recap:
-Katelyn Sigler, Health Educator, will provide details. Through a collaborative effort of the Barton County Health Department and 20th Judicial District Juvenile Services, Ms. Sigler and Jasmine Figueroa, Youth Crew member, attended the Community Anti-Drug Coalitions of America (CADCA) Mid-Year Training Institute in July. While at the conference, they were able to learn from Coalition and youth leaders from all over the world. Ms. Sigler will present details of that training.
C. RURAL WATER DISTRICT NO. 1: Infrastructure Improvement Assistance:
-Mary Anne Stoskopf, Secretary/Treasurer, Barton County Rural Water District No. 1, will provide details. Russell County Rural Water District No. 3 has proposed acquiring Rural Water District No. 1. In addition to providing Barton County residents with an option for an improved water system, the consolidated Water Districts would be poised for a planned project that involves purchasing water from the City of Hoisington to sell in bulk to the City of Bunker Hill. Ms. Stoskopf will ask that the Commission contribute funding to improve infrastructure.
D. COUNTY ENGINEER: Approval of Change Order No. 1 for KDOT Cost Share Program Agreement No. 50-22 for the Resurfacing of SW 40 Avenue (Airport Road):
-Barry McManaman, County Engineer, will provide details. On March 16, 2022, the Commission approved an agreement with the Kansas Department of Transportation (KDOT) for Cost Share Program funding to resurface SW 40 Avenue (Airport Road) from the US-56 intersection north to the West Barton County Road intersection. Venture Corporation completed this project on July 19, 2022. The $858,934.74 final total cost includes an overrun from the original contract price of $857,855.34. The $1,079.40 overrun reflects normal variations in the quantities of materials used. After the County pays Venture Corporation the full amount, KDOT will reimburse the County $600,000. Per the agreement between Barton County and the City of Great Bend, the City will reimburse the County for its $129,467.37 share of the project.
E. COUNTY ENGINEER: Out of State Travel – MINK Conference:
-Mr. McManaman will provide details. The Missouri, Iowa, Nebraska and Kansas (MINK) Conference will be held in St. Joseph, Missouri, on September 28 – 29, 2022. Program topics include maintenance, administration, safety and funding for local road programs. Under Resolution 2022-18, Clarification of County Travel Policies, the Commission will be asked to grant authorization for Mr. McManaman to attend this conference.
V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.
A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
B. APPOINTMENTS:
-Although subject to change, the following appointments have been scheduled:
10:00 a.m. or following the close of the Agenda Meeting – Financial Update – Matt Patzner, Director of Operations.
10:15 a.m. – Personnel Program Update – Brenda Kaiser, Human Resource Director.
10:30 a.m. – Grant Opportunities – City of Claflin, to include Robert Gunder and Casey Hubbard, City Council members.
11:00 a.m. – Regular Business Discussion – Matt Patzner, Director of Operations.
THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m.
Commissioner Shawn Hutchinson is scheduled for August 18, 2022.
VI. OTHER BUSINESS:
A. Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration.
C. The Commissioners are available to the Public on Wednesdays during regular business hours.
D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Wednesdays.
E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
F. The next Regular Meeting will be at 9:00 a.m., Wednesday, August 24, 2022.
