Barton County Commission to meet for special meeting; health emergency

BOARD OF BARTON COUNTY COMMISSIONERS

Agenda Meeting, March 20, 2020, 9:00 a.m. Until Close

I. OPENING BUSINESS:

A. Call Meeting to Order.

B. Recitation of the Pledge of Allegiance.

C. Consider Approval of the Agenda.

D. Minutes of the March 16, 2020, Regular Meeting are not available at this time.

E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.

F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.

II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.

-There is no Old Business at this time.

III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

A. COVID-19 BUSINESS: Barton County officials will consider action as necessary to ensure public safety and continuation of services as relates to the COVID-19 pandemic. Anticipated items:

1. DECLARATION OF A STATE OF LOCAL PUBLIC HEALTH EMERGENCY:

COVID-19: -On Wednesday, March 18, 2020, Chairman Kenny Schremmer signed a Declaration of a State of Local Public Health Emergency as a result of the COVID-19 event. The Commission will now be asked to ratify the declaration. The declaration will be in place for sixty days unless terminated earlier and allows for the rendering of aid and assistance. Amy Miller, Emergency Risk Manager, will provide details.

2. RESOLUTION 2020-07: A Resolution Restricting Access to the Barton County Buildings During a Public Health Emergency: -The Commission will be asked to consider the adoption of a Resolution restricting access to County buildings beginning at 5:00 p.m., Friday, March 20, 2020, until such time as a change in operations is warranted. Phil Hathcock, County Administrator, will provide details.

3. CONTINUATION OF SERVICES: Lease Between J-Kat Corp and Barton County Commission:

-On Wednesday, March 18, 2020, Chairman Schremmer signed a Lease Agreement between J-Kat Corp, Landlord, and Barton County, Tenant. Under the short-term lease, scheduled for March 18 – September 30, 2020, the County may utilize the office and three drive-through lanes at 2223 Broadway Avenue, Great Bend, Kansas. It is planned that County offices will offer services at this location. Jim Jordan, County Treasurer, will provide details.

IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

A. ANNOUNCEMENTS:

-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

B. APPOINTMENTS:

Although subject to change, the following appointments have been scheduled:

MARCH 20, 2020

9:30 a.m. or following the close of the Agenda Meeting – Program Update – Barry McManaman, County Engineer

9:45 a.m. – Regular Business Discussion – Phil Hathcock, County Administrator, and Donna Zimmerman, County Clerk

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Members of the Juvenile Services Department are scheduled for March 26, 2020.

V. OTHER BUSINESS:

A. Discussion Items.

B. Citizens or organizations may present requests or proposals for initial consideration.

C. The Commissioners are available to the Public on Mondays during regular business hours.

D. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.

E. The next Regular Meeting of the Barton County Commission will be announced at a later date.
