BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting February 18, 2020 9:00 a.m. Until Close
I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Consider Minutes of the February 10, 2020, Regular Meeting.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.
II. APPROVAL OF APPROPRIATIONS: 13th Month – 4th Run:
-An Accounts Payable Register for the 13th Month, 2019, will be submitted to the Commission. Thirteenth month expenditures include any unpaid bills for a product, service, or utility that has been received in 2019.
III. APPROVAL OF APPROPRIATIONS:
IV. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
V. NEW BUSINESS - All new business to be considered by the Commission will be heard atthis time.
A. PUBLIC INFORMATION: Kansas Wetlands Education Center:
-The Kansas Wetlands Education Center (KWEC) is a nature center operated by the Fort Hays State University Werth College of Science Technology & Mathematics in cooperation with the Kansas Department of Wildlife, Parks & Tourism (KDWPT). The facility overlooks the 19,857acre Cheyenne Bottom Wildlife Area managed by KDWPT and the 7,694 acre Cheyenne Bottoms Preserve managed by The Nature Conservancy. At this time, Curtis Wolf, KWECDirector, will provide an update.
B. PUBLIC INFORMATION: Wetlands & Wildlife National Scenic Byway:
-The Wetlands & Wildlife National Scenic Byway is a 77-mile route that runs through Barton, Stafford and Reno Counties. It is anchored by Cheyenne Bottoms and Quivira National Wildlife Refuge, with natural, historic and educational sites identified along the route and in the sevencorridor communities. Mr. Wolf, a member of the Wetlands & Wildlife National Scenic BywayCommittee, will provide a formal report on 2019 activities.
C. APPRAISER’S OFFICE: Valuation Update:
-By March 1 of each year, the Appraiser’s Office is to have completed valuation of property and mailed notices to the public per K.S.A 79-1460. Barb Esfeld, County Appraiser, will report on the mailing of notices of valuation and valuation trends.
D. ROAD AND BRIDGE: Cold Mix Asphalt Bids 2020:
-The Road and Bridge Department requested a quote from Venture Corporation for mixing approximately 25,000 tons of cold mix asphalt for the 2020 overlay program. With the County providing all aggregates and liquid asphalt, Venture would be required to set up a drum mix at alocation on South Washington and furnish all labor, equipment and fuel needed to mix, weighand stockpile the finished product on site. Venture proposed doing the work at a cost of $7.91 per ton, that rate being unchanged from 2019. Monies were included in the 2020 Budget forthis anticipated expense. Darren Williams, County Works Director, will provide details.
E. 2020 SUSANK ROAD RESURFACING PROJECT:
-Road and Bridge received a quote from Venture Corporation for overlaying a portion of Susank Road. The project includes that portion of Susank Road from Highway 4 north to the edge of the Hoisington Activity Center parking area. Work includes milling the current roadway, applying 1.5” of hot mix overlay, adjusting one manhole and placing temporary tape on the work service. Monies are available in the Road and Bridge fund for this project. Mr. Williams will provide details.
VI. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.
A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
-County officials may attend the Barton County Conservation District 73rd Annual Meeting on
Thursday, February 20, 2020, held at the Knights of Columbus, 114 N Main, Hoisington Kansas. The event begins with a 5:30 p.m. social, followed by a dinner and program.
-County officials may attend the Great Bend Chamber Banquet on Saturday, February 22, 2020. The 98th annual meeting and banquet, held at the Great Bend Events Center, 3111 - 10th, GreatBend, Kansas, begins with a 6:00 p.m. social, followed by a dinner and program.
B. APPOINTMENTS:

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Phil Hathcock, County Administrator, is scheduled for February 20, 2020.
VII. OTHER BUSINESS:
A. Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration.
C. The Commissioners are available to the Public on Mondays during regular business hours.
D. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
E. The next Regular Meeting will be at 9:00 a.m., Monday, February 24, 2020.
