BOARD OF BARTON COUNTY COMMISSIONERS
County Commission and Fire District No. 1 Agenda Meetings
November 9, 2022
9:00 a.m. Until Close
I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Minutes of the October 26, 2022, and the November 2, 2022, Regular Meetings are not available.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.
II. APPROVAL OF APPROPRIATIONS:
-An Accounts Payable Register will be submitted to the Commission for the period of October 26, 2022, and ending November 9, 2022.
III. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
-There is no Old Business at this time.
IV. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.
A. BOARD APPOINTMENTS: Health Department Advisory Committee:
-Karen Winkelman, Public Health Director, will provide details. Barton County has continued to solicit applicants for the Health Department Advisory Committee. The Health Department Advisory Committee provides guidance, recommendation and assistance to the Barton County Health Department staff.
B. EMPLOYEE BENEFITS: Longevity Pay:
-Matt Patzner, Operations Director, will request that the Commission authorize the 2022 payment of longevity. Longevity pay is a supplemental compensation benefit designed for the employee who has established a longterm commitment to public service with Barton County. Once a full-time employee has reached five years of continuous service, that employee will be rewarded longevity in the amount of $3.00 for each month of service, with half that for part-time employees. Longevity payment, which is contingent on budgetary conditions, may be awarded in November of each year.
C. ADOPTION OF THE 2022 / 2023 AUTHORIZED POSITIONS LISTING:
-Mr. Patzner will provide details. The Commission last adopted the 2022 / 2023 Authorized Positions Listing in August of this year and updated the listing in October. At this time, the Commission will be asked to recategorize one temporary labor position to a regular part-time position for Road and Bridge.
V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.
A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
-Barton County Office Buildings will be closed on Friday, November 11, 2022, in observance of the Veterans Day holiday. The Health Department and the Records Division of the Sheriff’s Office will also be closed that day. The Landfill be open from 8:00 a.m. – 11:00 a.m. on November 11, 2022, and then close for the remainder of the day. Emergency services will be in normal operation.
-The Memorial Parks Advisory Committee has scheduled the dedication of the Fourth Stone at the Veterans Memorial for 1:30 p.m., Friday, November 11, 2022, Veterans Day. The Ceremony will be held at the Golden Belt Memorial Park, 59 NW 50 Road, Great Bend, Kansas. County officials may attend the dedication.
-County elected officials may attend the Great Bend Chamber of Commerce and Economic Development’s Pints and Politics Event, Monday, November 14, 2022, beginning at 4:30 p.m. at Dry Lake Brewing, 1305 Main, Great Bend, Kansas.
-The County Commission will meet as the Board of County Canvassers on Wednesday, November 16, 2022, at 8:30 a.m. in the Office of the County Clerk. At that time, they will canvass the November 8, 2022, General Election ballots.
B. APPOINTMENTS:
-Although subject to change, the following appointments have been scheduled:
10:00 a.m. or following the close of the Agenda Meeting – Social Determinates of Health Grant – Karen Winkelman, Health Director.
10:15 a.m. – 2023 biennial bridge inspection proposals – Barry McManaman, County Engineer.
10:30 a.m. – Solid Waste Planning Committee Membership – Jennifer Hamby, Solid Waste Director.
11:00 a.m. – Courthouse HVAC Project Update via Teams – OSE. Noon
– Regular Business Discussion – Matt Patzner, Director of Operations.
THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Commissioner Barb Esfeld is scheduled for November 10, 2022.
VI. OTHER BUSINESS:
A. Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration.
C. The Commissioners are available to the Public on Wednesdays during regular business hours.
D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Wednesdays.
E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
F. The next Regular Meeting will begin at 9:00 a.m. or following the Canvass of the General Election on Wednesday, November 16, 2022. The Canvass begins at 8:30 a.m. in the County Clerk’s Office.
