Barton Commission to consider interim health department director at Tuesday meeting

The Barton County Commission will also meet as the Board of Health on Tuesday, May 12. The agenda meeting begins at 9 a.m. in the Commission Chambers at the Courthouse, with the Board of Health meeting immediately following its close.

NEW BUSINESS - LETTER OF APPRECIATION: Karen Winkelman, Public Health Director: -Matt Patzner, County Administrator, will provide details. In 1997, Karen Winkelman was hired as a nurse at the Health Department. Upon the occasion of her retirement, the Commission will thank her for the countless hours dedicated to our community, our state and this world.

PROCLAMATION 2026-08: National Prevention Week: -Tyler Morton, Prevention Advocate, 20th Judicial District Juvenile Services, will be joined by Central Kansas Partnership task force members and area teens to present this proclamation. What affects adults, affects children. The 2026 Kansas Communities that Care report shows that Barton County, through the use of prevention initiatives, coalition efforts and professional development, continues to provide resources to those in need and works to find additional solutions.

RESOLUTION 2026-13: A Resolution Establishing a Procurement Policy and Procedures for Purchasing and Sourcing and Rescinding Resolution 2025-12, Same, Adopted July 8, 2025: -Mr. Patzner will provide details. The County has operated with purchasing standards for several years. That practice eventually evolved into the current Procurement Policy. First adopted in 2020, the County continues to refine its language. This particular iteration deals with the threshold for repairs and like expenditures, language updates reference the County’s government bidding vendor and grammatical corrections.

EXECUTIVE SESSION: -Chairman Duane Reif will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.

NEW BUSINESS – RESOLUTION 2026-01:
A Resolution Appointing an Interim Barton County Local Health Officer and Rescinding Resolution 2020-04, A Resolution Appointing the Barton County Local Health Officer, Public Health Director and Medical Consultant, Adopted October 26, 2020: -Matt Patzner, County Administrator, will provide details. Pursuant to Chapter 65 of the Kansas Statutes, Public Health, the Barton County Commissioners act as the Board of Health for Barton County, Kansas. Said Board is empowered to appoint the Local Health Officer. With the retirement of Karen Winkelman, Local Health Officer and Public Health Director, it is suggested that Lindsey Ensley, RN, be appointed as Interim Local Health Officer.

RESOLUTION 2026-02: A Resolution Appointing an Interim Public Health Director: -Mr. Patzner will provide details. Previously, the Board of Health made appointment to certain positions through a single Resolution. It is now suggested that the appointment process for the Local Health Office, Public Health Director and Medical Consultant be completed through separate Resolutions. At this time, the Board is asked to consider the appointment of Ms. Ensley as the Interim Public Health Director.

RESOLUTION 2026-03: A Resolution Appointing a Medical Consultant: -Mr. Patzner will provide details. At this time, the Board is asked to confirm the appointment of Dr. Jonathan Pike as the paid medical consultant to the Local Health Officer. Dr. Pike was first appointed by Resolution on October 26, 2020.
