BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
Nov. 7
9 a.m. Until Close

I. OPENING BUSINESS:
   A. Call Meeting to Order.
   B. Recitation of the Pledge of Allegiance.
   C. Consider Approval of the Agenda.
   D. Minutes of the October 31, 2023, Regular Meeting are not available.
   E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
   F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.

II. APPROVAL OF APPROPRIATIONS:
   -Bev Schmeidler, County Clerk, will present details. An Accounts Payable Register will be submitted to the Commission for the period of October 24, 2023, and ending November 7, 2023.

III. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
   -There is no Old Business at this time.

IV. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

   A. HEALTH DEPARTMENT: Options Relative to Leased Van and Pickup Truck:
      -Karen Winkelman, Health Director, will provide details. In November, 2021, the Barton County Health Department accepted funding from the Kansas Department of Health and Environment through the federal Coronavirus Response and Relief Supplemental Appropriations Act of 2021. Those monies were used in early 2022 to lease a 2022 Chrysler Pacifica van and a 2022 RAM Laramie 1500 crew cab 4X4 pickup from Marmie Motors in Great Bend. With the lease expiring, the Health Department has the option to purchase the vehicles for the residual value.

   B. SOLID WASTE: Solid Waste Planning Committee Appointments:
      -Jennifer Hamby, Solid Waste Director, will present details. Per KSA 65-3405, Barton County is required to form and maintain a Solid Waste Planning Committee to develop and perform an annual review of the Solid Waste Management Plan, which is then approved by the Commission. This committee is comprised of representatives of Cities, Counties and the private industry served by the Barton County Landfill. At this time, the Commission will be asked to accept certain resignations and approve appointees to those open positions.

   C. COURTHOUSE HVAC IMPROVEMENT PROJECT: Change Request No. 13:
      -Matt Patzner, County Administrator, will present details. Barton County has received notice of certain needed updates to the Heating, Ventilation and Air Conditioning improvement project. The current change request centers on asbestos abatement.

   D. COURTHOUSE HVAC IMPROVEMENT PROJECT: Other Change Orders – Under Resolution 2023-19 Threshold:
      -Mr. Patzner will present details. Barton County has received notice of certain needed updates to the Heating, Ventilation and Air Conditioning improvement project. These changes, individually, are under the threshold established with the adoption of Resolution 2023-19.

   E. EXECUTIVE SESSION:
      -Chairman Shawn Hutchinson will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.

V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

   A. ANNOUNCEMENTS:
      -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
      -County officials, individually or in groups, may visit the Courthouse or those buildings being used for displaced Courthouse offices during the HVAC improvement project. With the Courthouse located at 1400 Main, other buildings being used for housing are 1520 Main and 1709 Main, Great Bend, Kansas.
      -Barton County Office Buildings will be closed on Friday, November 10, 2023, in observance of the Veterans Day holiday. The Health Department and the Records Division of the Sheriff’s Office will also be closed that day. The Landfill be open from 8:00 a.m. – 11:00 a.m. on November 11, 2023, and then close for the remainder of the day. Emergency services will be in normal operation.
      -The Memorial Parks Advisory Committee has scheduled a memorial recognition ceremony at the Golden Belt Veterans Memorial at 1:00 p.m., Friday, November 10, 2023. The ceremony will be held at the Golden Belt Memorial Park, 59 NW 50 Road, Great Bend, Kansas. County officials may attend.
      -The County Commission will meet as the Board of County Canvassers at 8:30 a.m., Tuesday, November 14, 2023, in the Office of the County Clerk. At that time, they will canvass the November 7, 2023, Municipal General Election ballots.

   B. APPOINTMENTS:
      -Although subject to change, the following appointments have been scheduled:

      9:45 a.m. or following the close of the Agenda Meeting – Program Update – Brenda Kaiser, Human Resource Director.

      10:00 a.m. – Program Update – Amy Boxberger, CKCC Director, and Marissa Woodmansee, Juvenile Services Director.

      10:30 a.m. – Replacing south shed – storm damage – Darren Williams, County Works Director.

      10:45 a.m. – Equipment Needs – Doug Hubbard, Fire District No. 1 Chief.

      11:00 a.m. – Regular Business Discussion – Matt Patzner, County Administrator.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Amy Boxberger, CKCC Director, is scheduled for November 9, 2023.

VI. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration.
   C. The Commissioners are available to the public on Tuesdays during regular business hours.
   D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Tuesdays.
   E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
   F. The next Regular Meeting will begin at 9:00 a.m. or following the Canvass of the Municipal General Election on Tuesday, November 14, 2023. The Canvass begins at 8:30 a.m. in the County Clerk’s Office.
