BOARD OF BARTON COUNTY COMMISSIONERS AND GOVERNING BOARD OF FIRE DISTRICT NO. 1 MEETINGS

Notice to Exceed Revenue Neutral Rate and Budget Hearing and Agenda Meeting
10 a.m. Until Close

I. OPENING BUSINESS:
   A. Call Meeting to Order.
   B. Recitation of the Pledge of Allegiance.
   C. Consider Approval of the Agenda.
   D. Minutes of the August 6, 2024, and the August 13, 2024, Regular Meetings are not available.
   E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
   F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.

II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
   -There is no Old Business at this time.

III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

   A. COUNTY CLERK’S OFFICE: Request for Approval – Added / Abated / Escaped / Refunded Taxes:
      -Bev Schmeidler, County Clerk, will present a listing of Added / Abated / Escaped / Refunded Taxes. Orders for these actions are kept on file in the County Clerk’s Office. These are used to correct assessments and are requested by the County Appraiser’s Office or the County Clerk’s Office.

   B. DISTRICT CORONER: Appointment of Deputy Coroner:
      -Matt Patzner, County Administrator, will provide details. Dr. Patrick Stiles currently serves as the 20th Judicial District Coroner. At the recommendation of Rice County, it is suggested that Dr. Jennifer Mettling be appointed as a Deputy District Coroner.

   C. EXECUTIVE SESSION:
      -Chairman Barb Esfeld will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.

IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

   A. ANNOUNCEMENTS:
      -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

      -The Commission will meet as the Governing Body of Fire District No. 1 at 10:00 a.m. in these Chambers.

      -The Barton County Commission will host a National Interest Electric Transmission Corridor town hall meeting beginning at 6:00 p.m., Tuesday, August 20, 2024, in Courtroom A of the Barton County Courthouse, 1400 Main, Third Floor, Great Bend, Kansas. This open forum meeting is planned as a way for local governmental agencies, as well as the public, to discuss the designation process, route boundaries and coordinated response efforts.

      -County officials are invited to attend a quarterly meeting with the Gove, Graham, Hodgeman, Lane, Rush and Trego County Commissioners. The meeting begins at 6:00 p.m., Wednesday, August 21, 2024, at the Ness County Courthouse, 202 W Sycamore, Ness City, Kansas.

   B. APPOINTMENTS:
      -Although subject to change, the following appointments have been scheduled:

         9:45 a.m. or following the close of the Agenda Meeting – Financial Update – Matt Patzner, Administrator.

         10:00 a.m. – Budget Hearing and Agenda Meeting – Fire District No. 1.

         10:15 a.m. – Personnel – Levi Morris, County Attorney.

         10:30 a.m. – Program Update and Carry Over Budget Request - Marissa Woodmansee, Juvenile Services Director.

         10:45 a.m. – Carry Over Budget Request – Brooke Haulmark, CKCC Director.

         11:00 a.m. – Façade Improvement Update – The Landing, LLC.

         11:15 a.m. – Regular Business Discussion – Matt Patzner, County Administrator.

         Noon – Departmental Visit with the County Engineer’s Office, Mapping and Emergency Management.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Commissioner Donna Zimmerman and Matt Patzner, County Administrator, are scheduled for August 22, 2024.

V. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration at this time.
   C. The Commissioners are available to the Public on Tuesdays during regular business hours.
   D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Tuesdays.
   E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
   F. The next Regular Meeting will be at 9:00 a.m., Tuesday, August 27, 2024.

NOTICE TO EXCEED REVENUE NEUTRAL RATE AND BUDGET HEARING: 2025

Operating Budget:
   -Matt Patzner, Barton County Administrator, will provide details. Fire District officials were asked to submit a preliminary budget request for the 2025 Operating Year. The public is hereby notified that, should the budget be adopted as presented, it will exceed the revenue neutral rate. Budget information will now be presented for public comment.

CLOSE NOTICE TO EXCEED REVENUE NEUTRAL RATE BUDGET HEARING

III. NEW BUSINESS – All new business to be considered by the Governing Body will be heard at this time.

   A. ADOPTION OF THE 2025 FIRE DISTRICT OPERATING BUDGET:
      -Mr. Patzner will provide details. The Budget Hearing for the proposed 2025 Operating Budget was conducted prior to this Regular Meeting. The Governing Body is now asked to consider adoption of the proposed budget.

IV. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration.
   C. Next Regular Meeting will be announced at a later date.
