BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
January 19, 2022
9:00 a.m. Until Close

I. OPENING BUSINESS:
   A. Call Meeting to Order.
   B. Recitation of the Pledge of Allegiance.
   C. Consider Approval of the Agenda.
   D. Consider the minutes of the January 11, 2022, Regular Meeting.
   E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
   F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.

II. APPROVAL OF APPROPRIATIONS: 13th Month – 2nd Run:
   -An Accounts Payable Register for the 13th Month, 2021, will be submitted to the Commission. Thirteenth month expenditures include any unpaid bills for a product, service or utility that was received in 2021.

III. APPROVAL OF APPROPRIATIONS:
   -An Accounts Payable Register will be submitted to the Commission for the period of January 4, 2022, and ending January 19, 2022.

IV. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
   -There is no Old Business at this time.

V. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

   A. COUNTY CLERK’S OFFICE: Request for Approval – Added / Abated / Escaped / Refunded Taxes:
   -Bev Schmeidler, County Clerk, will present a listing of Added / Abated / Escaped / Refunded Taxes. Orders for these actions are kept on file in the County Clerk’s Office. These are used to correct assessments and are requested by the County Appraiser’s Office or the County Clerk’s Office.

   B. RESOLUTION 2022-04: A Resolution of Barton County, Kansas, Approving the Execution and Delivery of an Agreement to Release and Assign the County’s Opioid Claims to the Kansas Attorney General and Certifying Costs Attributable to Substance Abuse and Addiction Mitigation in Excess of $500:
      -Patrick Hoffman, County Counselor, will provide details on this item. On October 26, 2021, the Commission opted in to the National Opioid Settlement. The proposed settlement includes McKesson, Cardinal Health and AmerisourceBergen (Distributors) and Janssen Pharmaceuticals and its parent company, Johnson & Johnson (Janssen). The Kansas Attorney General requests a Resolution be adopted releasing and assigning claims to that office.

   C. RESOLUTION 2022-05: 2022 Tax Sale:
      -Jim Jordan, County Treasurer, will provide details. Resolution 2022-05 authorizes certain tracts of real estate be sold for back taxes. This money is then distributed to the various taxing entities in the County. The Resolution also authorizes abstract work be performed in preparation for the tax sale.

   D. 2022 TAX SALE: First American Title Company:
      -Pam Curtis, First American Title Company, will provide details. Jim Jordan contacted First American Title Company reference abstracting services for the 2022 Tax Sale. First American Title Company is willing to provide the needed services at $80.00 per parcel.

   E. RESOLUTION 2022-06: State of Kansas, Municipal Investment Pool and Rescinding Resolution 2020-14, Same, adopted, August 24, 2020:
      -Jim Jordan will provide details. The Commission will consider a revision to a 2020 Resolution allowing County funds to be pooled and invested. Revisions include the names of persons “authorized to transfer funds for investment in the Municipal Investment Pool (MIP) and are each authorized to withdraw funds, to issue letters of instruction, and to take all other actions deemed necessary or appropriate for the investment of funds”.

   F. INFORMATION TECHNOLOGY: Wireless Door and Alarm System:
      -Dereck Hollingshead, Information Technology Director, will present details. The Information Technology Department released a Request for Proposal (RFP) for an upgrade for five (5) doors with access control for Juvenile Services. Nex-Tech Security submitted the only bid of $9,004.80.

   G. INFORMATION TECHNOLOGY: Camera Surveillance Upgrade project:
      -Dereck Hollingshead will provide details. The Information Technology Department released a Request for Proposal (RFP) for this project that includes the upgrade of a camera server, various interior cameras and video decoders. Two bids were received.

   H. APPRAISER’S OFFICE: Vehicle Replacement:
      -Wendy Prosser, County Appraiser, will provide details. After following County procurement policies and receiving no response to the bid, the Appraiser’s Office was given a list of specifications and authorized to find a like vehicle within a multi-County area. This was classified as noncompetitive procurement. With current vehicle shortages and staffing demands, the purchase was necessary for the continuity of operations. A 2019 Chevrolet Traverse with 22,363 miles was purchased from Hays Chevrolet for $47,119.00 on January 13, 2022. The Commission will be asked to ratify the purchase.

   I. CENTRAL KANSAS COMMUNITY CORRECTIONS: Fiscal Year 2021 Year-End Outcomes:
      -Amy Boxberger, CKCC Director, will present. The Kansas Community Corrections Act provides grants to Kansas Counties to develop and maintain a range of programs for adult offenders assigned to Community Corrections agencies. A Comprehensive Plan (grant application) was submitted that set the goals for FY2021. The Year-End Outcomes then sets out the results at the close of the year and require the review and approval of the Barton County Commissioners, as the Administrative County for the District to which the plan pertains.

VI. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.   

   A. ANNOUNCEMENTS:
      -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

      -County officials may attend the KAC 2022 Local Government Day event beginning at 1:00 p.m., Wednesday, January 26, 2022. The event will be held at the Hotel Topeka at City Centre, 1717 SW Topeka Boulevard, Topeka, Kansas.

   B. APPOINTMENTS:
      Although subject to change, the following appointments have been scheduled:

      10:00 a.m. or following the close of the Agenda Meeting – Redistricting – City of Great Bend – Bev Schmeidler, County Clerk.

      10:15 a.m. – Request for Proposal Review, Bulk Mailing of Certified Notice of Values and municipal property tax exemptions – Wendy Prosser, County Appraiser.

      10:30 a.m. – Memorial Parks – Pam Wornkey, Register of Deeds.

      10:45 a.m. – Purchase of Stone for the Memorial and needed repairs for the Memorial Parks Monuments – Darren Williams, County Works Director, and Mick Lang, Memorial Parks Committee.

      11:15 a.m. – Review of Vehicle Bids – Karen Winkelman, Health Director.

      11:30 a.m. – Business Update – Jim Jordan, County Treasurer.

      1:00 p.m. – Review of Burn Ban process – Amy Miller, Emergency Risk Manager, and Dena Popp, 911 Director.

      1:30 p.m. – Regular Business Discussion to include a remote work policy – Matt Patzner, Director of Operations.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Members of the Health Department are scheduled for January 20, 2022.

VII. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration.
   C. The Commissioners are available to the Public on Wednesdays during regular business hours.
   D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Wednesdays.
   E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
   F. The next Regular Meeting will be at 9:00 a.m., _________________.
