I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Minutes of the August 31, 2022, RNR Hearing, Budget Hearing and Regular Meeting are not available.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.
II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
-There is no Old Business at this time.
III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.
A. RESOLUTION 2022-22: A Resolution Establishing a Temporary Burn Ban:
-Amy Miller, Emergency Risk Manager, will present details. Persistent dry weather conditions have created a fire hazard situation within Barton County. Local Fire Chiefs have asked that the Commission prohibit open burning in Barton County. At this time, the Commission will be asked to declare a temporary burn ban until conditions improve.
B. SOLID WASTE: Appointment of Director:
-Matt Patzner, Director of Operations, will provide details. Earlier this year, the County advertised for the position of Solid Waste Director. Work generally includes management of Landfill operations to include budget development, staff management and operational control. After accepting applications and doing interviews, Jennifer Hamby, who has been serving in the position of Interim Director, was appointed to the position.
C. FAÇADE IMPROVEMENT PROJECT: Extending the Grant Term – The Gallery:
-Loretta K. Miller, The Gallery, located at 2019 and 2021 Forest Avenue, Great Bend, will provide details. During the September 21, 2021, Commission Meeting, Miller was allocated a total of $23,370.33 for two façade improvement projects. Contactor issues have caused the projects to be delayed. The Commission will be asked to extend the grant period to June 30, 2023.
D. FAÇADE IMPROVEMENT PROJECT: Extending the Grant Term – B&H Development, LLC:
-Mr. Patzner will provide details. During the September 21, 2021, Commission Meeting, B&H Development, Great Bend Coffee and Yours Truly, 2015 and 2017 Lakin, Great Bend, was allocated a total of $20,000.00 for a façade improvement project. Replacement of historic glass has caused the project to be delayed. The Commission will be asked to extend the grant period to June 30, 2023.
E. FAÇADE IMPROVEMENT PROJECT: Request for Additional Funding – Twisted Fusion:
-Mr. Patzner will provide details. In November, 2021, Twisted Fusion, 167 S Main Street, Hoisington, Kansas, was awarded a $19,162.27 Façade Improvement Grant allocation. The final accounting for the project indicates an overrun of $539.06. The Commission will be asked to provide additional funding to Twisted Fusion.
F. RESOLUTION: A Resolution Concerning the Involvement of Sitting Barton County Commissioners on Area Boards and Committees:
-Commissioner Kirby Krier will provide details. This proposed Resolution concerns guidelines for Commissioners when dealing with area boards and committees.
IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.
A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
-The Barton County Commission will hold a public viewing of roads on Wednesday, September 7, 2022, at 10:00 a.m. The viewing will begin at the northeast corner of Heizer and proceed from there. Official action on the request to vacate the roadway rights of way will take place at the Barton County Commission Meeting, 1400 Main, Room 106, Great Bend, Kansas, on Wednesday, September 14, 2022, at 9:00 a.m. Comments may be presented at the public viewing and/or at the Commission Meeting.
B. APPOINTMENTS:
-No study sessions have been scheduled as the Commission will hold a public road viewing beginning at 10:00 a.m. near Heizer.
THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Amy Boxberger, CKCC Director, is scheduled for September 8, 2022.
V. OTHER BUSINESS:
A. Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration.
C. The Commissioners are available to the Public on Wednesdays during regular business hours.
D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Wednesdays.
E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
F. The next Regular Meeting will be at 9:00 a.m., Wednesday, September 14, 2022.
