Barton County is welcoming a new county counselor as Todd Powell of Jeter Law Firm,LLP, in Hays steps into the role.
At last Tuesday's meeting, the Barton County Commission approved a letter of engagement for Powell to provide county counselor services beginning July 1, 2026. In this role, Powell will serve as the primary legal advisor to the Barton County Commission, providing proactive, timely, and accurate legal counsel on matters involving county government.
Powell attended the meeting and thanked the commission for the opportunity. He shared that he appreciated the chance to meet with several members of the commission and looks forward to building a strong working relationship with Barton County.
The transition comes after Patrick Hoffman, who has served as Barton County counselor since 2019, accepted a full-time position with the city of Salina earlier this year and reduced his service time with the county. Following that change, Barton County released a Request for Qualifications seeking attorneys or law firms interested in serving as county counselor.
To ensure continuity during the transition, Hoffman will continue assisting Barton County as Powell becomes established in the role.
Commissioners welcomed Powell and expressed appreciation for his willingness to serve Barton County in this important role. The county counselor provides essential legal guidance to the commission and helps support the work of local government through careful review, sound advice, and steady support.

As Barton County looks ahead with Powell in the role, the county also extends sincere appreciation to Hoffman for his years of dedicated service.
In a message shared with county staff and commissioners, Hoffman reflected on his time with Barton County, calling it an incredible honor to serve as county counselor since 2019. He also congratulated Powell and wished him success in the position, while sharing his gratitude for the friendships, professional growth, and meaningful work he experienced during his time with the county.
Hoffman’s service left a lasting impact on Barton County. His guidance, professionalism, and steady presence helped support commissioners, staff, and departments through important decisions and day-to-day legal matters.
While this transition marks the beginning of a new chapter for Barton County, it also provides an opportunity to recognize and thank Hoffman for the time, care, and commitment he gave to the county.
