BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
March 19
9 a.m. until close
1500 Kansas Avenue

I. OPENING BUSINESS:
   A. Call Meeting to Order.
   B. Recitation of the Pledge of Allegiance.
   C. Consider Approval of the Agenda.
   D. Consider the minutes of the March 12, 2024, Regular Meeting.
   E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
   F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.

II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
   -There is no Old Business at this time.

III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

   A. COUNTY CLERK’S OFFICE: Request for Approval – Added / Abated / Escaped / Refunded Taxes:
      -Bev Schmeidler, County Clerk, will present a listing of Added / Abated / Escaped / Refunded Taxes. Orders for these actions are kept on file in the County Clerk’s Office. These are used to correct assessments and are requested by the County Appraiser’s Office or the County Clerk’s Office. Recommended motion – Move to approve the Listing of Added / Abated / Escaped / Refunded Taxes as reviewed by the County Appraiser and presented by the County Clerk’s Office. Direct the Chairman to sign on behalf of the Commission.

   B. TREASURER’S OFFICE: Tax Statement \ Mill Levy Correction:
      -Jim Jordan, County Treasurer, will provide details. On March 7, 2024, Mr. Jordan released a video detailing the efforts being taken to correct tax statements following an incorrect mill levy calculation. Those efforts will be detailed at this time. Recommended motion – Information only. No action necessary.

   C. FAÇADE IMPROVEMENT PROJECT – ROUND II: Grant Deadline Extension:
      -Matt Patzner, County Administrator, will provide details. In 2023, the Commission authorized the second in the series of Façade Improvement Grants. There are approximately eleven projects that remain unfinished. The Commission will be asked to extend the grant period to December 31, 2024. Recommended motion – Move to extend the contract period for the remaining Façade Improvement Project, Round II recipients, to December 31, 2024.

   D. EXECUTIVE SESSION:
      -Chairman Barb Esfeld will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.
         Recommended motion – I move that the Commission go into Executive Session for a period of ______________ minutes. The subject to be discussed will be consultation with the County Counselor to discuss (possible topics include non-elected personnel, land acquisition, matters related to attorney client privilege, etc.) as this matter is protected by attorney / client privilege. The reason this needs to be discussed in Executive Session is to provide the attorney / client privilege and the County’s position on the matter on which legal advice is being sought. _________________ (Full Name and Title) to be included in said meeting. The Open Meeting will resume at _____________ in this room.

IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

   A. ANNOUNCEMENTS:
      -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

      -County officials, individually or in groups, may visit the Courthouse or those buildings being used for displaced Courthouse offices during the HVAC improvement project. With the Courthouse located at 1400 Main, other buildings being used for housing are 1520 Main and 1709 Main, Great Bend, Kansas.

      -The County Commission will meet as the Board of County Canvassers at 8:30 a.m., Tuesday, March 26, 2024, in the Office of the County Clerk. At that time, they will canvass the March 19, 2024, Presidential Preference Primary Election ballots.

   B. APPOINTMENTS:
      -Although subject to change, the following appointments have been scheduled:

         9:30 a.m. or following the close of the Agenda Meeting – Financial Update – Matt Patzner, Administrator.

         9:45 a.m. – Program Update – Marissa Woodmansee, Juvenile Services Director.

         10:00 a.m. – Planning Commission Updates and CLUP application from ILC and LLC – Judy Goreham, Environmental Manager.

         11:00 a.m. – Pawnee Rock Revitalization Project update.

         11:30 a.m. – Regular Business Discussion – Matt Patzner, County Administrator.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Members of the Health Department are scheduled for March 21, 2024.

V. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration.
   C. The Commissioners are available to the Public on Tuesdays during regular business hours.
   D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Tuesdays.
   E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
   F. The County Commission will meet as the Board of County Canvassers at 8:30 a.m., Tuesday, March 26, 2024, in the Office of the County Clerk. At that time, they will canvass the March 19, 2024, Presidential Preference Primary Election ballots. The Commission meeting will begin at 9:00 a.m. or following the close of the canvass that day.
