      · Persons may present ideas or concerns regarding USD 428. The Board will take no action at this meeting. Such items will be referred to the appropriate administrator(s) for future information and researched and reported back to the Board at a later meeting. Personalities and behavior of employees are not to be presented during this period but are to be reported to the employee’s immediate supervisor. The president shall determine the amount of time to be spent for citizen participation.

4. UNFINISHED BUSINESS
   A. District Needs Assessment
      The administration will share information gathered from individual building needs assessments.

5. NEW BUSINESS
   A. 2024-2025 Revenue Neutral Rate Review
      Mr. Thexton will provide updated details of the Revenue Neutral Rate process.

   B. Approval to Publish Notice to Exceed Revenue Neutral Rate
      The administration recommends that the BOE approve GB Tribune's publication of the 2024-2025 Notice to exceed the Revenue Neutral Rate.

   C. 2024-2025 USD 428 Budget Review
      Mr. Thexton will provide updated details of the district’s proposed 2024-2025 budget.

   D. Approval to Publish Budget
      The administration recommends that the BOE approve GB Tribune's publication of the 2024-2025 budget as presented.

   E. Sale of Surplus Real Estate
      The administration will discuss properties and recommend board approval to accept sealed bids for the two following surplus properties:
         · 201 S. Patton Road, Great Bend, KS
         · 2201 Broadway Ave, Great Bend, KS
            The properties have been appraised and a reserve has been set. Sealed bids for these two properties will be accepted and opened at 1 p.m. on Sept. 4, 2024. The district reserves the right to refuse all bids that do not meet the appraised value of the building(s). A public notice will be posted in the Great Bend Tribune with bid details after board approval. The building at 2019 12th Street is not for sale yet, but it is anticipated to be up for sale sometime this fall. Interested parties may contact John Popp for more information.

   F. Approval of AED Purchase
      Each district building is provided with an appropriate number of AED units to accommodate students and staff should a health emergency arise. Mr. Popp will present a quotation and request approval to purchase four additional units (including a 5-year maintenance program), five alarmed wall cabinets, and three 3D wall AED signs for increased visibility of the units. The quote for these items is $10,535.00. The administration will request board approval.

   G. Approval of K-6 Lunch Tables
      The elementary school gymnasiums serve as dual-purpose areas for physical education and as student lunch rooms. After meals are served, custodial staff folds and stores tables to allow room for PE classes. However, the current modular tables are aged and have become increasingly difficult to move and store effectively while not in use. To maintain safety for students and staff, Mr. Popp will discuss replacing 60 tables and will present a proposal to the board.

   H. Fleet Management Proposal
      Director of Transportation Cody Schmidt will discuss the current situation of aging support service vehicles and discuss a lease program proposal. The administration will present information and make a recommendation.

   I. Robotic Line-Painter Proposal
      Mr. Popp will discuss a proposed Memorandum of Understanding between USD 428 and Great Bend Recreation Center to cost-share a Robotic line painter to stripe athletic turf and grass fields. Transportation and Grounds Director Cody Schmidt will provide additional details and answer questions. The administration will make a recommendation and request approval of the MOU.

   J. KDOT 2024-2025 Driver Education Grant
      District administrators applied for a $30,000 driver education grant to help offset the cost of the summer program offered to USD 428 students. Mr. Thexton will discuss the grant and provide details.

   K. BMI Value Health Contract
      Value Health recently announced its closure due to bankruptcy. The contract between USD 428 and Value Health ends on September 1. Mr. Popp will discuss the district’s plan for the continuance of health care for the 2024-2025 school year.

6. CURRICULUM REPORT
   A. Summer Professional Development Review
      The district had good participation in the summer courses provided to educators by USD 428. Many of the courses offered college credits for teaching staff.

   B. Professional Development Plan 2024-2025
      USD 428 will continue to follow our professional development plan that was submitted to KSDE last year. Our professional development focus for the 2024-2025 school year will be on the components within our instructional plan, including developing common formative assessments and increasing staff capacity in implementing the district-wide instructional model. Professional development efforts will align with the district's improvement plan and KSDE's school improvement/district accreditation process, KESA.

   C. Summary of 2023-2024 Professional Development Council (PDC)
      The USD 428 Professional Development Council (PDC) is a representative group of teachers and administrators who, by law, must meet regularly, develop a 5-year plan, count points, approve Individual Development plans, and establish and evaluate professional development opportunities. Mrs. Blevins will discuss the details of the report.

   D. Curriculum Adoption Focus for 2024-2025
      The district is implementing new English Language Arts curriculum materials for K-6. The K-12 district science team will pilot new materials this fall, with recommendations coming to the board during the second semester. Several content areas, including Grades 7-12 English Language Arts, Social Emotional Learning/Healthy Living, English Learners, and several CTE courses, will begin the adoption process.

   E. USD 428 Demographic & Data Review
      Mrs. Blevins will share demographic and state assessment data for the previous school year.

   F. Curriculum Meetings

7. BUSINESS AND OPERATIONS REPORT
   A. District Safety Committee
      The district safety committee's focus for this year will be the approval of the Emergency Operations Plan, followed by the training and preparation required by the plan. The committee will also focus on the Cardiac procedures mandated by the legislature.

   B. Capital Outlay Plan
      Mr. Popp will present anticipated Capital Outlay expenditures for the upcoming year.

   C. Safe and Secure Schools Grant
      The district recently applied for a Safe and Secure Schools Grant for 2024-2025, which was approved by the State Board of Education for the amount of $41,593. Mr. Popp will discuss how this grant money will be used to improve safety in USD 428 schools.

   D. Project Updates
      Board members and the administration will discuss updates on the following projects.

         · Roofing Projects

   E. Director’s Report
      As the 2024-2025 school year begins, a monthly rotation of Directors in the district Report will present department updates to board members. The August guest director providing a report is Cody Schmidt, Director of Grounds and Transportation

   F. Personnel Update
      Mr. Popp will discuss a list of personnel details summarizing current personnel changes this school year.
