BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
July 30, 2024
9 a.m. Until Close

I. OPENING BUSINESS:
   A. Call Meeting to Order.
   B. Recitation of the Pledge of Allegiance.
   C. Consider Approval of the Agenda.
   D. Consider the minutes of the July 16, 2024, and the July 23, 2024, Regular Meeting.
   E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
   F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.

II. APPROVAL OF APPROPRIATIONS:
   -Bev Schmeidler, County Clerk, will present details. An Accounts Payable Register will be submitted to the Commission for the period of July 16, 2024, and ending July 30, 2024.

III. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
   -There is no Old Business at this time.

IV. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

   A. RESOLUTION 2024-16: Creation of a 911 / Communications Advisory Board and Rescinding Resolution 2008-19, Same, Adopted December 29, 2008:
      -Dena Popp, 911 Director, will provide details. Barton County Resolution 2008-19, Creation of a 911/Communications Advisory Board, was adopted on December 29, 2008. In that resolution, membership was designated as the Barton County Sheriff, the Chief of Police and the Fire Chief / EMS Director of the Cities of Claflin, Ellinwood, Great Bend and Hoisington, the Lieutenant of the Kansas Highway Patrol as well as the Road and Bridge Director, who served as assistant Emergency Manager at that time. It is now suggested that the Road and Bridge Director be struck from that listing and that the Barton County Emergency Management Director be added.

   B. MOTOROLA SOLUTIONS: Maintenance, Support and Software Update Agreement:
      -Ms. Popp will provide details. An agreement with Motorola Solutions was approved in September, 2020, for two 800 megahertz radio repeater towers. That agreement included maintenance, support and SUA (software update agreement) costs for one year. Communications has received a $64,713.00 maintenance contract invoice for the continuation of services through April, 2025. It is suggested that the cost be paid through the General Fund.

   C. MOTOROLA SOLUTIONS: Maintenance, Support and Software Update Agreement:
      -Ms. Popp will provide details. The County approved a Motorola Solutions agreement in 2022 for a radio console upgrade at the Communications Center. That agreement included maintenance, support and SUA (software update agreement) costs for the first year. The County has received a $35,253.00 invoice for the continuation of services.

   D. ROAD AND BRIDGE: Equipment Replacement – Purchase of a Truck:
      -Darren Williams, County Works Director, will provide details. Earlier this year, Road and Bridge asked for vehicle quotes for a ¾ ton, 4x4, crew cab, full size 4-door truck cab without a bed. Should the purchase be approved, it anticipated that a 2008 Ford F350 would be sold at auction.

E. ROAD AND BRIDGE: Building Repair – July, 2023, Storm Damage:
      -Mr. Williams will provide details. Several buildings at the Road and Bridge complex were damaged in the July, 2023, storm. The County is in receipt of a Washington Roofing and Insulation Inc proposal for repair of four buildings for a total cost of $89,227.00. A portion of that cost has been reimbursed to the County by a previous insurance carrier.

   F. EXECUTIVE SESSION:
      -Chairman Barb Esfeld will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.

V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

   A. ANNOUNCEMENTS:
      -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

      -County officials are invited to a Community Open House to celebrate the opening of the USD 428 District Office and Little Panthers Preschool at 1809 24th Street, Great Bend, Kansas. The event will take place on Thursday, August 1, 2024, from 4-6 p.m., with a brief program and ribbon cutting ceremony at 5:30 pm.

   B. APPOINTMENTS:
      -Although subject to change, the following appointments have been scheduled:

         9:45 a.m. or following the close of the Agenda Meeting – Staffing issues – Karen Winkelman, Public Health Director.

         10:15 a.m. – Equipment Replacement – Darren Williams, County Works Director.

         10:45 a.m. – Regular Business Discussion – Matt Patzner, County Administrator.

         Noon – Environmental Management Office Visit with Judy Goreham, Environmental Manager.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Sheriff Brian Bellendir scheduled for August 1, 2024.

VI. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration at this time.
   C. The Commissioners are available to the public on Tuesdays during regular business hours.
   D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Tuesdays.
   E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
   F. The next Regular Meeting will be at 9:00 a.m., Tuesday, August 6, 2024.
