I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Consider the minutes of the September 24, 2024, Regular Meeting.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.
II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
-There is no Old Business at this time.
III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.
ITEM A. ADMINISTRATIVE CHANGES: County Works:
-Matt Patzner, County Administrator, will provide details. After accepting applications for the position of County Works Director, the Barton County Commission is pleased to announce the promotion of Chris Schartz. The Claflin native has been employed with Road and Bridge since March, 2019.
ITEM B. COUNTY CLERK’S OFFICE: Request for Approval – Added / Abated / Escaped / Refunded Taxes:
-Bev Schmeidler, County Clerk, will present a listing of Added / Abated / Escaped / Refunded Taxes. Orders for these actions are kept on file in the County Clerk’s Office. These are used to correct assessments and are requested by the County Appraiser’s Office or the County Clerk’s Office.
ITEM C. PROCLAMATION 2024-17: National 4-H Week:
-Michelle Beran, Cottonwood Extension District – Barton County, will be joined by area youth in presenting the proposed Proclamation. 4-H, as delivered by area Cooperative Extension agencies, has helped thousands of youth become true leaders, entrepreneurs and visionaries. By declaring October 6 – 12, 2024, as National 4-H Week, the Commission recognizes the importance of using the Head, Heart, Hands and Health, the four core values of the 4-H mission, to become beyond ready.
ITEM D. EXECUTIVE SESSION:
-Chairman Barb Esfeld will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.
IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.
A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
-The Commission will join the Employee Engagement Committee in hosting the County Employee Picnic. The picnic, which will be held in Jack Kilby Square near the bandshell, begins at 11:30 a.m.
-The Barton, Pawnee and Russell County Commissioners will host a National Interest Electric Transmission Corridor informational meeting beginning at 6 p.m., Tuesday, Oct. 1, 2024, at the Fine Arts Auditorium, F123, Barton Community College, 245 NE 30 Road, Great Bend, Kansas. This open forum meeting is planned for local governmental agencies and the public to discuss the designation process, route boundaries and coordinated response efforts. The meeting will be live-streamed via Teams.
-The Commission may attend the Kansas Legislative Policy Group 2024 Annual Meeting. The meeting will be held at the Liberal Conference and Convention Center, 503 Hotel Drive, Liberal, Kansas, on October 3 – 4, 2024.
B. APPOINTMENTS:
-Although subject to change, the following appointments have been scheduled:
9:45 a.m. or following the close of the Agenda Meeting –Program Update – Brenda Kaiser, Human Resource Director.
10:00 a.m. – Program Update – Brooke Haulmark, CKCC Director.
10:30 a.m. – Program Update – Karen Winkelman, Public Health Director.
11:00 a.m. – Regular Business Discussion – Matt Patzner, County Administrator.
11:30 a.m. – The Commission will join the Employee Engagement Committee in hosting the County Employee Picnic.
THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Sheriff Brian Bellendir is scheduled for October 3, 2024.
V. OTHER BUSINESS:
A. Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration at this time.
C. The Commissioners are available to the Public on Tuesdays during regular business hours.
D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Tuesdays.
E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
F. The next Regular Meeting will be at 9:00 a.m., Tuesday, October 8, 2024.
