BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
Aug. 3
9 a.m. Until Close

I. OPENING BUSINESS:
   A. Call Meeting to Order.
   B. Recitation of the Pledge of Allegiance.
   C. Consider Approval of the Agenda.
   D. Consider the minutes of the July 13, 2022, the July 20, 2022, and the July 27, 2022, Regular Meetings.
   E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
   F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.

II. APPROVAL OF APPROPRIATIONS:
   -An Accounts Payable Register will be submitted to the Commission for the period of July 20, 2022, and ending August 3, 2022.

III. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
   -There is no Old Business at this time.

IV. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

   A. RESOLUTION 2022-19: Designation of Brenda Kaiser, Human Resource Director, as Barton County’s KPERS Agent:
      -Matt Patzner, Director of Operations, will provide details. The Kansas Public Employees Retirement (KPERS) Act of 1961 provides in K.S.A. 74-4902(6) for the designation of an agent for each participating employer through whom system transactions and communications are directed. In addition, this agent acts as a local contact for employees for retirement system information, transactions, forms and publications. The proposed Resolution names Brenda Kaiser, Human Resource Director, as the agent with the Director of Operations as an additional signer.

   B. RESOLUTION 2022-20: Rescinding Resolution 2004-19, Fees for Issuing Kansas Driver’s Licenses, Adopted June 14, 2004:
      -Mr. Patzner will provide details. In 2004, the Commission adopted a Resolution authoring a $3.00 fee, per the issuance of each driver’s license, to be accessed to the Kansas Department of Revenue, to offset housing the Driver’s Licensing Office at the Courthouse. As that agency is no longer housed in the building, it is appropriate that the Resolution be rescinded.

V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

   A. ANNOUNCEMENTS:
      -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
      -The County Commission will meet as the Board of County Canvassers on Monday, August 8, 2022, at 8:30 a.m. in the Office of the County Clerk. At that time, they will canvass the August 2, 2022, Primary Election ballots.

   B. APPOINTMENTS:
      -The following appointments have been scheduled:

      9:30 a.m. or following the close of the Agenda Meeting – Bridge Decking Project – Barry McManaman, County Engineer.

      10:30 a.m. – Regular Business Discussion – Matt Patzner, Director of Operations.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Sheriff Brian Bellendir is scheduled for August 4, 2022.

VI. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration.
   C. The Commissioners are available to the Public on Wednesdays during regular business hours.
   D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Wednesdays.
   E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
   F. The next Regular Meeting will be at 9:00 a.m., Wednesday, August 10, 2022.
