Kansas farmers cultivate more than crops through their checkoff contributions. Spending those dollars cultivating export markets directly benefits wheat growers and the general U.S. economy, according to a new econometric study by IHS Markit and Texas A&amp;M University.&nbsp;

Researchers concluded two export programs — the Market Access Program (MAP) and the Foreign Market Development (FMD) program — added an average of $9.6 billion per year to export value between 1977 and 2019. That’s great news for Kansas wheat growers, as roughly half of the Kansas wheat crop is exported each year.&nbsp;

“Our work indicated that MAP and FMD have accounted for 13.7% of all the revenue generated by U.S. agricultural exports between 1977 and 2019,” said Dr. Gary Williams, one of the lead agricultural economists on the project. “The additional export revenue bolsters the entire U.S. agricultural sector and creates a multiplier effect throughout the U.S. economy.”

Investment in export market development starts at the combine. The Kansas Wheat Commission is funded by a two-cent per bushel, voluntary assessment on each bushel of wheat grown in Kansas and sold to a Kansas grain elevator. The Kansas Wheat Commission uses those funds to invest in agronomic research projects, consumer outreach and supporting agricultural export market development as a contributing member of U.S. Wheat Associates (USW).&nbsp;

Wheat is the most trade-dependent of the major food and feed crops grown in the United States. But individual farming operations cannot effectively market wheat overseas. USW combines funding from 17 state wheat commission members with federal funding through the MAP and FMD programs to market U.S. wheat, including Kansas hard red winter (HRW), to customers around the world. USW staff and consultants add expertise in how best to use the various classes and qualities of U.S. wheat for end-products from loaves of bread to instant noodles to pasta and more. USW also works to address trade or technical barriers that inhibit the flow of wheat to world markets.&nbsp;

“These export market development programs enable U.S. Wheat Associates to build a critical reserve of trust and goodwill with our overseas buyers, end-users and influential government officials, as well as key U.S. government agencies and officials,” said USW President Vince Peterson. “And there is a clear return on investment — for every dollar spent on export promotion, there is a return of $24.50 in additional net export revenue —&nbsp;and the return is even higher to the U.S. wheat supply system.”

In addition to calculating the value of the MAP and FMD programs, researchers also analyzed the potential impact of the Agricultural Trade Promotion (ATP) program established by the USDA in 2019.&nbsp;

The ATP program provided $300 million to cooperating organizations like USW, and, in turn, these groups contributed $90 million in cash, goods and services. The study’s analysis of future expected returns from those investments between 2019 and 2026 predicts that incremental funding for agricultural export market development will provide an excellent return.

The Kansas Department of Transportation was one of six DOTs selected to receive a 2021 Perpetual Pavement Award: By Design, for a 4-mile section of U.S. 281 in Russell County from the Asphalt Pavement Alliance (APA). The award recognizes newly designed and constructed asphalt roads built over new or reconditioned subgrade that meets criteria. Other state DOTs honored include Arkansas, California, Iowa, Maryland and Washington. “We were very excited and honored to have received national recognition for this project,” said KDOT Area Engineer Kevin Zimmer. “U.S. 281 is a vital truck route that connects oil and gas fields and agricultural and freight products to the region. We will continue to keep making improvements to it through KDOT’s highway transportation programs.” The two-lane section of U.S. 281 extends from milepost 145 to 149 and was constructed by APAC Shears Division as part of KDOT’s T-WORKS program. It was constructed on an offset alignment around an area that had previously caused issues on the highway. “One key indicator of quality in construction is a smooth, long-life pavement,” said Amy Miller, National Director of the APA. “Long-life asphalt pavements serve the community, reduce the money needed for maintenance and conserve raw materials.”

Great Bend city crews are continuing to fog for mosquitos. 

The city plans to fog on the following dates: June 2, June 9, June 16 and June 23. 

The city will spray from 8 p.m. until midnight. The public is encouraged to take precautions to limit exposure to themselves, especially those with medical issues and pets.

Mosquito spraying begins tonight in Great Bend

The Barton County Health Department will host their 2nd
annual Community Baby Shower June 23 from 4 p.m. – 7 p.m. The
event, held at Jack Kilby Square, is open to new and expecting parents, support
people and community service providers. 

Christy Huslig with the health
department said education opportunities will focus on safe sleep for newborns. 
"Our hope is to have babies sleeping safely in our homes," said Huslig. "Accidents happen. We want to get this education out there. We want to educate the parents, grandparents and daycares to save lives." 
The health department received a state grant to fund the Community Baby Shower
that will have 23 vendors on display, including those from the Family Crisis
Center, UnitedHealthcare Community Plan, Great Bend Public Library, United Way
of Central Kansas and Sunflower Early Education.&nbsp; 
"Families that come through will get to go to all the vendors," said Huslig. "Then we'll have demonstrations on how to sleep your baby safely. We'll talk about secondhand smoke and a piece about breastfeeding." 
After demonstrations and quizzes, Huslig said partners have 40 portable cribs to
give away, baby sleep sacks, smoke detectors and other baby-related supplies. 
Daddy relay games, immunizations and activities for children will be available
at the event.&nbsp; &nbsp;&nbsp;

Barton Co. hosting 2nd annual Community Baby Shower

Summer activities are happening and that means the family laundry basket is most likely overflowing. This week we had the opportunity to catch our youngest grandsons’ first baseball games of the season. Bo’s slide into home base on Tuesday evening resulted in a ground in dirt stain that looked like it would be difficult to remove. Add that to the grass stain on one knee from diving for a ball and you have a challenge on your hands.

There are many great products on the market to help remove stains of all kinds. Without endorsing any brands, I will share some great tips for tackling a few of these summer stains.

· Grass stains – You will want to treat the stain as quickly as possible for best results. Pre-soak the stained garment in warm water with an enzyme-based stain remover or a few drops of dishwashing soap. Work in the stain remover with your fingers or a soft bristle brush and give it time to work – at least 15 minutes. Launder as usual following the care instructions on the garment tag. Hang to dry in case the stain isn’t completely removed as heat from the dryer will set the stain.

· Dirt and mud stains – Mud is just wet dirt, but it is so much harder to remove. Because soil is made up of organic matter, mud must be treated as a protein stain. If the stain is dried or old, scrape or brush off any crusted matter, then soak in cold water using a high-quality liquid detergent and a color-safe bleach. After pre-soaking for 30 minutes, wash in warm (not hot) water and detergent. If the stain remains, skip the high heat of the dryer and soak for an additional hour or overnight in a fresh solution of oxygen bleach, then rewash.

· Suncreen stains - We all realize the importance of wearing sunscreen when we spend any amount of time outdoors, but many of the ingredients in sunscreens can be difficult to remove from clothing. Either pre-treat the stain with a heavy-duty liquid detergent of with a paste made with powdered detergent and water. Let this set on the fabric for at least 30 minutes before laundering as usual.

· Ketchup or BBQ sauce – Tomato-based stains are notoriously stubborn, so removing them may take a while. Remove as much of the excess ketchup from the fabric as possible, using a spoon or the back of a knife, which won’t damage the fabric. Run cold water through the back of the stain as soon as you are able. This will force the stain back out through the fabric. Avoid any use of hot water as this will set a tomato-based stain. Rub a liquid laundry detergent into the stain in a circular motion. This should remove the color as well as the oily component of the stain. If the stain remains use a gel or spray stain remover and wash the garment as usual.

General stain removal tips include tackling the stain as soon as possible. If you are using a strong stain remover product test your garment for colorfastness in an inconspicuous place. It’s always better to be safe than sorry.

KRUG: Summer stain removal tips

OFFICIAL RELEASE OF THE PAWNEE COUNTY ATTORNEY’S OFFICE

Larned, Kansas – Adam Collinge, 42 of Topeka, appeared in custody Wednesday morning for formal Arraignment in the Pawnee County District Court.

Collinge is charged with Forgery and Theft by Deception of at least $1,500, but less than $25,000.  The charges stem from an allegation that on or about January 20, 2022, the defendant passed a forged payroll check at a bank in Larned, Kansas.

At his scheduled preliminary hearing on April 26, Collinge asked the Court to remove appointed attorney, waived his right to counsel, and demanded the Court proceed with an immediate Preliminary Hearing.  The Magistrate granted the requests. 

 The State offered testimony that the defendant presented payroll checks for a Lawrence-based business to four separate bank branches in Central Kansas.  It was later determined Collinge had never been employed by the business. 

 Collinge testified on his own behalf at the hearing and advised the Court that he had been picked up by two unknown men in Topeka and offered construction work in Western Kansas.  When they arrived in Central Kansas, he was told all they needed him to do was cash checks.  He testified he was paid $200 for each check cashed.  He further testified he was told the excess money was going to be used to pay undocumented workers who had actually performed the discussed construction work.

New counsel was subsequently appointed for the defendant. 

 At Arraignment District Judge Bruce Gatterman advised the defendant of the current charges, the possible penalties and his constitutional rights.  On the advice of counsel, the defendant stood mute when asked how he wished to plead.  Accordingly, the Court entered a Not Guilty plea on defendant’s behalf. A Pretrial has been scheduled for July 21, 2022.

Following the Arraignment, the Court granted the defendant’s request for a supervised bond release.  He remains subject to a hold from Rush County.  Collinge faces similar charges in Rush and Barton County.

At Arraignment District Judge Bruce Gatterman advised the defendant of the current charges, the possible penalties and his constitutional rights. On the advice of counsel, the defendant stood mute when asked how he wished to plead. Accordingly, the Court entered a Not Guilty plea on defendant’s behalf. Barton County Sheriff's Booking Activity (6/1)

One of the goals of the Be Well Barton County is to get more people
riding bicycles. Last year, the group created the “Family Friendly Bike Ride”
to invite all ages to join them with a community bike ride through Great Bend.


Be Well Barton County task force member Donna Krug said the ride welcomes bicyclists
with experience and novice riders. 
"We have families that come, and we make sure it's not a race," said Krug. "It's not how fast can we get there. People are really good about waiting for some of the riders that aren't used to riding quite as much to catch up. That's our goal...to get people riding." 
The group meets at Jack Kilby Square in downtown Great Bend every Friday at
6 p.m. throughout the summer and early fall. 
"If there's a storm or rain, I would expect the ride to be cancelled," said Krug. "If it's just hot, bring a water bottle with you. We take a slow pace." 
Krug said the route is about five miles and takes bicyclists down 19th
Street, around Veterans Lake and then back down 19th, returning to
Jack Kilby Square.&nbsp; &nbsp;&nbsp;

FRANKLIN COUNTY—A Pratt man was injured in an accident just before 3p.m. Wednesday in Franklin County.

The Kansas Highway Patrol reported a 2019 Peterbilt semi driven by Michael L. McGraw, 44, Pratt,&nbsp;was northbound on Interstate 35 just south of Kansas 68.

 Due to a distraction in the vehicle, the semi veered right and struck a guard rail and&nbsp; came to rest facing the north side of the road.

EMS transported McGraw to Advent Health. He was properly restrained, according to the KHP.

On Tuesday, the Kansas Department of Health and Environment (KDHE) sent local
health departments and providers a general overview of monkeypox, the latest
virus that is gaining attention. Referred to as a distant cousin of chickenpox,
monkeypox involves flu-like symptoms and a rash. 
Barton County Health Director Karen Winkelman said there is a monkeypox vaccine
in countries where the virus is more prevalent, but it is not licensed in the United
States yet. &nbsp; 
"There is a smallpox vaccine, and they think there is some protection received from the smallpox vaccine for monkeypox," said Winkelman. "The availability of that vaccine is very limited right now because smallpox was eradicated. They're looking at the possibility of upping the production of the smallpox vaccine." 
Winkelman said there are currently about 15 cases of monkeypox in seven states in the United
States.

Routine vaccination against smallpox was stopped in the 1970s after the
disease was eradicated in the United States. Winkelman recalled years ago a
fear over smallpox arose where she was given a vaccination, but vaccines rarely
exist throughout the world today. 
"I was one of the only members of the health department staff that received the vaccine because I wanted to be as protected as possible if I had to go out and do investigations," said Winkelman. "We also gave it to a few community health workers at that time." 
The Centers for Disease Control and Prevention (CDC) states that many
individuals infected with monkeypox have mild effects without treatment.&nbsp; &nbsp;&nbsp;

ITEM B. HEALTH DEPARTMENT:  2nd Annual Community Baby Shower:  -Karen Winkelman, Health Director, introduced Christy Huslig from the Health Department.  Huslig said the Barton County Health Department will host a Community Baby Shower from 4:00 p.m. – 7:00 p.m., on Thursday, June 23, 2022.  The 2nd annual event, held at Jack Kilby Square, is open to new and expectant parents, support people and community service providers.  Educational opportunities will focus on safe sleep.  Included will be door prices, daddy relay games, immunizations and activities for children.  For more information, look for the Facebook event or call the Health Department at 620.793.1902.  

ITEM C. USDA DISTANCE LEARNING AND TELEMEDICINE GRANT PROGRAM:  Program Update:  -Dereck Hollingshead, Information Technology Director, provided details.  In 2020, Barton, Ellsworth, Rice and Stafford Counties received a USDA Distance Learning and Telemedicine Grant.  Funding provided for telehealth equipment for detention facilities and public health as well as Central Kansas Community Corrections and 20th Judicial District Juvenile Services.  Hollingshead encouraged the Commission to apply for future funding to replace aging equipment received through this program.  

It was announced that the Commission will meet with the Ellinwood City Council at 7:00 p.m., Wednesday, June 1, 2022, at the Ellinwood Public Library, 210 N Schiller, Ellinwood, Kansas.  It is anticipated that the meeting will center on current issues involving local municipalities.

USDA DISTANCE LEARNING AND TELEMEDICINE GRANT PROGRAM: Program Update: -Dereck Hollingshead, Information Technology Director, provided details. In 2020, Barton, Ellsworth, Rice and Stafford Counties received a USDA Distance Learning and Telemedicine Grant. Funding provided for telehealth equipment for detention facilities and public health as well as Central Kansas Community Corrections and 20th Judicial District Juvenile Services. Hollingshead encouraged the Commission to apply for future funding to replace aging equipment received through this program. It was announced that the Commission will meet with the Ellinwood City Council at 7:00 p.m., Wednesday, June 1, 2022, at the Ellinwood Public Library, 210 N Schiller, Ellinwood, Kansas. It is anticipated that the meeting will center on current issues involving local municipalities.

In many areas of Kansas, prolonged drought has resulted in short wheat and thin stands. Harvesting wheat in these situations can be a challenge. Special attention needs to be given to cutting height, machine adjustments, and operator control. In short wheat, getting the heads into the combine with less straw will be a challenge. In some cases, the reel may not be able to effectively convey the wheat back from the cutter bar to the auger, nor hold it in place during cutting. Short cutting will also mean more contact potential with the ground and reduced levels of surface residue which will likely negatively impact cropping systems in water-limited environments.

Stripper headers - stripper headers allow the grain to be harvested efficiently while leaving the maximum amount of standing residue in the field. Research has shown that this preservation of wheat residue can reduce evaporative losses of water after harvest, aid in the moisture retention of snow, and improve the yields of next year’s crop.

Air reels - air reels will also aid in the material conveyance from the cutter bar to the auger in reel-type units when crops are light or thin. These units are made in several different types including finger air reels, non-reel, and units that fit over existing reels. Examples of manufacturers are Crary (West Fargo, ND) and AWS (Mitchell, Ontario Canada).

Draper headers and flex heads - draper headers may help with the conveyance of material since they have a very short distance between the cutterbar the conveyance belt. The ability to tip the cutterbar completely back will aid in keeping harvested crop material moving across the cutter bar and onto the belt as well as ensuring some stubble remains standing on the soil surface.

Flex heads will also help deal with the lower cutting heights and potential ground strikes. In thin stands of wheat it is even more important that sickles and guards are in good condition as there is less crop material pushing into the cutting area, which would normally help ensure cutting by worn sickles and guards.

If harvesting with a draper or flex header, maintain the cutting height as high as possible to preserve standing stubble. Typically, cutting wheat at two-thirds of its full height will result in

losses of less than 0.5 percent as any missed heads contain light weight grain that will be lost as tailings during the harvesting process.

Conventional headers - for many farmers, new equipment may not be an economical choice and you may have to make do with a conventional head on your combine. In this case, adjust the reel to get the best movement of the heads from the cutter bar to the auger.

Combine adjustments - in addition to material conveyance and cutting height, lower yields and uneven crop flow may also require performing combine adjustments to the concave/rotor cage clearance, cylinder/rotor speed, and fan speed. Follow the manufacturer’s recommendations.

Summary -although this will be a rough wheat harvest for many farmers, some changes can be made to help maximize harvest efficiencies. CAMPBELL: Considerations when harvesting short wheat

Barton County Commissioner Jennifer Schartz said any time she goes to
Walmart she is curious on the status of the baby formula supply. Schartz said the
shelves have never been completely empty, but understands specific varieties
might not be in stock. 

There has been a nationwide shortage of infant formula
since the Food and Drug Administration (FDA) shut down a large manufacturer in
Michigan over safety concerns. 
Barton County Health Department staff, including Karen Winkelman and Christy
Huslig, said the local Women, Infants, and Children (WIC) program has been working with
parents to track down needed formula. 
"Our WIC department has been fielding calls on different brands that are comparable, but the availability is still limited," said Winkelman.

"WIC has done a really great job to cover comparable brands," added Huslig. 
The manufacturer in Michigan, Abbott Nutrition, had dangerous bacteria in parts
of their plant. The FDA forced the facility to close and a large recall was
made on its formula in February.&nbsp; &nbsp; &nbsp;

Catholic Charities of Southwest Kansas is pleased to announce that they are the 2022 second quarter recipients of $10,000+ in charitable donations from members of the 100+ People Who Care in Barton County group.

Established in 2015, after almost 50 years of serving as Catholic Social Services, Catholic Charities of Southwest Kansas “honors human potential through service, advocacy, and invitation, in the spirit of the Gospel so that every person can experience hope and fulfillment.” 

They currently serve 28 counties throughout southwest Kansas, with offices in Great Bend, Dodge City, Garden City and Liberal. 

Due to the pandemic, they have been providing multiple services in the form of emergency assistance and disaster relief. According to representative Rebecca Ford, needs often lag behind emergencies, so current needs are not receding. Services can include rent and utility assistance, personal hygiene and household/domestic needs through their non-food pantry, as well as pregnancy counseling, infant adoption support, life-skills classes, immigration support, and mental and behavioral health services for individuals and families, through group and marriage counseling, addiction counseling, and relapse prevention. 

The quarterly pledges of the 100+ People Who Care members will allow Catholic Charities to continue to provide these valuable services to their applicants.
