This is day 11 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers and the Kansas Grain and Feed Association.

The Kansas wheat harvest is officially over halfway done, well ahead of the normal harvest pace, according to the USDA National Agricultural Statistics Service in the weekly Crop Progress and Condition report. USDA noted that 59 percent of the wheat crop was harvested as of June 26, compared to 37 percent last year and 40 percent for the five-year average. Statewide, the agency rated the wheat crop’s condition at 29 percent good to excellent, 32 percent fair and 29 percent poor to very poor.

Farmers around Salina attempted to get back into the field on Monday after Saline County received two inches of rain in the middle of last week. Jared Burch, a merchandiser with Hannebaum Grain, Inc., said area yields are not as great as last year, but test weights are staying steady at 59 to 60 pounds per bushel.

Burch noted the area received enough rain to get by with a decent crop, but not enough to call this year’s harvest a success. Protein is the name of the game as he talks with elevators and farmers from across the state as the crop rolls in. He said he is still watching and waiting for good harvest data from the northwest and southwest corners of the state where the harvest is still slowly progressing.

Speaking of the southwest, harvest was under a small rain delay in Finney County on Monday after not receiving adequate moisture for most of the growing season. Michael Wisner, vice president of grain for the Garden City Co-op, reported mixed results across the coop’s draw area, which extends south to Ulysses and then about 100 miles north to the Dighton/Shields area.

In the southern portion of the draw area, some farmers replanted fields to milo and others went ahead and cut fields yielding as low as five bushels an acre. Further north, where farmers received slightly more rainfall, yields are up to 40 to 50 bushels per acre. Proteins are also highly variable across the area, driven by farming practices, levels of inputs and the previous crop. Wisner expects the protein average for the elevator to come in around 12 percent.

Even with the variations, Wisner noted test weights have been “crazy high,” averaging 62 to 63 pounds per bushel and as high as 65 pounds per bushel. He attributed the heavy test weights to the weather pattern a month back that dropped a little rain and stayed overcast and cool for multiple days - all of which allowed kernels to fill.

With 80 percent of harvest complete, Wisner reported no issues with mycotoxins. He expects the area to wrap up harvest by the Fourth of July, earlier and more disappointing than normal.

Russell County will likely still be cutting after the holiday, although Jennifer Princ, manager of the Midway Coop Association, hopes area producers will be back in the field and knocking out a lot of acres this week. The Luray area in Russell County saw a large hailstorm last week that dumped four to five inches of rain in a short time. The hail was localized near town, but several fields had 20 to 40 percent hail damage.

Before the rain, Princ said she didn’t see a test weight below 60 pounds per bushel, mostly 61 to 65 pounds per bushel. But after the storms last week, test weights have fallen to 57 to 59.5 pounds per bushel.

Princ reported yields are averaging between 40 and 60 bushels per acre, with a few farmers reporting yields above 70 bushels per acre. Proteins are above average, but there is a range of good protein and low protein in the area.

“Yields, for the most part, are better than expected,” Princ said. “We were pretty dry for quite a while and farmers are pleasantly surprised with how it’s turning out.”

Chris Tanner, who farms in Norton County, is also happy with his harvest so far. He started cutting last Wednesday and with the help of his crew and his dad pitching in, he anticipates they will wrap up by next week and maybe two weeks left in the area.

“I’m about 25 percent done,” said Tanner. “My area got cranked up and really going yesterday, so everyone is in full swing starting today.”

Overall, Tanner thinks the conditions of the grain are good. Yields have varied for Tanner depending on where he was harvesting. His continuous crop yields are ranging from 20 to 30 bushels per acre and summer fallow ranging from 60 to 75 bushels per acre. Test weights have been ranging from 61 to 65 pounds per bushel with proteins averaging around 13 percent. A majority of his wheat crop is the Grainfield variety, with some Bob Dole planted as well.

Compared to last year, Tanner noted they were in the field two weeks earlier. Yields this year are around 20 percent less than last year, driven by drought conditions throughout the growing season. Looking forward, his concerns mirror the rest of the state - watching increased fuel prices, input availability and an early harvest.

The City of Larned is unlike many other cities in the area when it comes
to celebrating the 4th of July. Larned allows four days for citizens
to discharge fireworks. Within city limits, anyone can light fireworks July 1 - July 4. 
Larned Police Chief Charles Orth said the number one issue law enforcement and
first responders deal with over the holiday celebration is the combination of too
much alcohol consumption and the use of fireworks. 
"Intoxicated people shouldn't be around fireworks," said Orth. "They have a tendency to get hurt or hurt somebody else. That's the worst thing we see." 
A commonly forgotten rule in Larned is it is unlawful for anyone to
discharge fireworks on the streets, sidewalks or alleys. 
"That causes problems with impeding traffic," said Orth. "Also, fireworks around parked vehicles is never good. Vehicles have gas in them. Then they don't clean up the mess...we have to deal with that." 
Orth noted his department has responded to house fires over the years caused by
not properly disposing of the fireworks. The police department also sees cases of
children getting hurt because they’re not being supervised by an adult. 
Orth reminds all citizens to be safe as they enjoy the holiday. 
The discharge of fireworks is allowed in Larned between 8 a.m. and 10 p.m. July
1 - July 3 and between 8 a.m. and midnight on

Volatility ruled the crude oil markets last week. New York crude dropped nearly two dollars Thursday, adding to four-dollar losses the day before. But on Friday traders reversed course. Light sweet crude for August delivery on the Nymex was fetching more than $108 by lunchtime Friday, up more than four dollars. London Brent was up four percent at nearly $114 a barrel. Crude-oil prices for the week were down nearly eight dollars. Kansas crude prices dipped to eight-week lows last week but spiked on Friday. Thursday's price at CHS for Kansas Common crude was down to $94.50 per barrel, the lowest in McPherson since May 10th. Prices were up $3.25 on Friday, and start the week at $97.75 per barrel. The national average for a gallon of regular gasoline dropped more than eight cents in the last week, to $4.90. The auto club AAA says the average across Kansas is down six cents on the week to $4.59 per gallon. President Joe Biden wants Congress to suspend the national gasoline tax and urged states to cut theirs. Lawmakers of both major parties have expressed resistance to suspending federal or state gasoline taxes. The government's closely watched Weekly Petroleum Status Report and several other scheduled information releases have been delayed indefinitely. An online advisory says the delays are the result of what the Energy Information Administration described as "systems issues." Weekly data we cover include US crude-oil production and imports, as well as crude and gasoline inventories. The EIA Web site has now posted advisories about pending releases coming out later this week. Friday's Rig Count from Baker Hughes showed a spike in drilling activity. The company reported 594 active drilling rigs nationwide, up ten oil rigs and up three gas rigs. The count in Texas was up six rigs for the week. Colorado was up three rigs. Oklahoma and New Mexico were each up one. The Rig Count in Kansas is unchanged, with eastern Kansas up two at 25 rigs, and Western Kansas down two at thirty rigs. Drilling was underway Friday on a well in Barton County. Operators were about to spud a new well on a lease in Stafford County. Independent Oil &amp; Gas Service is scouting 403 wells compared with 201 at this time a year ago. Drilling activity based on 637 spuds is up 75% from a year ago. Operators completed 11 wells across Kansas last week. Ten of those were west of Wichita including one newly-completed well each in Barton, Ellis and Stafford counties. The tally so far this year is up to 742 completions, compared to 358 at this time last year. Kansas regulators okayed 43 new drilling locations, 33 in eastern Kansas and ten west of Wichita. That's 759 new drilling permits so far this year, compared to 467 a year ago. The Kansas Geological Survey reports Kansas crude-oil production for January and February totaled over 4.3 million barrels, or a little over 73-thousand barrels per day. Output in Barton County was just shy of four-thousand barrels per day, while Ellis County averaged nearly six-thousand barrels per day. In Russell County operators pumped nearly 35-hundred barrels per day. Stafford County checked in with nearly 24-hundred barrels per day. Canadian oil-sands producer Suncor Energy and Exxon Mobil are petitioning the US Supreme court, hoping once again to send a Colorado climate-change lawsuit from state court back to federal court. This is the latest in a tug-of-war over jurisdiction that has stymied action for years as municipalities across the country file lawsuits over the effects of emissions. Suncor is fighting an appeals court ruling sending Boulder County's case back to state court. It marks the first test of a Supreme Court decision last May that sent a slew of climate liability cases back to appellate judges. The Circuit Court rejected all six of the oil firm's claims to move the case to federal court, where the industry may face better odds. Oil-by-rail traffic was down slightly from last week but up slightly from last year. The Association of American Railroads reports 9,888 tanker carloads hauling petroleum or petroleum products in the week through June 18, down 149 tanker carloads from the week before, but up one percent from the same week a year ago. Russia has overtaken Saudi Arabia as China’s top importer of crude oil as its once largest importer, the European Union, continues to shun Russian oil over the war in Ukraine. Fox Business reports China imported nearly 2 million barrels per day last month– a 55% increase from a year ago, and a nearly 20% increase from the month before. India is also scooping up Russian barrels, taking advantage of $30 discounts despite international sanctions. Iraq remains India's number-one supplier, but Russia has surpassed the Saudis to become India's second-biggest source of crude oil. Disarray continues in the Libyan oil sector, complete with conflicting news accounts and fluctuating output reports. The Libyan Oil Minister told reporters output had stalled in recent weeks, dropping from 1.2 million barrels per day last year to 100-thousand barrels per day earlier this month. But some fields came back online, and output is now reportedly up to nearly 800-thousand barrels per day. Libya has Africa’s largest oil reserves, but production has been volatile since mid-April amid the most recent increase in political tension and protests at energy fields and ports. Observers warn that output in eastern Libya could soon be shut down entirely again due to protests. Output in the east has already slowed dramatically because storage facilities are full and protesters are denying tankers access. Oil discoveries off the Atlantic coast of Namibia in southwestern Africa are bringing a wealth of change, and a change of wealth, to the newly independent republic. Bloomberg reports back-to-back announcements of huge offshore discoveries from Total and Shell. The finds could reach four billion barrels of recoverable crude. Explorers have drilled more than a dozen exploration wells over the last thirty years in search of oil and gas. The chairwoman of the country's state oil company says the two discoveries could bring in $5.6 billion, a boost of more than half the size of the entire economy of Namibia.&nbsp;&nbsp;

House Appropriations Committee Clears FY 2023 Agriculture Appropriations Bill, including Equitable Relief for Specialty Crop Policies Under Crop Insurance The House Appropriations Committee advanced a $27.2 billion Fiscal Year 2023 Agriculture Appropriations bill that would provide significant new funding for conservation technical assistance, rural broadband&nbsp;and food safety. The Committee approved the bill on a party-line, 31-26 vote after Republicans argued the 8.3 percent increase in spending in the overall bill was excessive. The increased funding may well be scaled back during negotiations with the Senate which has yet to begin work on its version of the measure due to disagreement over total FY 2023 spending and the division of spending between defense and non-defense, amongst other things. Before the final vote on the bill, the committee adopted by voice vote an amendment offered by Rep. Dan Newhouse (R-WA) that would prohibit companies from China, Russia, North Korea, or Iran from buying U.S. farmland.&nbsp;The manager’s amendment to the bill also includes a provision providing equitable relief with respect to specialty crop policies under Federal Crop Insurance. Due to a flaw in the Standard Reinsurance Agreement (SRA), or contract between crop insurance and companies, administrative and operating expense reimbursement to pay for the sales and servicing of specialty crop policies and the adjustment of loss claims on these policies is cut whenever row crop prices increase. When row crop prices rise sharply, the cuts are especially severe as they were in the 2021 reinsurance year and as they are now in the 2022 reinsurance year.&nbsp;Importantly, the provision which works to restore overall A&amp;O on specialty crop policies for the 2021 reinsurance year to their 2020 levels does not open the SRA nor does it amend the Federal Crop Insurance Act. A number of specialty crop and crop insurance champions worked hard to ensure this success, including but not limited to Chairman Sanford Bishop (D-GA), Ranking Member, Rep. Andy Harris (R-MD), Rep. However, it is important to remember that the shares assigned on form 520 must match shares reported earlier for the ARC/PLC 2022 program which began on October 1, 2021. If not, any ARC or PLC payments for 2022 will be reduced by 50 percent. For producers whose shares at FSA already represent a 50/50 split with their spouses, this reduction would not apply as form 520 filled out to reflect such a split would match the shares reported for ARC/PLC 2022. Shares for all FSA programs can be restructured going forward to reflect a 50/50 split for spouses. It should also be noted that there will be additional&nbsp;implications from a restructure, including conservation compliance requirements, so discuss the change with your county FSA office and crop insurance agent before making final decisions. The letter says the Oregon Agriculture Director "is a widely recognized leader on agriculture policy and has the domestic and international experience to shepherd U.S. agriculture through growing global changes of protecting food security, tackling inflation, and expanding markets for U.S. agricultural products.”&nbsp; Commerce Department Rules Fertilizer Imports Were Subsidized, Dumped in US The Commerce Department issued final rulings that Russia and Trinidad and Tobago unfairly subsidize exports of urea ammonium nitrate fertilizer, which is dumped in the U.S. at below-market prices. The rulings bring the U.S. another step closer to finalizing stiff duties on the fertilizer that American farmers say has become too costly and scarce to the point where they may have to ration usage. The final stage in the antidumping and countervailing investigations will be rulings from the U.S. International Trade Commission on whether or not the agency will finalize determinations that the UAN imports from companies in Russia and Trinidad and Tobago do damage to U.S. producers of the fertilizer. Export Report Sorghum export shipments were up noticeably from the previous week and from the prior 4-week average with net sales of&nbsp;3.7 million bushels for 2021/2022. China made purchases of 2.37 million bushels and Mexico at 1.3&nbsp;million bushels. Exports of 5.9 million bushels were up 13 percent from the previous week but down 11 percent from the week prior 4-week average. The destination was China. Sorghum Crop Progress Report&nbsp; Eighty percent of the nation’s sorghum acreage was planted by June 19, six percentage points behind the previous year and 5 points behind the 5-year average. Texas planted 95 percent of its sorghum acreage by June 19, one percentage point behind the previous year and 2 points behind average. By June 19, fifteen percent of the nation’s sorghum acreage had reached the headed stage, 1 percentage point behind last year and 2 points behind average. The rulings bring the U.S. another step closer to finalizing stiff duties on the fertilizer that American farmers say has become too costly and scarce to the point where they may have to ration usage. On Sunday, June 26 at approximately 11:35 p.m., an officer from the Great Bend Police Department observed a vehicle being driven by Cassandra Maupin, age 40.&nbsp; 

The officer checked with Barton County Dispatch, who confirmed Maupin did not have a valid drivers license. The officer initiated a traffic stop on the vehicle in the 900 block of Kansas Avenue.

K9 Menta performed a free air sniff of the vehicle and indicated to the odor of illegal narcotics. A search of the vehicle was performed, and illegal narcotics were located.

A passenger in the vehicle, Mark Caton, age 31, was arrested for possession of marijuana, possession of paraphernalia and no drug tax stamp.

 </figure>On Sunday, June 26 at approximately 11:35 p.m., an officer from the Great Bend Police Department observed a vehicle being driven by Cassandra Maupin, age 40.&nbsp; The officer checked with Barton County Dispatch, who confirmed Maupin did not have a valid drivers license. The officer initiated a traffic stop on the vehicle in the 900 block of Kansas Avenue.K9 Menta performed a free air sniff of the vehicle and indicated to the odor of illegal narcotics. A search of the vehicle was performed, and illegal narcotics were located. Maupin was arrested for possession of methamphetamine, possession of paraphernalia, no drug tax stamp and no DL.<figure>

Two arrested for drug charges after traffic stop in Great Bend

Stafford County has been working on a county-wide housing assessment the
past year to see what their housing status is and also what they need to do to address
any deficiencies. 

Getting information from the county appraiser, the study
showed the average “age” of a house in Stafford County is 87 years old. Less than
4% of the current housing stock in Stafford County was built in the
last 20 years, and less than 13% were built in the last 50 years. 
Stafford County Economic Development Director Kathleen Norman said housing
development in the county dropped off in the 1960s. 
"What would be more desirable right now is if you could get a house that was 20 or 30 years old, still in pretty good shape, but might need more cosmetic changes," said Norman. "We just don't have that. Driving through the community, a lot of our housing is old." 
Norman estimated in the past 20 years, Stafford County has lost 13 houses per year
while building just three a year. Based on tax valuation, not fair market
value, 71% of all housing in Stafford County is valued at $100,000 or less. 
The county has pledged $350,000 for a new housing program with a goal of
building 10 houses throughout the county in the next two years. Norman said the
idea is to apply for a moderate income housing grant, but will need individual
city governments to commit funding too over the next six years. "We're not going to be able to carry out this program without at least participation from our larger cities," said Norman. "Houses will only be built in cities that choose to make the annual contribution, which is based off population. The cities will be required to provide the land for development or the land can be supplied privately. The cities that do choose to participate will be guaranteed a minimum amount of houses."

Norman is asking the City of St. John to contribute $34,750 per year for the next six years and St. John would be guaranteed four houses. The City of Stafford is requested to give $23,475 a year with a guarantee of three houses. In Macksville, it would be $12,500 for two houses. In Hudson, the contribution would be $2,500 for one house.

Norman plans on presenting the housing program to each city council. If commitments and funding are in hand, Stafford County Economic Development will find out this fall if they were awarded the grant. 
The proposed houses would range between $145,000 and $200,000, but prequalified
buyers could choose their own design. The program would be designed to sell the
houses to new owners, but the county would be open to renting the homes that
don’t sell immediately.

With the sale of the home, the county would reinvest
the funding into the development of more housing.&nbsp; &nbsp;&nbsp;

The Fourth of July at Fort Larned – A three-day celebration

This is day 10 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers and the Kansas Grain and Feed Association.

With scattered rain showers streaking through Kansas, farmers are not only cutting wheat when they can, but also dedicating manpower to spraying wheat stubble to address weed emergence. Harvest is stop-and-go in northern Barton County for Dean Stoskopf, due to random sprinkles and equipment trouble. Despite the delay, results near Hoisington are better than expected with yields ranging from 40 to 65 bushels per acre.

A challenging growing season was topped by late rains that filled kernels, resulting in both higher protein — ranging from 11 to 14 percent — and heavy test weights. Prior to the mid-harvest rain showers, test weights were averaging from 63 to 65 pounds per bushel. Now, during the second half of harvest, test weights are still adequate, but have fallen to 60 to 62 pounds per bushel.

John Hildebrand was all but 50 acres done with harvest before getting rained out on Saturday night near Stafford. Yields are far lower than average due to the tremendously dry growing season, but higher than initially estimated due to five or six inches of rain that arrived in June. Test weights remain good with the lowest at 59 pounds per bushel up to 63.8 pounds per bushel.

“Harvest is a little better than expected, but we weren’t expecting much,” Hildebrand said. “We may have not great stands, but what stands we did have filled out and had heavy berries.”

Hildebrand said Bob Dole, a variety developed by Kansas State University and released by AgriPro/Syngenta, was a stand-out, due to its taller height. In some years, a taller wheat variety could be a hindrance, but in this dry year when a lot of wheat was extremely short, it was a blessing. Paul Penner, who farms near Hillsboro in Marion County, didn’t get rained out over the weekend and continued plugging away on the combine. His harvest results this year were dictated by more than moisture conditions, as uncontrolled volunteer wheat in the area spread Wheat Streak Mosaic Virus (WSMV) across boundaries.

“It’s a mixed bag this year,” Penner said. “We’ve got some wheat that is doing pretty good — for this dry year — and the rest of it is poor due to WSMV.”

Fields that were not impacted by WSMV are yielding around 50 bushels per acre, with test weights as high as 62 pounds per bushel. Affected fields, on the other hand, are yielding in the mid-20s bushels per acre and test weights as low as 53 pounds per bushel.

Syngenta’s SY Monument is performing well in wheat planted into soybean stubble, but Penner and his neighbors are disappointed with the susceptibility of other varieties to WSMV. They are watching research programs carefully for new varieties adapted to their region with better resistance packages and asking their friends and neighbors to pay close attention to controlling volunteer wheat this fall.

Barton County Sheriff's Booking Activity (6/24 - 6/26)

It’s that time of the summer where the Barton County Appraiser’s Office
staff gets out of the office and re-inspects roughly 17% of all real
property throughout the county. 

Barton County Appraiser Wendy Prosser said her
office plans to begin the relist, or re-inspection, this week and will continue
until early August. 
"We send out questionnaires to let the public know we'll be out in the area," said Prosser. "We're looking at the exteriors to see if anything has happened to the property since we were last there. We're making sure we haven't lost or added sheds or garages. Great Bend is good at getting permits on those." 
A state statute requires county appraisers to re-inspect all real property once
every six years. Barton County divides the relist each summer to cover 17% of
the county to record a fair market value of each parcel.

This year, the county
is inspecting Comanche, South Bend, Liberty and Pawnee Rock townships. The
appraiser’s office will cover the City of Pawnee Rock and portions of the City of Great Bend. In Great Bend, the county will be reviewing the Amber Meadows subdivision; McKinley Street to Harrison, from 10th to 17th; and Harrison to Washington, from 10th to 24th. 
"During our summer relist we do not have to measure the home anymore," said Prosser. "The only times we measure are for building permits and sales. If we have a property that sells, we will check that. If something looks off, we'll go ahead and strap a tape to it." 
The appraiser’s office will be reviewing the exterior of the properties and
updating photos. If they do have to come on the property, staff will knock on
doors and let someone know they are there.&nbsp; &nbsp;&nbsp;
